Welcome to HARMONY 2015. This year’s theme “Engage Don’t Just Age” speaks to the im-portance of being constantly and consistently present for our elders, and that means actively participating in the care, regulations, initiatives and changes that so powerfully impact their lives and our industry. We, at Harmony Healthcare International, strive to bring you the best and the brightest at this annual symposium, so that you leave energized and fully engaged in transforming the care you give and the future of the post acute care industry.
2015 will close as a year of tremendous change and exciting opportunity for us all. The pace of regulatory change has increased, Medicare and Medicaid claims continue to face scrutiny, compliance and quality initiatives grow in importance and patient care remains our main focus and concern.
I am a passionate educator and that is why each and every year we work to bring you the infor-mation and tools that you can use as care givers to compliantly negotiate the complexities of the regulatory and reimbursement systems. It is through understanding of these complexities, we can continue to offer patients access to the services they require to promote recovery and prevent decline. That is why you are here. That is why you are fully engaged in this industry. We meet the challenges and to excel despite setbacks. We should all be very proud of where we are today and excited about where we going.
I am honored to offer you this year’s dynamic, highly educated team of healthcare profession-als from across the country who will be presenting a complement of topics over the next two days. I am confident that you will find our breakout sessions to be both thought provoking, constructive and engaging. We always welcome feedback and we think of that feedback as a gift that enhances our future programs.

Keynote Speaker:
Mark Parkinson, President—AHCA/NCAL
Mark Parkinson is the president and chief executive officer of the American
Health Care Association (AHCA) and the National Center for Assisted Living
(NCAL), which represents more than 12,000 for‐and not‐for‐profit nursing
homes, assisted living residences, and facilities for the care of people with
intellectual and developmental disabilities. Having previously served as the
45th Governor of the State of Kansas and owner and operator of multiple elder
care centers, Parkinson continues to pave a new path for the long term and post‐
acute care profession. Under Parkinsonʹs leadership, AHCA/NCAL focuses on
delivering policy solutions to todayʹs health care and budget challenges,
improving the Associationʹs relations with Members of Congress from both
parties as well as with government agencies. His vision has brought Parkinson
recognition, as he was named one of the Top Association CEOs for 2013 by CEO
Update and a Top Lobbyist for 2013 and 2014 by The Hill‐a leading Capitol Hill
newspaper.

Kris Mastrangelo, President—Harmony Healthcare International
Kris Mastrangelo, President and CEO, owns and operates Harmony Healthcare Inter‐
national (HHI). HHI is a premier Healthcare Consulting firm specializing in Compli‐
ance and Reimbursement. Kris brings her long term care expertise with more than 20
plus years experience in this industry as an Occupational Therapist, Licensed Nursing
Home Administrator and a Masters in Business Administration.
Kris’ leadership and vision have helped HHI become one of the most recognized and
trusted consulting companies for Compliance and Reimbursement in the Healthcare
industry.
Kris single handedly developed a unique approach to perfecting Compliance prac‐
tices as well as accuracy with Reimbursement, while simultaneously protecting the fa‐
cility from Governmental Medical Record reviews resulting in refunding Revenue to
the Medicare Contractor or Intermediary. Kris devised the HHI process aimed at posi‐

Martha Schram, President—Aegis Therapies
A founding member of Aegis Therapies, Ms. Schram has served as President since 2004,
and is responsible for delivering rehabilitative health and wellness services on behalf of
the Golden Living family of companies. In this role, Martha has been pivotal in moving
the traditional rehabilitation industry from elder care to senior care; creating industry
leading programs in the areas of wellness services, diabetic foot health, cardiac and or‐
thopedic care and the provision of rehab services in the home.
Previously, Ms. Schram held leadership positions at NovaCare, Divine Savior Healthcare
(Portage, WI) and the Veterans Affairs Medical Center (Madison, WI). As a board mem‐
ber of NASL (National Association for the Support of Long Term Care), ICAA
(International Council on Active Aging), she has successfully influenced industry regula‐
tory and policy decisions at both the state and national level. She also chairs the Medical
Services Committee of NASL Ms. Schram is a physical therapist and an active member of
the American Physical Therapy Association and earned a Bachelor of Science Degree in
Physical Therapy from the University of Colorado at Boulder.
Ali Bers, Esquire—Center for Medicare Advocacy
The Center is a national nonprofit organization that provides education and legal assis‐
tance to help elders and people with disabilities obtain fair access to Medicare and neces‐
sary health care. Ms. Bers assists with the Center’s federal litigation. She has worked re‐
cently on class action lawsuits addressing Medicare access for medically necessary care,
including the successful “improvement standard” lawsuit (the JIMMO case) and
“observation status.”
Ms. Bers has worked as an elder law attorney in private practice, and she was a staff at‐
torney at the Springfield office of Western Massachusetts Legal Services (now Commu‐
nity Legal Aid). At Legal Services, Ms. Bers handled public benefits cases and repre‐
sented Medicare beneficiaries as part of the Massachusetts Medicare Advocacy Project.
Ms. Bers has worked closely with community and social service agencies, such as Serving
the Health Information Needs of Elders (SHINE) and local Councils on Aging. She has
written articles and conducted presentations and trainings on Medicare topics. She was a
law clerk to the Honorable Robert N. Chatigny of the U.S. District Court, District of Con‐
necticut. She is a member of the National Academy of Elder Law Attorneys, and serves
on the Board of Directors of Square One, a non‐profit provider of early education and
child care for families in the Springfield, Massachusetts area. She graduated from Colum‐
bia University and Harvard Law School.

Mary Foto, President & CEO—The Foto Group
Mary Foto, OT, FAOTA, CCM, a past President of the American Occupational
Therapy Association, is CEO of The Foto Group and Treat‐it. As an internationally‐
recognized, non‐physician medical review and evidence‐based practice expert, Ms.
Foto has served as AOTA’s representative to the American Medical Association’s
(AMA) Health Care Practitioner Advisory Committee (HCPAC) Review Board for
the past 14 years. For six of those years, she represented all non‐physicians to the
AMA’s Practice Expense Advisory Committee.
In 1997, she served on Vice President Gore’s task force to develop The Patient Bill
of Rights. In April 2003, and again in 2005, where she was elected Co‐Chair of the
American Medical Association’s HCPAC and continues to represent the Advisory
Committee and all of its non‐physician member organizations as a voting member
of the AMA’s Relative Value Update Committee (RUC). In March of 2007, she was
appointed to the California Medical Evidence Evaluation Advisory Committee
when she continues to serve. In 2004‐2005, she was a member of CMS’s Negotiated
Rule Making for Orthotics and Prosthetics and has testified before Congress and
Congressional committees on electronic medical records. She has authored many
peer‐reviewed journal articles and has performed over 300 speaking engagements
in the past 10 years.
Lynda Hilliard, Compliance Consultant—Hilliard Compliance Consulting
Ms. Hilliard, MBA, RN, CHC, CCEP, recently retired as the University of California
(UC) System wide Deputy Compliance Officer, reporting to the University of Cali‐
fornia Chief Compliance and Audit Officer and assisting in the oversight and direc‐
tion of regulatory compliance‐related functions at UC. Ms. Hilliard has extensive
experience in healthcare operations across the continuum of care.
Prior to her involvement in corporate compliance, Ms. Hilliard held senior level ad‐
ministrator positions in both acute and post acute care, including long term care and
home health services. She is currently certified in healthcare compliance (CHC)
from the Health Care Compliance Association (HCCA) and as a compliance and eth‐
ics professional (CCEP) from the Society of Corporate Compliance and Ethics
(SCCE). Ms. Hilliard is a retired Lieutenant Colonel from the United States Army
Nurse Corps and has presented at numerous regional and national conferences on
compliance, risk assessments, operational and other regulatory issues. She is the co
‐author of several healthcare operations texts and was an editorial board member of
a national nursing journal.

HARMONY 2015 Sameer Sule, Founder & President—Kinara Insights
Sameer Sule, MS, MSc., is the Founder and President of Kinara Insights, a healthcare tech‐
nology consulting firm helping organizations use technology in a secure HIPAA compli‐
ant manner to be more efficient and deliver high quality of care. He is the author of
“Protecting Electronic Health Information: A Practical Approach to Patient Data Security
in your Healthcare Practice”.
Sameer has extensive experience in guiding clients through the planning, selection and
technology implementation phases. He has also assisted clients through the OCR HIPAA
audit process and provided recommendations to address the audit findings.
Sameer’s articles have been published in the Journal of Massachusetts Dental Society, The
Granite State Report, a publication of New Hampshire Chapter of The American College
of Health Care Administrators (ACHCA), The Disaster Recovery Journal and the Worces‐
ter Telegram and Gazette. His Kinara Insights blog provides insights, tips and advice on
secure technology usage in a constantly changing healthcare landscape.
Sameer has a MS from Syracuse University and a MSc. from the Indian Institute of Tech‐
nology, Bombay where he was awarded the Institute Medal for graduating at the top of
his class. He is also a co‐inventor on 14 US, EU, and AU patents.
Cheryl A. Bond, Founder and President, Essential Resilience
Cheryl is an accomplished learning and organizational development professional with
over 20 years of experience in a variety of corporate cultures including a pioneering high
technology organization, a large international law firm, and a Fortune 100 insurance pro‐
vider. She established Essential Resilience to devote all of her energy to a principle‐
based approach for increasing individual and organizational resilience and well‐being.
Prior to founding Essential Resilience, Cheryl spent 14 years as a senior organizational
development consultant working in various divisions of BAE Systems, Inc., one of the
world’s largest Department of Defense contractors and a pioneer in bringing a principle‐
based approach to optimize state of mind and resilience in business. She partnered with
senior leadership teams to provide support for talent management, team performance,
conflict resolution, and executive coaching. Through the years, Cheryl has shown hun‐
dreds of senior leaders how resilience and an optimal state of mind leads to business
success.
Cheryl holds a B.S. from Salem State College and an M.Ed., CAGS, and Ed.D. from Bos‐
ton University. Her dissertation “Leadership Training, Leadership Style, and Organiza‐
tional Effectiveness,” describes in part how State of Mind (principles‐based) leadership
training had a significant positive impact on culture, employee engagement, and busi‐
ness performance.
Denise Boudreau‐Scott, Owner—Denise B. Scott, LLC
Denise Boudreau‐Scott is owner of Denise B. Scott, LLC, which helps healthcare or‐
ganizations improve the resident and staff experience, and the bottom‐line, through
more engaged leaders and employees. Her team uses a structured process to challenge
the status quo, identify opportunities and drive staff towards improved outcomes.
A recovering nursing home and assisted living administrator, Denise is a serial volun‐
teer that is committed to giving back to a field that she loves. She co‐founded and
chairs the New Jersey Alliance for Culture Change, is vice‐chair of the National Asso‐
ciation of Long Term Care Administrator (NAB)’s Member Relations Committee and a
member of their Residential Care/Assisted Living Exam Writing Committee. She also
sits on Advancing Excellence’s Person Centered Committee and the Center for Excel‐
lence in Assisted Living’s (CEAL) Advisory Board. In 2010, Denise co‐authored the
“Long‐term Care Improvement Guide” which has been viewed almost a million times.
Denise received her Master in Health Administration from Cornell University and her
Bachelor of Science in Gerontology from the University of Scranton. She was recently
appointed as a lecturer and Executive in Residence, the youngest in the history of Cor‐
nell’s Health Administration program. She is proud to share that she started her work
in senior living as a dietary aide and nursing assistant.
Carol Scott, Field Operations Manager—Advancing Excellence
Carol began working as the Field Operations Manager for Advancing Excellence in
July,
2012. She served as the Missouri State Long‐Term Care Ombudsman for 23 years. She
was President of the National Association of State Ombudsman for four years. She
served on many state and national workgroups and task forces regarding the rights of
residents. Prior to being the State Ombudsman she was the legislative liaison for the
Division of Aging and a budget analyst for the Medicaid Program.
She graduated from the University of Missouri‐ Columbia with a BS in Public Admini‐
stration. Carol is a past president of the River City Habitat for Humanity affiliate in
Jefferson City; active in community theatre (backstage);a trainer and volunteer for the
American Cancer Societyʹs Reach to Recovery Program; and,an Elder at the First Pres‐
byterian Church.

HARMONY 2015 Dr. Steve Fuller, CMO—Affinitas Center for Research & Analytics
Dr. Fuller is the Chief Medical Officer of ACRA (The Affinitas Center for Research and
Analytics), a division of Affinitas Life (www.affinitaslife.com) devoted to using research‐
based solutions to achieve cost savings via customized health management of assisted
living residents. Prior to joining Affinitas Life in 2014, Dr. Fuller was a triple board certi‐
fied Johns Hopkins trained Pulmonary and Critical Care specialist with over 20 years of
clinical experience and academic training that included M.S. and Ph.D. degrees. He also
had a private practice of predominantly geriatric patients suffering from multiple chronic
health conditions. His activities included broad community based healthcare experience
via medical directorships in home health, hospice, skilled nursing, a rehabilitation facil‐
ity, and a long term acute care hospital. He also created a House Calls service that pro‐
vides onsite physician care in independent and assisted living communities.
He developed a new and innovative analytics service specifically for the assisted living
industry that discovers actionable insights about the unique health characteristics of this
vulnerable population. When these insights are implemented to guide customized proac‐
tive health management, we are confident that significant cost savings will result via de‐
creased resident turnover, increased resident length of stay, improved marketing, and
inclusion in health referral networks.
Holly Harmon, Senior Director of Clinical Services—AHCA
Holly has over 18 years of experience in healthcare including post‐acute care, long term
care, residential care, assisted living, independent living services, psychiatric hospital
nursing and occupational health nursing. Her background includes working as a CNA,
LPN, RN, Nurse Manager, Director of Nursing, Chief Nursing Officer, Executive Direc‐
tor/Administrator and Director of Quality Improvement & Regulatory Affairs at Maine
Health Care Association. Holly is a strong advocate of culture change and was one of 17
nurse experts nationwide who consulted on the development of the Nurse Competencies
for Nursing Home Culture Change. Holly previously served as President of the state‐
wide Maine Culture Change Coalition/LANE, Maine LANE Co‐Convener for the na‐
tional Advancing Excellence in America’s Nursing Homes Campaign, Co‐Chair of the
Maine Partnership to Improve Dementia Care in Nursing Homes and Vice‐President of
American College of Health Care Administrators, Maine Chapter. Holly is a certified
Long Term Care Safety Specialist and is an approved trainer. Holly serves as a Liaison to
various national organizations and as a consultant on various matters including organ‐
izational culture, compliance, quality and operations.

Margaret Mary Wagner—Chautauqua Nursing & Rehabilitation Center
Margaret Mary Wagner, Ed.M. CNHA, CAS, FACHCA is the Administrator at Chau‐
tauqua Nursing & Rehabilitation Center. As a seasoned healthcare professional,
Margaret Mary possesses extensive and operational leadership experience in the
continuum of care. She is recognized for her proven strategic leadership of a com‐
prehensive health service organization from pediatrics through geriatrics and a
skilled communicator who consistently motivates staff to achieve performance objec‐
tives and deliver quality care.
Dr. Joseph Scarpa—Vestra Care
In 2014, Joseph Scarpa, M.D., CMD joined Vestra Care and Golden Hill Nursing
Care and rehabilitation as Chief Medical Officer. Dr. Scarpa’s training includes gen‐
eral surgery for two years at New York University’s Booth Memorial Medical Cen‐
ter, and completed his internal medicine at Flushing Hospital, part of Albert Ein‐
stein College of Medicine. He furthered his training by doing a Geriatrics Fellow‐
ship at Montefiore Medical Center, part of Einstein College of Medicine.
Prior to joining Golden Hill Nursing Care and Rehabilitation he was the Vice Presi‐
dent/Chief medical officer for Schervier Nursing Care Center part of Bon Secours
health System, which he held since 2002. He served on the Executive Counsel, Qual‐
ity Board, Chaired Institutional Review board and Ethics Committee. In 2009 he
was instrumental in developing the Cardio/Pulmonary Sub‐Acute Care Program.
He has presented in numerous national conferences including The American Medi‐
cal Directors Association – which he is a member of, and pursues advocacy for the
care of the elderly. He has testified before the New York Senate advocating against
nursing home and home care budget cuts. Dr. Scarpa has been a clinical instructor
at the Albert Einstein College of Medicine, Long Island University, and Touro Col‐
lege of Health Sciences. He has published numerous articles and has co‐authored a
chapter in Clinical Geriatrics. He was a Contributor to Passages in Care Giving: Turn‐
ing Chaos into Confidence a book by a noted author Gail Sheehy, published in the
spring of 2010. He has been instrumental in developing a 150‐bed short‐term reha‐
bilitation unit, a short‐term rehabilitation stroke unit. He also directed a Long Term
Home care agency and a Music Therapy Department, which received national ac‐
claim.
He has served in his home community, in New Jersey, on the Board of Education for
10 years, were he resides with his wife and two children.
Irving Stackpole—Stackpole & Associates
With forty years of experience in healthcare, and retirement/senior living, Irving
Stackpole is the President of Stackpole & Associates, Inc., marketing, market research,
customer service and sales training firm. Founded in 1991, Stackpole & Associates
applies scientific marketing principles to develop practical solutions to clients’ chal‐
lenges. Stackpole & Associates develops methods and designs that produce unim‐
peachable data and actionable recommendations. Stackpole & Associates works col‐
laboratively with clients to create innovative and practical solutions to the challenges
facing organizations in rapidly changing markets.
Irving holds a Bachelorʹs degree in Philosophy from Stonehill College, a Masterʹs de‐
gree from Northeastern University, and Certificate in Advanced Statistical Process
Control from Worcester Polytechnic Institute. Holding US and EU passports, Irving
enjoys traveling to experience and learn about different cultures, history and mu‐
sic. As a lifelong student, Irving is an avid reader exploring business issues with a
focus on marketing, demographics, statistics as well as philosophical topics.
