The Harrison Hills City Board of Education met in regular session June 24, 2021 at 6:00 pm in the auditorium of Harrison Central, Cadiz, OH. The following members were present: Mr. Watson, Mr. Allen, Mrs. Kenny, Mrs. Mattern and Mr. Banks arrived late. An audio recording is on file.

Records Commission:

The records commission: Mr. Watson, Mrs. Harding and Mrs. Snider met at 5:45 pm. Mrs. Harding said that the Ohio Historical Society needed a new form filed showing in what format our records were kept. She will work to get this completed and filed. She and her staff will begin separating the records that need moved and those that need destroyed. The proper forms will be completed for the disposal of outdated records according to the district's schedule.
On roll call vote: Mrs. Mattern, yes; Mr. Banks, absent; Mr. Watson, abstain on Belmont-Harrison Juvenile Center yes to all others; Mr. Allen, yes; Mrs. Kenny, yes. The president declared the motion approved.
Staff Report
Mr. Saffell said the softball and baseball meetings are occurring with contractors; he is getting the football field ready to go; the fence at the football field has been fixed; Motz will be conditioning and inspecting the field the pt of August; doing a deep clean of all the classrooms; new camera systems have been installed on all busses; 3 new busses had been put on the roads prior to school being out; parking lots were sealed over Memorial Day weekend; the company that sealed the parking lot said that the senior spots that were painted will cause the space to deteriorate and weaken the black top as more and more paint is put on them - there will be some type of alternative to painting the spots in the future; with 2 retirements in the cafeteria it allowed for hours to be adjusted to provide more hours to those cooks and 1 new hire; there was 1 bus driver that resigned and it is being looked at to determine if the position needs filled.
Superintendent's Report/Correspondence
Mrs. Snider shared that the softball field should be done in the next 5 to 6 weeks. She has discussed with the village about purchasing the Mazeroski Field. This is fair week and there is a booth there with some handouts. The football players have been working the Cadiz Business Association Booth. The Summer Extended Learning Program ended this week. It was held Mon. through Thursday for 4 weeks. She also included some policies that she would like to have the board look at to adopt in the future.

Board Member Committee Reports
Mr. Watson said we do have some students participating at the fair and they are doing quite well.
Mr. Allen has attended the 2nd meeting with Thrasher and they are aggressive. We are being told that we will play on the baseball field this spring. Mr. Watson echoed that they are certainly dedicated. Mr. Allen really liked the district's senior flyers.
Mrs. Mattern said she also really likes the commercial. Others agreed.
Executive Session
Mr. Allen made the motion, seconded by Mrs. Mattern, that the board adjourn into executive session at 6:31 pm for the purpose of employment, confidential matters by federal law, federal rules, or state statute. On roll call vote: Mr. Banks, absent; Mr. Watson, yes; Mr. Allen, yes; Mrs. Kenny, yes; Mrs. Mattern, yes. The president reconvened the meeting at 6:45 pm.

Upon the recommendation of the superintendent, Mrs. Kenny made the motion, seconded by Mrs. Mattern, that the board approve the following:
Electric Generation Agree: Ratify the Agreement for the Purchase of Electric Generation for the Period commencing December 2021.
Ohio School Plans: Approve Ohio School Plans for the following coverage: Cyber, Property, Violence, Auto, Liability, Pollution and Crime for a 3-year period. (FY22 through FY24}.

Treasurer Faithful Performance: Approve the following resolution 06242101: BE IT RESOLVED, pursuantto Board Policy 8.17, an Employee Dishonesty and Faithful Performance of Duty insurance policy has been obtained for the Treasurer with coverage limits of $150,000 with a policy effective date beginning July 1, 2021. The Treasurer shall ensure that documented proof of coverage certified by the coverage provider is maintained at the administrative offices oft he District at all times while the policy is in effect.
Adimin Agree FCFC/HMG: Approve an Administrative/Fiscal Agent Agreement with Harrison County Family and Children First Council commencing July 1, 2021 through June 30, 2024.
Staffing Agreement: Approve a staffing agreement with Jefferson County ESC for services at Jefferson County Board of Developmental Disabilities for FY22.
GMP FB/Pressbox: Approve of the GMP with Hammond Construction for the Football Pressbox/Concession Stand Project.
HMG Contract: Approve the Help Me Grow/Family and Children First contract for the period of 6/1/21 through 6/30/22.
Dist Office Contract: Approve the District Office Contract from July 1, 2021 through June 30, 2024.
Library Budget: Approve the 2022 Budget for Puskarich Public Library.
Handbooks: Approve the Harrison Central High School, Elementary and OVLA hand books for the 2021-2022 school year.
Petty Cash: Approve an athletic petty cash checking account. The account will be used for the purpose of paying officials and security personnel who perform services at athletic events during the 2021-2022 school year. Raymond Hibbs, Athletic Director, will maintain the records and work in cooperation with the Treasurer in managing and accounting for the funds in the appropriate manner. The Athletic Director and Treasurer are designated as those officials that may access the account via a bank check. The maximum amount that may be paid to an official is $500.00. A list of officials/security must be provided prior to any payment. The list will be approved by the Treasurer or Assistant Treasurer. If accounting discrepancies occur at any time during the school year,

in which they cannot be corrected, the Treasurer will have the authority to close the account.
