Re: Petition No. 1314: 1555 Line Rebuild Project

Amendment to Petition

Dear Chairman Stein:

On October 27, 2017, the Connecticut Siting Council (Council) issued a ruling that the subject

Project would not have an adverse environmental effect and would not require a Certificate of

Environmental Compatibility and Public Need.

Since the time of the Council’s ruling, Eversource re-evaluated the proposed location for new

Structure 573 and determined that additional clearance from the existing 345-kV line is required.

Eversource proposes to relocate structure 573 approximately 20 feet north from the existing

location within Eversource’s right-of-way (ROW). The relocated structure will now have four guy

wires. See revised Attachment A: Map Sheet 1.

In addition, a property owner requested Eversource to re-evaluate the need for guy wires for

structure 542. As a result this re-evaluation, Eversource proposes an alternative design and

location for structure 542 that would also modify three of the previously proposed structure

locations on Eversource property, as follows:

1. Relocate structure 542 approximately five feet north from the previously proposed

location. The structure design would also be changed from the proposed three-pole

structure with guy wires to a two-pole structure without guy wires with the insulators in an

uplift position. See the revised Attachment B: PG 3 cross section attached.

2. Relocate structure 2626 approximately 100 feet to the north of the existing location and

relocate the associated construction pad approximately 80 feet to the north on Eversource

property. The structure design would be changed from the proposed two-pole structure

with no guy wires to a three-pole structure with guy wires.

3. Relocate structure 541 five feet to the northwest from the existing location in order to

accommodate the relocation of structure 2626.

All new structures are direct-embedded. See revised Attachment A: Map Sheet 7 for structure

locations.

Prior to submitting this Amendment, Eversource representatives briefed The Town of New Milford

officials concerning the Project modifications. In addition, Eversource provided abutters with

written notice of the filing of the Amendment.

Attached please find this original and 15 copies of the above-referenced Amendment to Petition

No. 1314 (Petition) for modifications to the existing 115-kilovolt 1555 Line located in New Milford

(Project).

As part of its everyday effort to deliver reliable energy and superior service to its customers, Eversource Energy

(“Eversource”) is submitting an amendment to the Connecticut Siting Council (“CSC”) for the previously

approved 1555 Line Rebuild Project (“Project”) in New Milford, Conn. Since your property is located in the

vicinity of this Project, we are committed to keeping you informed.

On August 31, 2017, Eversource received approval from the CSC to construct the Project in the Town of New

Milford. This Project is located entirely on Eversource property or within Eversource’s existing rights of way

between the Bulls Bridge Substation and the Rocky River Substation, both on Kent Road in New Milford.

The Project includes replacing the existing wood structures with weathering steel structures, due to the age

and condition of the existing structures. These improvements will strengthen the electric system so Eversource

can reliably supply customers with electricity, in keeping with national and regional standards.

Since CSC approval of the Project, Eversource has been working to refine the engineering and construction plan.

As a result of further engineering analysis, Eversource is filing an amendment to its original Petition that

includes a proposed modification that would shift a structure location about 20 feet to the north to comply with

national electrical standards. We’ll also be modifying the design and/or location of three structures near the

Long Mountain Switching Station on Long Mountain Road in New Milford within Eversource’s right of way.

These modifications will reduce construction impacts near the Switching Station.
