Harvest History bull Much of the area was burnt in the large wildfires of 1968-69
bull Compartment histories indicate that Cpts 36 amp 43 were last harvested In 1984-85 and Cpt 42 following in 1985-86
bull These previous harvesting events were all STS silviculture removing Quota products and PSM (postssleepersmisc) totaling 8098 m3 all products combined
Stand Description Two main stand types exist bull Drier Forest Types 62 amp65 consisting of residual maturelovermature trees with sparse reshy
growth makes up approx 10) bull Mixed aged moist Forest Types 47 and 53 consisting of residual maturelovermature trees
with saplingpole re-growth (20-30 em) from fire amp harvesting events (makes up approx 90)
Site Quality bull Poorer forest qualtty for drier forest types with site heights lt25m bull Generally good site quality for FT 47 amp 53 with site height30-35m
Stand health bull Dieback BMAD) is evident in various levels across parts of the harvest area particularly
around dumps 7 and 9 In affected areas sites are understocked and trees have thin crowns There are numerous dead stags scattered across the harvest area In affected areas understorey is predominately lantana under more open canopy and there is little healthy regrowth or potential for regrowth in the current state
bull Crown health is generally better In FT 47 53 and 51 and poorer in FT 62 and 65
5 Silviculture and Harvesting Prescriptions
NotWithstanding the prescriptions detailed below all conditions of the IFOA including General and Species Specific conditions of the Threatened Species licence and the Environment Proteclton Licence are to be applied where they are described in this plan or in the respective licences

Planting and forest regeneration

bull The location of the Rabbit Fencemiddot is shown on the Harvest Plan Operational Map The two gates on Border Road must be closed and locked at the completion of the days operations Gates can be left open during operational hours given the use of temporary rabbit-proof grids
bull In the adjacent harvest area (Cpts 44-49) the Board had requested that trees within the NHA with propensity to fall on the rabbit fence be removed In this harvest area however the FMZ 38 (visual protection zone) prescription for 50 canopy retention along the rabbit fence lakes priority over the Boards request lor tree removal
bull Where this request for tree removal can be met with 50 canopy retention lhe contractors excavator or harvester will assist in removal of harveslable trees along the rabbit fence
bull No tree heads or debris to be left along fence line The SFO will supervise the contractor to undertake works required by the Rabbit Board Officer whilst along the fence line and jointly with the contractor ellect immediate repairs to the fence if accidentally damaged

Non Aboriginal Cultural Heritage
Assessment of the State Heritage Inventory and Section 170 databases and field assessment identified four sites of non aboriginal cultural heritage within the plan area These sites are the Rabbit Fence (see condition 64) three slab sheller huts associated with the Rabbit Fence and an unknown feature on the southern side of Heritage Road (between dumps 12 and 13) 20m machinery exclusion around the three slab huts on Border Road The site on Heritage Road was inspected and no items requiring protection were found Should any items be located during the course of operations then operations in that area must cease until prescriptions are developed by FNSW to ensure protection of cultural heritage items

Title Standard Operating Conditions on Mass Movement-Prone Geologies In Northern NSW
Management Principles
These Standard Operating Conditions apply to all Forests NSW operations on the Identified geologies within the nrea identified in Figure 1 below except where sitemiddotspecffic conditions have been developed by a suitably qualified parson (engineeror soil specialist)
Background
The FMS Executive Committee has approved the adoption of the following Standard Operating Conditions for forestry activities which are designed to reduce the risk of mass mpvement occurringon a number of landsllp-prone geologies in northern NSW The geologies include Tertiary Basalt Walloon Coal Measures Marburg Formation Grafton Formation and the contact between Tertiary Basalt and Walloon Coal Measures
The Standard Operating Conditions
1) Where forestry activities are conducted in steep (gt 20deg) hillslope hollows with deep soils they must be undertaken in such a way as to prevent lhe saturation of the soil andor artificial loading of the slope To achieve this the following conditions must be implemented
bull Log landings must be located away frorn steep hillslope hollows to avoid artificially loading these sensitive areas
bull Material graded off roads must not be sidecast onto fill batters in steep hillslope hollows
bull Road runoff must not be directed onto steep slopes in hillslope hollows Where the EPL road drainage spacing needs to be varied to avoid artificially increasing pore water pressures in steep hillslope hollows the variations must be documented in the harvesting plan and displayed on the operational map
2) Where new road construction traverses a well-developed bench profile in areas underlain by basaltandor on slopes gt 20 deg or where layers of clay Interbedded with claystones and siltstones In U1e Walloon Coal Measures dip out of the slope the following must be Implemented
bull the cut and fill earthworks must not exceed a height of 2m without an engineering design and must include the provision of drainage in natural depressions
bull Reopening of existing roads in these areas must avoid the undercutting of cut batters and the sidecastlng of excessive material onto fill batters
