Tuesday, Nov. 13 and not reported elsewhere included:• APPROVED the consent agenda, which included: minutes of
the Oct. 22 joint meeting, Oct. 23 workshop, and Oct. 23 regular meeting; 4th quarter report from the Rockport Center for the Arts for fiscal year 2017-18 expenditures; 3rd and 4th quarter report from the Friends of the Fulton Mansion for fiscal year 2017-18 expenditures; naming of a platted, private ingress and egress ease-ment in Coastal Wild Wood Subdivision, Phase III as Fawn Cove; a resolution authorizing the award of professional service provid-er engineering services contract for 1019-20 Texas Community Development Block Grant contract to Urban Engineering; a res-olution authorizing the submission of multiple hazard mitigation assistance grant applications for DR-4332, appointing the mayor as the CEO and authorized representative to act in all matters in connection with the FEM mitigation grants; and a resolution com-mitting the city to provide local match funds to secure and complete the FEMA Hazard Mitigation Grants for DR-4332.
• APPROVED on first reading an ordinance rezoning property located at 3250-3300 State Highway 35 Bypass from R-1 (1st Single Family Dwelling District) to B-1 (General Business). Jim Guidry is requesting the rezoning for the property, which wraps around DSI Rockport Dialysis Center on FM 2165, with frontage on the State Highway 35 Bypass, as well as FM 2165. It is rezoning a 9.19-acre section and an 8.85-acre section out of a much larger parcel.
• APPROVED and adopted on second reading an ordinance rezoning 6.182 acres located at 1300 FM 3036 from R-1 (1st Single Family Dwelling District) to (2nd Single Family Dwelling District) for the purpose of developing single-family lots. It is part of an 18-acre tract fronting FM 3036.
• APPROVED and adopted on second reading an ordinance rezoning 8.247 acres located at 1300 FM 3036 from R-1 (1st Single Family Dwelling District) to R-5 (2nd Multi-Family Dwelling District) for the purpose of developing multi-family units. FM 3036 fronts this acreage. It is part of an 18-acre tract fronting FM 3036.
• APPROVED and adopted on second reading an ordinance authorizing the closing, vacating and abandonment of the 6,144 square feet of property out of Laurel Street. At its last meeting, the council approved the offer of $10,000 from the First Assembly of God Church for that property located in front of the church.
• HEARD reports from council.• MET in executive session for: consultation with attorney, pend-
ing or contemplated litigation; consultation with attorney on a mat-ter in which the duty of the attorney under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly con-flicts with this chapter Section 551.071(2); and personnel matters (municipal court administrator, municipal court judge, city manager evaluation, police chief).
When the council returned to open session:• Councilman J.D. Villa moved to authorize City Manager Kevin
Carruth to negotiate and execute an agreement with Westbrook Consulting for securing an interim police chief and recruiting a permanent police chief. Councilman Warren Hassinger seconded the motion and it carried unanimously.
• Councilwoman Barbara Gurtner moved to authorize Mayor Pat Rios to execute a consolidated two-year agreement with Judge Diane McGinnis for the position of municipal court administrator and municipal court judge. Councilman Rusty Day seconded the motion and it carried unanimously.
• Gurtner moved to authorize the mayor to execute a city manag-er employment agreement. Hassinger seconded the motion and it carried unanimously

meeting Tuesday, Nov. 13, and not reported elsewhere, included:• APPROVED the consent agenda, which included: minutes
of the Oct. 22 special joint meeting; acknowledging participation of Aransas County Judge C.H. “Burt” Mills in the V.G. Young Institute of County Government for successfully completing 10 hours of educational training, and Brian Olsen for completing 14 hours of educational training during the 96th annual County Judges and Commissioners Association of Texas Conference; acknowl-edging a Certificate of Completion presented to Aransas County District Clerk Pam Heard by the Texas District Court Alliance for satisfactory participation in the l8th annual TDCA Workshop; Court Order #0-12-2018 allowing the auditor’s office to register three airport service vehicles for regular license plates versus stan-dard exempt plates; accepting a donation of office furniture from Morgan Hill to Environmental Health; and Joint Proclamation #JP-08-2018 recognizing Nov. 24 as “Small Business Saturday” in the Rockport-Fulton area.

cess for road improvements and assessment for Conlin and Joseph roads in Lamar using the same procedures used on Southlake Drive.
• APPROVED accepting proposed change order for South Lake Drive from JJ Fox Construction, Inc.
• APPROVED a one-year interlocal agreement with San Patricio County regarding the Intoxilyzer Program and Technical Supervisor Services.
• APPROVED Resolution #R-19-2018 awarding GrantWorks, Inc. a contract to provide Texas Community Development Block Grant application and project-related administration services for the 2019-2020 Texas Community Development Fund Project.
• APPROVED authorizing county judge to sign a new, lower priced 31-month or 43-month Retail Electric Supplier Agreement with MidAmerican Energy Services, LLC to replace existing ser-vice agreement currently ending in June 2023.
• APPROVED authorizing county judge to sign an agreement with Cogent Communications, Inc. for a faster, more robust and resilient internet connection to help prevent and lessen downtime in disaster situations.
• APPROVED the September treasurer’s report and the treasur-er’s 3rd Quarter Investment Report.
• APPROVED the October 2018 Indigent Healthcare Report.• APPROVED allowing county treasurer to spend up to $3,000
from the Assistance Department for blankets for Aransas County residents in need.
• APPROVED the 2019 fee schedule for Animal Control.• APPROVED adding two new funds for tracking expenditures
and revenues - Fund 535 (Long Term Recovery), and Fund 435 (Downtown Anchor/Courthouse).
• APPROVED budget line item transfers.• APPROVED accounts payable and payroll/payroll liabilities.• HEARD reports from commissioners and department heads.• MET in executive session to discuss potential litigation and
other matters protected by the attorney-client privilege; real estate negotiations including Pathways projects, storm water manage-ment, county land and county leases; personnel matters and other issues; contract being negotiated and the terms thereof; economic development matter; and potential legislation.
After returning to open session, commissioners:• APPROVED employing and/or contracting with William
Whitson and/or Kim Foutz for Disaster Recovery Services using the funding from the Rebuild Texas grant. This is an extension of their services. They have been members of the Long Term Recovery Team since the beginning.

PHILLIPS
Gloria J. Phillips, 61, passed away Monday, Nov. 12, 2018. She was born March 13, 1957 in Cheboygan, MI.
She was preceded in death by her sister, Donna Wagner; brother-in-law, Richard Loncar; and one grandson, Cedderick Lalonde.
She is survived by her fian-cé, Craig Lindsey; siblings, Pat (Maryln) Lalonde, Linda Lalonde (Richard) Luncar, June Brandau (Dale) Lalonde, Dan (Uli) Lalonde, and Ron (Karen) Lalonde; six children, Brent (Michele) Lalonde, Rachel (Juan) Sanchez, Dalton Phillips, John (Jennifer) Phillips, Jason Martin, and Danny Raqsdale; 12 grandchildren, three great-grandchildren, and numer-ous nieces and nephews.
Visitation will be held from 10 a.m.-9 p.m. with a rosary being recited at 7 p.m. Sunday, Nov. 18, 2018 at Charlie Marshall Funeral Home (CMFH). Funeral will be at 2 p.m. Monday, Nov. 19, 2018 at CMFH. Burial will follow at Rockport Cemetery.

Another Chance RFT is a group of volunteers who assist Aransas County Animal Control to save dogs from euthanasia.
Another Chance RFT Director Tana Neel said, “We vet, networkwith rescues, and transport dogs in and out of state to permanenthomes, no kill shelters, and rescues. To date, we have saved 725 dogs from being put down at Aransas County Animal Control.
“We do all of this through donations, small fundraisers andgrants. We do not take any money from the county.”

away Friday, Nov. 2, 2018. She was born Nov. 18, 1942 in Rusk, TX.
She was preceded in death by her husband, Julius W. Kersten, and her son, Brian Jones.
She is survived by her broth-er, Ronald Taylor; step-children, Dwight Kersten, Rita Kersten, and Sally Kersten; and niece, Rhonda Place.
