6. REPORTS
6.1 Presentation on State Emergency Risk Management Training
Recently attended with other Local Governments of the South West Region and presented by Melissa Howard from the Shire of Harvey.
Workshops are presently being planned with two groups of South West local governments to implement the State Risk Project as described in Attachment 1. The preference for “Group B” local governments, which includes the Shireof Harvey is to commence in September 2017 with dates of 11th (Next LEMCmeeting date) or 18th preferred. Dates to be confirmed noting that theWorkshops may have a duration of up to 4 hours. LEMC memberscommitment to the State Risk Project was acknowledged.
6.2 Emergency Management Grant Application Update
• AWARE – Shire of Harvey Emergency Risk Management AssessmentProject.
• Natural Disaster Resilience Program – Lesson Learnt Preparedness DVD.
Outcomes of these two grant applications are expected in the near future.
6.3 District Emergency Management Advisor Report.
Verbal report provided by Mr. V Cheema. WA Natural Disaster Relief funding which incorporated Shire day labour as a claimable cost (once off) was noted.
6.4 Contact Details – Contact List Attached for Review (refer Attachment 2).
The Emergency Contact List was received with the following adjustments noted in red (refer Attachment *):

7. LEMC CORREPSPONDENCE/FEEDBACK Nil. 8. REPORTS FROM OFFICERS/AGENCIES 8.1 Department for Child Protection and Family Support
Ms. R. Boucher provided a verbal report and written documentation will be included with the meeting minutes (refer Attachment 3).
8.2 Department of Parks and Wildlife
Mr. K. Hulls advised of the new name for the Agency being the Department of Biodiversity, Conservation and Attractions. It is understood the Department of Parks and Wildlife will still exist under this main Agency name. The change is to have effect from 1st July 2017. Mr. Mark Webb has been appointed Director General of the Agency.
8.3 Department of Fire and Emergency Services
Mr. A Wright indicated that he has been appointed as the District Officer for Emergency Management and will be a key liaison person for the Shire including establishing and maintaining a sound relationship with the newly appointed Community Emergency Services Manager Mr. Shaun Champ. The role and function are still being refined.
8.4 Ministerial Forum on Fire Mitigation
The Shire President requested if there were any issues that the LEMC representatives wished put forward at a forthcoming Ministerial Forum on Fire Mitigation. No matters were forthcoming. The Shire of Harvey will be a WALGA representative at the forum.
8.5 LEMC Membership
Attendance at LEMC meeting has fallen with 2 of the last 3 meetings not achieving a quorum, notwithstanding that business has still been able to be conducted. The membership arrangements for LEMC will alter following the October 2017 Shire elections giving one more meeting in September 2017 before this occurs. It would be appropriate to consider setting a lesser quorum number as part of that process. The issue of Bushfire Recovery burn out was raised as a possibility for numbers attending meetings falling.
9. NEXT MEETING
The next meeting of the Harvey Local Emergency Management Committee will be held on Monday, 11th September 2017, commencing at 5.30p.m. in the Council Chamber, Harvey. Ms. R. Boucher will be an apology.

SOUTH WEST DISTRICT EMERGENCY SERVICES OFFICER’S
QUARTERLY REPORT 4th Quarter – 01 April to 30 June 2017
Meeting: Shire of Harvey LEMC
Date: Tuesday 13th June 2017
1. Workers from CPFS Emergency Services Unit were recently seconded to support theQueensland recovery work, and I was included with the 1st team departing onSunday 9th April 2017. We travelled to Mackay via Brisbane and following a briefing,were transported by car approximately 200kms north to Bowen and were based atthe local TAFE operating as the recovery hub.
• We were advised 80 recovery teams were working in the affected areas;• Following some training we travelled to and attended at homes of affected
residents offering outreach services together with Lifeline and Red Cross;• 5 different types of financial assistance was available from the Queensland
State Government, however we were mainly dealing with 2 types –Immediate Hardship and the Essential Services Grant. The other 3 types –Essential Household Contents, Structural Assistance and Essential ServicesSafety and Reconnection Schemes are income tested and required furtherinspection and assessment by Local Government.
• Local residents described the cyclone as not being so bad and some previousexperiences being worse, but the subsequent torrential rainfall causedgreater problems with 48 hour accumulations exceeding 1,000mm (39in) anddescribed by BOM as ‘phenomenal’.
• As at 8th April, 6 deaths have been reported and two people are listed asmissing in Queensland, and another 6 deaths were reported in NSW. (refWikipedia 01May2017)
• The weather was warm and humid and I was grateful it was April and notJan/Feb as per the last activation in 2011. We were also advised to wear longsleeves etc and were supplied with insect repellent and sunscreen.
• Four of our team of eight returned to Perth on Saturday 15th April and a 2nd
CPFS team went to the same area a week later.• I appreciated the experience including the opportunity to work with Lifeline
in particular, following some challenging visits to people including suicideideation and another being highly traumatised following their experienceduring the cyclone.

• I was also mindful of the logistics involved in sustaining 80 recovery teamsand how WA would cope if a similar event occurred over an area of 1,800kms of our State coastline.
2. I had commenced a round of Emergency Welfare Coordination Group meetings andhave had meetings in the Shires of Nannup, Capel and City of Busselton, andunfortunately cancelled the Shires of Dardanup and Harvey meeting as it was tooccur when I was deployed to Queensland. Items reviewed at the meetings were:
• CPFS updates• Agency Roles and Responsibilities handout• Waroona Complex Bushfires update and Special Inquiry Report by Euan
Ferguson• Gwindinup Bushfire activation and lessons learnt• Agency updates including Equine Welfare• CPFS Annual Welfare Field Exercise – planning for 2017 with City of Busselton,
Shires of Dardanup and Collie.
3. I recently attended our Emergency Services Unit Conference from the 9-11th May inPerth. The agenda covered a review of the year’s activations for the State; Yarloopin Recovery; Questions on notice and our Queensland deployment.
4. CPFS now has a supply of 50 x air mattresses/blankets/towels and toiletries stored inour Emergency Services trailer at the Bunbury office, in readiness for an event in theSW District.
