1 The VMS shall have the following licensing policies:
1.1 The VMS shall not have base licenses and standard channel
modules. The VMS shall be flexible to provide and support
licenses for any number of cameras
1.2 The VMS licensing shall allow changing any and all of the
cameras at any time without extra cost or license key
change
1.3 The VMS shall not require online licensing process
1.4 The VMS shall support instant device replacement using
original IP address
2 Recording redundancy and fail over levels supported
2.1 Network and recorder hardware problems: Using cameras that
have SD card recording, whenever network connection is lost
or recorder drops offline, SD card will store the video and
after network restoration SD card video/data shall be
automatically merged into the recorder storage.
2.2 The VMS shall support software inbuilt modified RAID 0 for
fault tolerance - continuous recording even after disk
failure
2.3 Redundant recording
i. Warm standby recorder: in case of a recorder hardware
failure, it is possible to restore the backed up settings
of the failed recorder into the spare recorder server where

the VMS is also installed
ii. Redundant recorders: have two recorders with same
settings in different locations. One is primary and the
other is secondary. Primary server is used to configure
cameras, secondary server is used only to receive streams
and record. Camera stream can be multicasted to preserve
network bandwidth
2.4 Automatic failover and high availability using commercial
virtualization platforms (like VMWare and Microsoft Hyper-
V)
3 The VMS described in this specification is highly scalable
enterprise level (IP) based Video Management (VMS)

control and record up to 64 cameras per server. One master
server shall have the capacity to control 99 slave
servers. The system be expandable to unlimited cameras in
future by adding more slave and master servers.
4 The proposed solution shall not require proprietary
camera, computer, server, network or storage hardware and
shall provide seamless integration of third party security
infrastructure, wherever possible. Software shall be Onvif
and PSIA compliant with APIs and SDKs available without any
additional charge
5 The VMS shall be Windows based supporting native or
virtualized Windows Server 2008R2 and Server 2012 and
Windows 7 and 8. The VMS shall allow operation with PC
