Funding BasicsProvides funding assistance to

develop and implement watershed plans

State entities (counties, state agencies, university system, etc) can submit proposals at any time

Project contracts typically cover 2 years

Project funding levels vary (~$20k to over $1M)

Requires 1:1 nonfederal match but this can be in-kind

Waimanalo Stream Restoration and Community OutreachObjective: Identify water

quality issues within the Waimanalo watershed associated with agricultural production

Results: Estimated sediment load reduction @ 8 cooperator farms = ~29 tons

He’eia Stream Riparian and Water Quality Improvements

Objective: Restore He’eia stream riparian area Results: ~4 tons of sediment, ~1000 lbs of N,

and ~600 lbs. of P

• Objective: Implement erosion control management practices consisting of 1000 coir logs. The logs will be pre-planted with native flora to encourage deeper ridge stabilization.

Current 319 ProjectsConservation on Agricultural Lands in

HonouliuliContractor: Oahu RC&DObjective: To control agricultural

sedimentation in upper Honouliuli, a series of request for proposals will be issued to cooperators for cost-share implementation of large scale BMPs.

Results: 3 farms have been selected through the first RFP process. Watershed characterization as well as problem identification sections have been completed for upper Honouliuli WBP.

Page 17: Hawaii Island CS- Spencer Nagata

Hawaii Homeowners Raingarden Manual and Implementation Objective: Create a raingarden manual to inform

HACD Conservation SpecialistsLength of contract: June 2002 – Dec. 2011Amount funded: $1,171,433What DOH expects from CS’:

Review, complete and follow up on conservation plans submitted to SWCD

Assist DOH with technical assistance of watershed based planning when applicable

Education and outreach to communities regarding polluted runoff control

Newer quarterly status reports greatly increase the quality of information the CS’ report but more information is needed (i.e. which farmer has not completed their conservation plan implementation, etc.)

Page 19: Hawaii Island CS- Spencer Nagata

HACD Conservation SpecialistsWhat DOH needs from HACD for continued

support:Schedules for each specialist breaking down

approximate future dates for inspections and follow ups (old conservation plans as well as new).

Create a list which prioritizes inspection schedule in priority watersheds (Waimanalo, Hanalei, West Maui, Waiulaula, Maunalua Bay)

Education and outreach of 319 program to the Agricultural community.

An “interim report” compiling all the data and stating concisely what DOH paid for in the last 10 years.

Page 20: Hawaii Island CS- Spencer Nagata

HACD Conservation SpecialistsQuestions which need to be answered in the report to

DOH:What, if any, have been the water quality

improvements? What was the impact of the Conservation Specialists

re: watershed based plans? What worked with the CS project and what hasn’t

worked? Any suggestions to adding or subtracting conservation

specialists?Total number of conservation plans produced in 10

years?
