PLATT AMENDMENT – 1901Provides for the conditions of U.S. troop withdrawal from Cuba Cuba can never sign a treaty with a foreign power reducing its freedom Cuba can never build up excessive debt U.S. has right to intervene to preserve independence U.S. has right to intervene to preserve law and order U.S. can have a naval base (Guantanamo)
