Welcome to 2017 in ACI Global Training (GT)!
I must say the team in Montreal, along with our highly
qualified global faculty, are ready for the upcoming
challenges.
I would like to extend a special welcome to students from ACI’s member airports and World Busi-
ness Partners who are new to GT; our guiding principle is to help make you successful in the airport
profession. You are joining courses offered by the leading airport management and operations train-
ing provider and it is an absolute pleasure to have you with us!
We have also set an ambitious internal agenda. It includes raising the already-high quality of our ac-
ademic programmes, improving the education of our students, increasing our faculty and making
continual improvements in our education offerings. These are farsighted goals, which we can only
achieve by working together; this is the mantra of the airport industry!
So what can you look forward to in 2017?
To put this into practical terms, I would like to provide you with an update of what GT has in store for
this year:
Strengthening our training partnership and offerings with ICAO;
Launch of two new Diplomas:
Airport Finance
Airport Security
Hosting the 2017 Airport Executive Leadership Programme at Munich International Airport from
7–11 May 2017;
Have multiple iterations of the ever popular ACI-ICAO Airport Management Professional Ac-
creditation Programme ;
Translation of the Airport Operations Diploma Programme (AODP) into French;
Creation of a new website interface that will allow our students to self-register and eventually
consult their training records.

ACI-ICAO Management of Airport Security By John Webster, Senior Manager, Global Training, ACI World
In the coming years, aviation will face evolving security risks against the backdrop of shifting geo-
politics, passenger and cargo traffic growth, infrastructure limitations and commercial and financial
pressures. Security remains a top priority for airports; Angela Gittens, Director General, ACI World
notes that, “A sustainable aviation industry is built upon a foundation of safety and security.”
To meet these needs, ACI World is undertaking key projects in security, including the development
of a new diploma aimed at providing a suite of courses to help airport professionals enhance their
security capabilities.
ACI and ICAO have combined their efforts to create and develop the first course in the diploma;
“Management of Airport Security.” This course will provide guidance to aviation security personnel
at a managerial level to plan, coordinate and implement airport security preventative measures and
proactive initiatives in accordance with their national security programme and industry best practic-
es.

The course will:
explain the regulatory framework for aviation security and how this affects airport operations;
highlight the core roles and competencies in effective security team and the roles within it;
assist with the development of aviation security policy, programmes and Standard Operating
Procedures (SOPs);
identify the requirements for emergency planning and crisis response;
identify the elements of effective training and quality control programmes;
understand how to set up procedures and mechanisms for reporting and recording security
incidents;
identify communications and interactions with other stakeholders;
understand risk and vulnerability assessment and management; and,
understand the key components of creating a security culture in the organization.
The programme will be delivered by qualified and experienced ACI and ICAO faculty. The ACI
lead facilitator for this course is Mr. Andrew McClumpha.
Andrew has over 25 years’ experience in aviation and transport security and has worked with air-
ports, airlines, transport infrastructure groups, security regulators and legislators and government
agencies. His expertise lies in human factors, organizational effectiveness and operational analy-
sis. Andrew has a long standing relationship with ACI and the International Air Transport Associa-
tion, having developed guidance material for Smart Security and for Human Factors at the Security
Checkpoint.
The launch date for the course will be in the fourth quarter of 2017 and we anticipate that this pro-
gramme will be of great value to our members, especially in light of the high priority placed on se-
curity in our industry.

First course for 2017: Airport Collaborative Decision Making

ACI Global Training kicked off the new year with the delivery of the Airport Collaborative Decision
Making (A-CDM) training from 9–13 January 2017 in Riga, Latvia. This course was delivered by ACI
instructors Ian Barrie and Glenn Wheeler to 19 participants from SJSC Riga International Airport,
SJSC Company Latvijas Gaisa Satiksme (LGS), Air Baltic Corporation and Havas Latvia SIA.
ACI has delivered A-CDM since September 2012 with the objective of highlighting the important re-
lationship between airport operators, airlines, ground handlers and air traffic controllers in improving
decision making, reducing delays and enhancing efficiency.
Throughout the week, participants worked through lessons, case studies, group exercises and dis-
cussions to understand and put into practice the key principles of A-CDM; establish an A-CDM pro-
ject; risk identification and mitigation of an A-CDM project; and, performance measures to determine
the success of an A-CDM project.
A visit to the ATC tower and simulator was also organized and the Global Training team would like
to thank Mr. Jakubovskis of LGS for making this possible.
“This course operates most effectively when there is a broad mix of delegates,” noted Barrie. “On
this occasion, participation and input from the airport, airline, air traffic controllers and ground han-
dlers stimulated some well-balanced discussions and excellent workshop outputs.

“Riga International Airport management retained the workshop material produced (flip charts, etc.)
as it will provide some useful information as part of their A-CDM project,” Barrie added.
Based on the overall feedback received, the training was much appreciated by all and we would like
to thank the participants for their active contributions throughout the week. We would also like to
thank Mr. Ivars Pavasars and his team for hosting the training and extending their excellent support,
as always.

Update: APEX Safety Assessor Training Programme By Issa Castro, Manager, Global Training, ACI World
In May 2016, ACI’s Airport Excellence (APEX) in Safety Programme in collaboration with ACI’s
Global Training launched the Safety Assessor Training Programme (SATP) with the objective of
developing expertise for future safety assessor participation in the APEX in Safety Programme.
The initiative works toward capacity building; the creation and/or enhancement of expertise in air-
port safety and regulatory compliance in the region; mentorship and network growth; the enhance-
ment of airport safety levels; and, the promotion of airport excellence.
SATP was initially intended as an additional resource for the African region to improve their levels
of airport safety and contribute to certification as agreed in the Abuja Declaration of 2012. Building
on the success of the pilot however, the SATP is expected to be available in other regions at a lat-
er date.
Interested parties first submitted an application to the APEX in Safety team for review. Successful
candidates were then required to complete a series of mandatory classes, online and on-the-job
training and reassessment by the APEX team before being confirmed as safety assessors in up-
coming APEX in safety reviews. Acceptance was also contingent on the approval and commitment
from the candidate’s airport/operator.

Following the launch of the programme and after the APEX in Safety team completed their se-
lection of candidates, the Global Training team held the first SATP mandatory training from 7–17
November 2016 in Casablanca, Morocco. The two-week session included the ACI-ICAO Aero-
drome Certification training and the GSN 6: Aerodrome Auditing and Compliance.
Hosted by Office National des Aéroports (ONDA), the trainings were held at the Kenzi Tower Ho-
tel and delivered by ACI instructor Debbie Riley, ICAO instructor Arthemon Ndikumana, and ACI
instructor Paula Mullineux. ACI Africa’s Secretary General, Ali Tounsi, was also present to kick
off the training and share a few opening remarks.
Preparations are currently underway for the delivery of the second offering of SATP taking place
from 13–24 February 2017 in Tunis, Tunisia and hosted by Office de l’Aviation Civile et des
Aéroports (OACA).
By the end of February 2016, the APEX in Safety team is expected to have 25 safety assessor
candidates working toward completion of the SATP and acceptance as qualified safety asses-
sors.

Global Training’s mission is to be the leading airport training provider. One of the channels we are
utilizing to accomplish this is through the offering of training in a multitude of languages.
This year we will focus our attention on translating the Airside Operations Certificate--one of the
three modules from the Airport Operations Diploma Programme (AODP)—into French. Airports
Council International is currently working with the Online Learning Center on mapping out the project
timeline and will begin to translate the Airside Operations Certificate in the coming weeks. The roll
out date for the Airside Operations Certificate in French is scheduled for the end of Q2.
Another new product we are working on is the development of an Airport Finance Diploma. Airports
generate their primary revenues through the provision of aeronautical and non-aeronautical ser-
vices. The effective management of such revenues form the basis for short-term operational ex-
penditures, and longer-term capital investments. Accordingly, this Diploma programme will assist
participants in understanding the role of airport owners and third-party investors in bridging cash-
flows over the extended life of airport assets. We expect this Diploma to be fully launched by Q2.

The Airport Operations Diploma Programme: 2016 in review

The Airport Operations Diploma Programme (AODP) continues to be the world’s leading online air-
port operations management training tool for staff wishing pursue a career in airport operations
management.
In 2016 over 248 people from 69 airports enrolled in the programme, with 189 people graduating.
Since the programme was released in August 2013, over 640 people have enrolled in the pro-
gramme and 430 have graduated.
Although most candidates already work at an airport or for an airport operator and enrol in the
AODP to further their career, there are an increasing number of people enrolling in the diploma to
improve their chances of obtaining employment in the airport industry.
We are also seeing an increasing number of enrolments from companies that provide services with-
in the airport environment such as airlines, ground handlers, engineering companies and consulting
firms.
These companies see the AODP as an effective and efficient way to increase their staff’s knowledge
and understanding of the complete scope of airport operations.
Customer Feedback
Customer feedback and satisfaction are critically important to the delivery of any service. We are
pleased to report that the feedback regarding the diploma has been excellent with an average satis-
faction rating of 4.7 out of 5.
