FISCAL YEAR 2017–2018

Jewish Family Service of Tidewater experienced significant activity in 2017 – 2018 — most notably the appointment of Kelly Burroughs as Chief Executive Officer in September. Kelly was previously Vice Presi-dent of Clinical Services for Jewish Family and Children’s Services of Southern Arizona in Tucson. She took over from Betty Ann Levin, who transitioned from her role as Executive Director of JFS to become the CEO/Executive Vice President at our partner agency, United Jewish Federation of Tidewater (UJFT). Betty Ann led the agency for 15 years, during which time thousands of residents in Hampton Roads and throughout the Commonwealth of Virginia benefited from the home health care and social services provided by JFS. Under her guidance and leadership over the years, the agency grew to support an operating budget of nearly $9 million.

As you review this annual report, you will see that programs receive nearly 90% of these funds to support hands-on programming; only 11% of funds are used to support administrative services. None of this would be possible without the support of the community through philanthropic gifts and volunteerism — together we are able to support those who need us most. This report illustrates our impact in the community and shares our highlights and accomplishments of 2017 – 2018 and exciting opportunities for the current fiscal year, including:

• JFS’ Home Health program is the agency of choice for many clients in need of skilled home health care and in-home personal care. Our skilled home health care program was awarded its continued Commu-nity Health Accreditation Partner (CHAP) accreditation in its triennial survey, demonstrating our ongoing commitment to quality health care.

• The Personal Affairs Management (PAM) program continues to grow and recently was awarded a new contract through the Virginia Department of Behavioral Health and Developmental Services, thereby expanding our ability to care for the most incapacitated, vulnerable members of our community through guardian and conservator services.

• The Clinical Services program has been awarded a grant by the Network of Jewish Human Services Agencies’ Legacy Heritage Fund, expanding inclusion services to children with special needs. This latest grant is an exciting addition to the range of care provided by our Clinical Services and Older Adult Services programs.
