1. PARTNER ORGANISATION OVERVIEW

ChildFund Cambodia is the representative office of ChildFund Australia – an independent international

development organization that works to reduce poverty for children in developing communities.

ChildFund Australia is a member of the ChildFund Alliance – a global network of 11 organizations which

assists 13 million children and their families in over 60 countries. ChildFund Australia is a registered

charity, a member of the Australian Council for International Development, and fully accredited by the

Department of Foreign Affairs and Trade which manages the Australian Government’s overseas aid

program.

ChildFund began working in Cambodia in 2007, and works in partnership with children, their

communities and local institutions to create lasting change, respond to humanitarian emergencies and

promote children’s rights. Projects are implemented in the rural districts of Svay Rieng, Kratie, Prey

Veng and Battambang provinces, as well as urban Phnom Penh, focused on improving living standards

for excluded or marginalized communities.

With a focus on child protection and resilience, quality education, sustainable livelihoods, improved

local governance, child nutrition, water and sanitation, and youth empowerment, ChildFund Cambodia

is also working to improve early grade reading performance through technology interventions, and

strengthen national community-based child protection mechanisms. ChildFund Cambodia implements

its programs in collaboration with local civil society organizations, and in partnership with the relevant

ministries and government departments.

2. ASSIGNMENT OVERVIEW To review all ChildFund’s interventions in Health and Nutrition sector and give

recommendations for further improvement; share information on new models and advance

technology in supplying quality Health and nutrition interventions as well as document good

models of interventions.

To ensure the inclusion of all people directly affected by the volunteer assignment in the course of your work with the partner organisation and host community, including implementing strategies that relate to:

a. promoting gender equality and empowering women, b. disability inclusion, and c. child safeguarding.

4. DUTIES AND RESPONSIBILITIES OF THE VOLUNTEER

In consultation with their line manager and relevant stakeholders, Australian volunteers

complete a work plan in the first three (3) months of their assignment. The duties below are an

indication of the type of work that may be involved in meeting the Assignment Objectives:

• Review health and nutrition sector.

• Suggest the focus/key intervention related to health and nutrition in existing and future

programs.

• Write concept notes and project proposal as per agreement with Head of Programs.

• Provide technical advice and input for project design.

• Provide technical support and guidance during health and nutrition project

implementation including site visit (on monthly basic).

• Present technical assistance to staff and partners for applications of advanced theory,

principles, concepts and methods in health and nutrition activities of development sector;

• Propose strategy for health and nutrition capacity building for staffs of ChildFund and

partners;

• Provide technical advice and expertise to the program team, including building technical

capacity for the team and partners;

• Actively contribute to the knowledge management of ChildFund by documenting health

and nutrition technical papers and sharing good practices and lesson learnt (from outside

and inside);

• Research and develop for health and nutrition issues and initiatives benefited the

community and advocate for advance and qualified health intervention for children and

poor community

• Identify, analysis and responsive to any child safeguarding risks, acquire relevant

knowledge and skills which will enable you to promote strong safeguarding practices,

understand the child safeguarding policy and procedures, and conduct yourself in a

manner consistent with the Child Safeguarding Policy.”

5. SELECTION CRITERIA

Qualifications, Essential Skills & Experience

• University qualification in Health and Nutrition or in relevant field.

• Experience with NGOs or International Organisations.

• Experience in preparing project proposal, program interventions and reports.

• Experience with programs in remote or rural areas and / or project management in rural

areas.

Desirable Skills & Experience

• Up to date and good knowledge of theory and working approaches, methodologies in

community development programs and projects.

• Well-developed coaching and leadership skills, both on a formal and informal basis;

• Awareness and sensitivity of cross-cultural settings.

• Ability to cope with cultural isolation and a different standard of living.

• Patience, tolerance and flexibility.

Mon – Fri, 8:00AM – 5:00PM

Leave Entitlements

All volunteers are entitled to 20 days leave per 12 months, unless otherwise advised.

Same conditions and terms as local colleagues apply, including national holidays.

Professional Indemnity Insurance

Professional indemnity insurance is required for all volunteers who are acting as a medical,

allied health or legal professional whilst on assignment. On these assignments professional

indemnity insurance must be provided by the partner organisation, Australian organisation

(if applicable) or self-arranged by the volunteer as part of ongoing professional obligations.

For all other assignments, professional indemnity insurance is not automatically provided for

Australian volunteers. You should consult your partner organisation about the need for

professional indemnity insurance for your role prior to your departure. Where required

and/or you consider it essential for you to hold this insurance, please discuss this with the

Volunteer Services Manager in Melbourne prior to your departure.

This assignment is not deemed to require professional indemnity insurance.

Other Conditions

If required to work after hours, volunteer is entitled to time off in lieu because there is no

overtime pay provisions.

Language Support

Language support is provided during the in-country orientation period. Most often, additional

resources for further development later in the assignment will be available if required.

7. LIVING AS A VOLUNTEER The position is held in Phnom Penh, which is the urban capital city in Cambodia. Here is where most businesses are based, and though it is developing fast, it remains a relatively small city compared to others in the region or worldwide. For example, for a foreigner living in Phnom Penh, it is unlikely that you will take longer than 30 minutes to get to any part of town you’d like to go to. Impact Hub Phnom Penh is also located in central Phnom Penh, which makes it easy to find and accessible from any part of town you should choose to live in. Many volunteers and foreigners that come to Cambodia find it easy to settle and meet new people; this is likely due to the expat community in Phnom Penh remaining relatively small, so it becomes easy to know a lot of people through one or two. Expats come from all corners of

the world, so the mix is diverse and open-minded. There are lots of interesting events happening which can be great ways to meet new people and network. Social norms that you should be aware of in Cambodia could be: being respectful in what you choose to wear- while there are no strict religious rules as such, one should not dress to reveal excessive skin as this could be seen as disrespectful to their demure culture. There are many Cambodian public holidays- there are 28 Cambodian public holidays in a year! Some of these are religious celebrations, and some are traditional celebrations such as Khmer New Year and Pchum Ben. Impact Hub Phnom Penh closes for around 15 of these Cambodian public holidays. Many people travel to Cambodia every year because of the people- Cambodian people are known worldwide for their friendly and kind nature, with a ready smile. Cambodian people generally speak little English, but you do not need to speak much Khmer to get by (just hello, thank you, please). The community that Impact Hub Phnom Penh work with speak English well as they are university graduates. Cambodian people are wonderful to be around and can always make you smile! There are many shops and restaurants in Phnom Penh covering all worldly cuisines at affordable prices (around $5-6). It is possible to buy period products here now, and pharmacies have all medical products you could need during your stay.

8. ALLOWANCES & SUPPORT

These allowance levels are based on the Cost of Living in the host country location. Allowances

will be reviewed periodically and may increase or decrease. Volunteers will be given notice of

any change to the allowance level.

Personal Circumstances Constraints

The Australian Volunteers Program recognises and values the enhanced skills and expertise of
