Epidemic control: Dengue counters set up at LGH The Express Tribune, September 12th, 2013.
LAHORE: Post Graduate Medical Institute (PGMI) Principal Anjum Habib Vohra on Wednesday said dengue counters had been set up at the Outdoor Patients Department of Lahore General Hospital (LGH).
Vohra was presiding over a meeting to review dengue arrangements at the hospital.
The meeting was attended by Dr Ghayasun Nabi Tayyab, Dr Ihtishamud Din, Medical Superintendent Amjad Shahzad, the nursing superintendent, the blood bank in-charge and other doctors.
Vohra said no patient with dengue fever symptoms had been brought to LGH, but the hospital was equipped to handle an outbreak.
He said the hospital was being sprayed with insecticide regularly to prevent dengue mosquito breeding.
Vohra directed the doctors to ensure presence of subordinate staff during all three shifts and to send reports about latecomers to the medical superintendent. He also directed the nurses to keep patients’ charts updated.
Seven more dengue patients confirmed in Mayo Hospital Lahore

LAHORE: Seven more dengue patients were confirmed in Lahore’s Mayo hospital on Wednesday, increasing the dengue affected people to 105 in the city.
According to Punjab health department, seven more patients were brought to Mayo Hospital where they were diagnosed positive of dengue fever after their tests. The doctors admitted them immediately in the hospital for treatment.
The dengue affected persons were identified as Nadeem,17, Hira,20, from Ferozwala, Bushra,50, from Shahdra town, Arshad, 20, Chand,15, Abdullah,22, and Mehak, 24, residents of Shalimar Town
Punjab health department put on alert over Congo fever

LAHORE: In view of the possible spread of Congo fever due to large scale movement of sacrificial animals on the occasion of Eid-ul-Azha, the Punjab Health Department has put all government hospitals, autonomous medical institutions, private hospitals and EDOs Health on high alert and directed them to make immediate arrangements for controlling this disease and the treatment of patients.
The Health Department’s spokesperson said Crimean Congo Hemorrhagic Fever (CCHF) was a viral disease which was transmitted by “ticks” found on animals. He said that, as a preventive measure, the Health Department had issued warning to doctors, nurses, paramedical staff as well as common citizens to take precautionary measures against this disease and provide timely treatment to the patients at hospitals. The spokesman said the EDOs Health of all districts had been directed to contact officers of Livestock and Dairy Development Department for ensuring spray in the cattle markets, slaughter houses, dairy, Gawala colonies, sacrificial animals ’ sale yards and other animal gathering places. The spokesman advised the people to ensure examination of diseased animals from veterinary doctor so that transmission of CCHF to human beings could be prevented.
He advised doctors that, in case of arrival of any CCHF patient in hospital, case management guideline should be followed in the treatment

LAHORE:Five more were tested positive for dengue at Mayo Hospital on Monday, taking the number of confirmed cases in the province to 134. Two patients from different parts of Lahore, two from Shikhupura and one from Okara were brought to Mayo Hospital where they were tested positive for dengue.

LAHORE: Two patients suffering from Congo fever lost the battle for life at the Pakistan Institute of Medical Sciences (PIMS) hospital on Wednesday, according to a report by this paper’s health correspondent. Both father and son succumbed to the disease, thought to have been acquired as a result of risks associated with their profession as butchers. The victims and two other family members, were admitted to PIMS for treatment for the Crimean-Congo haemorrhagic fever (CCHF) virus. Known to be transmitted by ticks feeding on infected animals, the risk of the incidence of the disease is increasing due to the rush in animal trading, in preparation of the religious festival of Eid-ul-Azha. The Punjab Health Department (PHD) has issued a timely warning, but without an immediate and aggressive public awareness campaign, the simple instructions for prevention may not reach enough people on time. There is also no indication of whether other provinces are required to be on a similar state of high alert; and if not, what surety is there that animal herds will not be crossing provincial boundaries in search of market. The ticks acts as a vector of transport, and can be transmitted by simple skin-to-skin contact. Regular inspections of animals by veterinary doctors are rare, if not unheard of, and as a result shephards, traders and butchers coming in contact with infected livestock are at high risk of contracting the fever. With large multitudes of people expected to visit markets to purchase sacrificial animals for Eid, the risk of the fever claiming more victims is acute. It is a sad testament to national priorities that the proportion of the budget delegated for health is not even a tenth of the amount apportioned for defence. With whatever meagre resources we have, it is still possible to alert people to the risk of Congo fever posed by being in contact with livestock in the run-up to Eid. An ounce of prevention may be better suited to our circumstances than a pound of cure.
Swat Declares Health Emergency Over Dengue

NEARLY 5,000 CASES OF DENGUE FEVER REPORTED IN A MONTH, WITH 12 PEOPLE REPORTED DEAD.
Authorities in Swat Valley have declared a health emergency after nearly 5,000 cases of dengue fever were reported in a month.The mosquito-borne virus has killed 12 people in the valley since Aug. 19 and the number of patients is increasing every day, doctors said.
Dengue is spread by mosquitoes that breed in stagnant water and usually bite people during the daytime. It causes high fever, severe joint and muscle pains and can be fatal.“So far 12 people have died due this disease and 4,934 persons have been tested positive, we have declared a health emergency in the district,” said Dr. Abdul Khaliq, district health officer in Swat. He said the outbreak has been declared as an epidemic.
“It is becoming dangerous. Dengue larvae is everywhere, in and outside houses, in streets and all other places,” Khaliq added.Officials said they believed infected larvae had been brought from Lahore in water stagnating in a consignment of old tires.An outbreak in Lahore, Pakistan’s second largest city, in September 2011 killed 120 people and infected more than 1,200.Hospitals in Mingora, the main town in Swat, are struggling to cope with the influx of patients, who complained of a lack of health facilities and basic medicines.
“We do not have enough beds, no medicines and sometimes we go outside to have blood tests in private laboratories,” said Hamid Khan, a relative of one patient. “My brother had fever and we are worried because the blood test was positive.”
There is no specific treatment for dengue but proper medical care for severe cases greatly reduces the risk of death, according to the World Health Organization. Officials in Mingora’s main Saidu Sharif hospital said that a special 100-bed ward has been set up to deal with dengue cases.
WHO rings alarm over measles

ISLAMABAD- Pakistan has witnessed an increase in number of measles cases, especially in 2012 and 2013.According to a report of World Health Organisation (WHO), in 2012 the number of confirmed cases of measles was 8,048. In 2013, the number of cases confirmed through July was 5,740. Local sources report much higher numbers, claiming that more than 20,000 people have contracted measles, with 200 dying of the disease. Despite that measles can easily be prevented through vaccination. The vaccine given to prevent measles is a combined vaccine called Measles Mumps Rubella (MMR) that also contains vaccines against mumps and rubella. People who are not immunised against measles are at risk of suffering from the disease themselves and risk transmitting the disease to other unimmunised children. About a century ago in England, every year 500,000 children suffered from measles and about a 100 perished annually. It was not until 1968 that the vaccine was invented, which led to a steady decrease in the number of infections and deaths. Now, there are only a few hundred reported cases of measles per year in England. Measles is a highly contagious disease that typically affects children from age 7 to 14, however it can occur in any age group. Measles is caused by a virus that travels through respiratory droplets in the air. Incubating for 7-14 days within its host, it causes symptoms like cough, bloodshot eyes

News Headlines and a runny nose before giving rise to a characteristic high-grade fever and a rash on the body along with white spots on the inside of the mouth. The rash develops around 14 days after exposure to the disease. It consists of small, slightly raised spots on the entire body that begin to appear on the head and neck region and travel down to the torso, legs and feet. The condition typically resolves after 10-14 days. If the child's health is good and living conditions are sanitary, recovery often occurs without complications. Nevertheless, it is necessary to consult a doctor whenever a child has fever along with a rash, says Dr Waseem Khawaja of Pakistan Institute of Medical Sciences (Pims). The mainstay of treatment for this condition is supportive and is based on administration of intravenous infusions and antipyretic drugs. But patients suffering from complications require antibiotics as well. Health experts also advise providing vitamin A supplements to reduce the risk of death. In malnourished children, measles can lead to several complications. Measles depresses a person's immunity, which can result in a bacterial super infection. Most frequently, such an infection affects the lungs, causing pneumonia either due to the virus itself or due to the resulting bacterial infection. Besides the lungs, the virus can affect the liver, intestines, pancreas, eyes, ears or the lining of the brain. While older children and previously healthy children recover without any complaint, smaller and malnourished children can easily die. People are often not able to afford medical advice and treatment, or are unable to reach medical facilities. Some people also refuse to vaccinate themselves or their children due to social taboo or mistrust of the vaccination.
Anti –Measles drive delayed due to finance ministry stubbornness

ISLAMABAD: Lives of million children\'s at risk as the nationwide anti-measles campaign delayed due to the Finance Ministry stubbornness.
According to documents provided by the sources in the Finance Ministry, program for protective vaccine send a report for approval to the Planning Division last year. Protective vaccination program planned for the nationwide anti-measles campaign in November this year. Despite passing about an year the Finance ministry did not approved anti -measles campaign which stake the live of million\'s of children.
At the beginning of this year more than three hundred children\'s were died due to the outbreak of measles in the Sindh province. On this World Health Organisation declared the failure of the government on the outbreak of measles in Pakistan. According to the reports of International agencies, UNICEF, World Health Organization and GAVI Alliance, the measles campaign conducted during 2012/13 cover less than fifty one percent children. The report said that the measles-affected districts of Sindh were covered less than thirty percent during the anti-measles campaign.
According to the International Organization\'s reports, the government had decided to change its policy for dealing with measles and government directed Protective vaccination program to prepare a feasibility report according to which sixty five million dollars required to conduct the nationwide anti-measles campaign. The government was reluctant to provide this huge amount so after several rounds of consultation between the Pakistani officials and international aid agencies; GAVI Alliance approved thirty-five million dollars for the countrywide anti-measles campaign. With the help of provinces the other thirty million would be provided by the government of Pakistan to the UNICEF and UNICEF would provide the measles vaccines. Which was not handed over to the UNICEF despite passing a year and the holdup of the funding to the UNICEF delayed anti-measles campaigns.
The international agencies declared essential to launch the nationwide measles campaign before the start of this year\'s monsoon rains.
A team of international aid organizations along with Pakistani officials visited the affected districts of Sindh from twelve to fifteen February this year and declare outbreak of measles and deaths due to the bad planning and non coverage of large area. Less than thirty percent of the measles-affected districts of Sindh were covered during the anti-measles campaign, according to report.
In 2010, more than two hundred children died due to measles and three hundred and fifty children were died in the Punjab province in 2012.
58m have no access to safe drinking water

LAHORE - Punjab Minister for Finance, Excise & Taxation, Mian Mujtaba Shuja ur Rehman Sunday said that 58 million people have no access to safe drinking water while 59 million people are living in one room house.
Talking to various delegations at his residence here, he said that only 20 percent population have the facility of trained birth attendant.He said that 70 percent population live in rural areas which are closely linked with the basic health centers, therefore, the government is upgrading the infrastructure of basic health centers for provision of modern health facilities to the masses at grass root level.
He said the government is providing subsidy billions of rupees on food items to the deserving people whereas, Rs 300 million are being spent to provide free of cost dialysis facility to the

News Headlines needy kidney patients. He said the present government is paying full attention towards provision of state-of-the-art healthcare facilities to the people at grass root level.
He said that by increasing the health budget up to Rs 102 billion to poor. He said that an hefty amount of Rs 7.5 billon is being spent on the provision of free treatment and medicines to the poor in public sector hospitals of the province.
Mian Mujtaba said that in Pakistan itself, more than 40 per cent of the adult population over the age of 45 suffers from one form or the other of non-communicable disease, such as heart disease, high blood pressure, diabetes and even cancer and the trend seems to be on the rise.
This increasing trend is likely to double the burden of disease in countries such as ours and clearly, is likely to have significant health economic implications as a result of cost of care and lost productivity costs, he concluded.
Contamination risks: Think twice before you take a sip of your tap water Express Tribune, September 16, 2013
KOTRI/KARACHI: If you are living in Karachi, you should think twice before you take a sip of your tap water.The water, which is being supplied to nearly all water tanks in the city from Keenjhar Lake, is highly contaminated with a mixture of industrial and domestic waste, The Express Tribune has learnt. Untreated domestic sewage from the households in Kotri and Jamshoro, and effluents from nearly 100 industries set up in the area flows directly to the Kalri-Baghar (KB) Feeder canal, which is the main source of water for Keenjhar Lake. The treatment plant at SITE, which was set up by the industries located in the area, started operations last week. However, the plant’s biological and chemical tanks developed leaks on the first day and have yet to be fixed. This means that the water flowing into Karachi is untreated but the Karachi Water and Sewerage Board (KWSB) insisted that water is drinkable. “The water is still potable and meets the standard of the World Health Organisation,” said KWSB managing director Quttabuddin Shaikh, who visited the site last week. At the time, Shaikh was unsatisfied with the quality of water and wrote a letter to Kotri SITE and the Sindh irrigation officials to take appropriate measures as soon as possible. “I have an objection on untreated waste material flowing into KB Feeder,” he admitted to saying. “It is a matter of health for the 20 million people living in Karachi.” Shaikh dismissed the issue, however, by saying that it is the responsibility of the irrigation officials to close the doors of KB Feeder to toxic waste. Treatment plant closed The 2.5MGD combined-effluent treatment plant in Kotri SITE was expected to start last week but its three treatment tanks leaked on its first functional day – September 11. The inauguration of the treatment plant, which was built in April 2010 on the orders of the Sindh High Court, was supposed to take place in December last year. According to sub-engineer Zafar Iqbal Arain, the plant has 14 small and big biological and chemical treatment tanks in addition to six ponds to collect industrial waste. “We are trying to make it functional as soon as possible,” said the sub-engineer, who was available at the treatment site. “It happens when such big plants are started,” he tried to justify. Another official, who refused to share his name, told The Express Tribune that substandard material was used in the construction of the plant that cost nearly Rs670 million. “The water flowing into the city contains poisonous particles,” he pointed out. “The people of Karachi don’t even know what sort of water they are using every day.” According to him, the residents of Kotri are only using the water mixed with domestic waste, but the water flowing into Karachi takes with it a lot of industrial waste also. Meanwhile, KWSB insisted their responsibility only lies with water distribution. “Our task is to point out issues related to water being supplied within Karachi,” said Shaikh, adding that the KWSB is trying to provide purified and tested water. For him, the problem could be solved in two ways: first, the industries build their own treatment plants or the present plant should be made functional as soon as possible. “The second recommendation is to ensure the links of waste water to KB Feeder are disconnected.” For Pakistan Relief Foundation Haleem Adil Sheikh, the issue needs to be taken to the court. “The KWSB officials admit that 20 million people of Karachi are at risk,” he said. “If they point out an issue, they need to address it as well.” Sheikh is planning to file a petition against all the relevant official
Govt committed to making Pakistan polio-free: PM The News September 21, 2013
ISLAMABAD: Prime Minister Muhammad Nawaz Sharif on Friday said that it was his earnest desire to make Pakistan a country where no parents see their child crippled by polio. While chairing a high level meeting on Polio Task Force at PM’s office, the prime minister said that he was fully aware of the challenges being faced by Pakistan today and also he was cognizant of diversity of these challenges from Khyber Pakhtunkhwa to Sindh. He noted the importance for demonstrating mutual resolve and collective will to achieve the cherished goal of complete eradication of polio from the country. He stressed that the success of the National Emergency Action Plan, developed in consultation with all stakeholders, depends on its proper implementation. He added that civil-military coordination mechanism will help a great deal in eradicating polio from Fata. Assuring complete support from the federal government, the premier expressed the hope that the provincial governments will further enhance their efforts and target the specified areas for optimal results. He asked for nominating senior government officials as provincial polio focal

Mrs Saira Afzal Tarar, MOS for National Health Services, Regulation & Coordination briefed the meeting on strategies evolved for polio eradication from the country. She said in 1994 there were 2600 reported cases of polio in Pakistan while the figure for 2013 stands at 28, showing a sharp decline in polio cases in the country. She proposed that the Task Force must meet on quarterly basis to overview the progress made. Dr. Ala Alwan, Regional Director, WHO appreciated the decline in polio cases in Pakistan and stressed that coordinated efforts must continue till the complete eradication of polio from the country. He urged that combined endeavors by political and religious leadership and the local administration would substantially help in achieving the shared goal. The meeting was also attended by Engineer Shaukatullah, Governor KP, Syed Qaim Ali Shah, CM Sindh, Pervaiz Khattak, CM KP and Chaudhry Abdul Majeed, PM AJK. Earlier in the day, Dr. Ala Alwan, Regional Director, WHO called on PM at PM’s office. The PM said that Pakistan values the support extended by WHO in different areas of health sector including polio eradication. Parliamentarians and senior government officials were present in the meeting.
Precautionary measures: Health officials prepare to tackle Congo virus The News September 24, 2013
KARACHI :The Sindh health department has issued guidelines to all district health officials to expedite preparations to tackle the spread of the Congo virus ahead of Eidul-Azha. In a letter issued on Monday, the department has directed the officials to take appropriate measures as cattle markets are being set up at various sites across the province. The letter stated that there is potential threat that the slaughter of animals may promote the spread of the ‘tick’ [hyalma] containing the virus. “The Congo fever is highly contagious with a high fertility rate. We must be prepared to tackle the extremely fatal disease,” the letter further mentioned. The district health officials have also been directed to keep an eye on the cattle markets, suspected patients and animals in coordination with the stakeholders, including deputy commissioners, livestock department, information department and the local electronic and print media. They will report probable, suspected and confirmed cases of the Crimean Congo Hemorrhagic Fever (CCHF) to the focal person of the Sindh Dengue Surveillance Cell on a regular basis. The officials will also conduct health education sessions, seminars and disseminate awareness materials regarding the CCHF among vulnerable groups, including butchers, cattle handlers and traders and the general public. They have been directed to establish isolation wards for admission of the confirmed CCFH cases and adopt prescribed procedures for transportation of samples from the suspected cases of the CCFH as per guidelines..
Post-natal screening: Sindh Assembly passes ‘newborn screening bill’ Express Tribune 24-9-2013
KARACHI: Sindh Assembly, on Monday, unanimously passed a bill making it mandatory to screen all newborns for hearing impairments in order to alleviate the adverse effects of hearing loss for speech and linguistic development. The bill also aims to establish and integrate a sustainable newborn screening system within the public health delivery system.
Speaking about the bill, the minister for parliamentary affairs, Dr Sikandar Mandhro, who also holds the charge of law minister, said that newborn screening shall be performed twenty four hours and not later than three days after the delivery. He added that the newborn will be examined by a pediatrician, ophthalmologist, ear, nose and throat specialists and an orthopedic surgeon to exclude congenital abnormalities. The child will also undergo biochemical testing to check for suspected hereditary conditions, he said.
According to the law, the health department will establish an advisory committee which will ensure the implementation of the provincial newborn screening programme within fifteen days from the law.

ISLAMABAD: Prime Minister Muhammad Nawaz Sharif has appreciated the continued interest and support of Bill Gates, co-chair and founder of Bill and Malinda Gates Foundation for polio eradication in Pakistan.
The Prime Minster expressed these views as Bill Gates called on him on the sidelines of the 68th Session of the United Nations General Assembly in New York, a Foreign Office press release said.
Nawaz Sharif informed Bill Gates that his government had redoubled its efforts to ensure effective implementation of the National Emergency Action Plan to completely eradicate polio in Pakistan.
The Prime Minister shared with Bill Gates his government's vision on science and technology promotion. He highlighted the importance of Information Technology and telecommunication sector, especially its job creation potential for the youth of Pakistan.
The Government is particularly committed to increase IT related exports, introduction of E -government Framework and establishment of Technology Parks, the Prime Minister said.
He recognized the government's commitment to reach out to all Pakistani children with polio vaccine for the eradication of this debilitating disease.

LHC rebukes health DG in measles case The News, September 27 2013
LAHORE: The Lahore High Court on Thursday rebuked the Punjab Director General Health for not submitting an inquiry report prepared by a three-member committee headed by Dr Zafar Iqbal, Principal Sheikh Zayed Hospital, into alleged failure of the government to control recent outbreak of measles. As hearing started on Thursday, the law officers of the provincial government and the health department along with DG Health Dr Tanvir appeared before the court. On court query, the DG told the court that a report prepared by Professor Faisal Masood had been submitted to the chief minister. Justice Muhammad Khalid Mahmood Khan admonished the DG and asked why the reports prepared by Dr Zafar Iqbal and Faisal Masood were not furnished before the court. The court directed the director general and provincial law officer to submit both reports till October 09. The court was hearing a petition demanding action against responsible officers of the health department and others in their alleged failure to control measles outbreak. In the petition, the petitioner had submitted that the children in the provincial hospitals had died due to the diseases and the government had failed to control measles outbreak. He submitted the government was also unable to discharge it responsibilities as per Articles 9, 14, 15, 15, 17, 18, 25, 37 and 38 of the constitution of Pakistan. He said the government authorities had not taken protective measures to control the outbreak as the vaccine of measles was also not available in the province. He said the government had launched anti-measles campaign three years back but later scrapped it. The petitioner stated that the federal and provincial governments had miserably failed in controlling the outbreak (measles) which resulted into loss of innocent lives. The petitioner requested that a judicial inquiry should be ordered to determine the responsibility of the government’s authorities.
Micro plan NID polio round from Sept The News September 27, 2013
KARACHI: Three-day Micro plan NID Anti-polio campaign will commence from 30th Sept and run up to 2nd Oct 2013 in Sindh, said Additional Secretary Health Department Sindh Dr Masood Solangi on Friday.
Masood Solangi said total of 7,857,104 children under five-year would be administered polio drops during the campaign. He said three-day polio drive would be launched across the province in which total of 22,163 teams, including 1213 Union Councils Medical Officers (UCMOs), 4303 Area In-charges and 18,412 ,mobile teams, 2105 fix sites and 1646 transit pointes would also establish in different areas of Sindh in this regard
Polio virus: BA voices fear Pakistanis might face travelling ban

QUETTA: The Balochistan Assembly Saturday expressed fear that if the crippling poliovirus is not eliminated from the country, Pakistanis could face a ban on travelling abroad.
The legislators also stressed expediting rescue and relief activities in the earthquake-affected areas. The session of the Balochistan Assembly began on Saturday after a day’s break, with Speaker Jan Muhammad Jamali in the chair. Due to non-furnishing of replies to the questions asked by some members of the House the question-hour was deferred. Having no other agenda, the members of treasury and opposition benches spoke on different issues on points of order, however, eradication of polio and relief activities in the earthquake-hit areas dominated the session.
Leader of the National Party (NP) Rehmat Baloch said that as September 30 was being observed as the World Anti-Polio Day to create awareness about the disease, therefore, all members of the House must monitor anti-polio campaigns in their respective areas. He said some corrupt people had made polio campaign as a source of their income. He said that in Panjgur the polio teams did not administer polio drop to the children. “The local officers, by showing dummy teams, receive TA, DA allowances,” he added.
Meanwhile, JUI-F leader Gul Muhammad Dumar said that he had recently visited his constituency where he was astonished to see that schools were closed and the teachers were absent despite being paid regularly. He said law and order, health and education needed special focus of the government otherwise the people would not be satisfied. Pakhtunkhwa Milli Awami Party (PkMAP) leader Nasrullah Zehray welcomed observance of September 30 as the international polio day and said it was a good step.
Zehray noted that no polio case had surfaced in Pishin, Qila Abdullah and Quetta since March 14. He said that world had decided to eradicate polio until 2015 and if we fail to eradicate the disease from the country, Pakistanis could face travelling bans. He also said there were only a few countries, including Afghanistan, Nigeria, and Pakistan, which still had poliovirus. “We should actively participate in the anti-polio campaigns to get rid of this crippling virus,” he added.

ISLAMABAD: International donors and polio partners in a meeting with Prime Minister Nawaz Sahrif have expressed concern over the growing threats faced by health workers in the country.
The attacks have crippled the fight against polio and other epidemics, especially in Khyber-Pakhtunkhwa (K-P) where no proper campaign could hit the mark since March this year, they said.
Donors also shared their reservations over the absence of a full -time dedicated polio focal person at the federal level after Shahnaz Wazir Ali, sources privy to the meeting informed The Express Tribune on Friday.
To make the campaign successful to a certain level, Nawaz was told, the authorities have to appoint a person to look after polio related affairs and to deal with the international agencies that are continuously helping to eliminate the polio virus from the country.
“International donors and partners in polio programme are facing difficulty while dealing with Pakistan’s polio cell as it is running its affairs without a focal person. We are moving without a strategy subsequently there are faults in operation while launching the health drive,” sources quoted an official of World Health Organisation (WHO) as saying.
The discussion took place during a high-level meeting on the Polio Task Force chaired by the premier.
The WHO regional director, Dr Ala Alwan, expressed reservations that the polio initiative was not on K-P’s priority agenda. The prime minister assured him that all four provinces will render an integrated effort in eradicating polio from Pakistan.
PM Nawaz assured his support to the polio-partners and said, “It is my earnest desire to make Pakistan a country where no parents see their child crippled by polio.”
The prime minister stressed that the success of the National Emergency Action Plan, developed in consultation with all stakeholders, depends on its proper implementation. He added that civil-military coordination mechanism will help a great deal in eradicating polio from Federally Administered Tribal Areas.
The premier expressed the hope that the provincial governments will further enhance their anti-polio efforts.
He asked for nominating senior government officials as provincial polio focal persons and establishing provincial monitoring cells in the offices of the chief minister or chief sec retary.
Minister of State for National Health Services, Regulation & Coordination Saira Afzal Tarar, briefed the meeting on strategies evolved for polio eradication from the country.

First sexual health curriculum launched in Pakistan Express Tribune September 25, 2013
ISLAMABAD: Hayat-Lifeline Campaign launched Pakistan’s first curriculum regarding Sexual and Reproductive Health and Rights (SRHR) at a national conference held here on Wednesday.
The launch is an attempt to impart formal education to youngsters on SRHR.The curriculum has been developed through close engagement of religious scholars, government officials, parents, teachers and youngsters.
The curriculum has two different levels and separate editions for boys and girls. Level One is for children aged 10-12 years, while Level Two is designed for adolescents aged 13 -15.
A number of renowned religious leaders and political personalities participated in the launching ceremony. The event was distributed in four different sessions with various speakers talking to the audience on different aspects of SRHR education.
Minister of State Education and Standards in Higher Education, Baleeg-ur-Rehman was the guest of honour at the launching ceremony.

Chairman Ulema Council Pakistan Hafiz Tahir Asharfi termed Hayat-Lifeline’s initiate as great, saying that time has come to address these issues because there are several problems due to these social problems.
Federal secretary ministry of Capital Development and Authority (CAD) Faridullah Khan fully endorsed the campaign and curriculum, saying authorities at the federal level would help the campaign implement this curriculum.
Literati Amjad Islam Amjad elaborated the role of a father in educating and guiding the children. He was of the view that being the caretaker of the whole family, role of the father is really crucial.
Youth Leader Ali Moeen Nawazish discussed the key problems faced by youngsters these days. He stated in clear terms that parents and teachers usually don’t gu ide adolescents on such issues.
Fourth and the final session was based on panel discussion which included a number of religious leaders and opinion makers including Dr Raghib Hussain Naeemi, Allama Amin Shaheedi, journalists Kashif Abbasi, Nadeem Malik, Dr Moeed Pirzada, Javed Iqbal, Asma Shirazi and Talat Hussain. Politician Marvi Memon was also a part of the discussion.

Balochistan Health Department is monitoring the situation to check probable epidemic in the quake affected areas.
Talking to a private news channel, National Disaster Management Authority (NDMA) Spokesman Brigadier Kamran Zia said that Pakistan army teams have started relief operation in the quake hit areas.He said that most of the mud houses have collapsed adding that NDMA is in touch with district administration and Balochistan government in this regard. “Seriously injured persons are being shifted to Karachi and Quetta for treatment,” he added.
Balochistan Disaster Management Authority Director General Hafiz Abdul Basit also said that Army, frontier constabulary and district administration personnel are engaged in providing relief to the quake-affected people.
He informed that Balochistan government teams are also reaching the affected areas and providing treatment to the injured persons. “The earthquake intensity was 7.7 on the Richter scale and its depth was 10 feet,” he said.

The report, titled ‘Every Woman, Every Child: from commitments to action,” was published by the independent Expert Review Group (iERG).
The 2012 report is the group’s first in a series of four reports to be submitted to the UN secretary general.
The group’s reports are linked to the UN’s Global Strategy on Women’s and Children’s Health, which aims to accelerate progress towards the achievement of MDG 4 and MDG 5 in 75 countries that account for 98 % of all maternal and child deaths in the world.
“Pakistan does not seem to have improved its health coverage rates, and compared to some other countries in the region, such as Bangladesh, Pakistan has really fallen behind,” Dr Zulfiqar Bhutta, head of the division of women and child health at the Aga Khan University, who has studied the report, told The Express Tribune.
Child mortality rate
For MDG 4, which requires a two-third reduction in the mortality rate of children under five in the target countries between 1990 and 2015, Pakistan has shown “insufficient progress” from 1990 to 2010, according to the report.
Pakistan saw an annual reduction of 1.8% in the under-five mortality rate over this two-decade period, with 87 deaths per 1,000 live births in 2010. Countries are required to show at least a 4% annual reduction rate or have less than 40 deaths per 1,000 live births for children under five.
Neonatal deaths, or children dying within a month of being born, make up 46% of all under -five deaths in Pakistan, according to the report.
Maternal mortality ratio
The MDG 5 strives to reduce the maternal mortality ratio in the 75 countries by three quarters between 1990 and 2015. It also requires universal access to reproductive health by 2015.
Pakistan is “making progress” for MDG 5, which is the second-best category assigned in the report to the 75 countries.
Pakistan saw an average annual reduction rate of 3% from 1990 to 2010, compared to the ideal reduction rate of at least 5.5%, according to the report.
The report stated that Pakistan has not conducted an annual health sector review in 2011.
‘Impressive’ development
Some “impressive” developments mentioned in the report include a 33% and 38% reduction in the overall maternity and child mortality numbers, respectively, from 1990 to 2011.
The report also estimated that out of the 75 countries, 13 countries are “on-track” for MDG 4 and only four for MDG 5.
“Evidence is gradually growing to show that investing in adolescent, women’s, and children’s health has important economic as well as health returns. This emerging evidence should give confidence to ministries of finance to invest in adolescents, women, and children for long-term prosperity,” the report read, in its conclusion.
Bhutta agreed that health should be a top national priority. “Health should percolate up in our governmental policies,” he said. “No country has ever made progress without focusing on health.”
WHO polio chief in Pakistan honoured The News, September 12 2013
ISLAMABAD: Elias Durry, the current chief of the World Health Organisation’s polio eradication programme in Pakistan, has been honoured for his global polio eradication efforts.
Dr Durry has spent some 17 years strengthening the polio eradication programme across polio hotspots such as the Horn of Africa, Nigeria and Yemen. His dedication to polio eradication has been recognised with the US Centres for Disease Control and Prevention’s prestigious William C. Watson Jr. Medal of Excellence.
Since 1977, the medal has been the premiere service award for CDC employees.
Although the award is accompanied by a cash prize, Dr Durry has decided to donate the funds to the Bob Keegan Polio Eradication Heroes Fund — in honour of the sacrifices made by frontline health workers.
“Although slightly embarrassed by all the attention, I have to admit I feel extremely honoured to be the recipient of this year’s William C. Watson, Jr., Medal of Excellence,” Dr Durry said.

Balochistan Earthquake 2013 - Potentially Affected Health Facilities On 24th September 2013,at 4:29 PM an earthquake intensity of 7.7 Magnitude and on 28th September 2013, at 12:34 PM earthquake intensity of 7.2 Magnitude on Richter scale hit the southwestern province of Balochistan. DistirctAwaran, Kech, Kharan, Panjgur& Gwadar have been affected the most. In District Awaran, the three Tehsil Mashkay, Awaran, and Jhaho and in District Kech Tehsil Hoshab are most affected. 325 people have been reported died in District Awaran, and 46 persons reported died in District Kech as yet. PDMA Balochistan, Army, Frontier Corps and District Administration are carrying out Rescue and Relief Activities in the affected areas1 .
During the Earth Quake number of Health facilities have been potentially affected in four districts of Balochistan province including Awaran, Khuzdar, Panjgur and Washuk. In response of earthquake, DoH has established Provincial Emergency, Preparedness & Response Cell in DG health office Quetta.
WHO handed over 5 Emergency Health Kits (EHK) and a Trauma kit to department of health which will be dispatched today to the affected areas which will cater approx. 100,000 people for one month.
Provincial Health Department has provided immediate support including 8 ambulances, 26 doctors and Paramedics moved from Uthal (Lasbela) to Awaran along with essential medicines to the affected areas.
5 doctors along with 2 ambulances were sent today including Army medical corps unit.
4 Doctors from Kech moved to Awaran to cope with the emergency. The essential medicines available at WHO Warehouse at Kech and Lasbela were also provided to Awaran district.
18 Ambulances with medical doctors and paramedics have been sent from Karachi by EDHI Foundation. They have arrived in Awaran today and are in close coordination with DHO team.
A medical team of 8 doctors and paramedics is giving health services at a static health unit at Dandaar (district Kech). Mobile medical units are also functional in the area of Dandaar. DEWS SO Kech is participating with the fixed unit team, supervising the activity and providing technical assistance to DHO team
PRCS Response in Balochistan Earthquake
Health Response: Health services provided to 1017 earthquake affected families.There are three PRCS health teams on ground at the moment. One out of the three PRCS health teams, which is supporting Awaran district hospital, has provided 885 people with free medical services, while the other two teams have started MHU services in two villages Labach and Pirandar reaching out to 132 people who don’t have access to Awaran district hospital.
