From the Director
It has been my honor to be part of Bi-State’s Recruitment Center supporting the primary
care workforce needs in New Hampshire and Vermont for the last 23 years. Since our
humble beginning in 1993, the definition of primary care has evolved beyond what was
once considered care provided only by physicians, nurse practitioners, physician assistants
and certified nurse midwives to now include dentists, as well as behavioral health and
substance use disorder treatment providers.
With an increasing national focus on providing patient-centered, integrated care, the
Recruitment Center is dedicated to helping practices across New Hampshire and Vermont
attract, recruit and retain a broad array of these critical primary care health professionals.
Over the last year the Recruitment Center team interviewed practices across our two states
in an effort to learn what additional support we could offer to help increase their success
in recruitment and retention. We heard over and over that practices want increased
visibility for their openings with the target audience of providers. Although many
practices advertise their openings locally, many reported not having the expertise, time or
funding to execute a regional or national strategic marketing campaign.
With these needs in mind we designed the Premium Promotional Plan which is outlined in
the following pages. Our staff is excited to have a new way to support practices across
New Hampshire and Vermont with their recruitment needs. The Premium Promotional
Plan leverages our resources and expertise to assist a variety of practices with recruitment
and retention. Please don’t hesitate to reach out to me or any of our staff with questions or

new clients as we evolve to meet the needs in our two states.

Premium Promotional Plan
New recruitment option designed to provide greater visibility of health center vacancies and
direct exposure with candidates.
The new plan:
Gives facilities ability to have unlimited health professional openings posted directly
on the National Rural Recruitment & Retention (3RNet) job board
Allows job seeking candidates to contact practices directly
Provides direct vacancy promotion & exposure at select regional/national recruitment
events and job fairs
Provides health centers with additional exposure on the Recruitment Center’s website,
and through our online and social media marketing tactics
Allows facilities to easily identify, contact, interview and hire unlimited candidates
without any associated placement fees
Provides facilities access to list of candidates with contact information from the
Recruitment Center database of candidates who have expressed an interest in NH/VT
Low-cost annual fee – no placement fees, no additional advertising fees
Gives facilities added benefits of technical assistance from our team of experts on
recruitment and retention strategies and best practices

Additional Recruitment Services
Current Contingency Service Contract
Facilities will have the option to continue or discontinue the current Contingency Service
Contract.
For those clients with recruitment staff limitations, you may opt to continue using our
recruitment assistance services which includes candidate screening and referrals.
The current Placement Fee Schedule will continue to be applicable for candidate referrals
under the Contingency Service Contract.
Facilities can choose to take advantage of the Premium Promotional Plan in addition to
services provided in the Contingency Service Contract.
Under the Contingency Service Contract the Recruitment Center will:
1. Identify, screen and refer candidates that meet the Client’s defined qualifications for
permanent or Locum Tenens positions.
2. Provide the Client with the names, credentials and CVs and/or resumes of candidates
that match the Client’s minimum qualifications.
3. Provide the Client with reports regarding candidates sourced and screened and any
activity that has been completed on the Client’s behalf on a quarterly basis.
4. Track, monitor and facilitate communication between the Client and candidate to
support prompt and effective communication.
5. Monitor and assist in the candidate’s transition once a hiring decision is reached by
the Client.
6. Provide services outside the scope of this Agreement to Client on a direct cost basis.
Direct costs are defined as pre-approved expenses relating to activities that support a
Client’s recruitment and retention efforts. No direct costs will be assessed without
prior written approval from the Client.
