Authorize the Director of Behavioral Health Care Services (BHCS) or her designee to negotiate and sign contract exhibits on the Board's behalf and submit the original to the Clerk of the Board for filing. SUMMARY: On October 26, 2010, your Board approved an augmentation of the existing Anka Behavioral Health, Inc. (Anka) contract to add temporary drop-in center services at the Henry J Robinson Multi-Service Center. The previous augmentation was for six months of services ending March 31, 2011. This additional augmentation will allow Anka to continue services at the Henry J Robinson Multi-Service Center through the end of this fiscal year (June 30, 2011). This extension is needed to continue a transitional drop-in center and behavioral health services for individuals with significant behavioral health needs who are homeless or at-risk of homelessness while BHCS manages the Request for Proposal process that will deliver the long-term plan for serving this vulnerable population. DISCUSSIONIFINDINGS: BHCS issued a formal Request for Proposal on February 3, 2011, for a contracted provider to operate a program that builds and improves upon the Howie the Harp Center model. with a recommendation for a contract award in May 2011 with a projected start date for the new program of July 1, 2011. In the meantime, your Board's approval of an augmentation to Anka's contract will allow transitional supports to continue without interruption for individuals who historically relied on programming at the Howie the Harp Multi-Service Center at 580 18th Street in Oakland.

The Howie the Harp program ended on October 15, 2010 due to shifts in funding streams as a result of budget cuts and an identified need to move forward with community recommendations for refining and developing the program's design. BHCS will continue working with Anka, the City of Oakland, and other service providers to link former Howie the Harp Center users with appropriate alternative resources. Services that will continue address core survival needs and include toilets and showers, laundry facilities, a mailing address to help in securing financial and housing assistance, individual lockers, a message/phone center, and breakfast, lunch and snacks during the hours of 9:00 a.m.-3:30 p.m., Monday through Friday. In addition, more intensive service coordination and housing assistance are provided to a core group of clients with the aim of helping them to achieve housing stability, greater economic self-sufficiency, and greater access to appropriate health care services.

SELECTION CRITERIA AND PROCESS:

The process for selecting an interim service provider involved a search for similar programs and providers in the vicinity of the current Howie the Harp Center that have the experience, capacity, physical plant resources, and willingness to expand services in a short-time period. The interim contract period was established to provide some overlap with the existing program and the winter shelter that operates in Oakland. The selection ofthis provider involved consultation with City ofOakland staffmembers and Supervisor Carson's office.

FINANCING:

MHSA one-time funding for these services is included in the Behavioral Health Care Services' FY 10/11 budget. There is no increase in net County cost as a result of your Board's approval.
