Quarterly Progress Reports

Certified Authorizing Official must certify the accuracy of the QPR as the Final Step in the submissions process.

Final Report box on SF-PPR cover page should be checked only when ALL projects that make up the total grant have been completed.

QPRs should not be used to update the Project Officer (PO) on changes that would require HRSA’s prior approval. Major changes to budget, scope, and construction timeline need to be communicated to the PO as soon as possible.

Starting Projects

Grantees must carefully review all terms and conditions of the Notice of Award (NoA)

Grantees must respond to conditions and HRSA must issue a revised NoA that lifts all conditions before ground can be broken on a project

Prior to receiving final HRSA approval, grantees may only incur costs related to preparatory work such as:– Site plans, architectural and engineering

schematics, environmental and historic preservation requirements, etc.
