HEALTH & SAFETY POLICY STATEMENT

Dem-Master Demolition Limited deems the involvement by our employees in health, safety and

environmental aspects relative to our undertakings as fundamental to the success of our policies, it

is therefore a requirement that everyone within Dem-Master Demolition Limited complies with this

Policy in order to assist us in achieving the policy aims.

As an organisation, we are committed to complying with all current, relevant legislation and

associated approved codes of practice - ACOPS, as defined within our Health and Safety Management

System, and collectively, we must ensure zero tolerance of any practice that could result in injuries

and or ill health.

The requirement to work in a manner that secures Health and Safety is a condition of employment at Dem-Master Demolition Limited.

There is no acceptable reason for working unsafely and we must never compromise, health, safety and wellbeing to achieve other business objectives, and must remember our moral obligation to our families and to each other.

We must ensure that all work undertaken by Dem-Master Demolition Limited is executed in a manner

that secures Health & Safety and in accordance with the requisite regulations, Safety Standards and

British Standard BS6187-2011

The full complement of Health and Safety policy documents, statements and appendices are located

on the Dem-Master, Safety Management System/database, accessible to employees via their desk

top computers, laptops or on request in paper format.

The HS&E policy statement and policies are reviewed annually and all necessary amendments, are referenced in the undernoted table.

A copy of our HS&E policies are displayed prominently in our offices and on site notice boards located throughout Dem-Master sites, Yards and/or associated properties.

1.1 HEALTH & SAFETY POLICY

This policy is mandatory for all locations, activities and or undertakings by Dem-Master Demolition Limited.

At Dem-Master Demolition Limited Ltd, accident prevention, safeguarding employee health and environmental protection are an integral part of our business philosophy. It is Dem-Master corporate policy to ensure that all of our company operations be conducted and maintained in a safe condition for the protection of our personnel, communities and the environment.

Dem-Master Demolition Limited is committed to providing and maintaining safe and healthy working

conditions, equipment and systems of work, accompanied by suitable and sufficient information,

instruction, training and supervision. In return it is expected that everyone will work harmoniously

together to eliminate injuries and work related ill health.

It is essential that each one of us take personal responsibility for health and safety, ensuring that we don’t accept unsafe acts or conditions and take immediate action where such unsafe practices have been observed, therefore, the right of employees to refuse to work on grounds of health and or safety concerns is integral to our policies and safety standards.

We believe that a sound health and safety culture is founded upon the principles of clear visible leadership, employee engagement and clear routes of communication, all of which contribute to a safe working environment.

It is a requirement that Supervisors and Managers at all levels within Dem-Master Demolition Limited, demonstrate visible health and safety leadership, ensuring that health and safety arrangements are clear, observed, implemented and constantly reviewed.

The engagement with employees in our continued health and safety drive is fundamental and we will implement effective means of consultation and communication across the business to ensure the success of the safe management of our undertakings.

Through our commitment to continual improvement of our management of Health and Safety, including our comprehensive training and development programmes, we will ensure that employees have the necessary health and safety competencies for the role they undertake within Dem-Master Demolition Limited.

In addition, we will maintain close relationships with relevant statutory bodies including our trade Federation and other such organisations to keep us at the forefront of industry good practice.

Together, we must ensure zero tolerance in regard to unsafe work practices. Our aim is to eliminate workplace injuries and ill health and thereby fulfil our moral obligation to our employees, their families and anyone else with potential to be affected/impacted by our operations/undertakings.

1.2 RESPONSIBILITIES FOR HEALTH AND SAFETY

ALL EMPLOYEES

Dem-Master Demolition Limited values the involvement of employees and encourages participation

through consultation. Everyone is expected to take an active role in improving standards by, for

example, attendance at quarterly and adhoc health and safety meetings, carrying out risk

assessments or undertaking inspections. It is the responsibility of everyone at Dem-Master

Demolition Limited to comply with and enforce policies and specific safety procedures applicable to

their role.

The most significant impact that any of us can have on eliminating workplace injuries is by adopting

a positive health and safety attitude at all times and by leading by example. It is estimated that a

high percentage of the accidents that arise, result from unsafe behaviour.

Everyone should demonstrate personal leadership in respect of health and safety by ensuring that

they don’t walk past unsafe work practices and or conditions and should advise their line manager

of any such situations. The use of the near miss / hazard reporting system is encouraged at all levels

within the Dem-Master.

We should be aware that our acts and or omissions can put others at risk and therefore should

never take short cuts as they may result in compromising safety.

Performance appraisals are essential for the effective management and evaluation of staff. Appraisals

help develop individuals, improve personal and organizational performance, and assist toward

business planning. Formal performance appraisals will be conducted annually for all staff in the

organization. Each staff member will be appraised by their line manager. The appraisal system will

focus on employee’s performance as well as adherence to the company health and safety policy and

associated safety management system.

MANAGING DIRECTOR - Director for Health and Safety

The Managing Director with the support of other Director’s, will ensure that Dem-Master

Demolition Limited’s requirements for health and safety and this Health and Safety policy are

implemented throughout company.

Through personal leadership, the managing director must communicate the importance of health

and safety to the business, promoting continuous improvement by setting targets and ensuring the

publication and monitoring of an annual Health and Safety Action Plan.

He must ensure that adequate resources are available to enable compliance with the company

policies, including the provision of specialist health and safety personnel to support the business in

reviewing performance and continually improving standards.

OPERATIONS DIRECTORS

Directors are responsible for health and safety within their sphere of operation / activity.

They ensure that all staff are aware of the health and safety requirements relevant to their role, and

are required to appoint competent people so that there is effective supervision of all activities.

They ensure sufficient resources are available to enable compliance with Dem-Master health and

safety policies / procedures and guidance and to ensure that equipment, machinery, and vehicles

are suitably maintained.

Assisted by their Management Team, the directors monitor the effectiveness of this policy and

compliance throughout their operations, bringing any significant concerns to the attention of the

Managing Director and health and safety resource.

SENIOR / CONTRACT MANAGERS

Senior managers are responsible for providing a safe and healthy working environment for

everyone working within their team and ensuring compliance with Dem-Master Demolition

Limited Policies.

They will ensure competence through structured training programmes and monitor the condition of

equipment, machinery and vehicles through inspection and defect reporting systems.

They will continually promote employee involvement in the health and safety effort and ensure there

is good communication regarding health and safety within their areas of responsibility and with other

interrelated areas / functions within the Company.

SUPERVISORY STAFF

Supervisors / managers are accountable to their appointed Contracts Manager and have day to day,

first line responsibility for the health and safety of the people under their control. They are required

to ensure compliance with Dem-Master policies procedures and associated guidelines in so far as

they apply to the activities under their control.

Through risk assessments they must take an active part in the identification of hazards, development

of control measures and the communication of remaining significant risks to all relevant personnel.

They will promote involvement through employee consultation, ensuring continual improvement in

standards, by implementing plant and equipment maintenance and inspection regimes with effective

sign off and close out mechanisms.

They must ensure that necessary local procedures are implemented to guarantee the safe operation

of plant and equipment and that accident/near miss reporting systems are fully utilised.

HEALTH AND SAFETY PERSONNEL

Health and Safety personnel must support the business in advancing and promoting the health and

safety culture and eliminating work related injuries and ill health. They will assist the Directors and

senior management teams in developing a strategic health and safety action plan for the whole

company.

Through effective monitoring systems, such as inspections, audits and accident analysis, they will

promote compliance with company and legislative requirements.

In the event of an accident the health and safety personnel will provide support with the

investigation, to an extent that is proportionate to the severity.

In all RIDDOR Reportable Accidents a root cause analysis investigation by health and safety

personnel will be carried out with the appropriate manager. Where appropriate, learning points from

incidents will be communicated throughout the business to help prevent a recurrence.

Health and safety personnel will seek to establish good working relations with trade

organisations and statutory bodies in order that they can be aware of and, where possible, be

involved in the development of applicable regulations.

SECTION 2 - General Arrangements to Ensure a Safe Working Environment

2.1 RISK MANAGEMENT

Risk assessments will be undertaken to assess the risks to the health and safety of all employees as

required by the Management of Health & Safety at Work Regulations

The results of risk assessments will be used to identify the control measures necessary to reduce

such risk.

A set of generic risk assessments is held by all site supervisors. It will be the responsibility of the

employee's supervisor or manager to ensure site specific risks have been identified and a site specific

risk assessment prepared on the basis of supplementary information obtained from the Principle

Engineer. Any such risks will be identified, reviewed and notified to all employees and

Subcontractors prior to commencement of operational activities

The requirement to undertake or review a risk assessment will be instigated by the undernoted:

• The introduction of new or modified working practices

• The introduction of new or modified plant / equipment

• The introduction of new materials or substances which could be hazardous to health

• If an accident or reported near miss / hazard brings their integrity into question

• Formal review of risk assessments will be carried out at 12 monthly intervals.

2.2 SAFETY INDUCTION FOR NEW EMPLOYEES

All new employees, temporary staff and agency personnel must undergo a period of induction

training to ensure the safe methods of working as required by Dem-Master Ltd are adopted at all

times.

Training will commence on day one of employment and consist of a formal programme that takes

into account the individual needs of the employee and the specific job role.

The duration of the induction-training programme will vary dependent on the individual and the

complexity of the tasks the individual is likely to be involved with. The duration of the induction

training must be sufficient to ensure that the employee and others are not put at risk. Specific

requirements will be put in place where young or inexperienced employees are recruited including a

young person risk assessment.

After a predetermined period, the induction must be formally reviewed and signed off by the line

manager, with assessment where appropriate, to ensure full understanding of procedures and

precautions covered.

Dem-Master Demolition Ltd will ensure those working on demolition / construction sites either under

the control of Dem-Master as Principle contractor or by others, will receive a site specific induction

covering the respective site hazards, associated risks and site specific safety rules.

2.3 TRAINING, INSTRUCTION AND AUTHORISATION

Dem-Master Demolition Limited will ensure all employees and subcontractors are competent to carry

out the work to which they are assigned. A record of all skills and competencies and associated

certificates held by individuals / personnel and for which they are competent to undertake will be

recorded and maintained within the company training matrix held at head office.

No person will be permitted to carryout work unless they have been trained, are competent and

authorised to do so. Anyone undergoing training will be closely supervised by a competent person.

Factors influencing the requirement for safety training May include the following:

• Accidents and adverse trends

• Dangerous occurrences

• The need to use hazardous equipment / substances

• The introduction of new systems

• New safety legislation

• The removal of complacency

In addition to Dem-Master Demolition Ltd’s arrangements for health and safety, Employees and

subcontractors will be instructed on the client safety requirements and or Dem-Master site specific

rules. A briefing / Attendance record will be issued for signature and a copy retained for record

purposes.

2.4 FIRE CONTROL AND FIRE PRECAUTIONS

All personnel and visitors at the Company's offices will be made aware of the evacuation procedure

should the fire alarm sound.

On discovering a fire:

Raise the alarm.

Attempt to fight the fire with an appropriate extinguisher only if trained and it is safe to do so. - If

the fire is not immediately extinguished, leave the building, closing all doors and windows if safe to

do so.

Action on Hearing the Alarm:

• Switch off all electrical and gas supplies if safe to do so.

• Close all windows and doors if safe to do so.

• Leave by the nearest safe exit.

• Assemble at the designated assembly point.

• Do not re-enter the building until advised to do so by the Fire and Rescue Team Leader or

senior person present.

The Managing Director or Operations Director is responsible for ensuring that the fire risk

assessments are carried out and regularly reviewed and updated to reflect current status.

In addition, they will also ensure that weekly fire alarm tests are carried out and a minimum of twice

yearly fire evacuation procedures are practiced.

Employees will be trained in emergency procedures and all firefighting equipment will be regularly

maintained.

The office manager is responsible for ensuring that all staff / visitors are familiar with the office fire

plan and for ensuring the implementation and maintenance of the office fire log, It is also their

responsibility to ensure that adequate firefighting equipment and permits to work are obtained when

hot work is carried out in our offices / premises or yards

Everyone on the premises will be made aware of the designated smoking areas and constraints

relative to same

2.5 FIRST AID ARRANGEMENTS

Persons trained in first aid will be appointed to provide adequate cover at the Company offices and

for those working on site the manager / supervisor in charge will ensure they have access to first

aid facilities.

The number of trained first aider’s will be maintained at a minimum of two per office premises, which

is the assessed number required to maintain suitable cover taking into account holidays, illness and

visits.

A nominated qualified first aider will ensure that First Aid boxes are checked and replenished on a

monthly basis. Their names and photographs are prominently displayed in a number of areas around

the office. All accidents will be reported to the employee's immediate supervisor and recorded in

both the site and Company accident book.

If an accident results in the employee being incapacitated for more than seven consecutive days the

Company will notify the enforcing authority as required by the RIDDOR- 2013 Regulations.

Accident and incident statistics will be logged into the Dem-Master central data base to accord with

the requirements of our health and safety management system procedures / protocols. These results

shall be reviewed on a regular basis in order to detect and reverse adverse trends.

2.6 ACCIDENT AND INCIDENT REPORTING, RECORDING & INVESTIGATION

Dem-Master Demolition Ltd recognises that the reporting and investigation of all accidents and

incidents is crucial both in measuring performance and in providing information that may assist in

preventing recurrence. With this in mind, all accidents, and incidents which result in personal injury

or other losses, or have had the potential to do so, are reported and recorded on the company

accident/incident report documents.

Where an accident is reportable under Riddor-2013 the requisite F2508 is completed and submitted

accordingly.

A-RECORDING AND REPORTING

The procedure for reporting of injuries, disease and dangerous occurrences is defined within the Dem-Master Health and Safety Management System.

Records of all minor injuries etc. will be recorded in the accident book B-115 in the office or where

applicable on site. This will depend on the location in which the accident/incident occurred.

Irrespective of such, copies will be retained in head office.

Fatalities, major injuries, disease or dangerous occurrences as defined in the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 will be reported verbally immediately to the Managing Director / Director responsible for safety matters Health & Safety, Directors and Safety Consultant who will notify the HSE via the most appropriate method.

B-INVESTIGATION

All accidents, incidents and or dangerous occurrences of a serious nature or within the classification of notifiable under Riddor-2013 will be investigated and a report prepared and circulated by the Safety Consultant, this will include recommendations for any action necessary to be taken to avoid a recurrence.

Photographs will be taken at the scene of all accidents of a serious nature and supplemented by

appropriate rough sketches or diagrams, Witnesses will be interviewed and statements taken.

All employees must co-operate fully in such investigations.

2.7 NEAR MISS / HAZARD ALERT REPORTING

Near Miss/Hazard reporting has been proven as a successful means of aiding the reduction of

accident and injury occurrences. By early identification and alerting of potential hazards, this allows

such hazards to be eliminated or otherwise appropriately actioned resulting in the occurrence of

fewer accidents and incidents.

The aim of the NMHA reporting system is to provide a genuine incentive with financial benefit to

those who contribute to the application of the system.

This is achieved by reviewing on a monthly basis the NMHA reports received and selecting what is

deemed to be the best one received in the period. This is normally selected by the Director for Safety

in conjunction with the Safety Consultant / Advisor and a voucher issued as a reward to the

employee.

2.8 HOUSEKEEPING

Managers and supervisors are responsible for keeping all areas of work clean and tidy at all times

and for conducting regular inspections of the work place.

Floors and underfoot conditions will be kept clear of debris and combustible materials and all

compressed gas cylinders will be stored where practicable in a secure area external to the building

within a lockable cage.

All hazardous and or special waste materials resulting from our undertakings will be transported by

Dem-Master approved licensed waste carriers or directly under Dem-Master Demolition Ltd’s waste

carrier license.

2.9 HAZARDOUS SUBSTANCES

All substances (solvents, oils, chemicals, cleaning agents, dust and fume etc.) will be assessed for

possible risk to health prior to being used as required by the COSHH Regulations. In Addition, where

particular materials and or products are suspected of being encountered throughout the work

activities, these will be subject to the risk assessment process and implementation of necessary

associated controls.

Dermatitis Many conditions result from handling hazardous materials and materials of minor irritant value, such

conditions include Dermatitis which is the most common industrial disease in the construction

industry, to the extent that it is usually ignored and treated as an integral part of the job. It is the

main area in which the medical advisory service will recommend screening. The list of substances,

which can cause some form of dermatitis is extensive, so few constructions workers are not at risk.

The commonest causes are cement, epoxy adhesives, and rubber (from gloves and masks). Poor

personal hygiene also plays a part.

To minimise the impact on the health and wellbeing of our personnel and others working on our

behalf, the wearing of gloves is a mandatory requirement on Dem-Master demolition sites associated

operations including those relative to our recycling centre.

Control of Dermatitis is best achieved through good personal hygiene (regular hand washing,

avoiding contact with substances / irritants) and the use of personal protective equipment (e.g.

overalls, protective footwear ie Wellington boots) and barrier creams.

All personnel will have access to the requisite Material Safety Data Sheets and associated COSHH

information. Site supervision will brief all personnel under their control and others who may require

such information and who may be impacted by their use whilst working in proximity.

2.10 WORKWITHANDORISOLATION ORDISCONNECTIONOFNATURAL REFRIGERANTS - FGAS

Dem-Master will ensure through consultation with their clients, and contractors that all services have

been isolated and or decommissioned by competent personnel in advance of Dem-Master

commencing any of their operational activities which may or is likely to be adversely affected by the

presence of such services.

Dem-Master will obtain written confirmation of services having been isolated prior to undertaking

any demolition related activities

2.11 WORK ADJACENT TO OR OVERWATER

A specific risk assessment and where appropriate, a works procedure, should be produced for all works over or adjacent to water of a sufficient depth to create a hazard).

The specific controls required should be included in the risk assessment and works procedure, and they should be agreed with the H&S Consultant /adviser prior to the activity commencing.

The obvious hazards are those associated with falling into the water including drowning, bodily injury from impact with non- visible obstructions / items below surface level. The safe system of work must include provision for recovery in an emergency situation and means of transporting casualty to a place of safety.

2.12 WORK ADJACENT OR IN PROXIMITY TO LIVE OVERHEAD POWERLINES

To accord with the Electricity at Work Regulations-1989, in respect to Working in the vicinity of

overhead live electrical services

It is Dem-Master Demolition Ltd’s Policy to ensure that a Director or Supervisor rigorously apply the

site specific rules pertaining to work in proximity to live overhead services including power lines.

The rules applicable to such working environments / situations require the Director or Contracts

Supervisor to:

• Check with the designers including Engineers, Architects, Principle Designer and all statutory

undertakers on the location / whereabouts and status of all overhead power lines within the confines of our work sites.

• Prepare a plan of the site highlighting all existing overhead services and highlight their presence by indicating them on the plan in RED bold lines.

• Ensure a copy of the live services drawing / plan is displayed in a prominent position where accessible to employees at all times.

• Prior to commencement of works in proximity to overhead power lines or similar, the presence of the power lines / cables must be identified by suitable warning signage and the erection of goal posts at an appropriate height having first sought guidance from the relevant power company.

• Ensure all personnel are competent to work in such environments and have been briefed on the local site rules, and have been made aware of the site specific and task specific hazards and that they fully understand their safe system of work and associated methodology. Ensure they are clear on the instructions being provided to them prior to being permitted to commence their tasks.

• Whilst working in proximity to live overhead cables/ power sources a permit to work system must be implemented and maintained.

• A director or a designated contracts supervisor will have overall responsibility for ensuring the safety procedures including permits to work are fully implemented and followed on site.

• Members of supervisory staff who receive instructions from a Director or contracts manager to undertake the task of identifying, marking and or plotting of services and to supervise the operations associated with same, such personnel will be responsible for carrying out the instructions as provided by the respective Director or contracts manager and for reporting back on the status of same as and when requested.

2.13 WORK ADJACENT OR IN PROXIMITY TO LIVE UNDERGROUND SERVICES

It is Dem-Master Demolition Ltd’s Policy to ensure that a Director or Supervisor rigorously apply the

site specific rules pertaining to work in proximity to live buried or underground services including

electricity, gas, water, comms, etc

The rules applicable to such working environments / situations require the Director or Contracts

Supervisor to:

• Check with the designers including Engineers, Architects, CDM Coordinator and all statutory

undertakers on the location / whereabouts and status of all overhead power lines within the confines of our work sites.

• Prepare a plan of the site highlighting all known or suspected services and highlight their

presence by indicating them on the site plan in RED bold lines annotated to identify each individual service.

Prior to commencement of any excavations / works within the vicinity of underground services, ensure the services are accurately located aided by use of a cat and genie and marked on site by use of marker posts and or lines painted on the surface where practicable. Ensure the markers are monitored and maintained to ensure continued safety controls.

All excavations undertaken within proximity of underground / buried services must be preceded by

trial holes, carried out by suitable, correct tools ie shovel, graft, or air pick, a permit to excavate

system should be implemented to ensure adequate controls are in place and maintained.

A hand pick, fork or pinch bar must not be used.

Once exposed, the services must be identified and protected to avoid inadvertent damage, and their

location added to the marked up site plan, should any damage occur during the process this must

be reported to the supervisor in charge, who will notify the utility service provider.

Care must be taken when backfilling to excavations to avoid crushing or impact damage to services,

it is therefore imperative that only selected suitable backfill materials are used

2.14 WORKONOR IN PROXIMITYTORAILWAYPROPERTIES

A copy of the current health and safety guidance pertaining to works in proximity to railway lines, Properties etc will be issued to every Dem-Master employee or their sub-contractors employee working on projects on behalf of Dem-Master. This will be in the form of the latest edition of the safety hand book relative to safe working in railway environments. The common document is the Orange book 2004 edition.

The site supervisor or appointed person will ensure that each individual has read and understood

the contents of the “orange book by questioning each person in order to check their understanding

and reinforce the need to comply fully with the requirements stipulated therein.

Only trained and competent personnel who are familiar with the workings and safety requirements

pertaining to railway environments, will be permitted by Dem-Master to undertake operations in such

environments on their behalf.

Dem-Master will ensure the induction of all personnel and subcontractors is specific to the

environment in which they intend to work, and will reinforce throughout the induction process, the

requirement to comply with and obey at all times instruction given by railway management in respect

of safety matters in so far as they affect the works being undertaken.

2.15 NOISE

As required under the Control of Noise at Work Regulations 2005, the following will apply.

All noise levels will be controlled at source where ever possible but where noise levels exceed

80 dB(A) hearing protection will be provided and employees warned of the dangers of exposure

to excessive noise.

Where levels of noise exceed 85 dB(A) supervisors and managers will enforce the use of hearing

protection and implement the setting up of hearing protection zones.

Notices will be displayed around working areas where precautions are required to be taken to

protect against noise.

Dem-Master Demolition Ltd Personnel will be advised of potential sources of noise and related

hazards relative to our operations / undertakings, and also those which can and may exist on

client sites e.g. when working in proximity to live plant, plant rooms etc and will be reminded of

the necessary precautions to be taken.

Suitable and sufficient assessments of likely noise exposure will be undertaken to ensure the

safety and health of all personnel at all times.

2.16 MANUAL HANDLING

Dem-Master Demolition will conduct a survey of its activities to assess if there are risks to health

and safety as a result of manual handling operations as required by the Manual Handling

Operations Regulations.1992 as amended 2002

Where it is not possible to avoid manual handling then such related risks will be reduced to the

lowest practicable level.

Dem-Master Demolition Ltd will take all steps necessary to ensure that employees are trained,

instructed and informed of their own responsibility to make full use of any mechanical equipment

provided in order to reduce or eliminate handling operations and where this is not practicable,

the use of kinetic lifting techniques is required to be adopted.

All manual handling activities will be subject a manual handling risk assessment in advance of

activities commencement.

2.17 HEALTH & SAFETY INSPECTION, MONITORING, AUDIT & REVIEW

A full audit of the Dem-Master Health and Safety Management System is undertaken on an

annual basis.

Site inspections are carried out at regular intervals by supervisors, visiting managers, directors

and by our external safety resource personnel. All resulting actions from site surveillance

inspections are assigned to individuals and or companies to close out. The mechanism for close

out is by signing and dating upon completion and return of the signed report to permit a review

to be undertaken.

Accident details are recorded, investigated and corrective actions implemented. Safety issues

resulting from the above are discussed at safety committee meetings where site personnel have

representation.

Details of accidents, incidents and unsafe practices are reviewed by the safety Committee on a

regular basis, and necessary actions taken to address any adverse trends.

2.18 PERSONAL AND RESPIRATORY PROTECTIVE EQUIPMENT

As required by the Personal Protective Equipment Regulations-1992 Dem-Master Demolition Ltd

will provide protective equipment which has been assessed for its suitability to provide adequate

protection whilst at the same time causing minimum discomfort to the wearer.

Regular inspections of equipment will be undertaken by employees, supplemented by 6 monthly

checks made by supervisors.

Employees are required to take good care of safety equipment and ensure correct use, cleaning

and storage. Client site regulations on the wearing of PPE / RPE will be complied with at all times

and supplemented by further requirement as directed by the risk assessment process.

2.19 PROVISION AND USE OF PLANT & WORK EQUIPMENT- PUWER -1998

Dem-Master Demolition Ltd shall ensure the maintenance, testing and checking of our work

equipment regularly and keep the appropriate maintenance records for same. This will be the

responsibility of the appropriate Supervisor depending on the location if site or yard based.

Work equipment must only be used by persons who have been trained in the safe use of same.

Management will identify employees who require the appropriate training for the equipment

necessary to carry out their respective duties.

Dem-Master management / supervision when hiring or borrowing equipment must ensure that the

appropriate paperwork, test certificates inspection and maintenance records accompany it before

use by our operative. They must also implement a pre use inspection regime prior to putting in to

use any item of plant or machinery.

2.20 LIFTING OPERATIONS AND LIFTING EQUIPMENT- LOLER-1998

By virtue of the Lifting Operations and Lifting Equipment Regulations 1998 there are responsibilities relative to the provision, operation, inspection and maintenance of lifting equipment and lifting accessories (commonly referred to as lifting appliances and lifting gear).

Dem-Master Demolition Ltd shall ensure that:

• A competent appointed person is nominated to coordinate lifting operations on site and this

should be recorded in the site specific H&S plan.

• Key personnel are appointed for lifting duties i.e. crane driver, machine operator, Banksman

and slinger,

• A Banksman Checklist is completed and a copy retained on site in a secure location.

• All persons nominated to carry out key duties are competent and in possession of the requisite

proof of competence specific to the item of plant they intend to operate, which is approved by Dem-Master Demolition Ltd and is based upon practical and theoretical assessment of competence.

• The appointed person must plan the lifting operations ensuring the provision of adequate

and suitable lifting appliances and by applying the risk assessment procedure.

The H&S Function should be contacted for further advice as required

2.21 PORTABLE ELECTRICAL EQUIPMENT & PAT TESTING

As required by the Electricity at Work Regulations-1989, Dem-Master Demolition Ltd shall ensure

that all electrically powered portable tools, extension leads, inspection lamps etc. are subject to

periodic examination by a competent person. Portable appliance testing, [PAT –TESTING]

All electrical equipment, lighting, portable tools etc., will only be serviced, installed or repaired by a

competent electrician. Management shall ensure that adequate records are available and copies

retained in head office for all portable appliance testing carried out.

All portable equipment will not be more than 11Ov capacity (240v may only be used if fitted with

RCD’s).

Adequate earthing, suitable cable etc. will be provided for all equipment.

Temporary lighting will be supplied as required including where necessary the inclusion of emergency

escape lighting.

All installations of 24Ov systems or above will be clearly marked with a danger sign indicating the

voltage.

All portable electrical equipment will be tested and inspected on a regular basis by a competent

person appointed by the company this is normally outsourced to an electrical contractor.

Dem-Master site supervisors have responsibility for control and implementation of the above.

2.22 SAFE USE AND STORAGE OF LPG/ CONTAINERISED GASSES

• The Pressure Systems and Transportable Gas Containers Regulations 1989 are intended to prevent the risk of serious injury as a result of failure of a pressure system or part of it.

• The Regulations are applicable to pressure systems such as compressors and steam cleaners in that they apply to systems which:

- Contain air above 0.5 bar e.g. compressors. - Contain boiling water above 0.5 bar e.g. water heaters. - Contain steam at any pressure e.g. steam cleaners.

- Contains a gas dissolved under pressure in a solvent e.g. LPG systems.

Identification of Pressure Systems

• Site management must identify and compile, a register of all pressure systems under their control

that would be covered by the Regulations.

Storage of LPG and other containerised gasses,

These must be securely stored external to any building in a secure cage and in an upright position. Differing gas types or contents should be kept separately away from each other. Where it is unavoidable, any gas stored internally must be so done in a secure manner and in a well ventilated manner remote from sources of ignition.

2.23 WELDING / BURNING -OXYCETYLENE PACKS

Gauges and hoses on gas welding sets will be checked on site prior to use by competent

trained site personnel, where found to be Faulty equipment will be reported immediately

to the site supervisor / Contracts Manager on site, and will either be repaired before use

or taken out of service.

In addition to this, monthly inspections of welding / Burning equipment will be

undertaken by a competent person, a record of these inspections will be maintained.

Flash back arrestors will be fitted on all welding sets.

2.24 SAFE USE OF ABRASIVE WHEELS / CUT OFF DISCS / EQUIPMENT

Abrasive wheels shall only be permitted to be changed or mounted by a competent person who has

undertaken formal training and is appointed by entry in the Abrasive Wheel Register (Held in the

Head Office/ Or Site Office).

Statutory notices shall be displayed in all work places where abrasive wheels are used.

All abrasive wheels should have the spindle speed in RPM clearly marked.

Multi-speed wheels driven by a series of belts or through a geared drive should have alternate speed

marked and gear and belt settings indicated for each speed.

Control buttons or switches for abrasive wheels should be clearly marked and readily accessible to

the operator.

Eye protection warning notices should be displayed adjacent to all abrasive wheels, and suitable eye

protection worn by operators, and all personnel working nearby who may be at risk.

2.25 CONSTRUCTION DESIGN AND MANAGEMENT REGULATIONS -2015

Where these regulations apply it is Dem-Master Demolition Ltd policy to fully comply with its

duties in the capacity of principle contractor and contractor and associated responsibilities under

these regulations and to liaise with client, Principal Designer and Designers and other contractor

as necessary and where applicable other Principle contractors.

In particular Dem-Master shall:

• Give full consideration to the management of health and safety and to systematically

plan and control the work it undertakes stage by stage.

• Involve all personnel, organisations and advising bodies that can contribute to securing

health and safety of the project to be undertaken and to communicate and share

information with all parties involved.

• Maintain records and information for future use

• Give full consideration to the avoidance, reduction and control of risks relative to the

Company's undertakings / activities, including, demolition, deconstructing, crushing

processing and or related activities comprising waste management, segregation,

transporting and other construction related work within the regulations.

2.26 DEMOLITION

The varied nature and complexity of demolition is such that a specific risk assessment and method statement is required for each activity. The work may involve controlled collapse, mechanical demolition or hand down-taking in any location from a greenfield site to a city centre, therefore careful pre-planning and implementation of control measures are required.

Dem-Master Demolition Ltd Site management / supervision must ensure that the method statement and safe system of work is prepared for all demolition activities, The procedure must include details of:

• Location. • Timescale of the activity. • The type of demolition. • The level of supervision- [Named]

• The plant and equipment.

• The competence of the workforce.

• The control measures to protect the workforce and other operatives. • The control measures and segregation to protect members of the public.

• The sequence of events.

• The traffic management arrangements

• Any health hazards and the protocol for managing unexpected hazards such as asbestos.

• Protective equipment.

• Monitoring arrangements.

For high-risk demolition, management should discuss the content of the risk assessment and method statement with the Health and Safety advisor and agree on the suitability of the content prior to work commencing.

2.27 WELFARE FACILITIES

The requirements of the Construction (Design & Management) Regulations-2007 will be taken

into account when assessing the need for welfare facilities on site as will the Workplace (Health,

Safety and Welfare) Regulations for assessing facilities at the Company premises including

offices, recycling facilities and or yards. Suitable accommodation, conveniences, eating and

drinking arrangements and washing and drying facilities will be afforded commensurate with the

requirements of the specific facility / site.

2.28 WORKING AT HEIGHT

In compliance with the works at height regulations 2005 Dem-Master Demolition Ltd will ensure

that adequate precautions are taken to prevent people falling from height. Suitable guardrails

will be provided and should this not be practicable then alternative means of fall prevention will

be implemented, where practicable this will be in the form of collective measures, as a last resort

harnesses or other means of fall prevention will be used.

Where there is no suitable structure or existing safe place of work on which to stand and that

would prevent a fall, then alternative means will be selected in the form of a scissor lift, tower

or scaffolding. Persons responsible for erecting and inspecting scaffolding / towers will be PASMA

trained and qualified as will those who are required to use powered access equipment, who will

be suitably trained to IPAF standard.

All powered equipment used for lifting and access will be hired and certificates of inspection

obtained from the hirer

Ladders will be the last resort for work at height and only permitted for short duration light duty

works.

2.29 YOUNG PERSONS

Dem-Master Demolition Ltd shall ensure that any young persons (under eighteen years of age)

employed by them are protected at work from any risks to their health or safety which are a

consequence of their lack of experience, or absence of awareness of existing or potential risks or

the fact that young persons have not fully matured.

Except where it is necessary for their training and where they are supervised by a competent person

and where the risk will be reduced to the lowest level reasonably practicable, young people are

prohibited from doing work which:

• Is beyond their physical capacity;

• Could expose them to toxic carcinogenic, mutagenic, teratogenic agents, or anything which can chronically affect human health;

• Could expose them to harmful radiation;

• Involves accident risks which cannot be recognised by young persons

• Risks to health due to extreme heat or cold, noise or vibration.

Where the persons are under the minimum school leaving age, the employer must provide

information on risks and control measures to parents/guardians before work starts.

Wherever young people, especially those below the minimum school leaving age, are exposed to

hazards at work, these must be controlled and adequate supervision must be provided at all times

by competent people.

Before young people start work they must receive effective health and safety induction training,

including information on:

• The company’s policy; • Their personal responsibilities;

• Common hazards in the workplace;

• Information on how to protect themselves;

• Who to go to for advice; and

• What to do if things seem unsafe.

A young persons risk assessments must be carried out before employing young persons and must

take into consideration the following:

• The fitting-out & layout of the workplace and the particular site where they will work;

• The nature of any physical, biological and chemical agents they will be exposed to, for how long and to what extent.

2.30 LONE WORKING

Dem-Master Demolition Ltd will avoid the need for its employees to undertake lone working

whenever possible, when this is unavoidable the company will assess risks to lone workers and take

steps to avoid or control risk where necessary.

Where such working alone involves isolated areas such as plant rooms and on roofs Dem-Master

Management will ensure that they have reported to the site representative and made them aware

of their exact work location and expected time of departure.

Where longer periods of lone working are necessary then someone will be requested to call the lone

worker at regular agreed intervals. The method of communication will be determined at the outset

i.e. mobile phones if safe to use or two way radios etc. In addition, the use of external out of hours

communication / contact companies may be used.

Employees have responsibilities to take reasonable care of themselves and other people affected by

their work and to co-operate with their employers in meeting their legal obligations. Fulfilling this

responsibility relative to lone working is of paramount importance.

2.31 CONFINED SPACE WORKING

The risks associated with a confined space of an enclosed nature where there is a risk of death or

serious injury from hazardous substances or dangerous conditions (e.g. lack of oxygen, crushing,

etc. Some confined spaces are fairly easy to identify, e.g. enclosures with limited openings etc. Such

spaces are not readily identifiable and require a greater degree of planning and provision for rescue

and or recovery.

No Dem-Master Demolition Ltd employee or other person engaged by us will be allowed to enter a

confined space until the company has carried out a suitable and sufficient assessment of the risks

for all work activities for the purpose of deciding what precautionary measures are necessary for

safety.

Before entry into a confined space is permitted a ‘Permit to Work’ must be issued and followed.

Suitable and sufficient safety measures must have been implemented and no person must enter a

confined space alone under any circumstance

2.32 ELECTRICITY & OTHER LIVE SERVICESDISCONNECTIONS

Dem-Master Demolition Ltd management and supervision are required to ensure the Installation of electrical systems is only carried out by fully trained and qualified and competent electricians.

No works of an electrical nature will be permitted to be undertaken by personnel other than electrical personnel.

Where services including electricity and others such as Gas, Water and Comms are required to be isolated in advance of Dem-Master Demolition activities, such isolations will be arranged and coordinated by Dem-Master management through liaison with the client, CDM coordinator and utility / services providers.

All isolation works will require to be subject to the risk assessment process and only accepted if deemed suitable and sufficient.

2.33 DUST, FUMES, VAPOURS-LOCAL EXHAUSTVENTILATION-[LEVS]

Dem-Master Demolition Ltd ensures every effort is made to minimise exposure by our employees to

any level of fume, dust and or vapours is maintained below permissible levels in order to maintain

the health and wellbeing of our personnel and others likely to be impacted by our undertakings.

Sufficient local exhaust / extraction ventilation equipment will be made available for personnel

carrying out burning activities particularly where the environment restricts ventilation air flow and or

where welders may be exposed to welding fumes.

In all other work practices adequate extraction and supply ventilation will be afforded, it is the

responsibility of the respective site supervisors to ensure adequate provisions are made.

2.34 LEAD

Control of Lead at Work Regulations 2002

Demolition and or maintenance activities such as welding, grinding or oxyacetylene cutting, abrasive

removal (dry or wet) of coatings, shot blasting, chipping by hand or with power tools could therefore

create lead dust, fume or vapour.

Inorganic forms of lead can enter the body by inhalation or ingestion, it is then transported in the

blood stream and deposited in all tissues, including the bones, teeth, skin, muscle and blood (but

about 90% of it is stored in the bone). It is a cumulative poison. Organic compounds of lead (lead

alkyls) can be absorbed via the lungs and the skin and when metabolised in the liver they are

changed to much more toxic forms.

The early symptoms of lead poisoning can include headaches, tiredness, irritability, constipation,

nausea, stomach pains, anaemia and weight loss.

In the longer term, continued uncontrolled exposure to lead can have serious health effects.

Risk Assessment

No work will be undertaken on Dem-Master Demolition sites without a suitable and sufficient risk assessment having been undertaken, as required by the Management of Health and Safety at Work Regulations 1999. This will include an assessment of the potential risks presented by lead-based materials and the control measures required to prevent exposure to lead dust, fume or vapour.

In the first instance, it is the persons responsible for the design and planning of any works to check any information held e.g. H&S plan as to the lead content in the paint or other potentially lead containing material.

Where no information is available existing coatings or other materials suspected of containing lead should be sampled and tested prior to their being disturbed or removed.

A risk assessment should then be undertaken to establish whether or not there is a significant risk of exposure to lead. The risk assessment should take into account the following factors:

-

• The form of lead or lead-containing materials

• The possible routes of exposure

• Frequency and duration of exposure

• Nature of the work practice and processes, work area, working conditions, etc.

No works will be permitted to commence until the risk assessment has been appraised and accepted

for works to commence.

2.35 ASBESTOS

Specific legislation, the Control of Asbestos Regulations 2012, (In force from 6.5.12) covers asbestos

at work (licensed and non-licensed) and it is the Policy of the Company that only workers that have

been trained specifically in Safe Working Practices will be permitted to work with asbestos. Asbestos

based materials have been widely used within the construction industry and although recent

legislation has prevented its confined use the substance will still be found throughout buildings for

many years to come.

The Health & Safety Director will be responsible for ensuring that asbestos related work is only carried out by licenced operators.

▪ All suspect materials should be isolated immediately until any asbestos content can be

established. This work to be carried out by an approved organisation.

▪ Samples of suspect material can only be taken by a trained and competent person

▪ Great care being taken to ensure that fibres are not released into the atmosphere

▪ Substitute materials without an asbestos content will be sought and introduced as is

reasonable practicable and particularly for brakes and clutches of plant and machinery

▪ Should asbestos material become apparent or suspect contact the Safety Consultant

immediately for help and advice.

▪ As a company we shall undertake to carry out the requirement of regulation 4 of the Control

of Asbestos Regulations 2012 and survey and prepare an asbestos register for all appropriate premises owned within the company.

▪ We shall undertake asbestos awareness training for all operatives should the need arise. As

required under the Control of Asbestos Regulations 2012 ACOP & Guidance. Regulation 10 applies

Dem-Master Demolition Ltd have an in house asbestos surveying capability, therefore all matters

relating to action necessary to deal with such presence will be facilitated in house, except air

sampling which is outsourced to a UKAS accredited laboratory.

2.36 HOT WORK

No hot work (cutting/welding, brazing, soldering, use of blowlamps etc) will be undertaken

without obtaining a 'HOT WORK PERMIT' from the site or section supervisor / manager

Before undertaking this work the area will be cleared of all combustible materials and there will

be a suitable fire extinguisher at hand. The area will be checked for signs of combustion after

the work has been completed.

Where any hot work is carried out, including work in confined spaces, i.e. welding, burning, cutting, grinding, soldering etc, suitable heat resistant mats will be used to protect workers from burns or hot surfaces and to prevent possible damage to surrounding surfaces by fire, flame or transference of heat.

All operatives will be required to ensure that a suitable fire extinguisher is available to hand for emergency use. All Dem-Master Sites operate a specific “Fire Safety Plan, incorporating a “Hot Work Permit” system that defines the specific procedure to be implemented on particular sites.

2.37 HAND ARM & WHOLE BODY VIBRATION SYNDROM HAVS/WBVS

There are many hand held electrically and air powered tools in use in our industry.

The use of such tools transmit vibration (known as hand-arm vibration or HAV) into hands and arms

of the operator by exposing employees regularly to high vibration magnitudes may put them at risk

of a range of disabling diseases collectively known as hand arm vibration syndrome (HAVS).

The health risk associated with HAVS are:

• Vibration white finger

• Carpal tunnel syndrome

• Permanent and painful numbness and tingling in the hands and arms

• Damage to bones in the hands and arms

The magnitude of vibration can vary according to the type and model of tool and materials being

worked on. Avoiding use of tools with high vibration magnitude is a positive move towards reducing

our employee exposure to vibration and ultimately preserving their health.

To comply with our duties under the Health and Safety at Work Act 1974 and also the Management

of Health and Safety at Work Regulations 1999 and the specific requirement to assess the risk from

using power tools and reduce them so far as is reasonably practicable. The Provision and Use of

Work Equipment Regulations 1998 also apply, particularly in relation to selection and suitability of

such equipment. To ensure the health, safety and wellbeing of our personnel, the tools provided for

use by Dem-Master Demolition Ltd will be:

• Suitable for the work it is intended to do and the conditions in which it will be used

• Used only for operations and in conditions for which it is suitable

• Designed and constructed so as to reduce the risk from vibration

• Used only by workers trained to use it safely

• Properly maintained throughout its working life to sustain its best vibration performance.

We will also consult with:

• our safety or employee representative on our purchase of new equipment.

• we shall provide information and training on the safe use and proper maintenance of the

power tool to supervisors and workers who will use and maintain it.

• we shall monitor the use of the tools to ensure that they are being used correctly, only by

trained operatives and that they are being maintained in a good condition.

When procuring new tools, we shall seek the manufacturer vibration data,

It should be noted that where a manufacturer states that their tool produces less than 2.5m/s2 we

shall enquire if these are likely to be anticipated workplace levels.

Should we receive written confirmation from a doctor that an employee has hand arm vibration

syndrome, we will notify the relevant authority (HSE) and our Safety Consultant as required under

the RIDDOR 2013,

We shall also take action to reduce the exposure of the person to vibration to avoid worsening their

symptoms.

Routinely, we carryout vibration monitoring of our employees use of equipment, we regularly monitor

the vibration measurements of all our percussion tools to ensure their impact is minimised, this will

continue to be an ongoing process, as we wish to ensure our employees are working in as safe an

environment as possible.

Whole body vibration is not perceived as a problem within our work force, this is primarily due to

the plant and equipment selected and provided being generally of an anti -vibration design, built

around the safety and wellbeing of the operator. Should we however have reason for concern in this

regard, we will take all necessary action to ensure the safety of our personnel

2.38 DRIVING / COMPANY TRANSPORT

All employees who drive on company business are required to comply with the measures

contained within the Dem-Master Ltd Drivers Handbook.

Employees who drive vehicles on company business must:

• Comply with traffic regulations and the Highway Code at all times.

• Never consume substances that could place themselves and others at risk whilst driving

• Only use a telephone or other communication devices from a vehicle in a manner which

is legal and never affects the ability to drive safely.

• Never drive a vehicle if tiredness affects the ability to drive safely.

• Always ensure the vehicle being driven is legal, roadworthy and routinely maintained in

accordance with manufacturers recommendations.

• Always report traffic accidents to their respective Line manager.

2.39 USE AND MANAGEMENT OF SUB CONTRACTORS

Subcontractors will not only be selected on their technical ability but also on their ability to

undertake work safely. Prior to the initial use of a subcontractor they will be required to complete

and return a safety questionnaire together with documentation in support of their ability to

manage safety effectively.

This information will be examined as to its suitability for the task employed by the HSE Manager/Advisor. Any non-conformance of technical ability or poor safety practises will result in the removal from our approved contractor database and will therefore no longer be eligible to carryout works on our behalf.

A subcontractor engaged by Dem-Master Demolition Ltd will not be permitted to further sub

contract the work without permission and that will not be given unless Dem-Master Demolition

Ltd is satisfied that the works will be undertaken safely and that the contractor has sufficient

safety management systems and resources available to conduct the works in a safe manner

without risk to their own or the health and safety of others.

2.40 WORKFORCE / EMPLOYEE, ENGAGEMENT AND CONSULTATION

It is important that the health and safety interests of all employees are represented. It is the policy of Dem-Master Demolition Ltd to establish a programme of health and safety committee meetings that facilitates representation from all areas of the business and from all employee groups.

Employees will be encouraged to participate in a constructive manner via their representative,

who will be consulted over health, safety and welfare matters.

The committee will meet at least twice a year and be chaired by the HSE manager or other

appropriate manager. Items considered at the meetings should include any recent incidents, risk

assessment reviews, health and safety objectives, identification of trends, new technologies,

regulatory and legislative matters

2.41 COOPERATION & COORDINATION

Dem-Master Demolition Limited encourage involvement from our workforce in all aspects relative to our health and safety and operational processes, this extends to the preparation of the safe systems of work necessary for safe execution of our works.

Our site supervisors discuss the proposed work activities with the personnel who will be involve d in the works process and gain feedback on their perception of the challenges associated with the particular project and or works / activities. The feedback received is both considered and incorporated into the risk assessment process and supporting safe system of work. Where it is discovered that a particular safety feature or system or solution is non workable at site, a short change notice form will be completed as an amendment to the document for the duration of that particular activity.

All safety document amendments are briefed accordingly to the workforce involved in the activity and others potentially affected by such.

All Dem-Master Demolition Limited employees are encouraged to lead by example in relation to behavioural safety, always demonstrating a positive attitude toward same and complying with all safety protocols, procedures and rules.

2.42 BEHAVIOURAL SAFETY

It is estimated that up to 90% of workplace injuries are caused by unsafe behaviour.

At Dem-Master we operate a number of initiatives to support a reduction in this type of incident.

Visible health and safety leadership is invaluable and, as such managers are trained in

behavioural safety techniques and expected to participate in safety leadership initiatives

involving, Safety tours of sites and work places, conducting hazard spotting exercises and

encouraging personnel to engage in same.

In addition to the general workplace risk assessments, managers/supervisors are required to

identify those activities where task specific risk assessments may be required in the form of a

dynamic risk assessment, LMRA Last minute risk assessment or a point of work assessment, all

of which deal with the task in hand and can implemented as necessary.

The task specific, LMRA and dynamic assessments are intended to take account of any change

in the site conditions that may have not been considered by the general assessments and to

ensure that personnel STOP AND THINK about the activity they are about to commence, the

potential risks and the necessary precautions.

2.43 HEALTH CARE AND MONITORING

The Company operates a health care programme, which primarily consists of pre-employment

health checks, periodic health screening and sickness absence monitoring.

The purpose of the programme is to ensure that the work that employees are required to do

does not expose them to unnecessary health risks; and that any employee’s general state of

health does not put their safety or that of others at risk.

As a condition of employment, all new employees will complete a Health

questionnaire and receive appropriate health screening. The extent of the screening will be

determined by virtue of the hazards of which they are exposed and or relevant legislation.

Whilst the results of individual screening are not revealed to the company, reports on trends are

made available by the occupational health care provider.

All staff will be made aware of the Drugs & Alcohol Policy. The Policy is designed to promote a

culture in which drug and alcohol abuse is not tolerated and to ensure that employees use of

either drugs or alcohol does not impair the safe and efficient running of the organisation, or

result in risk to the health & safety of themselves, other employees, or third parties.

2.44 HEALTH SURVEILLANCE

Dem-Master Demolition Ltd Shall when deemed necessary engage the services of an Occupational

Hygienist, whose role will be to give help and advice to management and employees alike, on all

matters that may affect the personnel of the company, this advice and guidance can cover many

aspects including the following:

Noise, drugs and alcohol, hand arm vibration, dusts from asbestos MMMF, fibreglass, lead, gases,

fumes, biological agents and all airborne contaminants, as well as ground contaminants, animal and

water borne viruses.

Should surveillance or medicals be required or result, the company will treat every case separately

and sympathetically.

2.45 MANAGEMENT MEETINGS AND REPORTS

Health and Safety shall be included on all agenda items in all management meetings. This will

provide an opportunity for managers to discuss health and safety alongside other business

matters, ensuring that policy decisions are made that best suits the business needs.

Management reports will include the relevant health and safety information to ensure that

matters are communicated throughout the Company. This information will include, where

relevant details of accidents and where required subsequent root cause analysis findings and

development of policies.

2.46 EMERGENCY PLANS / BUSINESS CONTINUITY MANAGEMENT [BCM]

In the event of a crisis or Emergency, Dem-Master Demolition Ltd will implement the company Emergency Procedure:

An emergency can be defined as a condition that exists or may exist as a result of an accident

/incident or deliberate hostile disruption to our core business.

It can cover but not be limited to:

• Accidents involving personnel or property

• Fire • Bomb alert

• Civil disorder

• Environmental accidents/incidents

• Accidental damage to property

An environmental accident includes the spillage of contaminants or damage to the environment.

Dem-Master Management, will set up and maintain details of the local emergency services, fire

police, ambulance, health & safety executive, environmental health office environmental agency and

local casualty hospital so that they know who to call and where to send persons with major injuries

should an emergency occur.

Every site office (unless supplied by main contractor) will maintain a comprehensive first aid kit and

should have a qualified first aider to render assistance to those injured. The presence and location

of the first aider is to be made known to all persons on site via the induction talk and appropriate

notice displayed.

To combat the hazard of fire every location will develop an emergency procedure and test that

procedure at regular intervals to ensure that occupants of the premises can be evacuated swiftly

and without injury. Details of fire precautions are to be included in site induction talks, and within

the site fire safety plan (where appropriate)

The above noted also applies to all offices, in addition the following matters must also be addressed.

Bomb threats do occur within the United Kingdom, specific procedures will be developed by the

Director for safety to handle the possibility of telephone bomb threats and letter or parcel bombs

being delivered to our offices & sites.

In the case of telephone threats, the recipient should be instructed to obtain as much information

from the caller as possible to relay that information to the management within the location to make

the decision for how and when to evacuate the office or site.

For letter or parcel bombs, location staff who regularly receive mail should be instructed about the

dangers of letter bombs etc. and the procedures developed to handle the situation if suspect

packages are received.

Violent behaviour from existing staff is very rare, however the possibility cannot be ignored. Site

management need to be aware and be able to handle the situation should it occur.

All contracts / Site Manager must be aware of the potential for, and extent of any civil disorder in

the local area. Staff must be made aware of the potential for civil disorder and procedures developed

to reduce the effect on our business and employees.

2.47 TEMPORARY WORKS

Dem-Master Management provide as part of the demolition process, arrange the design and

installation of temporary works solutions, the extent of which varies from project to project and

consist of structural support e.g Façade Retention to parts / sections existing buildings and associated

elements, and may also include installation needles in existing buildings, trench support, false work

etc.

It is usually the responsibility of the contractor to design and construct temporary works (TW).

However, permanent works designers may also design temporary works, either partly or fully. In

doing this they attract a measure of legal responsibility. In some cases, it is appropriate for them to

do so, because of the relationship between the temporary works and the permanent works, and the

designers’ responsibilities under the CDM Regulations (e.g. phasing of concrete breakout, stability of

existing structure etc).

In order to ensure the works are planned, designed and installed in such a manner that minimises

risk to the installation team, co -workers, site personnel etc.

Dem-Master management will appoint a temporary works coordinator to liaise with the designers,

site management and installers of such equipment to ensure the process is managed properly and

without risk to health and or safety. This will include the conducting of site checks and authorisations

including permits to load / strike.

2.48 ENVIRONMENTAL ASPECTS & IMPACTS

Dem-Master is aware of its duties under the Scottish Environmental Protection Act and has a

prepared a policy in support of our commitment and which recognises the important role the

demolition industry plays in the reduction of waste production through reclaiming and recycling

of materials via the demolition process, and in support of this have attained accreditation to ISO

14001 -2004

We are a registered waste carrier and will ensure that waste materials and other controlled

waste is removed from site and disposed of in accordance with all current environmental

legislation.
