GENERAL OBJECTIVES OF ALL COMPETITIONS
1- To interpret and present the ceremony of the competition so as to achieve the maximum
accuracy and effectiveness.
2- To present the complete required work.
3- To fully and correctly follow all instructions contained within the Ritual, Monitor of
Ceremonies, Heartland Tournament of Champions Championships Handbook and
Competitive Rules.
4- To comply fully and correctly with all requirements, Heartland Tournament of Champions
Championship Rules, competition procedures, and Judge’s rulings.
5- To prepare room and complete the competition within the time limit.
6- To fill the required parts and any other optional parts with only Qualified Persons.
7- To assign only one (1) required part per man, except where multiple parts are allowed per
man.
8- To dress all parts appropriately.
9- To correctly and audibly say the words and make the sounds of the ceremony from memory
and without prompts.
10- To deliver the words with expression appropriate to the ceremony and part.
11- To prevent interruptions while competing by using doorkeepers.
12- SECTION “B” PARAPHERNALIA REQUIRED: Required paraphernalia is to be properly
placed: if unavailable, its presence and placement must be stipulated and described.

DEFINITIONS
AUDITOR – The person or group of people assigned to review and tabulate each judge’s judging
sheets, prepare the Auditor’s Tally Sheet for each competitor in a competition, and determine
and declare the winner(s) in each competition.
CREW – Those working with equipment, but not otherwise participating in the competition need not be
Qualified Persons or members of the competing Delegation.
DELEGATION – Everyone connected with the Chapter or individual competitor.
DOORKEEPERS – Those serving as guards to prevent interruptions at the entrance to, or outside of,
the room during the competition need not be Qualified Persons, and do not have to be members
of the competing Delegation.
HANDBOOK – The Heartland Tournament of Champions Championships Handbook, updated January
2015.
INTERRUPTION – A break in the continuous flow of action during a competition, either in floor work
or ritual, including extended pauses and disturbances from within or without the competition
room.
JUDGE – A person assigned to witness each competitor in a competition and record word or floorwork
penalties or record the competitor’s performance rating per the competition’s Performance
Rating scoresheet.
JUNIOR DIVISION – An individual competition division for competitors 15 years of age or younger
on the day that the Heartland Tournament of Champions ritual competition begins.
PANEL CHAIRPERSON – The person responsible for conducting the competition according to the
Rules and Competition Procedures, and for maintaining order within the competitive area.
QUALIFIED PERSONS – Active DeMolays of the competing Chapter who have not yet reached their
21st birthday on the commencement date of the annual Heartland Tournament of Champions
Championships. If any required competitive part is not filled with a Qualified Person, or if any
optional part is filled by a non-Qualified Person, the Team or Individual competitor will be
disqualified.
REQUIRED EQUIPMENT – Is as specified for the Individual Competition or Team Competition
event. Such required equipment is to be supplied by the Championship’s organizing committee,
or may be supplied by the competitor, but if not supplied by either of the foregoing it must be
“stipulated” by the competitor’s Spokesman to the Panel Chairperson.
SENIOR DIVISION – This is an individual competition division for competitors 16 to 20 years of age
on the day that the Heartland Tournament of Champions Championships ritual competition
begins.

SPOKESMAN – Competitor’s or Team’s representative, the communications link of the Competitor or
Team with the Judging Panel; need not be a Qualified Person or a member of the competing
Delegation unless also participating in the competition, but must be an Active DeMolay at the
time of such participation.
TEAM EVENT / TEAM COMPETITION – Is an event consisting of more than one (1) competitor.
All team competitors must submit a team roster to the competition’s Panel Chairperson prior to
their competition. Each chapter is allowed to enter only ONE (1) team competitor in any team
competition.

GENERAL RULES & ITEMS AGREED TO BY THE BOARD
Minimum Dress Code Each participant shall have a minimum dress code of dress pants, shirt, tie, shoes and socks in the
Annual Heartland Tournament of Champions Championships competition.
Sharing of Robes, Regalia and Props Each participating Jurisdiction is not required to share any of their robes, regalia or props for any
competition in the Annual Heartland Tournament of Champions Championships competition.
Jurisdiction Entries Each participating Jurisdiction is limited to no more than one (1) individual or team entry in each
scheduled Individual or Team event in the Annual Heartland Tournament of Champions
Championships competition (exception – see Composite Teams below).
All members of any Jurisdiction’s ritual team entered into any Team ritual event must be from
the same individual Chapter within the Jurisdiction, a “Chapter Team”.
Composite Teams Composite teams (teams with individuals from more than one chapter within a Jurisdiction) are
allowed for all team competitions.
Any given Jurisdiction can enter only a Chapter team OR a Composite team. There is no limit to
the number of chapters within a Jurisdiction that can be used to make up a composite team. The
Composite team win will be worth 0 points toward the Supremacy Award, but will still receive
the other benefits of victory, i.e. medals and trophy.
Special Effects No “make-up” will be permitted in any ritual event.
No sound amplifications will be allowed in any ritual event except for the playing of recorded
music as supplied by the participating ritual team.
“Walkie Talkies” (or equivalent equipment) may be used by a member(s) of the competitor’s
Delegation for communication purposes in controlling the lights, music, etc., but any such
equipment that is used or appears to be used to prompt a competitor(s) during a ritual
competition event, will result in the immediate disqualification of the entire competitor (whether
an individual or a team event involved)

Rotation of Annual Championships Between Jurisdictions Effective with the 1987 annual Championships competition and thereafter, any member
Jurisdiction of the Board may “host” the annual competition by submitting a written
application/bid therefore for Board approval, at any stated or special meeting of the Board of
Directors.
Obligations Competition
A competitor in either Initiatory Degree or DeMolay Degree obligations competition must not
have been a member of the Order of DeMolay for more than one (1) year on the first day of the
ritual competition.
Required Non-speaking Parts There are, in several competitions, required non-speaking parts. If a team does not have enough
competitors to fill these stations, the team will be deducted no more than 25 points per missing
part. This is done in an effort to ensure that teams can make qualifying scores, when the lack of
the given role would be detrimental to the team score.
Notification / Distribution of Information & Materials Within 30 days following the annual Championships, all Region IV Executive Officers and
Board Members will be notified, in writing, of the dates for the immediately succeeding
Championships.
Any changes in the annual “registration packet” materials will be submitted to the
Championships General Chairman within 30 days following the stated Board meeting at the
annual Region IV Fall Board Meeting.
The annual Championships “registration packet” will be distributed to Board Members and other
interested parties by January 15th
of the Championships year involved.
Rule Changes
All changes to rules, regulations or these “Items Agreed To,” will be presented to the Board, in
writing, at the next meeting of the Board at which such change(s) is initially presented and
approved, for review and for final approval. If not presented over for presentation at the next
Board Meeting and in any event will not become effective until the annual Championships
following the Board Meeting at which finally approved.
Registration Deadline
All competitors’ registrations must be postmarked by no less than 14 days prior to the starting
date of the annual competition in order to be included in such annual competition unless
approved for inclusion by the Chief Judge.
Non-Registered Parts
Due to the complexity of scheduling, Competitions that have not been registered for by or on the
Registration Deadline will not be added to the competition schedule.

Competition Judges
Each participating Jurisdiction is encouraged to furnish as many judges as possible for the annual
competition; provided, that in order to participate in the annual competition, each participating
Jurisdiction will be requested, though not required, to furnish a minimum of one (1) competition
judge for each ritual team entered in the annual Championships competition.
In extraordinary circumstances, the General Chairman of the Championships may modify the
requirement upon appeal.
Active DeMolays can be used as Judges but only if they are from non-competing Jurisdictions in
the competition event they are to judge; provided, however, that such restriction may be waived
by the General Chairman of the Championships, if necessary, in an extraordinary situation.
Challenges
Challenges must be:
1. Submitted the day of the Tournament
2. Submitted in writing to the Heartland Ritual Board Chairman,
no more than 2 hours after the announcement of the winners.
3. Must include the original judging sheets.
4. In detail regarding nature of the challenge.
It is the Heartland Ritual Board Chairmen’s responsibility to arrange a meeting with the local
Tournament Director & Chief Judge to review & make a decision regarding the challenge(s).
These 3 will constitute a Challenge Committee. All decisions of the Challenge Committee will
be final & will be announced before the conclusion of the weekend.
All Judges shall be available for any questions from the committee during a challenge.
Prompting during Team Competitions:
The great purpose of the team competitions is to encourage teamwork among the participants;
prompts within the team will be allowed with the following stipulations:
1. Must consist of only one word.
2. The prompt will be counted as a single insertion word error & must be repeated by
the speaker or a single additional deletion error will be accessed.
3. No more than three word prompts will be allowed in any team competition.
4. Every prompt thereafter will be considered an interruption & will carry a 25-point
penalty per infraction. No word error will be accessed along with the interruption
penalty.

Interruptions by Judges
In the event of a significant interruption by anyone in the room, the Chairperson of the Judging
Panel will pause the competition. He/she will then ask the competitor if he wishes to take a short
break not exceed 5 minutes. The competitor can notify the Chairperson he is ready to resume, if
the time limit has not expired. The judge designated as the prompter will repeat the last
completed sentence. The competitor will always begin with the next sentence, not in the middle
of a sentence. No one is to leave the room and the competitor is not to communicate with
anyone other than the Chairperson of the Judging Panel. If it is a team competition, the
Chairperson will only communicate with the team’s Spokesman.

JUDGES SHOULD BE…
Judges should be impartial, fair, knowledgeable and oriented to these
Championships, and working under a set of rules to provide:
1- An exact statement of what will be required of each of the competitors in the contest.
2- A point spread of sufficient range to permit an adequate identification of the degrees of
excellence.
3- An educational experience for the competitor by supplying unbiased, positive, and
constructive comments.
4- Scoring for words and floor work on a penalty subtraction basis, and a clear statement of the
penalty value of each type of penalty.
5- Scoring or “performance rating” according to the performance categories.
6- All penalties must be documented in writing by a judge in order to be considered valid and
counted by the auditors.
7- An absolute prohibition of discussion or comparison of “Judging Sheets”, “Performance
Score Sheet”, or “Scores” by the Judges until after the competition is competed.
8- That all Judges be available to the competitors for discussion and explanation after the
competition.

Judging Panels
Generally, each Judging Panel is composed of Master Masons, DeMolay Advisors, Senior
DeMolays, and/or Active DeMolays chosen and assigned to specific panels by the Chief Judge
(or Officer in charge of the Competition).
POSITIONS & FUNCTIONS OF THE MEMBERS OF A JUDGING PANEL:
PANEL CHAIRPERSON: Responsible for conducting the particular competition he/she is
assigned to, according to the rules of the Competition. He/she is responsible for
maintaining order within the competitive area and keeping the competition schedule on-
time. The Panel Chairperson is empowered to make any interpretive judgments required
during the competition. He/she is also the communications link between the Judging
Panel and the Competitor’s Spokesman and may also be a Performance and/or Floorwork
Judge, but should not be a Word Judge unless absolutely necessary. (Should have been a
judge in at least three (3) Jurisdictional Level Competitions and at least one (1) Heartland
Tournament of Champions Championship to give him/her a solid working knowledge of the
format of the Competition.)
WORD JUDGES: Responsible for evaluating the completeness and accuracy of the words
spoken between the “BEGIN” and “STOP” time interval by watching the score sheets as
he/she listens for the uttered word from the competitor(s). Word judges should be
familiar with DeMolay ritual or competitions and should be an excellent sight reader with
good hearing.) (Should have previous judging experience in DeMolay competitions.)
FLOOR WORK JUDGES: R Responsible for evaluating the completeness and accuracy of the
competitor’s movements, gavel raps, door raps, and directions observed between the
“BEGIN” and “STOP” time interval. They are also responsible for evaluating the correct
placement of all paraphernalia in accordance with “Section B – Paraphernalia
Requirements”. Floor work judges should be familiar with DeMolay ritual or
competitions. (Should be individuals who are Chapter Active and have a good working
knowledge of what they are looking for.)
PERFORMANCE JUDGES: Responsible for giving a numerical evaluation of the
Competitor’s performance, noting both constructive criticisms as well as compliments on
the Performance Score Sheet. (Should have previous judging experience in DeMolay
competitions.)
CUE JUDGE: Where used, the Cue Judge will read the cue lines which precede the
competitor’s required ritual parts. The Cue Judge should be familiar with DeMolay ritual
and can be a Word, Floorwork, or Performance Judge.
TIMING JUDGE: Responsible for recording the “Time On” and “Time Off” times for each of
the timed events to determine whether the competitor’s total time requirements have
remained within the competitive time limits. The Timing Judge should be one of the
Floorwork and/or Performance Judges and is selected by the Panel Chairperson prior to
the first competitor’s competition.

PROMPTING JUDGE: This is the sole individual authorized by the Panel Chairperson to
prompt a competitor, according to the “Prompting Procedure”. The Prompting Judge
should be one of the Word Judges on the Judging Panel and is selected by the Panel
Chairperson prior to the first competitor’s competition.. (This should be the better of the two
Word Judges.)
Judging Panel Structure:
These Championships shall be judged by Judging Panels consisting of the following type judges:
Word Judges and Performance Judges, and where required, Floor work Judges and/or Cue
Judges.
Panel Chairpersons are appointed annually by the Chairman of the Board of Directors and will
be assigned to a specific ritual event(s) by the Chief Judge.
The Word, Floorwork, Performance, and Cue judges for each competition are assigned by the
Heartland Tournament’s Chief Judge prior to the start of the competition.
The Timing and Prompting each for each competition will be assigned by the competition’s
Panel Chairperson prior to the first competitor’s competition.
COMPETITIVE EVENT AND REQUIRED JUDGING PANEL COMPOSITION:

22- At the end of the competition, the Spokesperson may say “STOP” (All judging stops)
23- When the competitor(s) has cleared the room, the Competitor may say “I am ready for TIME
OFF.”
24- The PANEL CHAIRPERSON will say “Time Off. Dad/Mom (Timing Judge)
____________, you will give the “Time Off” time and record it.
25- The Panel Chairperson should then thank the competitor and allow him to leave the
competition room.
26- The next competitor should not enter the room until all score sheets are collected from the
judges and the Panel Chairperson has placed them in an envelope to be delivered to the
Auditors.

Each Judge will be required to subtotal the penalties on each sheet, then total all penalties for the
competition and write it in the upper right hand corner of the score sheet.
This allows for the Auditors to function as a checking unit instead of a scoring unit. This should also

“PERFORMANCE” evaluation is based on a rating system of…

points each, i.e.,

The “PERFORMANCE RATING” is determined by totaling the numerical values within a

PROMPTING PROCEDURE:
The following applies to a situation in which it becomes apparent to the Panel Chairperson that a
competitor is in need of a “prompt” and/or the competitor himself requests a “prompt.”
1- When the Panel Chairperson realizes that a competitor needs a “prompt,” though it has not
been requested, the Panel Chairperson will time 10 Seconds and call the word “PROMPT”.
Upon the command, the previously designated Prompter will give the next three (3)
consecutive words.
2- When the competitor requests a prompt, the Panel Chairperson will call “PROMPT” and the
next three (3) consecutive words will be delivered by the previously designated Prompter.
In either case, the point at which the Panel Chairperson calls “PROMPT” will be noted by the
WORD JUDGES on their Score Sheets by circling the (3) three consecutive words prompted.
The competitor must repeat the three (3) words given in the prompt or he will be penalized –5
points for each word in the prompt not repeated.
INTERRUPTION PROCEDURE:
An interruption shall be designated by the Panel Chairperson whenever a break in the ritual or
floor work occurs within the room (including an extended pause or a disturbance) during a
competition, and a penalty of –25 points will be assessed.
Interruptions due to a disturbance from outside the competition room allowed by the doorkeepers
will also be penalized.
The Panel Chairperson will note the Interruption(s) and the point at which it occurs on the Panel
Chairperson’s Score Sheet.
No verbal notice will be given at the time an interruption occurs.

AWARDS CRITERIA:
A CHAMPIONSHIP AWARD (1ST
Place Award) will be awarded in each competition to the
Competitor (Individual or Team Event) with the highest FINAL SCORE, except that NO 1st
Place Award will be awarded unless the FINAL SCORE is at least 750 Points.
All questions pertaining to the Championships shall be referred to the Chief Judge, General
Chairman and/or Chairman of the Championships Board of Directors, as appropriate.
Appropriate medals will be awarded to all persons determined to be the FIRST PLACE
INDIVIDUAL Winner in any INDIVIDUAL ritual event and to each Team Member of the
FIRST PLACE TEAM Winner in all TEAM ritual events.
All designated FIRST PLACE Winners in a Competitive event (Individual or Team) will be
awarded First Place Certificates.
A FIRST PLACE TROPHY will be awarded to each team (excluding a Composite Initiatory
Degree Team) determined to be the FIRST PLACE winner in any Team ritual event, except that
NO 1st PLACE TROPHY will be awarded unless the FINAL SCORE is at least 750 Points. No
Trophy will be awarded for any Individual ritual event.
Any Individual or Team entered into any Individual Event or Team Event during any
Championships competition may be determined to be the FIRST PLACE winners in such event
and receive the appropriate award(s) therefore only if such Individual or Team receives a score
from the duly appointed Judging Panel(s) of at least 750 Points.
The SUPREMACY AWARD traveling trophy shall be awarded annually to the Jurisdiction
earning the most points in the Championships competition, pursuant to the following “Point
System”…
