General Observers
1. Overview Observer Portal is specifically designed for all the Observers i.e. General Observer, Expenditure Observer, Police Observer, and Awareness Observer, and it starts from the date of allocation. The portal can be accessed directly using the link https://observerseci.eci.nic.in/ . The Observer portal is used for the communication between Observer and the Commission, which indeed the best method of communication. Also, the Observers has the ability, to verify and correct their personal information using the portal. All the latest instructions of the Commission are available on the portal. Messages for Observers are also given on the message board of the portal. Observers should, therefore, check the portal frequently. Similarly, observers should send their reports to the Commission by uploading on the Observers Portal. It shall be the duty of the Observers to ensure that all the instructions of the Commission are followed meticulously and there are no aberrations in their application. It is, therefore, imperative that the Observers should familiarize themselves with the extant instructions issued by the Commission, a compendium of which is given in the observer kit. It is must for the General Observers to reach the constituency by the last date of nomination. General and Police Observers are expected to be in a position to assist the Commission in the conduct of free and fair polls. They will also be able to oversee the efficient and effective management of the electoral process at the field level.
1.1. Features Of Observer Management System The Observer Management System comprises both the Observer Portal (Web) and Observer Mobile App. Features of the Observer Management System are as follows:

● All relevant instructions and manuals
● Submit prescribed Reports
● Upload important document
● Follow through all Model Code of Conduct/ Expenditure violation cases under
cVIGIL
1.2. Role Of General Observer ● To ensure that 100% EPIC cards and Photo voter slips are distributed. ● To submit a detailed report by the end of scrutiny day. ● To observe the cases falling under their jurisdictions on a GIS-based map. ● To ensure that the randomization is done properly and in the presence of an
observer. ● To give observation after the investigation is complete by FST by clicking the
picture or entering remarks.
2. Login ● Visit URL https://observerseci.eci.nic.in/ ● Enter the Observer Code and Password, in the required field. ● Click Login, to proceed further.
Note: You can tick the checkbox beside “Remember Me” if you want to be remembered on that particular device. It will save the login details for future reference.
Observers can access the relevant information from the ECI Tech Support link available on the bottom left corner of the screen. ECI Tech Support portal is a single place for Manuals, Forums, Solutions, Instructions, and chatbot. Note: If the login password has forgotten then, click on “Lost Your Password?” link, to reset the password and proceed further. The link of FAQs, ECI Tech Support, and Press Note & schedule is also available on the login screen. Note: Observers can also access the Observer Portal from their Android mobile phones using the Observer App. Observer App is available on the Google Play Store to download.
● After the successful login, the observer needs to select his/ her duty type.
● Now, the observer will be redirected to the dashboard.
Note: In case the Observer has been deployed for more than one elections type/ Duty type/ place, then he/ she needs to select the duty type to proceed to the dashboard.
2.1. First Time User If you are signing in for the first time then both the Username (Observer Code) and Password will be same. So, for the first time user, it is mandatory to change their login Password for security.
● Enter the given Observer code and password. ● Click on Login.
● The user will be redirected to the Change Password screen.
● Enter Old Password ● Type New Password and then Retype your new password. ● Click on Save, to proceed further. ● Enter 6 digit OTP received on your registered Mobile number. ● Click on the Submit button, to save the changes you have made.
Note: If you did not receive the OTP, then contact Support Team using the given link i.e. ECI Tech Support. It allows you to raise the tickets which must include your Observer code and current Mobile number.
2.2. Reset Password ● Enter Observer Code. ● Select your Date Of Birth from the calendar menu (Month-date-Year, e.g.
2-28-19980). ● Type Captcha, in the required field. ● Click on Submit. ● Enter the OTP received on your registered mobile number in the required field, to
verify. ● Wait until you see a prompt message on the screen i.e. “Your password has been
reset” ● You will receive the password on your registered email as well as mobile number. ● Now, the password is similar to the observer code. ● Login to the portal using your observer code and received password (e.g.
G-12345) and then change the password.
Note: The instructions to reset your password and login, are also available on the screen for your convenience. And, you can anytime go back to the login page by clicking on the “Back to login” button.
3. Dashboard
Observer Portal dashboard displays the name and duty information of the general observer along with the menu. The menu includes items such as Polling/ Counting Deployment Status, Send/ Receive Report to Commission, and Polling/ Counting Notice Board. The direct links for ECI Website, Directory of ECI Officials and State Officers, are available on the dashboard.
All the important links are also available on the dashboard including ECI Instructions, Press Note, Observer Handbook, SOP, Instructions for Observer, Counting Observer, Awareness Observer along with many other downloadable links to download the files. The search box available on the top right corner of the screen will allow the user to easily search the content according to their own interest. Note: Download ID Card option allows the observer to access or download the ID card, but only after the briefing session.
3.1. Show Page Intro The Show Page Intro button is available on the top right corner of the dashboard’s screen as depicted below.
● Click on Show Page Intro button to proceed. It gives you a brief introduction of the links available on the current page as depicted in the screenshot given below.
The user can use the Next button to proceed further and the Back button to move backward if required. The user also has the ability to skip the introduction using the Skip button.
4. Edit User Profile The General Observer has the ability to view and edit his/ her profile by clicking on the Edit button available beside the Duty Information.
● Click on Edit Button OR click on the Profile icon and then, select My Profile to edit the details.
● Select the Tab such as General Information, Work Experience, Emergency Contact, and others to update the details.
● After updating all the required details, click on Submit to save the information.
● Click on “Back to Dashboard” to return back to the Portal’s dashboard.
5. Download ID Card The Observer has the ability to download the ID card from the dashboard of the observer portal.
● Click on the Download ID Card button. ● A pdf file will be downloaded on your system.
● Now, you can take the color print out of the ID card.
6. Profile
6.1. My Profile If the user wants to view his/ her profile then he/ she can click on the Profile icon available on the top right corner of the dashboard.
The user needs to click on My Profile to view their profile. After that, the user will be redirected to a new page containing all their data.
Note: The user can also update his/ her profile and then click on Submit, to save the information.
6.2. My Reports My Reports can be found under the Profile option. It displays a detailed list of the uploaded or submitted report files by the observer along with the download option.
Note: The download button lets you download and save the file to your system if needed.
6.3. Upload Reports File The Observer can use the “Upload Reports File(Status Note)” option from the list, in case the status report related to every phase of a particular task, needs to be updated to the Commission.
● Click on Profile icon, available on the top right corner. ● Choose “Upload Reports FIle (Status Note)”. ● Now, Select the type of Report from the drop-down list. ● Browse the report file from your device, to upload. ● Click on the Upload button, to proceed further.
You will then be redirected to a new page which displays the detailed list of uploaded report files, as depicted in the below screenshot.
7. Polling/ Counting Deployment Status The user can check the deployment status of Polling as well as counting by clicking on the Polling/ Counting Deployment Status from the dashboard.
8. Send/ Receive Report to Commission The Observer has the ability to send the duly signed report files of the every allotted task by the ECI or election-related activity to the commission, by using the “Send/ Receive Report to Commission” menu item. He/ She can also share the multiple status notes of a daily/ allotted task using this option if required.
8.1. Fill Report & Send ● Click on “Send/ Receive Report to Commission” option from the menu. ● Now, select the type of Report from the dropdown.
● It will display the details of the observer such as his/ her name, observer code and others.
● Further, select the “No. & Name of Constituencies” from the drop-down. ● You will be able to see the details of that particular constituency, such as Name,
Number and others.
● Fill the Report Questionnaire and then click on Save & Proceed. Note: The user needs to Temporarily save the answers by click on “Temporary Save” option, to proceed further.
● After that, click on OK to finalize the report. Note: After finalizing the report, the user will not be able to make any changes. So, before finalizing the report the user needs to make sure that all the submitted data is correct. Note: A message will be sent to the official number of the Observer, after the submission of Report.
● Click Print, to print the report.
After printing the report, the observer has to sign and upload the report for further processing. The user can click on the “Back to Dashboard” button, to go back to the dashboard of the portal.
8.2. Attach & Send File The user has the ability to attach and send the signed report to Commission using the Attach & Send File option.
● Select the type of Report from the drop-down. ● Browse the file (.pdf/ .docx/ .jpg/ .doc) from your system to upload. ● Click Upload to proceed further.
Note: The file size should not be exceeded more than 2MB.
● You will then be redirected to a new page which displays the detailed list of uploaded report files, as depicted in the below screenshot.
Note: The download button allows the user to download the report on their system if required.
8.3. Urgent Message The observer can directly send the messages to the concern ECI officer using the available “Urgent Message” option, in case of any exigency.
● Click on Urgent Message. ● Select AC Name from the drop-down. ● Type the message which you want to send to the ECI official in the required field. ● Click Submit and then click Ok, to send the message.
Note: The message will be promptly sent by email as well as SMS, to the concerned ECI Officers.
9. Polling/ Counting Notice Board All the notices released by the ECI officials related to the elections will be displayed on the Polling/ Counting Notice Board’s screen. These notifications/ instructions will also be sent to the official numbers of the Observer updated on the portal.
Note: You can also click on the Notification icon available on the top right corner of the dashboard, to view the notice board, as depicted in the above screenshot.
Expenditure Observer
1. Overview Observer Portal is specifically designed for all the Observers i.e. General Observer, Expenditure Observer, Police Observer, and Awareness Observer, and it starts from the date of allocation. The portal can be accessed directly using the link https://observerseci.eci.nic.in/ . The Observer portal is used for the communication between Observer and the Commission, which indeed the best method of communication. Also, the Observers has the ability, to verify and correct their personal information using the portal. All the latest instructions of the Commission are available on the portal. Messages for Observers are also given on the message board of the portal. Observers should, therefore, check the portal frequently. Similarly, observers should send their reports to the Commission by uploading on the Observers Portal. It shall be the duty of Expenditure Observers to keep the focus on any paid news, reports/instance and work jointly with the police observer. The duty of Expenditure Observer also requires the continuous monitoring of the expenditure account of the candidate. In order to monitor the expenses of elections, the Commission appoints an Expenditure Observer for the continuous observation of such accounts. The observers should familiarize themselves with the expenditure monitoring guidelines for the monitoring. Though checking the account of the expenditure of the candidates is entrusted to Expenditure Observers, however, General Observer is also required to do so, in case of exigencies. Role Of Expenditure Observer
● To monitor the processes of Nomination, Scrutiny, and Withdrawal. ● To monitor election expenses of the election ● To keep an eye on paid news along with the Police Observer. ● Effective monitoring of the cases of violation of the model code of conduct. ● To observe and report on all the steps involved in election management.

1. The duty of Police Observers includes the observation of the status of Law and order in the poll going district. Police Observers also ensures that both the state and central security forces have been briefed on pre-poll duties, vulnerability, and security aspects of their deployment area. Police Observers also reviews the status of preventive actions such as seizure of arms, and liquor, incidents related to the past elections. Besides, any specific matter of importance can and should be reported by the Observer on need basis over the phone/e-mail/portal/fax/SMS. Role Of Police Observer
● To observe the status of Law and Order in the district. ● To ensure whether training of all Police Personnel on pre-poll and poll duties
have been conducted. ● To ensure whether check-posts have been set up and operational and to see
whether illegal Arms/Ammunitions, liquor etc. are not moving into the district. ● To ensure whether District Police is adequately mobile to keep an eye on Law &
Order, vulnerable section and possible intimidation. ● To ensure whether night patrols have been mobilized in the district. ● To gather intelligence about LWE & the Anti National Forces.

5. Download ID Card The Observer has the ability to download the ID card from the dashboard of the observer portal.
● Click on the Download ID Card button. ● A pdf file will be downloaded on your system.
● Now, you can take the color print out of the ID card.
6. Profile
6.1. My Profile If the user wants to view his/ her profile then he/ she can click on the Profile icon available on the top right corner of the dashboard.
The user needs to click on My Profile to view their profile. After that, the user will be redirected to a new page containing all their data.
Note: The user can also update his/ her profile and then click on Submit, to save the information.
6.2. My Reports My Reports can be found under the Profile option. It displays a detailed list of the uploaded or submitted report files by the observer along with the download option.
Note: The download button lets you download and save the file to your system if needed.
6.3. Upload Reports File The Observer can use the “Upload Reports File(Status Note)” option from the list, in case the status report related to every phase of a particular task, needs to be updated to the Commission.
● Click on Profile icon, available on the top right corner. ● Choose “Upload Reports FIle (Status Note)”. ● Now, Select the type of Report from the drop-down list. ● Browse the report file from your device, to upload. ● Click on the Upload button, to proceed further.
You will then be redirected to a new page which displays the detailed list of uploaded report files, as depicted in the below screenshot.
7. Polling/ Counting Deployment Status The user can check the deployment status of Polling as well as counting by clicking on the Polling/ Counting Deployment Status from the dashboard.
8. Send/ Receive Report to Commission The Observer has the ability to send the duly signed report files of the every allotted task by the ECI or election-related activity to the commission, by using the “Send/ Receive Report to Commission” menu item. He/ She can also share the multiple status notes of a daily/ allotted task using this option if required.
8.1. Fill Report & Send ● Click on “Send/ Receive Report to Commission” option from the menu. ● Now, select the type of Report from the dropdown.
● It will display the details of the observer such as his/ her name, observer code and others.
● Further, select the “No. & Name of Constituencies” from the drop-down. ● You will be able to see the details of that particular constituency, such as Name,
Number and others.
● Fill the Report Questionnaire and then click on Save & Proceed. Note: The user needs to Temporarily save the answers by click on “Temporary Save” option, to proceed further.
● After that, click on OK to finalize the report. Note: After finalizing the report, the user will not be able to make any changes. So, before finalizing the report the user needs to make sure that all the submitted data is correct.
Note: A message will be sent to the official number of the Observer, after the submission of Report.
● Click Print, to print the report.
After printing the report, the observer has to sign and upload the report for further processing. The user can click on the “Back to Dashboard” button, to go back to the dashboard of the portal.
8.2. Attach & Send File The user has the ability to attach and send the signed report to Commission using the Attach & Send File option.
● Select the type of Report from the drop-down. ● Browse the file (.pdf/ .docx/ .jpg/ .doc) from your system to upload. ● Click Upload to proceed further.
Note: The file size should not be exceeded more than 2MB.
● You will then be redirected to a new page which displays the detailed list of uploaded report files, as depicted in the below screenshot.
Note: The download button allows the user to download the report on their system if required.
8.3. Urgent Message The observer can directly send the messages to the concern ECI officer using the available “Urgent Message” option, in case of any exigency.
● Click on Urgent Message. ● Select AC Name from the drop-down. ● Type the message which you want to send to the ECI official in the required field. ● Click Submit and then click Ok, to send the message.
Note: The message will be promptly sent by email as well as SMS, to the concerned ECI Officers.
9. Polling/ Counting Notice Board All the notices released by the ECI officials related to the elections will be displayed on the Polling/ Counting Notice Board’s screen. These notifications/ instructions will also be sent to the official numbers of the Observer updated on the portal.

Frequently Asked Questions Q. I am facing problem to log in on observer portal while using my observer code (G/R/O/P/S-12345) as username and password. A: If you are signing in for the first time then both the Username (Observer Code) and Password will be same. So, for the first time user, it is mandatory to change their login Password for their account’s security. Steps for Login For the First Time:
1. First of all, you need to open the link https://observerseci.eci.nic.in/
2. Now, enter your Observer Code into the Username field (Ex. G-12345)
3. After that, in the Password field also, you need to type the same Observer
Code. (Ex. G-12345)
4. Now, you will be redirected to a new screen to change the password.
5. Furthermore, enter the old password i.e. your Observer Code.
6. After that, type a new alphanumeric password and then confirm the
password (Password Example: Test@123).
7. Now, click on the Submit button and then you will be asked to enter the
OTP in the given field.
8. You will receive a 6 digits OTP on your registered Mobile Number.
9. Type the OTP in the required field and then click on the Submit button to
set your new password.
Note: In case the mobile number showing on the screen is different or the user
did not receive the OTP, then raise a ticket on ECI Tech Support, and make sure
to use your official Email ID on ECI Portal.
Note: You need to mention your current mobile no. and observer code in your
mail. After that, we will update your mobile number.
Q. What should I do if I see the username and password are incorrect after entering Red color captcha many times? A: Steps to Resolve the Incorrect Username and Password Issue:
1. Firstly, Enter the Observer Code in the Username field.
2. Now, Click on the “Lost Your Password” option, available below the login
button.
3. You will now be redirected to a new screen, which has three textboxes.
4. Enter the Observer Code in the username.
5. After that, enter your date of birth (MM-DD-YYYY format). For Example: If
your DOB is 10-Nov-1986 then you have to enter 11-10-1986 in the DOB
field.
6. After that, enter the text shown in the image/captcha (Case sensitive) in
the required field.
7. In addition, click on the Submit button and then wait until you received an
OTP.
8. You will receive the OTP on your registered Mobile number, which will be
required to enter in the given field on the screen.
9. Enter the OTP and click on validate button to reset the password.
10.Wait until you see a message on the screen i.e. “Your password has been
reset”.
11.You will receive the password on your registered email id and mobile
number.
12.Now, the password will be similar to the Observer Code.
13.You can now log in to the Observer Panel using your Observer Code and
password to change your password again.
Q. How to fix the issue, if I am not getting OTP on my mobile number?
A: Steps to fix the issue:
1. First of all, make sure that you are using the same number which is
registered.
2. In order to check your number whether it is correct or not, you need to
verify the last 3 digits which are showing on the screen.
3. If the digits which are showing on the screen are different then please
send an email on [email protected] from your official Email ID.
4. Also, make sure that you mention your current mobile no. along with the
Observer Code. After that, we will update your mobile number on the
server.
Q. When I am changing the password, “DOB does not match with our record” error is showing on the screen. A: Steps To Enter the Correct D.O.B.:
1. Make sure that you have entered the DOB in the correct format i.e.
MM-DD-YYYY.
2. MM is for Month selection, DD for Date Selection, and YYYY for Year
selection.
3. For Example: If your DOB is 10-Nov-1986 then you have to enter
11-10-1986 in the DOB field.
4. Apart from that, you also have the option to choose the date of birth from
the calendar menu.
