At this time of year we are often in-undated with numerous requests to check backyards for the best location to situate swimming pools. If you plan ahead, your pool will be a very attrac-tive addition to your backyard for many years to come.

1. SITUATE YOUR NEW POOL WITHIN YOUR TOWN’S RESTRICTIONS AND OBTAIN A BUILDING AND ELECTRICAL PERMIT.

This seems so obvious, but you would be surprised how many individ-uals fail to research their town zoning, boundary and fence restriction or fail to obtain the necessary building and electrical permits.

Restrictions vary from town to town, so do your homework. For instance, Coventry requires that new swim-ming pools be situated 10 feet from a resident’s back and side boundary lines. They also have a fi ve-foot fence code, which means a fi ve-foot fence needs to surround your entire yard or a fence needs to be attached to the top of your pool. In comparison, Exeter’s back and side boundary restrictions vary depending on how many acres you own while Glocester’s restrictions vary between 10 and 100 feet depend-ing upon what part of town you live in. tion, this number should always be the retail store’s number and not the subcontractor’s number. Why? The license number listed on your permit dictates who is fully respon-sible for the proper installation of your new swimming pool. If the subcontractor’s license number is listed on your building permit, they (not the retail store) take full responsibility for the entire installation of your new swimming pool. What’s wrong with this scenario? Well, the retail store is not legally responsible for their subcontrac-tor’s work. If the retailer does not want to take responsibility for their subcontractor’s work, why should you?

To ensure a safe swimming environment, your town will carefully inspect all electri-cal work to and from your swimming pool. This is not a job for a handyman or home-owner, so take the time to hire a licensed electrician. Also, in the interim between the completed installation and upcoming electrical hook-up, never run your fi lter system on an extension cord. This practice will void your motor warranty (it causes the motor to work harder and subsequently overheat) and—more importantly--creates an electri-cal hazard inside and outside your swimming pool.

2. DO NOT PLACE YOUR POOL OVER ANY UNDERGROUND UTILITIES, SEPTIC SYSTEMS OR LEACH FIELDS.

Underground utilities always need to be accessible for repair. In addition, under-

ground utilities may not be able to bear the weight of your swimming pool since an average 24-foot round swimming pool—fi lled with water--weighs over 100,000 pounds!

3. DO NOT PLACE YOUR POOL UNDER ANY OVERHEAD ELECTRICAL LINES.

Electrical lines may fall during severe weather, creating an extremely dangerous situ-ation and environment if your swimming pool is placed directly underneath them.

4. SELECT A LOCATION WHERE YOUR POOL WILL RECEIVE THE BEST EXPOSURE TO THE SUN.

Solar energy will help heat your pool water and extend your swimming season. A swimming pool that is not exposed to any sunshine is always chilly. Therefore, observe the movement of the sun and the shadows that are cast throughout the day and situ-ate your pool in a sunny location with long sun exposure. If this is a problem, at least situate your pool in a sunny location for part of the day and use an electric or gas heater and a solar blanket cover to maintain water temperature.

5. SHIELD YOUR SWIMMING POOL FROM FREQUENT WINDS.

Windy pool locations are not desirable for several reasons. Frequent winds make us chilly, blow debris into the pool, expose your pool site to excessive weather (such as rain and snow) and contribute to water evaporation. Subsequently, water evaporation contributes to cooler water temperatures. Let me explain how this occurs. Every body of water (oceans, lakes, pools, puddles) is in a constant state of evaporation as water turns from a liquid into a gas. This transformation doesn’t happen effortlessly--energy is needed. And what kind of energy could possibly be contained in your pool water? Water heat! So as water evaporates, your pool water temperature decreases, then you replenish this lost water with cooler tap water and further lower your pool water tem-perature.

This cycle occurs over and over again--so always shield your swimming pool from frequent winds with fencing, plantings or buildings.

6. LOCATE YOUR POOL ON A SOLID, FIRM AND LEVEL SURFACE.

Situating your new swimming pool on a solid, fi rm and level surface ensures its structural integrity. An above ground swimming pool that is more than one inch out of level will cre-ate uneven and undue pressure, po-tentially causing your pool wall or uprights to buckle or your pool to collapse.

7. TREE STUMPS MUST BE

PULLED AND REMOVED.

Do not make the unfortunate mistake of grinding tree stumps that stand in the way of your pool location. Ground tree stumps de-compose and contribute to future sinkholes. Your swimming pool must be set on a solid, fi rm and level base. If your swimming pool is situ-ated over such a spot and a sinkhole develops under the pool frame, your swimming pool structure will be compromised.

New homeowners purchasing a home less than 20 years of age need to be especially careful about the placement of their pool. A common practice of homebuilders is to bury vegetation after clearing the land. This is a perfect spot for future sinkholes to develop.

8. LOCATE YOUR SWIMMING POOL SO THAT SURFACE WATER DRAINS AWAY FROM THE POOL.

A sand, clay or foam pool base creates a soft and cushy pool fl oor and protects the liner from swimming pool hardware and undesirable ground surfaces. If surface water washes away this protective clay or sand pool base, the liner will come into direct contact with the bottom track of the swimming pool or the patio blocks that are placed under each pool upright causing your liner to fail. There-fore, make sure that surface water drains away from your new pool.

9. AVOID PLACING YOUR POOL UNDER TREES OR NEAR SHRUBS.

Trees and shrubs shed their leaves during the entire year, not only in autumn. Also, vegetation roots may gravitate toward the moist underside of the liner. For easier pool maintenance, do not situate your swimming pool directly under trees or shrubs.

10. PLACE FILTER SYSTEM AND EQUIPMENT IN AN EASILY ACCESSIBLE LOCATION.

Your pool equipment (fi lter, pump, motor, heater, etc.) will need to be main-tained and serviced from time to time. Locate this equipment in an easily acces-sible area and not under a low deck. Also, take into consideration the placement of your fi lter system in relation to your patio area. A noisy or humming fi lter system can be annoying if placed directly near your entertaining area. In addi-tion, don’t forget that your electrical line will need to be brought to the fi lter area.

HOW TO MEASURE FOR A ROUND POOL:

• Place a stake in the center of desired pool site.

• Measure a rope (or use tape measure) one-half the diameter of desired pool size and tie end of rope to stake. For instance, to measure for a 24-foot pool, cut rope to 12 feet.

�• With the rope extended, walk in a circle and pour fl our onto the ground

(the fl our is a great visual aid for determining desired pool size).

HOW TO MEASURE FOR AN OVAL POOL:

• �Put a stake in the center of desired pool site.

• Measure a rope one half the width of desired pool size width and tie to stake.

• With rope extended, pour fl our onto the ground at width edges (the fl our is a great visual aid for determining desired pool size). Don’t forget to in-clude possible side support extensions.

• Repeat above step for length measurements.

The Earth Day Crew cleaned another section of the waterfront this year. Starting at Cedar Point in Apponaug cove over 5 years ago they have worked the water’s edge all the way to Winsted’s Marina in Warwick Cove.

Verbal history tells us that the Warwick Chamber of Commerce, an outgrowth of the Apponaug Chamber of Commerce, had existed on and off for many years. Our most recent records indicate that the Chamber formally adopted by-laws on August 27, 1969, which stated, “The name of the organiza on shall be “The Warwick Chamber of Commerce” and this vision was championed by a small group of local entrepreneurs.

• 1976 - James Rassol, the President of the Board of Directors of the Warwick Chamber of Commerce and Richard Schoon, the Execu ve Vice President of the Greater Providence Chamber of Commerce, agree upon an affi lia on agreement with Greater Providence. • August 14, 1980 - A Warwick Beacon headline re-ported, “Warwick Chamber of Commerce ends es with Greater Providence.” • February 12, 1981 - David E. Nash, the Chamber’s fi rst full- me Execu ve Secretary was introduced by John Howell, publisher, in the Warwick Beacon. • October 1994 - The Warwick Chamber of Commerce ex-panded and incorporated under the name Central Rhode Island Chamber of Commerce and the growth con nued.• September 11, 1995 - Lauren E. I. Slocum joined the Chamber as director of membership sales and special events planning. Through the eff orts of Lauren and the staff the membership base grew earning its posi on as a true powerhouse in the business community and one of the largest Chambers in Rhode Island.• 2001 - David Nash announced his intent to re re and a er careful considera on the leadership of the Chamber ap-pointed Lauren E.I. Slocum, IOM as the new President/CEO.

In the past 10 years Lauren has gained the uncondi- onal respect and admira on of her staff , members,

colleagues and statewide leaders through her dedica- on and commitment to the Rhode Island business

community. Lauren is well known as one of the most reless advocates for business and community and

has successfully guided the Chamber, with the help and support of her volunteer Boards, through one of the most challenging economic periods in history.

The Chamber is designed to serve and support the business com-munity but in fact it’s so much more. The support reaches be-yond, to every resident, every non-profi t, in fact the support of the Chamber is the fi nancial, historic and econom-ic engine to our community. Does the Chamber do it alone? No, of course not. BUT it is an integral and for-midable partner to the overall success of a community in mes of prosperity, economic challenge and disaster.

Our Chamber has led and con nues to spearhead the charge. Virtually every day the Chamber and its repre-senta ves are monitoring legisla ve ini a ves that all too o en could have substan al and damaging impact

on the business commu-nity. Our members are by and large small to medium sized companies who are working 12 or more hours a day; at their offi ce, their fl ower shop, their pizza parlor or their manufac-turing company and sim-ply don’t have the me to keep their fi ngers on the pulse of what’s happening

on the Hill. Without the Chamber’s eff orts and dedica- on, who knows the bills that would have been passed,

the taxes that would have been levied or the an -busi-ness legisla on that would have become law. This is a crucial eff ort and the Chamber is there for you!

Your own professional business con-sultant on call fi ve days a week, that’s part of the value of the Chamber. We are the “go to” person business needs. Spend a day at the Chamber, you might hear:

These and hundreds of others are ques ons fi elded by the Chamber professionals every day. Without the Chamber’s rela onships and guidance where would these members turn for the direc on and guidance they desperately need?

A disaster may strike one company suddenly closing their business with orders to fi ll, and frightened em-ployees looking for help and direc on, as in the fl ood of 2010 which directly impacted hundreds of businesses and thousands of people. Why Apponaug?A fair ques on and one we’ve given a great deal of thought to. It truly goes far beyond Why Apponaug, to also include Why this loca on, and Why this building?

Apponaug is almost geographically the center of the state. It’s clear and easy for our members and the com-munity to fi nd us. “Do you know where Warwick City Hall is?” We’re directly across the street. Further, our loca on is hugely visible, has easy access to the high-way and public transporta on. Add to that, being only a very short distance from T. F. Green Airport and the new Inter-model train district makes us the envy of any Chamber in this or any state. When a business is con-sidering coming to Warwick they’re likely going to start their process at either the Chamber of Commerce or City Hall.

That being said, it leads us to our rela onship with the City which is, and has been for many years, very strong and mutually suppor ve. While we enjoy a strong working rela onship with virtually all city and town offi -cials throughout the state, our rela onships in Warwick are, and have been, unbelievably rewarding and that’s a huge benefi t to our membership. When the city of-fi cials or the Mayor feel we can add value to a situa on we’re there at a moment’s no ce, and when we need the help of a city offi cial, including the Mayor, the door is always wide open.

We strongly believe that the re-development of Ap-ponaug over the next few years is going to enhance the desirability of Apponaug. The addi on of the round-abouts, period ligh ng, enhanced pedestrian access and a gateway into the village require our complete dedica on to having a fi rst-class business facility to sup-port our fi rst-class, leading business reputa on.

Why this building? It’s because of the loca on, the ease of accessibility, and the “classic Victorian Lady” style, but it also comes down to pure dollars and cents. We have done an extensive analysis of the pros and cons of staying in this “old building.” It’s clear, this is where we belong and what makes sense. Upon comple on of this

project, we will have accomplished a complete physi-cal renova on which will carry this structure long into the future with a more energy effi cient facility requiring much less exterior maintenance.

One of the major factors many do not consider is the rental income this outstanding facility off ers. With our mul ple small business leaders accessing and u lizing a por on of our facility both short and long term, the revenue stream is important in helping us further our mission and would not be available if we just went out and rented offi ce space. It is a pleasure to write this le er in support of the Central Rhode Island Chamber of Commerce as they embark on the next phase of their “Restoring the Victorian Lady” capital campaign to fund renova ons to their building in historic Apponaug Village. Under Lauren Slocum’s leader-ship, the Chamber has been a great partner with the City of

Warwick as well as a great liaison to our businesses. She and her staff are energe c, enthusias c, and have be-come known as “go-to” people within our community. Lauren’s leadership skills, professionalism, willingness to help and posi ve a tude, are always on display, and have been cri cal to our shared eff orts to support, ex-pand and promote our business base here in Warwick. In addi on, Chamber staff are always willing to step in and lend a hand when help is needed. A great example of this was during the 2010 March fl oods. Lauren and her staff worked closely with my offi ce, our public safety offi cials, the Sewer Authority and the Department of Tourism, Culture and Develop-ment (TCD) to ensure that businesses received frequent updates and had informa on necessary to assure the safety of their employees. The Chamber is currently partnering with several state agencies as well as our Planning and TCD staff to market the Warwick Sta on Development District – 1.5 million acres of development opportuni es near the airport and intermodal train sta on – has been a strong sup-porter of recent zoning amendments to create busi-ness-friendly Village Zoning, and has off ered insight as the Apponaug Bypass project con nues forward.

The business community is certainly fortunate to have a partner in the Chamber, and the larger community is as well. Their involvement in non-profi t groups and local events has certainly helped to enrich our community and helped to make it the great place it is to live, work and raise a family.

The Chamber’s Restora on project will not only help to beau fy Apponaug Village, but will ensure that this vital business organiza on is housed in a building that refl ects the caliber of the employees who work there. “It is o en said that nice people fi nish last. However, Lauren and the Chamber prove that nice people can fi n-ish fi rst. I hope you will join me in helping to make the Chamber building campaign a reality.”

Back at the Helm of Business after Military DeploymentBy Lauren Sanford

As a home or a business owner, devastating and unforeseen situations can occur when you least expect them. Since 2007, Chris Sanford, owner and operator of Pu-roClean, has been helping Rhode Islanders cope with the unexpected. In addition to aiding fellow Rhode Islanders with disaster restoration, Chris has been serving his fellow Americans as an offi cer in the US Navy. After spending 7 years in active duty service, Chris returned home to RI, continued serving as a Navy reservist, and opened PuroClean.

In 2011, Chris was faced with potentially devastating and unforeseen circumstance of his own; he was given news that he was to be mobilized to active duty service as an Offi cer in Charge at the US Embassy in Kampala, Uganda, East Africa. As one can imagine, this presented a wide variety of challenges; both personally and professionally. The challenges reservists face when called to active duty are numer-ous and complex. Fortunately, in most cases, job security is not among these issues. Generally speaking, employers must make provisions for their employees’ time of military service and job security is guaranteed upon return. But what if the employ-er of a business is the person called to serve? Legally, there is no guarantee that the self employed will have a business to return to.
