THE SITE IS A RECTANGULAR SHAPED PARCEL OF LAND CONSISTING OF APPROXIMATELY 3.097 ACRES OF LAND.
THE SITE IS BOUNDED TO THE EAST BY WINDSOR LOCKS HIGH SCHOOL; TO THE SOUTH BY RESIDENCES, TO THE
WEST BY SOUTH ELM STREET AND TO THE NORTH BY ADDITIONAL RESIDENCES.
THE SITE CURRENTLY CONTAINS A SINGLE FAMILY RESIDENTIAL HOME AND A GARAGE.
THE SOUTHERN PORTION OF THE SITE SLOPES GENTLY FROM SOUTH ELM STREET TO THE SOUTHEAST. THE
REMAINDER OF THE PROPERTY SLOPES FROM THE MIDDLE OF THE SITE TO THE NORTHEAST.
THE SOIL ON THE SITE ARE HIGHLY PERMEABLE SANDY LOAM ON THE SURFACE AND SAND BELOW. STORM
WATER RUNOFF WHICH DOES NOT INFILTRATE INTO THE GROUND GENERALLY SHEET FLOWS IN THE SAME
DIRECTION AS THE TOPOGRAPHY.
THE SITE IS PREDOMINANTLY TREED WITH THE EXCEPTION OF A CLEARING AT THE SOUTHERN SIDE OF THE SITE
AND A MAINTAINED LAWN AREA SURROUNDING THE EXISTING HOUSE.
ALL UTILITY SYSTEMS ARE LOCATED IN SOUTH ELM STREET.
PROPOSED ACTIVITY:
THE PROPOSED ACTIVITY INVOLVES THE CONSTRUCTION OF 22 UNITS OF RESIDENTIAL DUPLEX AND
TOWNHOUSE HOUSING UNITS, APPROXIMATELY 530 LINEAR FEET OF ROADWAY, UTILITIES, STORM DRAINAGE AND
LANDSCAPING.
STORM WATER RUNOFF WILL BE DISCHARGED TO INFILTRATION CHAMBERS OR TO THE NORTHEASTERLY
PORTION OF THE SITE TO AN INFILTRATION BASIN. CATCH BASINS WITHIN THE ROADWAY WILL CONTAIN 2' DEEP
SUMPS FOR SETTLEMENT OF SEDIMENT.
SANITARY SEWERAGE WILL FLOW BY GRAVITY TO AN EXISTING SANITARY SYSTEM IN SOUTH ELM STREET.
DOMESTIC WATER, ELECTRIC, TELEPHONE AND CATV WILL BE PROVIDED FROM EXISTING SYSTEMS IN SOUTH ELM
STREET.
PRIOR TO ANY LAND CLEARING AND GRUBBING, SILT FENCING OR HAY BALE DAMS, AND ANTI TRACKING
CONSTRUCTION ENTRANCE SHALL BE INSTALLED IN LOCATIONS AS SHOWN ON PLANS.
THE SITE CONTRACTOR SHALL BE RESPONSIBLE FOR THE INSTALLATION AND MAINTENANCE OF ALL EROSION
CONTROLS. IT IS ANTICIPATED CONSTRUCTION WOULD COMMENCE IN SPRING OF 2020 WITH COMPLETION
APPROXIMATELY THREE YEARS THEREAFTER.
DURING CONSTRUCTION:
IN GENERAL, THE EROSION AND SEDIMENTATION CONTROL DEVICES AND MEASURES AS SHOWN ON
THESE PLANS SHALL BE INSTALLED AND MAINTAINED IN CONFORMANCE TO THE "2002 CONNECTICUT
GUIDELINES FOR SOIL EROSION AND SEDIMENT CONTROL" PUBLISHED BY THE CONNECTICUT COUNCIL
ON SOIL AND WATER CONSERVATION, MAY 2002 AND TO THE REQUIREMENTS OF THE TOWN OF
WINDSOR LOCKS.
IT MAY BE NECESSARY TO USE ADDITIONAL EROSION CONTROLS OTHER THAN THOSE INDICATED ON
THE PLANS AS FIELD CONDITIONS WARRANT OR AS DIRECTED BY THE TOWN OF WINDSOR LOCKS
ZONING ENFORCEMENT OFFICER. ADDITIONAL EROSION CONTROLS MAY CONSIST OF, BUT SHALL NOT
BE LIMITED TO, STONECHECK DAMS, HAY BALES OR FILTER FABRICS. MECHANICAL STREET SWEEPING
SHALL BE PERFORMED ON PAVED AREAS WHERE DUST AND FINE MATERIALS HAVE BEEN DEPOSITED

1. INSPECT AND CLEAN CATCH BASINS AND FOREBAY AT LEAST TWICE A YEAR.
2. FOR FIRST FEW MONTHS AFTER CONSTRUCTION, INSPECT INFILTRATION BASIN AFTER EVERY
MAJOR STORM.
3. IF WATER IS STILL PONDED 48 HOURS AFTER A STORM, CHECK TO SEE IF THE RIVER ROCK ON THE
BOTTOM OF THE BASIN IS CLOGGED. IF RIVER ROCK IS CLOGGED, REMOVE THE ROCK AND CLEAN
OUT ANY SEDIMENT.
4. TILL THE BOTTOM OF THE BASIN AND REPLACE THE RIVER ROCK.
5. AFTER THE FIRST FEW MONTHS, INSPECT AT LEAST TWICE A YEAR AND REMOVE SEDIMENT AS
NOTED ABOVE IF REQUIRED.
6. REMOVE GRASS CLIPPINGS, LEAVES AND SEDIMENT ROUTINELY FROM ALL INLETS AND SURFACE
OF FOREBAY AND SEDIMENT-BASIN.
7. AVOID HEAVY EQUIPMENT ON THE BOTTOM OF THE BASIN THAT MAY CONSOLIDATE SOIL AND
REDUCE INFILTRATION CAPACITY.

7. ALL PROPOSED UTILITIES LOCATED WITHIN THE DEVELOPMENT LIMITS SHALL BE LOCATED
UNDERGROUND. THE HORIZONTAL AND VERTICAL ALIGNMENT OF SUCH UTILITIES SHALL BE DETERMINED
BY THE APPROPRIATE UTILITY.
8. ALL CONSTRUCTION METHODS AND MATERIALS SHALL CONFORM WITH THE SPECIFICATIONS FOR THE

19. ALL WATER MAINS SHALL BE INSTALLED IN ACCORDANCE WITH THE CURRENT RULES AND REGULATIONS
OF THE CONNECTICUT WATER COMPANY.
20. A TEST FOR AIR LEAKAGE SHALL BE PERFORMED FROM MANHOLE TO MANHOLE WITHIN THE
DEVELOPMENT IN ACCORDANCE WITH STANDARD AIR TESTING METHODS USING AIR TESTING EQUIPMENT
APPROVED BY THE TOWN ENGINEER. THE DEVELOPER SHALL PERFORM THE AIR TESTING AT HIS EXPENSE
AND IN ACCORDANCE WITH THE AIR TESTING AIR LOSS SPECIFICATIONS AS SET FORTH BY THE WINDSOR
LOCKS SEWER COMMISSION. THE DEVELOPER SHALL FURNISH TO THE TOWN ENGINEER A COMPLETE
