What is Heritage?

One definition is - anything that has been transmitted from the past or handed down by tradition. The evidence of the past, such as historical sites, buildings, and the unspoilt natural environment, considered collectively as the inheritance of present-day society.

What is the historic environment?

Our environment, whether rural or urban, on land or underwater, has a historical dimension that contributes to its quality and character. It has been shaped by human and natural processes over thousands of years. This is most obvious in the built heritage we see around us.

Why is the historic environment important?

As well as being indispensable to the study of history and archaeology, the historic thread of our environment is vital to our understanding of how our society and our landscape have developed over time. Its contribution to modern life is varied.

Change in the historic environment.

The historic environment is not static. It is dynamic and subject to constant pressure for change. This offers exciting opportunities for enhancing the places where we live and work. Managing the historic environment effectively means identifying the contribution the historic environment makes to the spirit of a place, to its historic character and to its identity and distinctiveness. At the same time as conserving what is important, we can adapt places and buildings for the future in an informed, sustainable and creative way.

April 2014 Information and Contacts What can we do and how do we do it? This depends on who you are and what you want to do. Are you a private individual with the ownership of land or property? If so your options will be different from those of a community group. Are you a community group without a formal structure or are you already a registered Company and a Charity, a Community Interest Company or are you a Building Preservation Trust? The answers to these questions will determine if you can get funding, from which bodies and what you have to do as a result. You might be a loose collection of like-minded individuals but to access grant funding you will need to become a formally constituted group with a bank account and register as a company at Companies House. You may also wish to become a charity and register with OSCR the charities regulator. Many groups are these days going down the route of setting up as a CIC (Community Interest Company) or a SCIO. These matters require serious thought, long term formal commitment and good governance processes. You will also need insurance and the extent of this will vary depending on what you want to do. At the very least you will need Public Liability Insurance but there are other things which you may need. For advice contact SCVO. http://www.scvo.org.uk/ You may be able to manage as a small community charity but many find the strains of seeking repeat funding an increasing trial and look to become a fully fledged Social Enterprise i.e. a business which reinvests any profits for community gain, usually back into the organisation. This can make the group stronger and less reliant on grants but requires an even greater level of commitment and competent process management. You may well need paid staff rather than relying entirely on volunteers. This is not meant to put any of you off but be aware of what you are taking on. The days of petty minded bickering in committees over tea and shortbread are of no use in the 21st Century world of heritage lead economic development. You will find help full advice in our Social Enterprise Topic Sheet Additional issues if your project is landscape based or is archaeology focused: If you are a community group you will need to find out who owns the landscape or asset you want to develop. They may not want it developed. If this is the case you cannot proceed. Of course you may be able to acquire the asset, by sale, gift or lease. Archaeology occurs on land and you will need to check on land ownership and check whether there are any land designations before proceeding. You might need to check whether any building in your landscape area is on the Buildings at Risk Register. Check at http://www.buildingsatrisk.org.uk/BAR/

SRDP (Scottish Rural Development Programme) will fund some agricultural activities if you are a farmer who owns the land or a tenant farmer with approval from your landlord. If you are a community group you will need to talk to the local farmer and perhaps also the landowner to see if you can proceed. Read the information about SRDP on their website before going any further. http://www.scotland.gov.uk/Topics/farmingrural/SRDP You can find out more about archaeological sites and previous fieldwork that has taken place in your area by looking at the Sites and Monuments Record at the WOSAS (West of Scotland Archaeology Service). There are two ways of searching this data; either use the form at the bottom of the page to search our online database directly, or use our map-search page to find sites by area. http://www.wosas.net/search.php The RCAHMS (Royal Commission on the Ancient and Historical Monuments of Scotland) collects, records and interprets information on the architectural, industrial, archaeological and maritime heritage of Scotland. Their searchable database Canmore brings together the results of the survey and collections material into one place and combines location information, site details and images on more than 300,000 archaeological, architectural, maritime and industrial sites throughout Scotland. Through CANMORE you can • Conduct searches and advanced searches to find informspecific sites • Identify where types of site are located • Search for digital images on sites or locations throughout Scotland • Collect direct references to specific sites from a wide range of textbooks and journals http://www.rcahms.gov.uk/ The archaeology itself may have a special designation. April 2014 Additional issues if your project concerns a building: If you are a private individual and own the building some funders will help you but you will probably have to give greater public access as a result. It might be possible to work together with a community group to access funding otherwise which would be otherwise cut off to you but again you will need to increase community use and access. If you do not own the asset buy still wish to proceed can you get control of the asset? Can you rent it or so you need to own it outright? Do you need to buy it or can it be gifted to you? If you are looking to improve a building, is the building ‘listed’ to allow you to take on the type of project which now interests you? E.g. do you need to work with a Building Preservation Trust or do you need to become a BPT (Building Preservation Trust)? What is a BPT? Building Preservation Trusts are driven by local communities for local communities and breathe new life into old buildings. They act as catalysts to social and economic regeneration and provide exemplars of best practice in design and conservation work. CREATIVE SCOTLAND: Creative Place Awards (Scotland)

SCHEME DETAILS Type Grant Scheme Outline Funding for creative ideas to help celebrate Scotland's cultural and creative vibrancy, and attract

visitors to the country. Eligible Costs The programme is looking for projects that can be carried out for up to two years – including projects

which will benefit artists and creative people, participants, audiences, visitors and other local partners in their community.

Award can cover things like additional staffing costs that relate to the delivery of the project, however awards can’t be used to fund existing job positions. Awards can be used to buy equipment, or pay for materials that are related to the project, but cannot be used for large-scale capital developments (such as costs for major renovations or building projects), or for things like building feasibility studies.

In previous years, some examples of what the winners have used the money for have included:

• Putting on community-focussed arts and music festivals. • Doing creative workshops with local people to introduce them to different art forms. • Developing pop-up arts events in vacant shops on the high street to help with urban

regeneration. • Working more closely with local businesses and tourism partners, to highlight the role of the

arts in destination marketing, and in developing tourism for the area. • Rebranding a town using local artists and the community. • Putting on performances in local venues by local artists and musicians. • Creating an artist residency and programme of lectures for a village.

Funding/Support Awards are made across three categories: £50,000 to a small sized area with a population of up to 2,500; £100,000 for a medium sized area with a population between 2,500 and 10,000; £125,000 for a larger area with a population between 10,000 and 100,000
