Both the District Representati ve Phillip Isley and Marion Baldwin from our district understand the concerns but also know that there is no money at this time to focus on the pro ject. ey also understand t he impact this will hav e on Harrington Grove. It is estimated that come August-September 2008 there will be around 1600 vehicle trips per day in our area between Sycamore and e Francis- can School. ese are the facts, now wha t can we do? e new budget will be presented the 2nd T uesday in May . e approval for this budget will be in July . erefore there is a time constra int. Between these two tim e periods, there will be a pu blic hearing so that all folks in the ar ea can express their feelin gs on this issue. Once he receives all the informatio n on when and where the hearing will be, we will send that information to every homeowner in our community. Leesville Road Widening Project Over the last few months, there have been many questions about what is going 

on with Leesville Road and when will the road be widened? Meet the Board!

e Board of Directors is elected by the home owners to steward the resources of Harrington Grove and make de-cisions about issues of interest to all of us. Seven board members are elected for terms of three years each. Duties

of the Board include, among other things:- Preparing the annual budget- Managing the HOA funds and making annual statements available to all homeowners- Setting the HOA dues and authorizing collection of dues - the HOA has the power to place a lien on

homes for failure to pay dues - Authorizing maintenance of common areas- Acting as a liason to municipal authorities- Operating the Architectural Review Committee (ARC)- Conducting regular meetings open to homeowners- Developing relationships with city officials and police to safeguard and ad value to our community 

- Working to keep our street lights, roads, fences, and all other property repairede Board meets the fourth ursday of every month at 7:00 P.M. (excluding December) and encourages partici-pation by all homeowners.

President Dana ParksDana has lived in Harrington Grove since 1990. First in the Arbor, and for the past 11 years in the Oaks. He hasbeen a member of the ARC since 1992 an on the board since 2003. Dana retired from IBM at the end of 1995.He currently works for Leith Inc. He and his wife Dot have 10 children between them, one living in the Glen

along with 2 grand kids. ey love the location of Harrington Grove. It is becoming more convenient every day.

 Vice President April Hutson April has lived in the Woods for seven years, and has been a board member since 2007. She serves as the VicePresident of the HOA, as well as the Community Watch Chair Person for Harrington Grove. Her favorite thing about Harrington Grove is the beautiful park that her three year old often demands to visit. April worked at IBMuntil her last child was born in 2004. In her spare time, April works to build upon her photography business withon-site photo shoots all around Raleigh.

Treasurer Matt Cronlund

Matt has lived in e Glen for 7 years and been Treasurer on the Harrington Grove Board for one year. He hasbeen a banker for 11 years, and his toddler really keeps him hopping around the neighborhood. Interestingly, all8 of his surrounding neighbors have at least one child. His family loves living in Harrington Grove for the conve-nient location, temperate climate and the warm neighbors.

Secretary Connie MooreConnie moved from Texas in 2000 and lives in the Glade. She has been a board member since 2006 and serves asthe Secretary. Before retiring she was a legal secretary and paralegal. Her favorite things about Harrington Groveare the people and the attractive neighborhood.

Herb Hernandez Herb has lived in e Glen since 1995, and has held various board positions during most of the past six years. Heis also the webmaster for hghoa.com. Herb currently works as a marketing manager at IBM, where he has beenemployed since 1991. He and his wife, Patty, have three children – two still living at home – along with threedogs and two cats. ey love the pretty surroundings and friendly neighbors in Harrington Grove. Herb is actively involved in a dog rescue so let him know if you’re interested in adopting a new pet!

Elaine McVey Elaine has lived in the Arbor for four years, and has been a board member since 2007. She serves as the HGnewsletter editor. Her favorite thing about Harrington Grove is being surrounded by tall trees. Elaine works as a nonclinical statistician at BD Technologies. She and husband Doug are looking forward to welcoming their first

child in July. In her free time, she enjoys playing the piano and training her dogs for canine agility.

 Josh Naftolin Josh has lived in e Park for 3 years, and is new to the board as of 2007. He is a Senior Account Manager forGroupSource, which is a physician focused group purchasing program. His favorite thing about HarringtonGrove is the drive in through the main entrance with the streets lined with beautiful trees. Josh loves to play golf and is a HUGE UNC Basketball fan!

Members of the Harrington Grove Community  York Security  York Security patrols Harrington Grove daily. is security presence helps keep Harrington Grove safe and pleas-ant. Homeowners can call York to alert them to any possible security concerns in the neighborhood. ey arethe best first contact in non-emergency situations. When necessary, York will contact the City of Raleigh Police.ere is ongoing evidence that York’s presence deters thieves and vandals. York follows the requests of the Boardon specific issues such as reminding homeowners to close garage doors. If you would like a York Security phone

sticker, please request one from York. Please note York’s new phone number: 828-7677!

Charleston Management Charleston Management Company is authorized by the HOA to collect dues, issue fines, and take care of day-to-day management needs in the neighborhood. Charleston handles matters such as coordinating tree branch re-moval, sending out mailings to homeowners, and inspecting the neighborhood. Matoka Snuggs is HG’s contact atCharleston, and we thank her for the work she does on our behalf.

Problems in the neighborhood (open garage doors, security problems, violations of HG rules) can be reported oneof four ways - by the Board, by York Security, by Charleston Management, or by your neighbors.

Board Business Update

Board Member Removal A special board meeting took place on February 28th for the purpose of voting on removal of a board member.

e meeting was well attended. More than half of Harrington Grove households voted in person or by proxy forremoval, and thus the action passed and the member is no longer on the board.

 As a result of the recent controversy, the board is reviewing the proxy voting procedure, and the requirements forremoval of a board member. Changes regarding either issue would neccesitate a change to the Harrington Grovebylaws. More information will become available as the next annual meeting approaches.

 Also in consideration of recent issues, members of the board have signed a morality clause, confirming that eachmember intends to act honorably and ethically in service to the community.

Monthly Board Meeting Location ChangeDepite previous plans to move meetings to Harrington Pointe, board meetings will continue to be at St. Francisof Assisi for the remainder of the year. Meetings are expected to take place in Clare Hall, but check the websitefor the most up-to-date location information. Board meetings are open to all members of the Harrington GroveCommunity, and all are encouraged to attend. A portion of every meeting is reserved for visitor business, and theboard welcomes your comments, questions, and concerns.

FREE BABYSITTING

Did you know that Harrington Grove has a Babysitting Co-op? Do you know what a babysitting co-op is

all about? Read on to learn more...

The Harrington Grove Babysitting Co-op began in 1991 when a group of mothers got together and decided

to exchange babysitting services. Mothers take turns watching each other’s children in exchange for points.

The Co-op is free, except for the annual $10 membership dues we collect to cover the cost of supplies and

events during the year. Currently, the Co-op has 17 active members throughout Harrington Grove. Our

total membership is limited to 30, which means we have room for 13 new members. The size of the Co-op

has declined in the past year because a number of members have left the group. Many have moved out of 

the neighborhood or simply no longer have a need for the Co-op because their children are growing up.

The Babysitting Co-op meets on a monthly basis (except for July and August). Meetings take place in

member homes at 7:30 pm on the first Monday of each month. Members are asked to attend at least one

meeting per quarter. Members are also asked to use the Co-op (either babysit for someone or have them sit

for you) at least once per quarter. Some of the annual events we have include an Easter Egg Hunt, a Fall

Cookout, and a Christmas Party/Cookie Exchange.

If you think you might be interested in joining the Co-op, but aren’t quite sure about it...check out the rea-

sons for joining listed below.

- Save $$$! Babysitters are free. You exchange services instead of money.

- Peace of Mind! Your children are cared for by an experienced mother.

- Convenience! You can easily find a day-time sitter for doctor appointments, to volunteer at schoolor church, go shopping, etc. No more having to drag the kids along!

- Fun for Kids! Children get to play/interact with other kids.

- Fun for Mom and Dad! Enjoy a night out without worrying about the kids or how much the baby

sitter is going to cost.

- Make New Friends! Get to know other mothers in your neighborhood.

Lock Your Cars!ere have been several thefts recently in Harrington Grove, all of itemsleft in unlocked cars. Although we enjoy a safe community, we can not

be complacent. Many valuable electronics (GPS systems, iPods, cellphones, laptop computers) are routinely left in cars at night, making them an easy target for theft. Please remember to lock your cars andkeep valuables out of sight.

Check Out the Online Neighborhood ForumTo encourage discussion and foster a stronger sense of community, we’ve created an online bulletin board for Har-rington Grove residents. Please visit http://bb.hghoa.com/ and register today! We’ve created a few starter forums,

so feel free to dive right in and share your thoughts.

Of course, nothing can replace face-to-face interaction. However, we realize that you can’t always attend themonthly meetings or participate in the social events. erefore, we’re hoping you’ll take advantage of this addi-tional avenue to engage in a dialogue with the board members and your neighbors.

· Ask questions – whether HOA related or not.· Let us know how we’re doing.· Share your suggestions.  We also hope to use the forum as a method to quickly communicate with you regarding important topics. Don’t

 worry, we’re not going to spam you or sell your e-mail addresses! However, it would be wonderful if we had a way to notify you of important time-sensitive information (e.g., an upcoming meeting about the widening of LeesvilleRoad). With 1241 homes, the more we can do electronically, the better.

Rain Barrels in HG As we all try to conserve water responsibly, rain barrels are becoming more common. Rain barrels are a great way to collect water that would otherwise run off. Barrels should be placed under gutter spouts to collect rainwater.

One inch of rainfall from a 1,000-square-foot roof can produce 625 gallons of water. Collected water can be usedto water plants, and collecting water during rainfall helps reduce lawn treatment runoff that can pollute water- ways.

One place to purchase rain barrels is the City of Raleigh Solid Waste depart-ment. ese barrels come in two sizes -- 60 gallons and 80 gallons -- and canbe purchased at Solid Waste Services’ Administrative Office, located at 400 W.Peace St., Monday through Friday from 7 a.m. to 4 p.m. e 60-gallon rainbarrels cost $80.06 and the 80-gallon barrels are $90.74.

If you would like to install rain barrels on your HG property, please review the

guidelines below. For the safety of children and the reduction of mosqui-toes, rain barrels are required to be covered.

New Architectural Review Committee guidelines concerning rain barrels:

One or more rain barrels may be installed at the side or back of the residence. Rain barrels should be screened so as not to be visible from the street. Acceptable screening includes landscaping or approved devices such as those used to screen garbage carts.

Rain barrels should be a solid neutral color and/or a color that blends well with the home or natural surroundings . All barrels must contain a cover. Permission from the Architectural Committee to install rain barrels is not required.

Reminder of Harrington Grove CovenantsRemember to get Architectural Review Committe approval before you:

• Paint your home exterior a new color• Install a fence on your property • Remove large trees from your yard

It is not allowed for you to:

• Store boats or trailers on streets or unapproved locations. Parking pads are typically required.• Park or stop within 50 feet of intersection or traffic signal/sign during school bus pickup and dropoff • Leave basketball hoops on the streets• Drive motor scooters on streets or walking paths in Harrington Grove• Leave trash cans within view during the week • Have a mailbox post painted a color other than white
