The responsibility for deciding whether someone is

competent to carry out work on high voltage power

distribution systems lies with the ROV supervisor.

Safe Systems at Work 

1. S afety R ules are set by the company and must be followed. If anissue arises with the rules, bring it up with your supervisor or at the

next safety meeting.

2. For any High-Voltage work, another person must be present. AND

they must know how to switch off power and raise an alarm.

3. A “Permit to Work” system mus t be followed.4. Methods of isolating a system such, “Lock Out Tag Out” must be

used.

5. Barriers and signs must be used to keep non-authorised people

away.

6. R isk Assessments should be performed for each tasks.

7. Alternative energy sources must be identified and neutralized

1. Attitudes towards safety.• A safe working environment can only be achieved in a work place with a

positive attitude towards safety by ALL members of team• Poor attitudes towards safety usually come from the belief that

Accidents happen to other people, not me. The main priority is to get the job done.

It’s other peoples responsibility .• Its generally accepted that people who have experienced an accident or

a near miss do change their attitudes towards safety. They are more

willing to share their experiences with others in order that they too

change their attitudes• It is important that inexperienced personnel to s eek as sistance or

instructions from supervisors where questions are raised.

8. Equipment enclosures frequently contain circuits with more that a singlesupply and these circuits are not always isolated when the main circuit is

disconnected. Alarms, interlocks and lighting circuits, etc should be shrouded to

prevent accidental contact.

9. Removal and retention of fuse links or jumper cables should only be used as

a means of isolation when suitable precautions are taken and arrangements arein place to prevent duplicates from being inserted.

A working space should be free and clear of obstructions● Adequate lighting, either fixed or portable, mus t be available.

● E lectrical tools should regularly inspected and certified “Fit for Use” by a

competent person.

● Moisture and Dirt should be kept away from a work-site.

● Before any work commences , conductors need to be tested for any voltage

between the phases and to earth.

● A final inspection of the work-site should be made when the work is complete

for any tools, foreign matter and loose material.

● Fire fighting equipment should be kept handy and available.
