1 4504 1/25/2016 Entered Date/Time: Author: 18:06 Report Type/Sequence: I WITT, MATTHEW KENNETH Title: DOMESTIC VIOLENCE -SIMPLE Agency: Incident No: 2016001132 On January 25, 2016, at approximately 1308 hours, I, Officer Matthew Witt, responded to Renasant Bank (732 Lake Harbour Drive, Ridgeland, Ms, 39157) in reference to a reported incident of domestic violence. RPD Headquarters relayed information from a caller that (2) individuals were fighting in the parking lot of the bank near a black Mercedes passenger car. Before my arrival I was advised via radio that (1) black male and (1) black female had been separated and I should see a group of white males attempting to gain control of the scene. Upon my arrival (1310 hours), I located the parties on the west side of the building and observed multiple individuals near a black Mercedes passenger car. At the time I had not been advised if weapons were involved. Note: L3 Video for Unit 309 documents my arrival on scene. The (2) parties involved in the altercation are identified below in Complainant/Offender notes. Multiple witnesses are listed at the end of the narrative and (2) statements have been included in the case file. The following took place upon my arrival: I ordered the black female to sit on the ground while I approached the black male subject who was seated in the driver’s seat of the black Mercedes. The black male subject was being physically held by a white male subject and I could hear loud statements coming from the black male. I approached the driver seat and noticed the white male was holding the wrist of the black male. The black male was yelling then made a statement that he was “police”. I advised him not to reach for any weapons and at that time I was able to detain him with handcuffs in front of his body. Once he was physically assisted from the driver seat, the black male continued to yell statements and was unwilling to sit on the ground after I repeatedly requested he do so. I had to physically pull the black male backwards at which time his balance broke and I sat him down on the ground. All parties were then separated and officers began to investigate the circumstances. The black male subject had his government issued handgun holstered on his side and the weapon was made safe on scene. Complainant/Victim: advised she has recently ended a relationship with the listed offender and has been living with her mother. The parties were not engaged and were alleged to have recently been boyfriend/girlfriend. Offender: Brady Lionel Hightower Hightower also advised he has recently been in a relationship with Complainant completed an RPD Written Voluntary Statement concerning the incident. Her statement along with information advised includes the following: She had just exited Renasant Bank when she observed Hightower walking towards her. was concerned for her safety due to recent threats Hightower had made towards her. As was running towards the bank drive thru, Hightower was able to catch up to her. At that time alleges Hightower twisted her arm, began forcefully bending her fingers individually, and struck her in the mouth with his elbow. I took photographs of physical marks to ’ right thumb, inner bottom lip, and left forearm. These photographs have been included in the case file. Complainant advised she wished to pursue charges against Hightower for

Domestic Violence. later signed (1) affidavit for Domestic Violence- Simple Assault against Hightower.

At approximately 1330 hours, I transported Hightower to RPD for booking purposes. Hightower was not issued a bond pending an initial appearance with a Judge. Hightower’s issued court date and time are February 9, 2016 at 0830 hours. was provided a Victim’s Rights Packet and she also completed a Temporary Protective Order against Hightower.

Hightower’s department issued Glock 17 service weapon was placed into Evidence Box #2 along with the magazine and (18) 9mm bullets.

Renasant Bank management has been contacted about surveillance footage and a copy will be inserted into evidence when provided.

Witnesses: provided written statements that they observed the parties struggling in the parking lot.

stated that he observed the black male and black female "struggling in altercation at Renasant Bank. Black male was performing an arm bar and wrist lock trying to remove keys from female. Female entered vehicle and the male entered passenger side. Male was forcing female out driver’s side and was trying to crank car and reverse with her hanging out." They both approached the parties and physically attempted to gain control of the scene.
