Purpose of this Public Information Centre

Problem Statement

This evening’s Public Information Centre (PIC) is an opportunity for local residents,landowners, and other stakeholders to:

The developing area of the Highway 417 Industrial Park, including Rockdale Northand South, is currently not serviced by municipal water and wastewater. As such,the Township of Russell is looking to extend its municipal water and wastewatersystem to service the area.

The purpose of this study is to determine the preferred solution to provide municipalwater and sanitary servicing to the area denoted as the Highway 417 Industrial Park.

The Study AreaThe study area boundary shown below includes the entiretyof the Township of Russell, as well as a portion of the City ofOttawa (Rockdale North).

The municipal water and wastewater servicing project is classified as a Schedule‘B’ project and is being undertaken in accordance with Phases 1 and 2 of theMunicipal Class Environmental Assessment (Class EA) process.

As part of the Class EA process, the public is invited to provide comment forconsideration in the planning and design of this project. The Class EA processensures that the opportunity is given to agencies and the public to providecomments and voice concerns regarding environmental, social, cultural, economicand other issues for consideration in the planning and design of the project.

Municipal Class Environmental Assessment (Class EA) Process

The Highway 417 Industrial Park Municipal Water and Wastewater Servicing project corresponds to a Schedule ‘B’ undertaking, in accordance with the planning process outlined in the Municipal Engineers Association (MEA) Municipal Class Environmental Assessment document (October 2000, amended in 2007, 2011, and 2015). As such, the Study requires the completion of Phases 1 and 2 of the MEA Class EA process. Upon completion of the Study, a Class Environmental Assessment Project File Report will be prepared and filed for comment.

The following criteria were applied to evaluate the identified Alternative Solutions:

1. Natural Environment: Refers to any potential impact to natural areas or features, groundwater quality, surface water, erosion, and flood control.

2. Social and Cultural Environment: Refers to any potential impact to residents, built‐up areas, and regulatory requirements.3. Technical Suitability: Refers to system operation, future expansion, and ability to provide consistent and efficient servicing.4. Economic/Financial: Refers to the capital cost, operating cost, and phasing (implementation).

Based on the evaluation, water servicing from the Township’s Eadie Road Feedermain is the preliminary preferred solution.

Water Servicing from Eadie Road Feedermain

This alternative was determined to be the most preferred water servicing solution because:

• It meets the level of service and system performance requirements and accommodates  the long‐term servicing needs of the Industrial Park.

• Construction is limited to undeveloped lands.• Short‐term construction impacts can be mitigated to best practices.• Design considerations can mitigate potential impacts to surrounding  

natural and social environment.• Option to phase in watermain looping for redundancy.• Lowest estimated capital cost to Industrial Park land owners.

Based on the evaluation of  alternatives, the preferred solution for addressing the water servicing problem statement is:

Based on the evaluation results, water servicing from the Township’s Eadie Road Feedermain is the preliminary preferred solution.

This alternative solution allows the Township of Russell to proceed with project implementation independently without impact to the City of Ottawa. The City of Ottawa may choose to implement in the future.

Wastewater Servicing via a Trunk Sewer from the Industrial Park to a New Castor SPS

This alternative was determined to be the most preferred wastewater servicing solution because:

• It meets the level of service and system performance requirements and accommodates the long‐term servicing needs of the Industrial Park.

• Short‐term construction impacts can be mitigated to best practices.• Design considerations can mitigate potential impacts to surrounding natural and social 

environment.• The new Castor SPS design would be modular  to allow for phased development of the 

Industrial Park.• Lowest estimated capital cost to Industrial Park land owners.

Based on the evaluation of  alternatives, the preferred solution for addressing the wastewater servicing problem statement is:
