Quote Reference: E94.6990 3 August 2011 «Owner» «Owner_Address» «Town» Dear Sir/Madam PEDESTRIAN ACCESS FROM HILLCREST AVENUE, NAROOMA The lack of a formal pedestrian access from North Narooma into town has been raised by residents.

On Friday 22 July 2011, The Hon Andrew Constance MP agreed to meet with Councillor Lindsay Brown, residents and myself to view the issue first hand. This meeting was well attended by local residents who expressed their concern about the lack of a safe pedestrian access to get from the Hillcrest Avenue precinct down onto the highway and into town. The steep terrain and difficulties with establishing a safe access were acknowledged. At the meeting we agreed to write to all residents in the area to advise how finding a resolution to this issue could be progressed. The following information is therefore provided:

1. Neither Council nor the State Government have currently provided funding for this project. Council has fully allocated its current pathway budgets through to 2012/13.

2. Council has approached the NSW Roads & Maritime Services with a view to part funding a

solution due to the potential improvements to pedestrian safety on the highway. 3. Land is available from Hillcrest Avenue and Hillcrest Lane down to the top of the road batter at

the corner of Riverview Road and the Princes Highway to allow an access to be built (that being the area under the existing power lines).

4. This route is steep but is suited to the provision of stairs. The cost of stairs from Riverview Road

to Hillcrest Lane (about $150,000) would be substantially cheaper than providing stairs all of the way up to Hillcrest Avenue (up to $300,000). This may offer a potential staging arrangement.

5. It is acknowledged that stairs would not provide the ideal solution for prams, people with

disabilities or those pushing a bicycle into town.

This is an update on the ongoing investigations into the provision of improved pedestrian access

from Hillcrest Avenue, Narooma to link to the existing pathway network at the Narooma Bridge.

Council has secured a grant from the Roads and Maritime Service (RMS) to assist in preparing a

Pedestrian Access Mobility Plan (PAMP) for Northern Narooma. By now you should have received

and returned our survey. However, there is still time to return this back to us by 31 January 2012.

Once we have collated information from residents, we will commence preparation of the PAMP.

Our scheduled is to complete the PAMP by the end of this financial year (allowing for input from

residents, the RMS and Councillors).

We met with residents on site on 16 December 2011 to discuss preliminary pathway connection

options from Hillcrest Avenue to Riverview Road. The work done to date indicated it would be very

difficult to achieve an access connection that was fully compliant for people with disabilities due to

the significant change in elevation.

Some of the issues teased out included:

1. All solutions involve high cost. No funding has been secured at this point.

2. An effective solution could be achieved from Hillcrest Lane down to Riverview Road at a

substantially lower cost than from Hillcrest Avenue.

3. The majority of residents were satisfied with this approach.

4. Some residents wished to see long terms plans reflect a possible future stage going between

Hillcrest Avenue directly down to Hillcrest Lane, noting there were some issues to resolve within

Hillcrest Lane.

5. Residents favoured provision of lighting.

6. If stairs were chosen as the solution, residents were in favour of provision of a small width of

ramp on one side of the stairs to enable a bicycle to be pushed up/down. This will be further

investigated.

7. Residents wished to see future solutions to crossing the highway developed, noting this is a

matter for the RMS.

8. Council and residents would continue to seek the support of Mr Andrew Constance MP to

provide grant funding for the project.

Residents of Hillcrest Avenue also wanted to see:

the unkerbed section of this road reconstructed with kerb and gutter and improved drainage.

Such projects are undertaken on a priority basis across the Shire. This street is not currently

listed in the short term but would remain on the priority list;

the possibility of the bus service and route being investigated to make improvements. This

matter has been referred to Council’s Traffic Officer for investigation. It was noted that some

services are available through Eurotransport.

Residents also raised concerns about anti-social behaviour within the street. This matter has been

referred to the local Police for follow-up.

We will now be working towards developing a preferred option in more detail in consultation with

the Roads and Maritime Services.

A copy of this letter has been provided to Councillors and Mr Andrew Constance MP.
