The Early Learning Coalition of Hillsborough County (ELCHC) is a 501(c)(3), not for profit organization working to advance the access, affordability and quality of early childhood care and education programs in Hillsborough County. Through our Quality Counts for Kids Quality Improvement Program (QCFK) and a host of other resources and supports, we help child care centers and family child care homes to improve their program quality so that all children have quality early learning experiences.

Choosing child care is an important decision that requires balancing your needs as a busy parent and the developmental needs and personality of your child. The Early Learning Coalition of Hillsborough County (ELCHC) and its partners are committed to helping you make an informed child care decision. The child care system can be surprisingly complex and the ELCHC is here to help you make sense of it via a number of resources.

This booklet is a valuable tool in the collection of resources ELCHC makes available to parents in Hillsborough County on their path to finding the best child care program for their child. Here, you will find a listing of all child care centers and family child care homes that are either part of the ELCHC’s Quality Counts for Kids (QCFK) program or have a Gold Seal Accreditation. Having one or more quality accreditations is a good indicator that the program is committed to making certain that they offer only the best in quality early childhood programming for the children in our community.

The first section of this booklet contains a listing of those providers with a Quality Counts for Kids Star Rating (QCFK) and/or a Gold Seal Accreditation.

The second section contains a listing of early childhood programs that have received a Class One Violation within the last 12 months (between April 1, 2015 - March 31, 2016).

A Class One Violation is defined as: a violation that is the most serious in nature, poses an imminent threat to a child including abuse or neglect and which could or does result in the death or serious harm to the health, safety or well-being of a child.*

As you shop for a program that fits the needs of your child and family, remember to learn about your options, visit programs and ask questions. If you need help navigating the process of making this important choice, the ELCHC’s Child Care Resource and Referral Office is available, free of charge, to provide you with the guidance and additional resources you need and want to make this important decision.

How to Use this Quality Listing


Your child’s early years are very important. Years of research tells us that 90 percent of a child’s brain growth potential is reached by the age of 5! That’s only 2,000 days to better ensure that your child builds a solid foundation that puts them on a path to future life and academic success. We know that children who receive high quality child care are more likely to enter kindergarten ready to learn and have a greater chance of long-term success in school and life.

A child’s readiness for school depends on meeting his/her comprehensive needs, which includes: physical or motor development; language and literacy; social and emotional development; approaches to learning; and cognitive development. If a child enters school with deficits in these areas, it will be difficult for them to ‘catch up’. A child who starts behind is likely to stay behind. The positive effects from high-quality programs and the negative effects from poor-quality programs are magnified for children from disadvantaged situations or with special needs, yet these children are the least likely to have access to quality early care and education.

It is the mission of The Early Learning Coalition of Hillsborough County (ELCHC) to make certain that high quality early childhood resources and programs are available to every child in all of our communities. Together we (parents, early childhood professionals, advocates, policy makers and local businesses) can demand, design and build a system of early childhood programs that includes, as minimum standards, what we know to be the necessary components of high-quality programs. The ELCHC has a voluntary quality improvement initiative for providers called Quality Counts for Kids (QCFK). This program offers area early childhood programs the opportunity to measure and improve their quality. The ELCHC provides access to trainings, technical assistance and financial supports to better enable programs to implement quality improvement plans and ultimately earn a Quality Star Rating. Programs participating in QCFK begin at a 1 Star Rating which exceeds current minimum licensing standards.
