The collaborative Hoshin Kanri Catchball process forms a key part of the overall Hoshin approach and provides a structured approach of engagement and toing and froing of relevant information with various key stakeholders. I would however argue though that catchball only extends one or two layers deeper into the organization. Catchball also seems to me to be more about providing the next levels of management with the ability to comment on the realism of the strategy before it is set in stone. In that sense, catchball is really paving the way for better execution in that it gains commitment. In order to ensure committed employee involvement in strategy execution, some form of meaningful involvement in the strategy planning process is essential. This would include key stakeholders having open and transparent discussion with open access to relevant information and providing feedback loops. How much, what, where and with whom would vary based on specific circumstances.
