HGAC HISTORY

Located in suburban Johnstown, the HGAC campus coversmore than 45 acres. It is the world’s first and largestrehabilitation facility specifically designed to providecomprehensive rehabilitation services under one roof.

From its opening in April 1959, HGAC has achievedworldwide recognition, attracted distinguished visitorsfrom many countries and provided individualizededucational and rehabilitation programs for resident andcommuter students. An individual’s program may includevocational evaluation, educational programming andphysical restoration.

HGAC also houses the Commonwealth Technical Institute,a postsecondary school that offers six associate degreeprograms and nine diploma programs.

Hiram G. Andrews Center conducts a comprehensiveprogram of services featuring the integration of education,counseling, evaluation and physical restoration in abarrier-free environment.

At the Hiram G. Andrews Center, education is notconfined to the classroom. While the majority of astudent’s time and attention is focused on education andtraining, job skills are only part of the learning experience.A continuum of support services, ranging from vocationalevaluation and career exploration to independent livingskills, combine to offer students the skills they will needto live, work and contribute in the community.

PHILOSOPHY

Center for Occupational Readiness (COR)No credits or hours are earned. Open entry/Open exit.Program Description: COR provides instruction in basicacademic and occupational skills necessary for success ina pre-determined training area and in the workforce.Remediation in math, English, reading and life skills isself-paced, highly individualized and provides a pre-occupational environment integrated into students’occupational training via a team teaching approach withthe occupational instructor. Emphasis is placed onpreparing students to meet employer expectations and tobe successful in the workforce. Student achievement ismonitored by progress review meetings involving thestudent, counselors, instructors and other appropriatestaff.

Personal Growth and DevelopmentThe Personal Growth and Development program providesstudents with the opportunity to acquire independentskills needed to function in daily living and the world ofwork. The program identifies and addresses a variety ofindividual needs. Experiential and structured learningactivities are offered, including meal preparation,financial literacy, clothing selection and care, environmentcare and the use of public transportation.

STUDENT SERVICES

Vocational Rehabilitation CounselingThis counseling component helps students reach theireducational goals while guiding them in problem-solvingand decision-making processes. Individual and groupcounseling sessions are available to meet students’needs.

Learning ServicesThree programs provide academic support services tostudents: Act 101 Learning Assistance, TRIO StudentSupport Services and the Academic Success Center.These programs are designed to assist eligible studentsin achieving their academic goals. Learning SupportServices staff works closely with disability supportservices to provide appropriate accommodations.

Disability Support ServicesDisability Support Services assist students withaccommodations that may be needed during theirtraining program. Services may include providingmaterials in alternate formats, note-taking assistance,testing accommodations, strategies in using assistivetechnology and in time management. A peer counselor isalso available.

Driver EducationNo credits or hours earned.Program Description: Offers the opportunity to acquire avalid Pennsylvania driver’s license. Classroom instructionconsists of thirty hours, and behind-the-wheel trainingconsists of a minimum of six hours. In addition to learninghow to drive, students learn the risks associated withdriving and how to manage them. The goal of the DriverEducation program is to provide students with the skills,confidence and attitude to safely participate in thehighway transportation system. Having a validPennsylvania driver’s license will enable students toparticipate in activities such as education, recreation,employment and social activities.

ACADEMIC SUPPORT PROGRAMS

Center for Assistive and Rehabilitative Technology orCARTIn the CART department, highly trained specialistsevaluate students’ abilities and match them withappropriate assistive technology to maximizeindependence in the home, school and/or workenvironments. Assistive technology assessment isprovided in the areas of positioning and mobility,computer access, environmental controls, driverassessment and vehicle modification, devices foractivities of daily living, devices for visual and/or auditoryimpairments, and home/school/work modificationsspecific to architectural barriers and ergonomics.Assessment, equipment recommendations, and trainingneeds are addressed by CART staff.

Deaf/Hard of Hearing ServicesThe deaf/hard of hearing services unit includes arehabilitation counselor and certified interpreters, all ofwhom are fluent in American Sign Language and areknowledgeable about the use of assistive listeningdevices. Vocational evaluation and remediation servicesare customized to meet the needs of the students. Dayand evening services are available for students.

Nurse AideProgram length & credits: 1 term – 348 hoursProgram Description: Instruction in basic nursingassistant skills and principles of restorative care. Theoverall objective is to provide the training necessary todeliver caring service and respect to residents of a carefacility. Students participate in a clinical experience.

Office Technology (Program of Study Participant)Program length & credits: 3 terms – 51 creditsProgram Description: Instruction in basic, entry-levelskills and knowledge of clerical and recordkeeping officework.

Printing Technology (Program of Study Participant)Program length & credits: 3 terms – 45 creditsProgram Description: Instruction in basic entry-levelskills in operating duplicators, plate makers, papercutters, collators and binders.

Cognitive Skills Enhancement Program (CSEP)CSEP focuses on preparing individuals with cognitivedisabilities, learning disabilities, Attention-Deficit/Hyperactivity Disorder, stroke and traumatic brain injuryfor vocational training and placement. We work to improveskills in self-knowledge, communication, self-advocacy,problem solving and organization, and the effective use ofaccommodations and assistive technology.

CSEP, tier one is a one-term, stand-alone program. Acustomer does not have to attend a vocational trainingprogram at HGAC in order to participate in CSEP. OVRcustomers can be referred for CSEP and return home forvocational training or placement. Program componentsinclude cognitive enhancement, assistive technology,social cognition, night support program, vocationalcognition, vocational planning and mentorship in thecommunity.

CSEP, tier two is a follow-up program for students whoparticipated in the tier one program. Tier two staff follow-up with students who participated in the tier one programto see how they are progressing. Services and counselingare provided if needed.

CSEP, tier three provides consultation for studentscurrently enrolled in HGAC training programs, and whohave not participated in the CSEP tier one or twoprograms.

Transit ProgramAll customers and students receive training in the use ofcity bus services. In addition, persons with disabilities areable to ride city buses at reduced fares during daytimenon-peak hours.

Business Retail Sales (Program of Study Participant)Program length & credits: 3 terms – 47 creditsProgram Description: Instruction in entry-level skills anda working knowledge of various types of wholesale andretail operations. Students utilize these skills through theirwork experience in Notions, the gift shop at HGAC.

Culinary Arts – Kitchen HelperProgram length & credits: 2 terms – 29 creditsProgram Description: Instruction in entry-level skillsessential in kitchen maintenance, sanitation, productionand safety necessary for employment in food serviceoperations.

Materials Management and DistributionProgram length & credits: 2 terms – 35 creditsProgram Description: Prepares students for a variety ofpositions in business and industry including skillsinstruction in receiving, storing, sorting, packing, shipping,freight handling and controlling of products and materialsusing computers and electronic devices. In addition,students are introduced to a variety of industrial lift trucksand materials-handling equipment.

RecreationA spacious recreation hall with daily programs offersactivities such as ceramics, bingo, dances, movies andtable and video game tournaments. Intramural volleyballand basketball leagues comprise the bulk of gymnasiumactivities. A safe and well-equipped weight room withexercise equipment are also available. Supervised, off-campus trips include concerts, bicycling trips, sportingevents and special events in the Johnstown area.

Building Maintenance (Program of Study Participant)Program length & credits: 3 terms – 48 creditsProgram Description: Instruction in basic, entry-levelskills and knowledge to help maintenance personnel keepbuildings and grounds clean and in a good state of repair.Hands-on training follows classroom instruction.

Student Advisory Committee

Students have the opportunity and responsibility of self-government. Dormitory and commuter students electrepresentatives to the student advisory committee, whichhas the responsibility to conduct and coordinate itsactivities with HGAC managers and supervisors on issuesof interest and concern. All students are eligible to takepart in the election of officers and to attend meetings.

Student Enrichment Program

The Student Enrichment Program implementsindividualized programming to help improve personalhygiene, self-esteem, social relationships, culturaldiversity, social skills and adjusting to the school setting.Guidance is provided in group sessions that emphasizesocial issues and students participate in off-campussocial events to practice their social skills.

AST Mechanical Drafting (Program of Study Participant)Program length & credits: 4 terms – 70 creditsProgram Description: Instruction in comprehensivecoverage of design drafting for industries involved inmass manufacturing and tool and machine design.

AST Networking and Telecommunications Technology(Program of Study Participant)Program length & credits: 5 terms – 72 creditsProgram Description: Instruction in basic and advancedtraining in diagnosing and solving network andtelecommunication problems.

Automotive Technology (Program of Study Participant)Program length & credits: 3 terms – 50 creditsProgram Description: Entry-level skills instruction inparts replacement, troubleshooting, minor repairs,general engine tune-up and preparation for stateinspection of motor vehicles. Students will be eligible totake the Pennsylvania Motor Vehicle State InspectionExamination as part of their training. Proper tool handling,equipment and safety procedures are emphasizedthroughout the program.

AST Dental Laboratory Technology (Program of StudyParticipant)Program length & credits: 4 terms – 61 creditsProgram Description: Instruction in removableprosthodontics and fixed restorative techniques. Studentsdevelop skills in various specialties within the dentallaboratory industry. Related and elective courses enablethe student to round out professional growth anddevelopment.

ALLIED HEALTH SERVICES

Student Health ClinicThe health clinic provides a comprehensive, caringatmosphere that encourages students to maintain ahealthy lifestyle and helps them succeed in theirvocational training. The clinic maintains a medical file onall students. The following services, and more, areoffered: treatment for acute/chronic conditions,emergency and non-emergency situations, first aid,medication administration and monitoring, individualhealth teaching, outside referrals and scheduling ofdiagnostic testing. Registered nurses staff the healthclinic from 7 a.m. to 11 p.m.

Occupational Therapy (OT)OT provides therapeutic intervention for students withdisabilities. OT is used to meet educational goals and tomaximize independence in activities of daily living(ADLs). Available services include work tolerance andphysical capacity testing, perceptual motor evaluations,upper extremity activities, perceptual and cognitiveretraining and ADL treatment.

Physical Therapy (PT)PT provides individualized treatment programs forstudents with disabilities or physical limitations affectingtheir vocational objectives. Work-hardening therapyincludes lifting techniques, body mechanics, posturetraining, fitness and conditioning with the goal ofachieving maximum physical potential. Other therapies,such as prosthetic and orthotic training and massage arealso provided. A staff physiatrist is available four days aweek to conduct evaluations of a person’s physicalcapacity and to develop an appropriate treatment plan.

COMMONWEALTH TECHNICALINSTITUTE PROGRAMS

ASB Medical Office Assistant (Program of StudyParticipant)Program length & credits: 4 terms – 70 creditsProgram Description: Develops a high degree ofcompetency in the essentials of a medical officeassistant. The program emphasizes officeresponsibilities, not clinical skills.

AST Architectural Drafting (Program of StudyParticipant)Program length & credits: 4 terms – 70 creditsProgram Description: Offers comprehensive coverage ofdesign drafting for the construction industry throughdetailed study of construction practices and buildingtechnology plus the technical capacity to reason, plan anddesign in terms of sound engineering methods, modernmaterials and cost factors.

AST Culinary Arts (Program of Study Participant)Program length & credits: 4 terms – 66 creditsProgram Description: Instruction in basic and advancedskills in the food service continuum. Students are taughtthe skills essential for independent preparation ofappetizers, entrees and desserts in the commercial andinstitutional kitchen. Electives and a practicum round outthe student’s professional growth and experience.

Pennsylvania’s Assistive Technology Lending Library

The lending library provides the opportunity forPennsylvanians to borrow and assess assistive technologydevices prior to purchase. The library is located on theHiram G. Vocational EvaluationVocational evaluation is an empowering process thatprovides the potential student with information necessaryfor sound vocational planning. By participating in theevaluation process, individuals learn how to identify theirvocational strengths and weaknesses, and how to locateand use vocational reference materials. They receiveinformation about various job requirements and aboutmatching their abilities to those specific occupations.

Financial AidFinancial aid is available to students who qualify on thebasis of demonstrated financial need and who areenrolled in eligible programs. On-site work studyopportunities are available. Financial aid personnel areavailable during regular business hours to answerquestions.

Speech TherapyIndividuals admitted to HGAC receive a speech andhearing test. If results show speech therapy is needed, itwill be scheduled. Speech therapy services includespeech and language evaluations, speech and hearingscreenings, follow-ups and training.

Programs of Study incorporate secondary education andpostsecondary education elements and include coherentand rigorous content aligned with challenging academicstandards and relevant career and technical content in acoordinated, non-duplicative progression of courses thatalign secondary and postsecondary education toadequately prepare students to succeed in postsecondaryeducation. Programs of study may include theopportunity for secondary students to participate in dualor concurrent enrollment programs or acquire college levelcredit or equivalent clock hours in other ways, leading toan industry- recognized credential or certificate at thepostsecondary level, or an associate or baccalaureatedegree.

Articulation for advanced credit transfer is made possiblewhen Perkins-Allocated Postsecondary Institutions andPennsylvania Secondary Schools offering SOAR Programsof Study agree to the terms and conditions stated in thePerkins Statewide Articulation Agreement. Thisagreement outlines the general agreement conditionsbetween secondary and postsecondary institutions andstudent qualification measures allowing the student toacquire postsecondary education credits leading to anindustry-recognized credential or certificate at thepostsecondary level or an associate or baccalaureatedegree.

PROGRAM OF STUDY ANDARTICULATION FOR ADVANCED

CREDIT TRANSFER

Career Guidance Center (CGC)The CGC provides occupational information materials forcareer exploration. Supervised and independent researchat the CGC provides students with an opportunity tomake important career decisions. Job duties,occupational outlooks, salaries, chances for advancement,qualifications and type and length of training are allimportant factors to consider when choosing a career oran educational facility.

PlacementPrior to graduation, students take job preparednessclasses with a focus on completing applications, résuméwriting, interviewing skills, videotaped mock jobinterviews and employer contacts.

HGAC SECURITY

The security office provides a safe and secureenvironment for HGAC. The center has 24-hour coverage,card access entrances and security cameras locatedthroughout the building that record and monitor activity.Security makes frequent rounds inside the building, andis available for reporting and dealing with inappropriateor illegal behavior. In addition, the security office worksclosely with the local police department.

Therapeutic ServicesIndividual therapeutic services are provided bypsychological services associates. Through this service,students have the opportunity to maximize their potentialby addressing social and emotional issues that mayhinder the vocational process.
