    New Pew Study Finds That Foreign BornLatinos Are More Positive

    A new nationwide survey of Latinos by the Pew Hispanic

    Center, a project of the Pew Research Center, finds that

    foreign-born Latinos are more positive and knowledgeableabout the 2010 U.S. Census than are native-born Latinos.

    While majorities of both groups say that the census is good

    for the Hispanic community, the foreign born are significantly

    more likely to feel this way. The foreign born are also more

    likely to correctly say that the census cannot be used to

    determine who is in the country legally; more likely to trust

    the Census Bureau to keep their personal information

    confidential; and more likely to say they have seen or heard

    messages encouraging them to participate in the census.

    These are among the key findings from the Center's survey

    based on a nationally representative survey of 1,003 Hispanicadults conducted by landline and cellular telephone from

    March 16-25, 2010.

    Hispanics are the nation's largest minority group. They

    numbered 46.8 million, or 15.4% of the total U.S. population,

    in 2008, up from 35.3 million in the 2000 Census. Among

    Hispanic adults ages 18 and older, 47% are native born and

    53% are foreign born.

    Have You Looked Up Your Community's2010 Census Mail Participation Rate?

    If everyone across the nation mailed back their forms,

    taxpayers could reduce the cost of taking the census by about

    $1.5 billion. On the Census Bureau's Take 10 Challenge Map

    http://2010.census.gov/2010census/take10map/ you

    can track how well your community is participating in the

    census by seeing what percentage of households have mailed

    back their census forms.

    The nation surpassed the 50% mark on the last day of March

    -- half the nation has returned their census form. Are you

    above or below this national rate? The Census Bureau is

    challenging all communities to achieve a higher rate in 2010

    than they did in 2000. Nationally, our goal is to "beat" the

    2000 Census rate of 72%. Each community's 2000 rate is alsoon the Take 10 Map.

    The Mail Participation Rate Tracker Widget is now available for

    you to embed on your Web site. It's an easy way to remind

    your constituents that they need to mail back their census

    forms. Perhaps it will inspire them, too. Once the widget

    displaying your area's rate is embedded on your site, the rate

    will automatically update every day when Take 10 map is

    updated with the latest daily rates. Directions for finding and

    embedding your Rate Tracker Widget are included below.

    Remember:Census data help determine how more than$400 BILLION in Federal funds are distributed to state, local

    and tribal areas each year. A complete count of your

    community in the census will help ensure that your

    community gets its fair share of census-based funding for the

    next ten years.

    The oil industry in Latin America has had both highs and lows in recent

    years, with positive news coming out of some countries and less

    encouraging develop ments taking place in others. At the same time,there have been a number of important and intriguing changes in the

    regulatory and contrac tual frameworks for foreign participation and

    invest ment across the region. Whereas some countries have chosen to

    remain open to the possibility of (or even expand the opportunities for)

    foreign involve ment, a growing trend has been towards a resurgence of

    oil nationalism and the stifling of opportunities for international oil

    companies (IOCs).

    In July 2009, the Latin American Program and its institutes on Brazil and

    Mexico joined with the Wilson Center's Global Energy Initiative to

    convene four experts from the region to talk about the potential for oil

    sector reform in Brazil, Colombia, Mexico, and Venezuela. This papersummarizes the presentations of distinguished experts on the oil sector

    in these four Latin American nations, and evaluates the current climate

    for significant reform there.

    Ignacio Gomez has over

    States and Mexico at the Mrida U.S.-Mexico High Level

    Consultative Group meeting-further expanding ongoing

    cooperative efforts to crack down on violent drug cartels and

    combat terrorism while facilitating the secure and efficient

    flow of legitimate travel and trade.

    "Our close relationship with the Mexican government

    continues to grow stronger as we work together to find new

    ways to crack down on violent drug cartels and combatterrorism," said Secretary Napolitano. "The arrangements

    signed today further increase the capabilities of the United

    States and Mexico to protect both sides of the border from

    transnational criminals and terrorists that threaten the safety

    of both of our nations."

    The first arrangement formally establishes the Joint Security

    Program for Travelers (JSP), which enhances information

    sharing and best practices between the United States and

    Mexico regarding the identification of potential terrorists or

    other dangerous criminals traveling by air through Mexico City

    International Airport and builds a foundation for future JSPexpansion to additional Mexican a irports-bolstering both

    nations' abilities to thwart acts of terrorism and protect

    against travel document fraud.

    The second arrangement, signed with both Secretary

    Gmez-Mont and Secretary of Public Safety Genaro Garca

    Luna, will enable DHS to electronically share some criminal

    history information with Mexican law enforcement about

    Mexican nationals who are being repatriated from the United

    States and who have been convicted of certain felonies in the

    United States-providing the seamless transmission of vital

    security information in order to ensure the safety and security

    of citizens of both countries.

    The agreements signed today build on numerous bilateral

    agreements and declarations of cooperation between

    Secretary Napolitano and her Mexican counterparts over the

    past year:

    In June 2009, Secretary Napolitano and former Mexican

    Secretary of Finance Agustn Carstens signed a Letter of

    Intent to provide further cooperation in the areas of

    enforcement, planning, and trade facilitation along the

    Southwest border.

    In September 2009, the United States and Mexico

    border communications network for public safety and

    law enforcement organizations to improve security

    along the U.S.-Mexico border by allowing participating

    federal, state, local and tribal public safety

    organizations to coordinate incident response.

    In November 2009, DHS officials met with their

    counterparts from the Mexican Ministry of Finance and

    Public Credit (SHCP) to outline joint initiatives tocombat transnational crime, increase law enforcement

    collaboration and increase the secure flow of travel and

    trade along the U.S.-Mexico border. During the meeting,

    U.S. and Mexican officials agreed to formalize the

    Bi-national Port Security Committee to improve open

    and regular communication along the Southwest

    border-a significant step toward deterring violence at

    and near land ports of entry. These committees will

    address cross-border operational, safety and security

    issues.

    In December 2009, Secretary Napolitano and former

    Minister Carstens signed an updated and enhancedDeclaration of Principles to create a joint U.S.-Mexico

    framework to improve security along the Southwest

    border and facilitate the flow of legitimate travel and

    trade.

    In February 2010, Secretary Napolitano and Mexican

    Secretary of Public Safety (SSP) Genaro Garca Luna

    signed a Declaration of Principles of Cooperation on

    joint efforts to secure the U.S.-Mexico border and share

    information about transnational threats while

    streamlining legitimate travel and trade. This

    declaration will allow the United States and Mexico to

    build on past and current efforts by promoting law

    enforcement information and intelligence sharing; thedevelopment of common priorities; the production of

    joint strategic plans; and joint operations-while

    respecting each nation's sovereignty, jurisdictions and

    authorities.

    In February 2010, Secretary Napolitano and Secretary

    Gmez-Mont signed a letter of intent to coordinate

    closely on a number of mutual aviation security

    initiatives-including deploying enhanced airport

    screening technologies, strengthening passenger

    information sharing, and ensuring passengers have

    proper travel documents. They also signed a

    communications protocol that outlined procedures for

    In addition, Secretary Napolitano traveled to Mexico City in

    February at Secretary Gmez-Mont's invitation to meet with

    officials from Argentina, Brazil, Canada, Chile, the Dominican

    Republic, Mexico, Panama and the International Civil Aviation

    Organization to discuss ways to bolster global aviation

    security measures and standards. The meeting resulted in ajoint declaration on a way forward to strengthen the

    international civil aviation system through enhanced

    information collection and sharing, cooperation on

    technological development, and modernized aviation security

    standards.

    Secretary Napolitano was in Mexico City as part of the U.S.

    delegation to the Mrida U.S.-Mexico High Level Consultative

    Group meeting last week.

    2010 Latino Museum Studies Program(LMSP)

    Organized by the Smithsonian Latino Center (SLC), the Latino

    Museum Studies Program (LMSP) is dedicated to fostering the

    professional development of emerging leaders in the fields of

    Latino history, art, and culture. The four-week program

    includes panel sessions, lectures, workshops, and behind the

    scenes access to Smithsonian collections. Additionally, fellows

    work with Smithsonian staff on designated projects and

    contribute to current exhibitions, programs, and research

    initiatives in progress at the Institution.

    Each year up to fifteen fellows are selected from a nationwide

    pool of applicants. Participation is free and includes

    accommodations for the duration of the program, as well as

    the cost of round-trip travel to Washington, D.C. Fellows are

    responsible for all other expenses during the four-weeks,

    including transportation within the city and meals. A stipend is

    not provided.
