thousands of Latinos gain accessand power within the

author Art Rodriguez passed away after a three week battlewith Acute Respiratory Distress Syndrome. I will always havefond remembrances of Art and the larger than life figure thathe carried.

At our very first International Latino B ook Awards, more thana decade ago, Art won one of the first awards that wepresented that year in Chicago. He w on it for his first book,East Side Dreams . As he was receiving his award, an oversized glass plate, he tilted the plate a little too much and theentire audience watched in horror as the plate crashed to thefloor. We gave him another, but it was a truly memorable day.

Art did reading at over a dozen of the Latino Book & FamilyFestivals over the years. Audiences always loved his givingnature and enthusiastic personality. He always had time foreveryone. His books were about every day life in the USA -and his style make it hard to put the book down. For more onArt, please go to his w ebsite, www.eastsidedreams.com/

Art, your smile and presence will be missed, and maybesomeday one of your books will be made into a movie.

Have You Looked Up Your Community's2010 Census Mail Participation Rate?

If everyone across the nation mailed back their forms, taxpayers could reduce the cost of taking the census by about$1.5 billion. On the Census Bureau's Take 10 Challenge Maphttp://2010.census.gov/2010census/take10map/ youcan track how well your community is participating in thecensus by seeing what percentage of households have mailedback their census forms.

The nation surpassed the 50% mark on the last day of March-- half the nation has returned their census form. Are youabove or below this national rate? The Census Bureau ischallenging all communities to achieve a higher rate in 2010than they did in 2000. Nationally, our goal is to "beat" the2000 Census rate of 72%. Each community's 2000 rate is alsoon the Take 10 Map.

The Mail Participation Rate Tracker Widget is now available foryou to embed on your Web site. It's an easy way to remindyour constituents that they need to mail back their censusforms. Perhaps it will inspire them, too. Once the widgetdisplaying your area's rate is embedded on your site, the rate

Calling it "alarming and unconstitutional," NCLR (NationalCouncil of La Raza), the largest national Latino civil rights andadvocacy organization in the United States, today urgedArizona Governor Jan Brewer to veto an anti-immigrant billthat would lead to racial profiling. The bill, if signed, wouldmake it a misdemeanor to lack proper immigration paperworkin Arizona. Moreover, it would allow police to verify a person's

immigration status if they have a "reasonable suspicion" thatsomeone is undocumented.

"This bill is an affront to civil rights and it will make all Latinossuspect in their own communities, regardless of theirimmigration status," said Janet Murguía, NCLR President andCEO. "We've seen horrendous abuses through the 287(g)program and know what the reality of such measures is."

NCLR has long sounded the alarm and called for an end to the287(g) program, which allows local police to enforce federalimmigration laws, because it is ineffective, subject to abuse,

and diverts resources from actual criminal law enforcement."This bill attempts to create a failed federal program at thestate level," Murguía continued. "It is not a bout public safetyor solutions; this is about playing for cheap political pointswithout regard to consequences for communities andtaxpayers."

"Proposals like this one open the door to racial profiling anddiscrimination against immigrants and U.S. citizens alike. They are subjective in nature and have no checks andbalances," said Daniel Ortega, Chair of the NCLR Board of Directors, who is based in Arizona. "Until Congress passes animmigration reform bill, states will continue to ta ke mattersinto their own hands and communities and families willremain terrorized."

"The urgency of fixing this broken system cannot beoverstated. The more that time passes, the more families arebroken apart, opportunities for education are denied, and ourvalues as Americans are eroded," Murguía concluded.
