Facility Reservation Procedure

1. Call the Leisure Services Office for availability or to schedule a viewing of the facility

Please note that our office is not at the community center.

2. Complete and Submit a Reservation Request Form—Form can be mailed to:

3. Cleaning/ Damage Deposit—Is due at the time of reservation.

4. Rental Fee Balance—All fees are due 30 days prior to your scheduled use.

Checks should be made payable to: Sacramento County Treasurer. Major credit

cards are also accepted.

5. Liability Insurance—Liability insurance is required for some events. If you are self

catering, using a caterer, or serving alcohol, a written insurance endorsement from

a reputable insurance company rated A or better naming the County of Sacramento

as “other named insured” is required from either the client or caterer. For individu-

als, a written endorsement from your homeowners or renters insurance company

will suffice. No event will be allowed without this insurance requirement being met.

Written proof of insurance endorsement is required at least two weeks prior to your

event, or your event will be canceled and a cancellation fee will occur.

This checklist may help you and your insurance representative when analyzing your policy:

policy is an occurrence form; occurrence limit :$300,000 (minimum), aggregate limit: $500,000 (minimum)

limit is $300,000 CSL with no aggregate limit and applies exclusively to this event.

Sacramento County as additional insured, date and location of event are stated

6. Security—If your event is planning on serving alcohol you will be required to have security for your rental from the time alcohol is served until all those in attendance leave the facility. A list of security companies is available for you to choose from. Your security contract needs to be submitted at least 30 days prior to your scheduled reservation.

7. Special Event Permit— A special event permit will be sent to you 30 days prior to your sched-

uled use, which will include rental policy and stipulations related to your rental. You will need to

sign and return the permit no more than 15 days prior to you scheduled use of the facility. You

will need to have the signed special event permit on-site and available during your rental.

8. Holiday Rentals—This facility is not available for rent on the following holidays: New Years Eve, Ney Years Day, Martin Luther King’s Day, Presidents Day, Memorial Day, Easter Sunday, 4th of July, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve and Christmas Day.

Facility General Rules

Air Conditioning/ Heating

The County will provide a comfortable temperature in all buildings; do not attempt to alter thermostats in the facility. Buildings and room will not maintain temperature with doors repeatedly opened or left standing open.

Alcohol Use/ Security

If alcohol will be served, uniformed security guards will be required, at the renter’s expense. No alco-hol may be served one (1) hour prior to the end of the rental (including clean up).

Kegs are not allowed on the wood floor and only allowed in the kitchen or outside.

Cancellation Fees

If you cancel your event within two weeks of your event a cancellation fee of $100 will be deducted from your deposit.

Clean Up

You are responsible for the clean-up and condition of the facility at the end of your rental. When

leaving, the facility should look the same as you received it.

The renter’s responsibilities include:

All food removed.

All garbage cans emptied and disposed of in dumpster.

All kitchen surfaces must be free of grease, food particles and spills.

Floor swept and mopped if needed.

All spills and debris cleaned from the tables and chairs.

All spills on floors cleaned. Spot mop and sweep if necessary.

All toilets flushed and floors cleared of toilet paper and paper towels.

Coffee Urn cleaned and turned off.

Freezer and Refrigerator cleaned and wiped down.

Return chairs and tables to the original setup in all rooms used during the rental.

All decorations removed.

Pick up all litter left in parking lot and playground by rental.

Coffee Urn Use

The coffee urn is available for a fee. Coffee filters will be provided. You must supply the coffee and service items for the urn. The urn requires (3) cups of coffee per 80 cups brewed.

Damage/Cleaning Deposit

A cleaning/damage deposit is required for use of the facilities, and is due at the time of reservation. The cleaning/damage deposit will be returned within three (3) weeks if the facility is left in satisfactory condition. Additional cleaning costs are charged at $50 per hour for labor. Any damage repairs will be charged at the actual cost. Renter will forfeit entire cleaning/damage deposit and may be charged for costs related to Police or Fire response due to public safety intervention.

Decorations

All decorations must be either non-combustible or treated with State-approved flame retardant solutions or processes. The County reserves the right to request the removal of any decorations that are considered offensive. Do not conceal or otherwise obstruct any exit light, fire alarm, hose cabinet, fire extinguisher, or other fire protective device or system. Please note the following:

Nails, Staples and Screws – are not allowed in any facility and may not be attached to the walls at any time.

Tape – Blue painters tape may be used on painted surfaces only.

Designated Representatives

Identify two (2) representatives authorized to make decisions or respond to questions/problems on the day of the event. The two (2) representatives will need to check-in with the caretakers at the beginning of the rental and check-out at the end of the rental.

Exit Doors and Paths

Do not block or obstruct any stairway, hallway, corridor, vestibule, aisles or exit door.

Kitchen Use

You will have access to: 6 burner stove, hot griddle, double oven, microwave, refrigerator and freezer.

Caretaker will provide instructions on use of kitchen equipment

No kitchen utensils, pots, pans or dishware is available for use.

Cleaning towels will be provided. You will be charged $5 per each cleaning towel not returned.

Ladders

County ladders are not available for public use. Please do not stand on tables or chairs. Any equipment brought into the facility must have protected feet (rubber or felt).

Overcrowding

Events are limited to the number of attended stated on the event permit. If an event exceeds the number of guests listed on your permit, the Fire Department may be called to reduce overcrowded conditions. You will be billed for all costs associated to a service call for the Fire Department and will risk losing your damage/cleaning deposit.

Prohibited Items

The use of prohibited items may be grounds for the event permit being revoked and all guests being asked to leave. Prohibited items include:

Use of confetti, glitter or rice is not allowed in the Community Center or parking lot. Birdseed may be

used outside, but not inside the facility.

No candles are allowed in the facility or as table decorations.

Rental Time

You must enter and leave within the time specified on your agreement which includes set-up and clean-up (we recommend allowing one (1) hour for each).

Events that exceed the scheduled rental time will be billed at twice the hourly rental rate for the additional time.

Rentals that continue beyond 12:00 a.m. will be charged $100 for every fifteen minutes.

Renters will not receive a refund or credit for time reserved, but not used

RESPONSIBILITIES

The applicant/organization is solely responsible for any damages, accidents, or injuries to persons or prop-erty resulting from the use of the center. An event serving alcohol and extending after 8 PM will have se-curity requirements. Any applicant obtaining a permit shall be responsible for the control and supervi-sion of attendees during the use of the building and/or the park. Applicant shall be responsible for any damage to the existing building, improvements, furniture or fixtures. Any violation of these pro-visions can result in a denial of further permits and requirements of financial reimbursement for repair or

the replacement of the damages or loss upon demand.

Storage

Storage is not available before or after your event. At the conclusion of the event, all materials and supplies must be removed from the facility. The County is not responsible for items left after the designated rental times (this includes caterers requests that equipment be stored before or after the event).

Sound System

If a P.A. system will be used outdoors, a sound permit is required. There is a $25.00 permit fee for an amplified sound permit. Permits are available from Sacramento County Regional Parks.

Smoking

Smoking is prohibited in all County Park facilities. Smoking is allowed 25 feet away from doorways and open windows.

E-cigarettes and Vaping devices are not allowed to be used inside County facilities.

Tables/Chairs

Do not slide tables or stacked chairs across the floors. Do not stand, sit or lie on tables. Tables and chairs need to be returned to the chair and table room located at the South end of the building. Chairs need to be stacked in sets of 11 chairs to ensure all chairs fit into the room safely.

Additionally

In special conditions, emergencies, or other situations not specifically covered by these rules and guidelines the interpretation and judgment of the staff on duty shall prevail.

Warning: The smoking or ingesting of marijuana or marijuana products is not allowed with Sacramento

County Regional Parks and cannot be allowed via the permit process. The applicable Health and

Safety code section is listed below related specifically to Sacramento County Regional Park properties.

11362.3.HS

(a) Nothing in Section 11362.1 shall be construed to permit any person to:

(1) Smoke or ingest marijuana or marijuana products in any public place, except in accordance with

Section 26200 of the Business and Professions Code.

(2) Smoke marijuana or marijuana products in a location where smoking tobacco is prohibited.

LAWS TO CONSIDER (Use of facilities must not violate any local, State, or Federal laws.)

Every person who sells or serves alcohol at this facility should be aware of the following information:

Section 25602, Business and Professional Code states: “Every person who sells, furnishes, gives or causes to be sold, furnished, or given away, any alcoholic beverage to any habitual or common drunkard or to any obviously intoxicated person, is guilty of a misdemeanor.”

Section 25659, Business and Professional Code states: “(a) Every person who sells, furnishes, gives or causes to be sold, furnished, or given away, any alcoholic beverage, to any person under the age of 21, is guilty of a misdemeanor”.

Please be aware that you are responsible for the actions of your guests in the facility and outside of the building.

Guests should be aware that County Rangers may inspect the premises at any time and those found in violation of

the laws and regulations related to use of the of the facility can be cited

FEE PAYMENT & INSURANCE SCHEDULE

Facility rental fees and insurance forms are due according to the following schedule:

All fees including rental, security, cleaning, insurance are due no later than one month prior to the event. Reservations without full payment, and insurance information are subject to cancellation, and cancellation

fees will apply.

Facility Use Agreements, which are not fully paid according to this schedule, shall be considered void and the date and time of the scheduled activity shall be removed from the rental schedule, and cancellation fees will apply.

APPLICATION FOR FACILITY USE AGREEMENT

Forms must be signed by an adult 21 years of age, accepting all responsibility as an individual or as a representa-tive for a group.

Forms may be submitted at any time in advance of the date requested.

Any amendments or revisions to the application may result in an increase of the rental fees, additional stipulations or requirements, denial or revocation of the permit.

Applications will be processed on first come, first serve basis, and will be approved according to the availability of the facility.

County Staff will review all applications, and upon approval, a Facility Use Agreement will be issued. Facility Use Agreements will be returned to permittee after approval.

APPROVED FACILITY USE AGREEMENTS

County Staff, for just cause, reserves the right to disapprove any agreement or revoke any approved agreement, based on additional information which will substantially affect the risk or circumstances of a rental.

The use of the Jean Harvie Senior & Community Center is available to groups upon approval of Facility Use Agreements filed with the Department and upon payment of the applicable deposits and fees.

A Facility Use Agreement to use the Jean Harvie Senior & Community Center will be issued, provided:

a) Issuance will not obstruct or interfere substantially with the public at large.

b) The date and time requested have not previously been allocated by permit or assigned to another function.

c) Open parties/pay at the door events are not allowed to be conducted at any facility without a Special Use Request Permit. Rentals are restricted to written invitation events. For all events that are charging participants for invitations, said monies must be collected prior to scheduled date. The county reserves the right to charge the permittee at least 15% of any fees charged to participants in addition to the facility rental fees.

Requirements for additional security will be made at the discretion of County staff.

The County reserves the right to make special requirements of permittee for necessary protection of the facility
