"Religiously Amritsar is known as capital of the Sikhs". 'Sri Harmandir Sahib', popularly known as "Golden Temple" is a vivid sign of the Sikh spiritual heritage. The Fifth Guru of Sikhs, Guru Arjun Dev Ji (1563-1606 AD) designed this unique shrine and its foundation stone was laid in December 1588 AD by a Muslim Saint named Mian Meer, considered spiritually enlightened by the Sikh Gurus. It is an architectural delight with the outer surface covered all over with gold coated plates and white marble inlayed with coloured stones. A glimpse of Sri Harmandir Sahib is a soul stirring experience. The majestic spiritual atmosphere and its matchless physical beauty surpasses all other worldly structures. It is a matter of great pride that the foundation stone of the new building of Khalsa College of Law was laid by the then Hon'ble Chief Justice of India, Mr. Justice Atlamas Kabir in the benign presence of legal luminaries like Hon'ble Justice D.K. Jain, Learned Judge of the Supreme Court of India, Hon'ble Justice A.K. Sikri, Chief Justice of the Punjab and Haryana High Court, Hon'ble Justice Jasbir Singh and Hon'ble Justice S.S. Saron of the Punjab and Haryana High Court.

It deems a blessing of Almighty to serve Khalsa College of Law as its first regular Principal. It has been a rare honour and pride for me. My job has been immensely challenging

and of great responsibility to bring the College on the map of prestigious Law Colleges in India. I owe my gratitude to all the faculty members for their unconditional support and co-operation.

That's why the College has Cultural and Youth Welfare Department. Students have brought laurels to the College in Co-Curricular and Youth Welfare Activities. It was a proud moment for our College when it won the Second Runners-up Trophy in the Zonal Youth Festival. College ProfileIt is a well known fact that no area of human activity is left out from the purview of law. Law is essential

pillar of the society. Legal education is essentially a multi-disciplined, multi-purpose education which can develop the human resources. It plays a significant role in the process of socio-economic progress of the country. Legal education is regarded as the backbone of society as it facilitates the society to function peacefully. It has the potential to build an organized and civilized globe.

Khalsa College of Law, Amritsar is being run by historic Khalsa College Charitable Society (1892), which has been a pioneer in imparting education in different streams under the guidance of President S. Satyajit Singh Majithia and Honorary Secretary S. Rajinder Mohan Singh Chhina, Khalsa College Charitable Society with the aim of providing excellence in different areas of education is successfully running Khalsa College, Amritsar, Khalsa College of Education, Khalsa College of Pharmacy, Khalsa College of Veterinary & Animal Sciences, Khalsa College for Women, Khalsa College of Nursing, Khalsa College of Engineering and Technology etc.

In the year 2012, another feather was added with the establishment of Khalsa College of Law, Amritsar. The college was started on the popular demand from the border areas for a value-based law studies and education. The college is affiliated to Guru Nanak Dev University, Amritsar and approved by the Bar Council of India, New Delhi. The college has additional advantage of being under the aegis of Dr. Jaspal Singh, Principal, Khalsa College of Law, Amritsar who is well known for his visionary outlook in the field of law.

The foundation stone of Khalsa College of Law, Amritsar was laid by Hon'ble Chief Justice of India Altamas Kabir in the benign presence of Hon'ble Justice D.K. Jain, Judge, Supreme Court of India, Chief Justice of Punjab and Haryana High Court- Hon'ble Justice A.K. Sikri, Hon'ble Justice Jasbir Singh, Hon'ble Justice S.S. Saron of the Punjab and Haryana High Court, Chandigarh. Hon'ble Chief Justice of India Altamas Kabir also inaugurated the Legal Aid Clinic at Khalsa College, Amritsar, where Chief Minister of Punjab S. Parkash Singh Badal and other Hon'ble Judges of Punjab and Haryana High Court, Chandigarh were present.

Rajinder Mohan S ingh Chh ina , Hono ra r y Secretary, Khalsa College Charitable Society Amritsar welcomed the new students and applauded the existing students for their success in the Un i ve r s i t y Exam ina t i ons 2016-17. Mr. Ravi Dhaka from IIM Rohtak addressed the students of Khalsa College of Law on various issues viz. Personality Development, Success in Interviews and Group Discussions.

As per the directions of Mr. S.S. Srivastva, Commissioner of Police, Amritsar, a Seminar on Road Safety and Traffic Rules was organized by the efforts of Mr. Gaurav Tung, ADCP, Traffic Police and Prof. Jaspal Singh, Principal, Khalsa College of Law on

th28 March, 2018. The students were made aware of the new amendments in the Motor Vehicles Act, 2016 by the lecture of S. Paramjit Singh, Traffic Incharge, Traffic Department, Amritsar.

Mr. Sourav Kapoor from Art of Living Foundation a n d h i s a s s o c i a t e s delivered a lecture on Youth Empowerment and Skills Programme (Yes Plus) and guided the students that how they can develop mental clarity and emotional strength to handle all issues in their life.

College has well equipped library with rich collection of Books, Law Journals, Law reports and Reference books etc. A fully computerized library with bar code system provides excellent facilities to the scholars. The library remains open on all working days from 9.00 a.m to 4.20 p.m.

Ÿ Students can keep the books for a period of 15 days and may be re-issued at the discretion of the librarian for another fortnight but not exceeding a month in any case.

Ÿ The Library collection is well classified and kept on open shelves in a systematic way.

Ÿ A fine of Rs. 5 per day per volume is charged for each book kept beyond the specified date.

Ÿ The librarian may recall, if necessary any book even before the expiry of the period.

Ÿ Book lost, destroyed or disfigured by any user has to be replaced by the borrower or the user has to pay double the price to the satisfaction of the librarian.

Ÿ Reference books, texts or current periodicals will not be issued except with an express sanction from the Principal.

Ÿ If the date of returning the book falls on a holiday, the same can be deposited on the next working day.

Note: Attendance in the House Test conducted by the College in March/October is compulsory. Any student who fails to appear in this test will not qualify for the final University examination.

1. As per GNDU requirements a student has to score minimum of 45% marks in each subjects in the House Test to make him/her eligible for University Examination in B.A., LL.B., (Five Years Integrated Course) B.Com., LL.B (FYIC) and LL.B., (Three Years Course).

2. A student is admitted to the University Examination only when he/she fulfils the above mentioned conditions and his/her form is accompanied by the following certificate by the Principal of the college.

• That the students of B.A.,LL.B.,/B.Com.,LL.B/LL.B class (Semester System) has attended not less than 70% of the lectures delivered in each subject as well as in the moot-court room exercises, tutorials and practical training conducted in the subject taken together.

Note : The student falling short of above stated required attendance shall not be eligible to appear in the final University exam.

• Fee structure of B.A., LL.B., (FYIC) B.Com., LL.B (FYIC) & LL.B. (TYC) will be as per Punjab Government/G.N.D.U rules.

• If the candidate withdraws after the start of session, no refund shall be admissible. Moreover, the student has to pay the balance dues for the entire session.

Note: University Examination fees will be extra as per notification of Guru Nanak Dev University, Amritsar.

F The date for the payment of the college dues for various classes will be fixed and notified by the Principal from time to time.

F A late fees fine of Rs. 100/- per day will be charged, if dues are not paid by scheduled date.F Students absent from the College during the fee period must arrange to pay their fee within the due date.F Cheques will not be accepted for payment of College dues.F Non-payment of College dues within one month of the last day of payment will render the student liable to be

struck off from College rolls. Such candidates may be re-admitted on payment of re-admission fee of Rs. 2000/-.F If a student does not get his name struck off from the colleges rolls by applying to the Principal, he will be treated as

on the rolls of the College and the dues will be realised for the period of absence.F If a student leaves the College during any term he/she will have to pay the fees for the whole period of each term

except in case of migration.F Extension in the date for payment of dues and permission to pay in installment may be granted in exceptional

cases by the Principal and application for the same may be made before the expiry of the due date.F The student shall be penalised for absence from the College Functions/ Celebrations, as per notification.

taken against the violators.

• Students coming to the College with own vehicles should put College Security Stickers.

• Students are not allowed to put posters or liter in the campus.

• Attendance of students in all College seminars, functions and celebrations is compulsory.

• The students (girls/boys) are instructed to wear decent clothes in the college.

• The lecture statements of the students falling short will be displayed on the College Notice Board. Any student falling short of lectures as prescribed by the University/Bar Council of India shall not be issued the roll number. Parents/Guardians of the students/wards are advised to contact the teacher-in-charge of the concerned class on 3rd Monday of August, September, October, November, February, March and April to know the status of the lectures attended by their wards and the performance in the class/house test.

• No visitors are allowed to meet students during the College hours.

• Smoking and Drinking is strictly prohibited. Any body found drunk or smoking in the College Campus will be immediately expelled.

• Dispute, if any will be subject to the jurisdiction of Amritsar Court only.

1. The student shall be required to attend the lectures as prescribed by the GNDU /BCI rules. As per University rules no lecture can be condoned on the basis of medical ground or any other leave.

2. The name of the student who remains absent for more than a fortnight will be struck off from the college rolls.

3. Lectures will be counted upto the last working day before the commencement of the preparatory holidays.

4. A lecture will be considered as delivered even if the whole class is absent.5. The Principal may condone the shortage in lectures as per the ordinances of Guru Nanak

Dev University/BCI rules applicable from time to time. 6. The student falling short of lectures shall be liable to be detained.

• Each student is issued an identity card which he/she must always carry and shall produce whenever asked by the college authorities. No student will be allowed to enter the College premises without the Identity Card.

• The carrying of mobile phones in the College is strictly prohibited. Strict disciplinary action will be

1. Failed/detained/absentee students from any College/University Examination will not be admitted to the college

in any case.

2. Such students whose result of the lower examination is notified as 'Result Later' by any Board or University will

not be allowed admission to the higher class even provisionally.

3. Admission to different classes will be made on the basis of admission criteria given by Punjab Govt./Uni. Rules.

4. If a student makes a false declaration or conceals any information in the Admission, his/her admission to the

College shall stand cancelled without any notice as soon as the false declaration or concealed information is

detected. The case may be handed over to the police.

5. The Principal reserves the right to refuse admission to any candidate/student who was involved in

strike/agitation or indulged in misconduct or indiscipline in the College/hostel in the preceding year/years or on

the basis of interview or otherwise where the Principal is satisfied that the refusal is in the interest of the college.

6. In case of serious misbehavior, indiscipline, ragging or disturbance to the academic atmosphere of the College,

absence from class/house test or indulgence in unfair means in any test/examination or possessing mobiles in the

campus, the Principal has the right to impose heavy fine or cancel admission and ban his/her entry into the college.

a) have the right to expect a teacher to take your classes on time, sincerely and effectively.

b) have the right to expect the teacher to grade and evaluate your progress regularly.
