The main objective of the horizontal learning is to enhance the capacities of the Local Government Institutions in

planning and implementation of the improved services, especially on water supply and sanitation in Bangladesh.

To identify the spearhead union parishads that are leading the good practices, especially on water supply and sanitation in Bangladesh.

To support spearhead union parishads to identify, validate and replicate the good practices, especially on water supply and sanitation .

To institute mutual learning and increase the access to information in planning and management of improved services and good governance.

To identify the champions, who are promoting and facilitating the good practices.

To initiate strategic coordination and partnership between GoB, LGIs, NGOs, DPs and others in strengthening capacities and confidence of LGIs for ensuring improved services and good governance.

OUTCOMES Strengthened demand & supply of services, improved governance and harmonization.

• 0.65 million people ensured access to arsenic free water in 51 UPs through replicating the good practice of pay-for-use arsenic screening and well switching.

• Implementation Plan for Arsenic Mitigation (IPAM 2009) revised by GoB to prioritize pay-for-use screening, well switching and ensuring role of UPs.

• 1.6 million people gained improved access to safe water in 56 UPs through replicating good practices of water testing, well protection & participatory scheme selection.

• 1.2 million people gain improved access to safe sanitation in 42 UPs through replicating good practices of 100% sanitation, child-to-child behaviour change & eco-friendly villages.

• 3.54 million people’s voice has been reflected in 118 UP plans through the replication of the good practice of linking participatory planning to the raising of own source revenues.

• 2.1 million USD (i.e. 0.288 + 0.858 + 1.4) has been allocated by 225 UPs (i.e. 62 + 92 + 71) in the last 3 years for replicating17 good practices.

• 76,000 people gained improved access to water supply and sanitation through replicating good practices of disaster resilient ponds, canals, latrines & rain water harvesting.

• 0.19 million women and 0.20 million men have gained increased voice in 19 UPs of Tarash and Karimganj upazilas through replicating the good practices of Upazila Women's Forum and Local Government Association/Citizen Forum.

• 235 UPs (comprising 5.6 million people) directly benefited and 2000 UPs (comprising 50 million people) indirectly benefited from exposure to good practices through HLP.
