WhileEMD’sE-unitsweresuccessfulpassengerengines,theirA1A-A1Awheelarrangementmadethemlessusefulinmountainouster-rain.SeveralrailroadshadtriedEMD’sF3inpassengerservice,buttherewasinsufficientwatercapacityinanA-unitfittedwithdynamicbrakes.TheAtchison,TopekaandSantaFeRailway’ssolutionwasto

replacethesteamgeneratorsinA-unitswithawatertank,andsoonlyfittedsteamgeneratorsintotheB-units.TheNorthernPacificRailway’ssolutionwastofitextrawatertanksintothefirstbaggagecar,andtopipethewatertotheengines.TherealbreakthroughcamewhenEMDrecognizedtheproblemandaddedthestretchedFP7toitscatalog.

Atotalof381cab-equippedleadAunitswerebuilt;unlikethefreightseries,nocablessboosterBunitsweresold.RegularF7BunitsweresometimesusedwithFP7Aunits,sincethey,lackingcabs,hadmoreroomforwaterandsteamgenera-tors.TheFP7anditssuccessor,theFP9,wereoffshootsofGM-EMD’shighlysuccessfulF-unitseriesofcabunitfreightdiesels.

F3s,F7s,andF9sequippedforpassengerservicearenotFP-serieslocomotives,whichalthoughsimilarinappearancehavedistinctivedifferences,includingbutnotlimitedtothegreaterbodylength.Theextra4ft(1.2m)oflengthwasadd-edbehindthefirstbody-sideporthole,andcanberecognisedbythegreaterdistancebetweenthatportholeandthefirstsmallcarbodyfiltergrille.Thecorrespondingspacebeneaththebody,behindthefronttruck,wasalsoopenedup;thiseitherremainedanemptyspaceorwasfilledwithadistinctivewatertankshapedlikeabarrelmountedtransversely.
