CHA Health Systems hasannounced plans for a major

expansion of CHA HollywoodPresbyterian Medical Center (HPMC)to bring Hollywood’s oldest medicalfacility up to current State seismiccodes and to further meet the commu-nity’s healthcare needs.

The hospital initiated theseupgrades at their historic locationwithin the busy East Hollywood med-ical corridor, which also includesKaiser Permanente Los Angeles

Medical Center and Children’sHospital Los Angeles.

Owned by CHA Health Systems,the hospital’s plan to upgrade thepatient care facility and overall patientexperience is well underway on their10-acre campus located on the cornerof Vermont and Fountain Avenues.

The project, designed by KMDArchitects, focuses on three active ini-tiatives: seismic upgrade, a new park-ing structure, and Acute Care Services

This past year as Chairman of the Board has passed in a blink of an eye forme, yet that blink puts into perspective just how profoundly Hollywood

evolves in a year – as well as what challenges and opportunities remain on theChamber’s agenda as to how Hollywood is and will be perceived on the globalstage. I sincerely appreciate and thank the Board of Directors for honoring meto represent and serve our mission to promote and enhance the business, culturaland civic well-being of Hollywood - the place I love and call home, as well asHollywood - the brand.

Let me take this opportunity to reflect how you, our Hollywood champions,moved the Chamber’s mission this past year.

SUCCESSFUL ACCOMPLISHMENTS:Hollywood Economic Growth: our annual Hollywood Economic

Development Summit last June tackled Hollywood Livability, tallying over 92housing projects with 9,700 units, 16 hotels with 2,500 rooms either under con-struction or in the pipeline for our community. On the commercial front,1,143,000 sq. ft. of office space was under construction and/or proposed - animpressive amount of development resulting in thousands of construction jobsand permanent jobs as well.

State of the Entertainment Industry Conference: The sixth annualState of the Entertainment Industry Conference attracted a large audience ofentertainment industry executives. The event has quickly become one of themost important annual events in Hollywood and the Commitment to CaliforniaAward was presented to producer Steve Levitan.

Leadership Luncheons & Meetings: The Chamber successfully heldLeadership Luncheons with Councilmembers Mitch O’Farrell and MonicaRodriquez. The Chamber also met with Mayor Eric Garcetti, City ControllerRon Galperin, State Controller Betty T. Yee, State Assemblymembers MiguelSantiago and Laura Friedman, State Senate President pro Tempore Kevin deLeón, and Senator Ben Allen.

New Board Room Star Table: We commissioned the Star Table to com-plement our new boardroom utilizing the Chamber’s Walk of Fame trademark.Special mention and thanks to interior designer Katy Naghavi of AtelierKatayon Interior Design, who donated her services, and Vaughan Benz, a top-quality furniture manufacturer located in Downtown Los Angeles.

Anniversary Celebration: Our President and CEO, Leron Gubler, cele-brated his 25th anniversary at the helm of the Chamber. To mark the occasion,the Chamber hosted a star-studded anniversary celebration recognizing mem-bers, staff, actress Tippi Hedren and producer Vin Di Bona.

Hollywood Boulevard Lighting: After an absence of four years, theChamber invested in holiday decorations and lights for Hollywood Boulevardin partnership with the Hollywood Entertainment District BID.

Financial Position: This fiscal year, the Chamber reached its strongestfinancial position in over 25 years.

GOALS IN THE PIPELINE:Approval of Hollywood Community Plan Update: The Chamber con-

tinues to work closely with the Department of City Planning (DCP) on the draftHollywood Community Plan Update, which will shape the future of Hollywoodby directing jobs and housing near mass transit corridors. We are hopeful theCity will adopt the plan by the end of year.

Leron Gubler, who hasbeen head of the

Hollywood Chamber ofCommerce for more than 25years, has decided to retirefrom his duties as the leaderof one of the most-recog-nized chambers of com-merce in California. Gubler,66, announced to theChamber Board earlier this year thathe will be ending his career with theChamber by 2019.

“It has truly been an honor to workin one of the most famous communitiesin the world and to be a participant inthe revitalization of Hollywood,” saidGubler. “I have had great opportunitiesworking with our board, my staff and somany committed Chamber members, aswell as the entertainment industry.”

Gubler has served as thePresident and CEO of theChamber since 1992, whichmakes him the longest-serv-ing CEO in the history of the97-year old organization. InSeptember 2017, he washonored for his 25 years ofleadership at the helm of theChamber. Gubler has

emceed about 300 Walk of Fame cer-emonies and has participated in morethan 600 ceremonies during his tenureat the Chamber.

Among the programs he has initi-ated at the Chamber is the HollywoodChamber Community Foundationwhich has raised nearly $900,000 toassist Hollywood nonprofit organiza-tions. He also urged the Chamber toform the Hollywood Chamber

Political Action Committee, that hasraised the Chamber’s profile political-ly. The Chamber assisted in the for-mation of five Hollywood businessimprovement districts (BID) andmanages the East Hollywood BID. Itis currently working to form two addi-tional BIDs.

He was also responsible forlaunching the State of theEntertainment Industry Conference,which has completed its sixth year,and which focuses attention on theimportance of the entertainmentindustry to Southern California andthe issues which challenge it.

He also initiated the Chamber’sAwards Media Welcome Center toassist and welcome the media toHollywood that come to cover theAcademy Awards.

replacement hospital building. Thetotal construction value of projectswill exceed $350-million.

“This major upgrade of the hospitalfacilities demonstrates our commit-ment to our community,” CHAHollywood Presbyterian MedicalCenter President and Chief ExecutiveOfficer Robert Allen said. “The mod-ernized campus will provide the heal-ing environment and accessible carethat our patients deserve while furnish-ing our medical staff and other clini-cians with the tools they need to deliv-er the highest quality medical care.”

The seismic upgrade of the hospi-tal’s Doctors Tower and South Wingconstruction started in October 2016and is expected to be completed inSeptember 2018 at an estimated costof $8.5-million. These buildings arerequired to be upgraded in order tomeet the State’s seismic compliancerequirements.

Currently under construction is thehospital’s new parking structure,located on the corner of Lyman Placeand De Longpre Avenue and extend-ing to Virgil Avenue. The project

broke ground in May 2017 and isexpected to be completed inSeptember of this year at an estimatedcost of $50-million. The new parkingstructure is designed as a seven-storyfacility (2 below ground, and 5 aboveground), providing 562 parkingspaces. Plans also include the additionof three floors of medical office space.

At the same time, the hospital ismoving forward with the constructionof a new acute care services replace-ment hospital building. The project,designed as five-stories at 174,954-sq.ft., is expected to be completed inNovember 2020 at an estimated costof $291-million. • The subterranean level willinclude space for mechanical room,IT room, and dietary services;• The first floor will feature a newand expanded emergency departmentwith 20 exam rooms and more than26,000-sq.ft. of space – doubling insize from the current emergencydepartment;• The second floor will include 32private patient rooms;• The third floor will include a newmaternity and neonatal intensive careunit (NICU) with 11 Labor/Delivery/

Recovery (LDR) rooms, three surgi-cal suites, and 19 NICU beds; and • The fourth floor will offer sevenoperating rooms, 20 Pre-Operativeand recovery beds, one CardiacCatheterization Laboratory, and oneElectrophysiology Laboratory.

Building for a healthy future,HPMC is knows as one of the com-munity’s exceptional healthcareproviders and has been an indispensa-ble partner and resource within theHollywood community. Their work-force of more than 1,300 employeesmakes HPMC one of Hollywood’sTop-10 employers. Founded in 1924,HPMC is a community-based, safety-net general acute care hospital with434-licensed beds and operates anintensive care unit, a telemetry unit,an acute rehabilitation unit, a laborand delivery/obstetrics unit, a 24-houremergency department, surgical oper-ating rooms and an 89-bed skillednursing facility. Their diverse medicalstaff includes more than 500 physi-cians in 69 specialties representingover 75 countries.

Environmental Quality Act has devolved into an abusive system to kill worthyprojects and to shake down developers for money. Our public officials inSacramento need to get serious about needed reforms. The blame for the afford-able housing crisis in this state lies at their feet because they have refused toreform CEQA.

Homeless Challenges: The tragedy of homelessness continues to getworse year after year. Voters approved two measures (H and HHH) this pastyear to build more housing and services for the homeless, however much morestill needs to be done. Homelessness is the greatest negative impact toHollywood’s future. We need all hands on deck to come up with additional cre-ative solutions to combat this crisis.

Sidewalk/Street Vending Ordinance: Street vendors are being allowedto sell whatever they want, wherever they want to. The Chamber has been lob-bying and pressing the City Council to move forward with the adoption of anew Street Vending Ordinance.

Access to the Hollywood Sign: The Chamber’s Hollywood Sign mobil-ity task force has been working with Council District 4 on their mobility studyto determine a plan to address Hollywood Sign traffic in the Hollywood Hillsadjacent to Griffith Park. Possibilities of an aerial tram to the Sign and aHollywood Sign Visitors Center are taking shape as a big-picture solutions toreduce traffic in the hills and give Sign tourists a better Hollywood experience.

Membership, Membership, Membership: We are developing newinnovative ways to bring new businesses into the Chamber fold.

BIDs: The Chamber is actively working to create two new businessimprovement districts - the proposed Hollywood/Western BID is anticipated tobe complete by the end of the year, and the proposed Hollywood Route 66 BIDis drafting their Management District Plan.

California Film Tax Credits: The Chamber continues to lobby forHollywood’s signature industry to extend the California Film Tax Credits,which have been so successful in moving Hollywood’s revitalization forward.

Hollywood Community Survey: The Chamber commissioned Renegageto do economic research and study for the Hollywood community which will bereleased at the Economic Development Summit in June.

Hollywood Walk of Fame Preservation: The Chamber is collaboratingwith the Hollywood Entertainment BID to sponsor a CORO-fellow to researchthe preservation and protection of the Hollywood Walk of Fame as a landmark.

Presidential Search: Soon after our President & CEO, Leron Gubler,announced his retirement in January after 26 years at the Chamber, I formed an adhoc Presidential Search Committee to search for new candidates for his position. Weplan to have the position filled by September, with a start date at the end of the year.

While so much can change in a year, our purpose at the Hollywood Chamberremains fundamentally the same - our mission is to promote and enhance thebusiness, cultural and civic well-being of Hollywood. This founding principleempowers us as leaders to create, to take risks, and to forge a path forwardtoward solutions – all of which are possible if we stay true to our creed. Let’scontinue to create, to dream and inspire new solutions for Hollywood and theworld as all eyes are on us!

If you’ve ever made your way down HollywoodBoulevard, past the 101 freeway and made a right on

Vermont, you might have seen some of the improvementsthe East Hollywood Business Improvement District(EHBID) has been working on. Since its founding over adecade ago, the EHBID Board of Governors has been hardat work cleaning up and redefining East Hollywoodthrough various services and a marketing plan, in the hopesof increasing commercial activity in the district. Some oftheir efforts have included the commissioning of a newlogo and image for district, street power washing, paintinglight poles, planting trees and flowers, and the installationof four street medians on Vermont. There is no doubt thatthe Board of Governors is doing important work for theresidents and businesses in East Hollywood.

Each year, property owners in late December aremailed ballots to determine which candidates will join theBoard of Governors. At the BID’s Annual Meeting inJanuary, this year’s ballots were counted and the resultswere announced. A person is eligible for consideration aslong as they are an East Hollywood BID Parcel Owner inGood Standing or an authorized representative of a ParcelOwner in Good Standing.

The 2018 Board of Governors will continue their workof revamping East Hollywood’s image through the imple-mentation of the EHBID’s new logo on BID trash bins,pole banners, and other marketing media promotions

throughout the BID. They have also begun to update theBID’s website, hoping to make it a resource for businessesand those interested in learning more about EHBID.

Arecord of 450 leaders of Hollywood’sbusiness community recently attended

The Los Angeles City Council repre-senting the 13th Council District,Councilman O’Farrell had a lot to report athis fifth State of Hollywood address. Hediscussed his “open for business initia-tives” which directed Department of CityPlanning to change its approach in dealingwith business community saving establishments in Hollywoodand across the city in some cases, tens of thousands of dollarsevery five years to navigate needless public hearings, variousfees, and deal with the uncertainty of staying open.

He was the first to go on the record opposing Measure Swhich was defeated about 70 to 30 percent. His District hadthe 2nd largest margin of defeat of all 15 council districts.”

On creating opportunities for more affordable housing andhelp address homelessness, O’Farrell noted that in last year’s

budget he fought for additional “hope”teams - homeless outreach and proactiveengagement. “The teams were approvedwith additional dedicated police officersand sanitation workers and I am workingto make sure they are deployed wherethey’re needed most.”

On leading the effort to get a new com-munity plan adopted for Hollywood, hesaid: “The Hollywood Community PlanUpdate is slated for adoption later this year.As we evolve into the future, we don’t needto sacrifice our past. Our history is whatmakes Hollywood so special. That’s why

historic preservation is important to me. The tensions that arisefrom change and development pressures are inevitable andimportant. They help inform us of better ways to grow. In thenation’s second largest city, and being the second largest city’smost famous community, Hollywood will change. I believeHollywood’s built environment can change for the better.

hosted it first quarterly meeting,which featured a panel discussion onbest practices for businesses and com-munity members in regards toHomelessness. The event was part ofan ongoing ‘Speaker Series,’ whichinvites experts from the health andwellness sectors to discuss criticalissues within these fields. The panelfeatured Captain Jonathon Pinto,LAPD Hollywood Division;Stephanie Cohen, West/Metro LADistrict Director for CountySupervisor Sheila Kuehl; Kevin Nye,Program Manager at the Center atBlessed Sacrament; and Jaime Garcia,Regional Vice President at theHospital Association of SouthernCalifornia. Panelists were interviewedby Healthcare Committee Co-chairManny Rodriguez, Executive Directorof the La Fuente HollywoodTreatment Center, who touched uponcritical issues including the rollout ofMeasure H – the County BondMeasure to provide HomelessServices, healthcare resources, andvolunteer opportunities to assisthomeless individuals.

As part of her update on theMeasure H rollout, Cohen informedattendees that the County has begunfunding several projects which willhelp alleviate the crisis. She men-tioned their Street Outreach pilot pro-gram, which sends out teams toengage homeless individuals to even-tually transition them into permanenthousing. Since the program launched,nearly 1,000 individuals have beenmoved into interim housing and 800into permanent housing. Stay tunedfor a follow up to the panel discus-sion, as the Healthcare Committeewill be creating a resource guide forChamber members featuring some ofthe information provided during theinformative meeting.

While the November elections may still seem far off, the race to ballot hasbegun for proponents wishing to see their specific proposition on the bal-

lot. The Hollywood Chamber of Commerce has already began the process ofvetting several of the proposed ballot initiatives.

The Hollywood Chamber has officially supported the Reducing Crime andKeeping California Safe Act of 2018, which seeks to close the loop holes cre-ated by AB 109, Proposition 47, and Proposition 57. Prop. 47 was a 2014 ini-tiative which reduced several felonies to misdemeanors and has widely cited asa contributing factor to the massive surge in serial theft and an overall rise instatewide crime. The proposed initiative would reform the parole system so vio-lent felons are not released from prison early, reform theft laws, and expandDNA collection. The Hollywood Chamber supports this initiative whichwould give law enforcement and the judicial system the tools to ensure thatviolent crime offenders stay off the streets and keep the public safe.

The California Public Safety Partnership (CAPSP), the coalition behind the ini-tiative, aims to qualify the initiative for the 2018 November general election. Therewill need to be 365,880 valid signatures to qualify the initiative for the ballot. TheChamber encourages you to support this important initiative. As part of the Chamber’s ongoing Leadership Luncheon Series, Los AngelesCity Councilwoman Monica Rodriguez met recently with members of the

Chamber to discuss local policy issues. The newest member of the City Council,was elected to represent the Seventh Council District starting in July 2017. In heroverview of her first six months, she covered the worsening homelessness crisis,which has affected her district. The Councilwoman noted the Homelessness TaskForce she has assembled to bring together service providers, law enforcement, rep-resentatives from Los Angeles Homeless Service Authority (LASHAR), and thecommunity. The Councilwoman also recounted her office’s efforts to coordinatethe response to the extensive wildfires that had affected her district in December.She has been working with emergency agencies to improve future evacuations andpreparations. Since June of last year, the City hasbeen rolling out RecycLA, a new

collection program that was intendedto improve the city’s recycling servic-es and reduce the amount of trash pil-ing up in area landfills. The programconsists of public-private partnershipsthat divide the city geographically andassign a collection company to serv-ice their area, known as an “exclusivefranchise” or what many have pro-claimed as a monopoly. The rollout ofthe program and the subsequent serv-ice provided have been plagued withproblems and customers have com-plained of skyrocketing bills. Manyhave blamed the lack of competitionfor the higher costs and dip in cus-tomer service.

Recently, the Hollywood Chamberof Commerce conducted a survey

among its membership on the imple-mentation of the RecycLA program inLos Angeles. The results indicate thatmore than 60 percent of respondentswere dissatisfied with their serviceunder RecycLA. “With the exclusivecontract, the cost is higher without anincreased benefit or service,” com-mented one respondent. When askedhow costs have been impacted underRecycLA, another member responded,“Our costs have increased by 120 per-cent, which is totally predictable giventhat monopolies have been granted tothe haulers.” The City Council is cur-rently holding hearings to understandwhat went wrong with the rollout andtwo councilmembers have proposed

exploring whether steps can be takento end the 10-year contracts with theservice providers prematurely.

The Chamber’s leadership has con-vened with City representatives to dis-cuss the problems encountered bymember businesses. research company RenegageMarketing to work on a HollywoodMarket Survey that captures a rangeof information including demograph-ic, behavioral and attitudinal. The sur-vey will be inclusive of Hollywood’svaried and distinct neighborhoodswithin the Chamber’s footprint andservice area which includes theHollywood Hills (north); MelroseAvenue (south); La Brea Avenue(west); and Hyperion Avenue (east).

Renegage Marketing is a full‐ser-vice marketing research companywith a track record of performance.Their team of marketing professionalshas specific experience conductingneighborhood research in LosAngeles and beyond and conductedthe relaunch of the Downtown CenterBusiness Improvement District(DCBID) benchmark study in 2015and will be releasing an update in2017. The company offers an insights-driven analytic solution developedspecifically for this type of researchutilizing their extensive experience

with qualitative and quantitativemethodologies for this study.

The launch of the CommunitySurvey kicked‐off with a meetingbetween the Renegage Marketingteam and the Chamber’s EconomicDevelopment Committee to finalizethe scope, schedule and key projectmilestones.

Renegage Marketing will be com-pleting the process in a three-stageapproach: two 90-minute focusgroups; quantitative survey of approx-imately 1,500 respondents; and 30 ormore interviews, 5-10 minutes inlength within the Hollywood targetarea. The research findings areexpected to be presented at theupcoming Economic DevelopmentSummit on June 21st at the ArclightCinemas.

These findings will help users bet-ter understand and identify “who”Hollywood is today; “what” drivesbehavior; and “how” respondents feelabout various aspects of living, work-ing and/or visiting Hollywood. Thisresearch will also provide insight intothe drivers of behavior (spending,

locations visited, services utilized,etc.) attitudes (overall opinions, per-ceptions regarding the area’s needs,etc.) and shifts in demographics tohelp guide priorities for future devel-opment efforts for Hollywood.

The researchwill look into such landmarksas the Freedom Trail in down-town Boston in Massachusetts and thefamous San Antonio River in Texas.This idea is to gather information thatmay help the organization to enhancethe experience of Hollywood’s land-mark. “We are excited to have a
