Dear Mrs Strasburg

I am sorry it has not been possible to reply sooner to your letter of 24 January in which you asked for information about your grandfather.

A careful examination has been made of the indexes to the surviving Home Office records. I am sorry to have to tell you, however, that this has not produced any information other than that a Simeon/Semen Schwartz was on the list of the staff of the Russian Trade Delegation in 1922. There is no record of when he entered or left the United Kingdom.

If you have not already done so, I wonder if you would like to consider writing to the Foreign and Commonwealth Office who may be able to help you. Your letter should be addressed to the Departmental Record Officer, Foreign and Commonwealth Office,Downing Street, London SW1A 2AL.

I am sorry I have not been able to be of more help to you.

Dear Tony,

You wrote that your grandfather had worked in the NKVD, In that case the best way to find information about him is to send a letter to the Russian Committee of State Security (Pocchhckhh Komhtst rocyflapcreeHHOH Be3onacHocnO, Lubianka, Moscow, Russia.

Maybe a more exact address exists, but I do not know it. I advise you to write a letter there now, before you go to Russia.

I have just returned from Moscow, and I do not think I shall be there again before Ocotber 9. If I still see you there, I shall be glad to help with whatever I can.

INFORMATION ABOUT SIMEON SHVARTZ

Introduction

On the first of October I plan a trip to Russia with hope to find some information about my grandfather

Simeon Shvartz, who was Russian. I was advised to turn to you and explain the reasons for this research

(investigation) as well as to how I am going to use further found information.

In connection with that it is necessary for me to get access to materials stored and kept in archives of

the Ministry of Home Affairs (or former KGB) and other similar archives.

Biographical Details (Biography)

Simeon Shvartz was born in Odessa in 1881 and arrived to the United Kingdom (Great Britain) in 1990.

He joined the bolsheviks' party and actively participated in operational activities of Russian Immigration

in England. According to what I've managed to find out, in 1918 he was a secretary of Litvinov, Soviet

representative in London, and in 1920 Simeon was holding a position in All-Russian Cooperative Society

with Krasin as its leader (chairman). After that in a short period of time and after deportation of

Litvinov, Simeon was carrying out duties of unofficial acting (temporarily) representative of Soviets in

London. In 1925 he was recalled to the Soviet Union, what was a consequence of his short term visit

to this country a year before. He left his wife and three daughters in London, thinking that life in Soviet

Union will be difficult for them, and that in any case he will be able to come back home no later than in

one year.

He has never managed to go back to London, even he has tried it number of times. He was holding

various positions in Moscow. Later on in 1927 on Kamchatka, according to the reminiscences of his

daughter, who visited him in 1932, he was wearing a uniform of NKVD. At the later stage he worked in

Irkutsk and died in 1932 Or 1933 from typhus.

I have many letters, written by him in English to my grandmother and to his children. Short letters were

sent by post and they mainly discuss practical questions; while long letters in the form of diary notes

were occasional and contain his impressions and opinions, description of life in Moscow and the Far East

in the Soviet Union at that time.

I think that all members of his family in Odessa died during the Second World War, but his middle

daughter Olga visited him in 1932 and after his death, which happened in the following year. Olga lived

in Moscow until the end of the war.

I haven't managed to find his name in bibliographies of Litvinov or Mayskij or other people whom he

knew in London at that time. My grandmother, who comes from Poland, has heard that he lived there

with another woman. My granny immigrated to South Africa to her sister who lived there for some time.

She took with her younger daughter (my Mother).

Page 10: HOME OFFICE...3 Vroxham Mansions, 38 Canfield Gardens, London N.7.6.3rd October 1979 Departmental Record Officer Foreign & Commonwealth Office, Downing Street, London SW1A 2AL Dear

The purpose of the research (investigation)

First of all, I simply would like to find out more about my grandfather, his life and his family. We would

like to know, what has happened to him. In addition to that I am writing a book about our family. This

book is based on mentioned above letters. I should define more precisely and accurately some facts as

well as to find as much information about my grandfather as possible. Besides those letters, I only know

what my mother and my aunts were telling me about their life and the family situation at that time

when he abandoned them, while they were still very small. That's why their memories are not enough

precise and accurate and are often fragmentary and 'scrappy'.

Archival Research (Investigation)

It is necessary for me to research the documents relating to his wife and his work before his death. The

topics will include: what his work contained of, where (which places) was he going to (his travelling),

which organizations was he a member, and why he could not (and has not managed) to reunite with his

family in England.

Researcher (investigator)

I am a cinema producer and director of a small independent television company in London - 'Debonair

Production'. I also write books and have already published a book "Frontline Southern Africa".

I would be very grateful for any information, which I could find about him (Simeon Shvartz) in the

archives to help in my research. I need to know in which archives I have to carry on my research and

how can I get an access to them. I will contact you telephonically after my arrival in October, but I would

appreciate if you could inform me by fax if you have the information that could be reported to me.

Yours sincerely

Toni Strasburg

Maybe, it’s necessary to send it directly but I don't know where. So when I cane,an introduction by one of two young not very talkative officers was rather discouraging. The gist was: according to the Presidential Decree on Rehabilitation of Victims etc., which also defines the procedure of sharing this information, only relatives of the accused or accused themselves can have a full access to the files, and only to closed cases. The rest can be thus denied any access alltogether but in this individual case they decided it would be possible to shew pert of the file. Then they gave me 5 sheets of paper that were Xerox copies of the file describing the key points of Jhe ccse. They made it clear I couldn't have them (even rela- ives are denied, I understood).
