Leaf Pick-ups Continue in November

The village’s waste hauler, Groot Ind., will continue the leaf vacuuming pro-

gram through November. The goal continues to be one pass made on each

street in the Village each week, however this is dependent on the weather

and the volume of leaves to be vacuumed. Please remember that rainfall

slows the process as the vacuums must operate at a slower pace when leaf

piles are wet and saturated. Workers are doing their very best to reach

each street each week, and your patience is appreciated as the process con-

tinues.

To help drive local economy, Mayor Loy asks State to complete marina master development plan.

In an effort to continue a dialogue with the Illinois Department of Natural Resources about our lakefront, Mayor Loy

sent the following letter to IDNR Director Miller on October 2, 2012:

Shop Local!

We are pleased to welcome the following new business to Winthrop Harbor;

L&R Insurance Agency, 1100 Sheridan Road, (847) 246-4189

Newly relocated from Zion, L&R Insurance Agency offers a wide array of services including a full suite of insurances

for business, home, auto and boat owners. They are also Notary Publics and do title and license work with stickers

and plates on site. Call, stop in or email [email protected] for a free quote.

Please patronize all of our local businesses. For a complete list, visit www.winthropharbor.com and click over to the

on-line Business Directory.

Chamber of Commerce News

If you are a local business owner we would love to see you at one of our networking events. We meet on the 1st and

3rd Wednesday of each month at NorStates Bank from 7:30-9:00am. Donuts and coffee are provided. If you would like

to be added to our email list to receive meeting updates, please visit us at www.cocwh.com.

NOV / DEC 2012

Dear Director Miller,

Thank you for your correspondence of July 10, 2012 wherein you provided us feedback on the intention of the De-partment with regard to the management of the north point marina Complex. It is encouraging to know that you are actively seeking ways to improve these facilities and we look forward to the completion of your consultant’s report in the near term.

In the meantime we are writing today to ask if a part of this review includes consideration for the completion of the complex’s original development plan. We believe strongly, as do our own consultants as well as those we have talked to in the private development community, that the completion of this plan is necessary to derive the full benefit of the complex. Can you please tell us if the Department is planning on pursuing this original plan by mar-keting the development opportunities to the private marketplace? If so, when do you expect to do so?

Thank you again for your earlier response and for taking the time to consider continuing our dialogue on this mat-ter.

Yours truly,

Mayor Robert D. Loy Village of Winthrop Harbor

Winter Driving Safety Tips Whether you’re a brand new driver or one with decades

of experience, these driving tips and reminders will help

you stay safe this winter. Freezing temperatures, slip-

pery roads and reduced visibility add up to higher risks

of traffic crashes. Take these tips to heart and reduce

your risk this winter!

Prepare your vehicle for winter weather. A little

maintenance now may save you a lot of trouble later!

Make sure your tires, brakes and fluids are all up to par.

Clear snow and ice off your entire vehicle, including

all windows, outside mirrors, lights, reflectors, hood, roof

and trunk. Visibility is essential when road conditions

are at their worst. Clear lights and reflectors also allow

other drivers to see you better.

Four-wheel drive and all-wheel-drive vehicles may

help you get going quicker than two wheel drive vehicles,

but they will not help you stop any faster. Many four-

wheel drive vehicles are heavier than passenger cars and

actually may take longer to stop. A 4WD vehicle also can

lose traction on ice just as quickly as a two-wheel drive

vehicle. Avoid being over-confident when using 4WD.

Focus on driving! This holds true during any condi-

tions, but especially on slippery roads. While driving,

stay off the phone, don’t text, and keep conversation with

passengers to a minimum. Focusing 100% of your atten-

tion on driving will help prevent losing control of your

vehicle.

Remember that bridges and overpasses are the

first areas to freeze, and they often become icy and

slippery while the roadways are still dry. Be extremely

careful when crossing over bridges and overpasses in cold

weather.

Have a cell-phone with you whenever you’re driving

in winter conditions. If you have an accident or become

stuck or stranded in an area not well traveled by others,

being able to call for help is essential!

All of us at the Police Department wish you

a safe, secure and happy Holiday season!

The Winthrop Harbor Fire Department would like to re-

mind Harbor Shores readers of three important safety

issues for November and December.

Of course, dialing 911 in an emergency

should be the first priority when re-

questing fire, ambulance or police aid.

A next step is for us to get to your door

quickly and efficiently. A Safety Bea-

con Light may save us a few precious

seconds when looking for your address

in an emergency. The Fire Depart-

ment has these special light bulbs

available for only $5 each, and we en-

courage residents to obtain one today! Basically, it is a

special bulb that replaces your porch light, and when the

light switch is turned on & off twice the light will blink

continuously until turned off again. This gives the 1st

responders a quick heads-up to your exact location once

we turn onto your street. Come by the Fire Department

to obtain your Safety Beacon bulb.

As you may remember, this summer we enforced a total

burn ban policy in the village due to dangerous drought

conditions. That total ban was short lived and was lifted

not long after going into effect. Our village ordinance

#2004-O-15—Prohibition of Landscape Waste Burning is

still in effect. Burning of landscape waste, trash, rubbish

and many other items is prohibited in the village. With

the exception of clean wood in an approved burning con-

tainer, no other fires are allowed. Restrictions include

weather, time of day, distance to structures, safety de-

vices and other hazards. The fire and police departments

work closely to monitor and enforce this ordinance for

everyone’s safety. If you have any questions about family

backyard fireplace or fire pit burns, please call the Fire

Dept. at 847-872-5957 and we’ll be glad to help.

We want everyone to have a safe holiday season. Be

mindful of where you place candles and monitor their

burning at all times. Did you consider placement near

any flammable materials? Is it on a non flammable dish

or holder? If the location near where children or pets

play? Never leave them unattended, and keep a constant

vigil. Keep them from spoiling a family Thanksgiving

dinner or holiday party.

And finally, please remind your children about this

year’s National Fire Protection Association’s slogan;

“Know 2 Ways Out!”

Winthrop Harbor Lions Club The Winthrop Harbor Lions Club would like to thank

everyone who contributed to the Lions Candy Days held

in October. In addition to our Lion members, we had

help from the Borderline Leo Club, Winthrop Harbor

Boy Scouts, Winthrop Harbor Girl Scouts and the

Brother’s Rising Motorcycle Club. We would also like to

thank all of the area businesses for their generous dona-

tions. A portion of the proceeds was given to the Lions of

Illinois Foundation to support statewide vision and hear-

ing programs and to send children to Camp Lions. The

rest of the funds will be used to help with our commu-

nity’s vision needs.

We hope that many of you attended this year’s Jubilee

Days Parade and saw the Lion’s float. With help from

the Borderline Leo Club and the Zion Township Lions,

300 pounds of candy were handed out. It was a great

turn out this year!

The Lions invites you to join us for BINGO on Wednes-

day evenings at the Schlader Rec. Center. Doors open at

4:30pm for pull-tabs, raffles begin at 6:45pm and Bingo

begins at 7pm. Refreshments are available. If you would

like information about Lions programs or becoming a

Yellow-Dot Program Saves Lives Illinois drivers have a new program available that could

help to save their life in the event of a traffic crash. The

Illinois Yellow Dot Program provides free decals, medical

information cards and program instructions, all of which

are available at the Winthrop Harbor Police Depart-

ment.

Vehicle owners fill out a small card with their medical

information and add a headshot photo, placing the card

in their glove compartment. A 3” yellow dot decal is

placed at the bottom of the rear window on the driver’s

side, indicating to first responders that important medical

information can be found in the glove compartment. The

yellow dot decals can be placed on each vehicle, and a

medical information card for each frequent user of a vehi-

cle can be placed in the glove compartments. In an emer-

gency situation, this gives first responders access to infor-

mation that could save lives.

The medical information includes pertinent items such as

blood type, medications used and medication allergies;

info about being diabetic or insulin dependent, family con-

tact information and more.

For more information about the Yellow Dot program, visit

www.yellowdotillinois.org. Kits may be ordered singly or

in quantity, free of charge, at this web site, and program

posters are available for businesses who would like to of-

fer the free kits to their customers. Residents may also

obtain Yellow Dot kits free of charge and immediately at

the Winthrop Harbor Police Department, 24 hours a day,

7 days a week.

Winthrop Harbor Toys 4 Our Tots It’s the time of year when we begin working on the Toys 4

Our Tots program. This is a volunteer program, funded

entirely by donations. With your help we can continue to

extend a hand to those in need during the 2012 Holiday

season. Please help us make this a joyous holiday for

those in need. This year we are low on funds, and any do-

nation will be greatly appreciated.

Anyone who would like to help with a donation can do so

by taking or mailing the donation to the Village of Win-

throp Harbor, 830 Sheridan Rd., Winthrop Harbor, IL

60098. Or you may drop off at the Schlader Recreation

Center at 2700 9th Street. Please make checks payable to

“WH Toys 4 Our Tots.”

Last year we were able to help 32 families, 72 kids and 1

senior. Over the coming months we will have our donation

cans and toy bins out at various businesses. Every dona-

tion made goes to a WH family, and every donation

counts. Thank you for your tremendous support.

Rebate Program Available to Win-

throp Harbor Residents.

Lower your energy bills. Make your home more

comfortable, and receive up to $1,750 in in-

stant rebates.

For a limited time, the U.S. Department of Energy and local

utilities and non-profits are together offering a cost-saving pro-

gram called Energy Impact Illinois to all Chicagoland home-

owners to make their homes more comfortable and energy effi-

cient.

To determine your home’s needs, the program is offering a home

energy assessment (valued at $400-$800) for only $99 (or a

FREE energy assessment to homeowners who host a house party

to spread the word to 5-10 friends). And an instant rebate of

70% (up to $1,750 off) on insulating and air sealing (the most

cost and energy efficiency improvements).

Energy Impact Illinois is also providing access to low interest

loans (0% first-year interest on loans greater than $2,500) for

boilers, furnaces or other energy efficiency improvements.

Energy Impact Illinois provides approved contractors and a

friendly call-center staff, who will take you through the process

from your phone-in application to the completion of the work to

your satisfaction.

To apply for the program or for more information, contact Bob

Fuller (773) 972-6410, or visit www.energyimpactillinois.org.
