PMAS SUCCESS - REPORT OF PROCEEDINGS NOVEMBER 1990

1 . ( U ) I have t h e honour t o r epor t t h e proceedings of HMA Ship under my command f o r t h e month of November .1990.

2 . ( R ) During November SUCCESS remained. deployed i n t h e 'Gulf of Oman f o r Operation Damask forming, with DARWIN and ADELAIDE ,' t h e on s t a t i o n component of Task Group 627.4 under t h e command o f Commodore D.B. Chalmers RAN.

3 .(R) A t t h e beginning of t h e month SUCCESS was shu t down i n 4W segment H20, a 30 x 30 nm p a t r o l area cen t red 60 ~ J U east of Muscat, where she w a s conducting merchant s h i p i d e n t i f i c a t i o n and chal lenging using t h e s h i p ' s AS350B h e l i c o p t e r , I n view of t h e very l i m i t e d a longside time a v a i l a b l e t o t h e s h i p t h e oppor tuni ty w a s taken t o conduct main .engine .maintenance, . The s h i p commenced making way l a t e i n t h e forenoon of Friday 2 and made rendezvous a t 1248D with t h e merchant s h i p under c o n t r a c t t o t h e USN f o r d e l i v e r y t anker s e r v i c e s i n t h e Gulf of Oman and t h e Pers ian Gulf, MV OVERSEAS VALDEZ. SUCCESS topped up with both d i e s e l and a v i a t i o n f u e l from VALDEZ before proceeding. Our fol lowing commitment , occurred t h e next day, Saturday 3, when both ADELAIDE' and DARWIN w e r e replenished wi th f u e l and then remained i n company t o conduct OOW manoeuvres, boat t r a n s f e r s and o t h e r e x e r c i s e s . . A f u l l summaryof e x e r c i s e s conducted during November is a t t ached a t Annex B. A t 1150D, SUCCESS detached t o r e t u r n t o h e r p a t r o l a rea . ,

4.(R) The f i r s t d i r e c t involvement with Multi National Naval Forces (MNNF) f o r t h e month was t h e replenishment of USS OLDENDORF (Commander H.C. But t USN) and USS FIFE (Commander C.A. Kemp USN) conducted dur ing t h e forenoon of Sunday 4. Both s h i p s , SPRUANCE c l a s s des t royers , were o l d f r i e n d s , SUCCESS having worked ex tens ive ly wi th OLDENDORF during and fol lowing Exercise Kangaroo 89, and FIFE during. t h e subsequent South E a s t Asian deployment. Both detached by midday when SUCCESS commenced independent passage.

t o t h e commercial s e r v i c e s anchorage o f f Fujayrah. Grays Fu jay rah provided t h e u sua l e x c e l l e n t s e r v i c e when t h e heavy launch Ahmed I1 made rendezvous w i t h SUCCESS i n t-he anchorage at 0844 on Monday 6 . The s e r v i c e s of t h i s l a r g e r v e s s e l w a s neces sa ry bec,ause t h e TG r e q u i r e d over 1000 c a s e s ' of b e e r i n a d d i t i o n t o t h e normal f r e s h p r o v i s i o n s and s t o r e s . The s h i p weighed and proceeded a t 1040D meeting w i th DARWIN and ADELAIDE s h o r t l y t h e r e a f t e r when p r o v i s i o n s and . s t o r e s were passed t o bo th s h i p s - b y heavy j acks t ay . On complet ion of t h e t r a n s f e r SUCCESS de tached and commenced t r a n s i t towards Bandar Khyran, v i a t h e p a t r o l a r e a t o t h e east of Muscat.

6. ( R ) My s h i p ' s company enjoyed a welcome banyan and f i s h i n g break between s u n r i s e and s u n s e t on Tuesday 6 wh i l e t h e s h i p remained a t anchor i n p o s i t i o n 23 31t.9N 58 44 ' .9E, o f f t h e cove of Bandar Khyran. On weighing a t 1707D and once clear of Omani t e r r i t o r i a l w a t e r s , SUCCESS made s low ground towards t h e c e n t r a l a r e a o f t h e Gulf o f Oman, and made rendezvous w i t h USS CURTS (Commander J . Montgomery USN) , FIFE, OLDENDORF and ADELAIDE a t 0936D on Wednesday 8 , t o conduct a V i s i t , Board, s e a r c h and S e i z u r e (VBSS) e x e r c i s e . FIFE, OLDENDORF and CURTS had o n l y r e c e n t l y a r r i v e d i n t h e a r e a of o p e r a t i o n s ( ~ 0 1 , had been committed t o i n t e r c e p t i o n o p e r a t i o n s , and had accep ted Commodore Chalmers i n v i t a t i o n t o e x e r c i s e w i t h SUCCESS a g a i n a c t i n g t h e p a r t of a r e c a l c i t r a n t I r a q i merchant s h i p . The e x e r c i s e proceeded i n stages commencing wi th s imu la t ed VHF c h a l l e n g e s , moving th rough a g g r e s s i v e manoeuvering, s imu la t ed f i r i n g of warning s h o t s and a demons t ra t ion by ADELAIDE'S team of h e l i c o p t e r i n s e r t i o n o f a boarding p a r t y . Boarding p a r t i e s . from each of CURTS, FIFE and OLDENDORF t h e n took p a r t i n onboard VBSS o p e r a t i o n s under t h e guidance of ADELAIDE'S v e t e r a n s . The e x e r c i s e completed w i th a l l personne l r e t u r n i n g by 1930D t o t h e i r p a r e n t u n i t s , when t h e y de tached . Later t h e same evening SUCCESS w a s j o ined by DARWIN and e x e r c i s e s were conducted i n company as both s h i p s steamed towards Mina Qaboos.

T h i s , t h e s h i p ' s t h i r d s e q u e n t i a l v i s i t t o Mine Qaboos, was t o be a seven . day s e l f maintenance p e r i o d , t h e f i r s t break f o r maintenance t h e s h i p h a s had s i n c e d e p a r t i n g Sydney f o r Melbourne on Monday August 6 , and t h e o n l y one expected p r i o r t o t h e planned maintenance i n Singapore commencing i n e a r l y February 1991. A modif ied d a i l y harbour r o u t i n e w a s i n i t i a t e d w i t h an e a r l y start t o t h e workday. and a co r r e spond ing ly e a r l y s e c u r e t o enab le t h e s h i p ' s company t o make t h e most of s h o r t l e a v e o p p o r t u n i t i e s unavoidably c u r t a i l e d by t h e midnight curfew. To mark Remembrance Day c o l o u r s were flown a t ha l fmas t from 1030D t o 1103D on Sunday 11. Other a c t i v i t y o c c u r r i n g inc luded a r e c e p t i o n hos t ed by t h e American Defence At tache i n Oman a t t h e U S Embassy t o which Capta in S h a l d e r s and I accompanied Commodore Chalmers on t h e evening of Sunday 11, and lunch and d r i n k s hos t ed onboard SUCCESS t h e fo l lowing day by t h e wardroom f o r o f f i c e r s from DARWIN and USS WISCONSIN, which was .anchored o u t s i d e Mina Qaboos. (R) Rendezvous w a s made wi th DARWIN j u s t o u t s i d e t e r r i t o r i a l w a t e r s a t 1120D when t r a n s f e r s o f pe r sonne l and material were made by boa t and h e l i c o p t e r between TG u n i t s , i n c l u d i n g t h e r e t u r n o f Commodore Chalmers and h i s accompanying s t a f f o f f i c e r s from SUCCESS t o DARWIN. Both e s c o r t s were t hen r e p l e n i s h e d wi th f u e l and a series o f e x e r c i s e s i n company conducted p r i o r t o SUCCESS d e t a c h i n g a t 1400D. S h o r t l y a f t e r 0900D t h e fo l l owing morning, Sa tu rday 1 7 , SUCCESS ach ieved a p r e v i o u s l y planned rendezvous w i t h one of h e r sister s h i p s , FNS MARNE (Commandant de F r e g a t e Schmuckel FN) w i t h ALINDIEN ( t h e FN I n d i a n Ocean CTF) Cont re Admiral Bonnet FN embarked. S h o r t l y a f t e r j o in ing each s h i p exchanged 10 pe r sonne l f o r i n fo rma l f a m i l i a r i s a t i o n and s h i p t o u r s . A t 1130D I , accompanied by SUCCESS' Engineer , Ope ra t i ons and Liquid Cargo O f f i c e r s t r a n s f e r r e d t o MARNE f o r a more formal t o u r . 'Although MARNE and SUCCESS have been i n commission f o r abou t t h e same time, MARNE was c o n s t r u c t e d by a dockyard t h a t had b u i l t s e v e r a l s h i p s o f t h e same c l a s s p r e v i o u s l y , and much had been l e a r n e d . F u r t h e r , h e r a u x i l i a r y f i t t i n g s ; - - ' f i n i s h 'and f u r n i s h i n g s are French MILSPEW- and t h i s , coupled w i t h t h e f a c t t h a t s h e is much less h a r d e r worked t h a n SUCCESS (300 v i c e 900 r ep l en i shmen t s ) h a s r e s u l t e d i n h e r looking smarter and c l e a n e r t h a n SUCCESS, p a r t i c u l a r l y a t c l o s e q u a r t e r s and i n t e r n a l 1 y. Of p a r t i c u l a r i n t e r e s t t o SUCCESS are t h e s t r u c t u r a l m o d i f i c a t i o n s i n c o r p o r a t e d d u r i n g c o n s t r u c t i o n t o MARNE, SOMME and VAR. These i n c l u d e en la rgement of t h e forward s u p e r s t r u c t u r e , r e l o c a t i o n o f t h e c r a n e and u s e o f t h e c a r g o c o n t r o l room t o p f o r equipment stowage. T h i s a l l o w s t h e s e s h i p s t o

a comprehensive o u t f i t o f HE, VHF, and UHF t r a n s m i t t e r / r e c e i v e r s . A f u r t h e r s t r u c t u r a l mod i f i ca t i on i s t h e e n c l o s u r e of t h e tankdecks. T h i s m o d i f i c a t i o n makes a n i n c r e d i b l e d i f f e r e n c e t o

SUCCESS is, now convinced , more t han e v e r , t h a t theS 'very minor m o d i f i c a t i o n t o t h e t a n k decks and t h e more e x t e n s i v e bu t n o t complex a1 t e r a t i o n s t o t h e forward s u p e r s t r u c t u r e are v e r y worthwhile and should be implemented as an a c h i e v a b l e p r o j e c t as soon as p o s s i b l e . MARNE's personne l w e r e s i m i l a r l y impressed w i t h . SUCCESS* extended f l i g h t deck and s l i g h t l y l a r g e r hangar , Valuable i n s i g h t s were a l s o ga ined i n t o o p e r a t i o n s , p rocedures and maintenance of equipment common t o b o t h s h i p s . A f t e r a v e r y comprehensive t o u r and b r i e f i n g t h e group from SUCCESS was h o s t e d t o a ve ry en joyab le l unch by Admiral Bonnet i n h i s mess. HMS HERALD (Commander P.H. Jones R N ) , be ing used as a n MCM command s h i p , and HMS ATHERSTONE ( L i e u t e n a n t Commander P.N. Davies R N ) , an MCM v e s s e l , were o u r nex t cus tomers . They were r e c e i v e d a longs ide f o r a QRC hookup a t 0840D on Monday 19 , a f t e r which t h e y conducted a s e r i e s of rep len ishment approaches . Having such sma l l v e s s e l s - a l o n g s i d e and hooked up . with a s t a n d a r d r i g . . ( a l b e i t a t low t e n s i o n ) was e n l i g h t e n i n g f o r SUCCESS. For some t ime now t h e q u e s t i o n o f a n e f f i c i e n t method of r e f u e l l i n g RAN MWVs a t sea has been p e r p l e x i n g . SUCCESS now b e l i e v e s t h a t t h e answer i s t o i n s t a l l a h igh p o i n t , which need no t t o be as r o b u s t a s t h a t f i t t e d t o l a r g e s h i p s , and use a QRC r i g , p r e f e r a b l y modif ied w i t h a reduced d i ame te r hose a t t a c h e d a t t h e seven inch hose end , r a t h e r t h a n a f u l l s i z e d e x t e n s i o n . Th i s p roposa l is b e i n g add re s sed by s e p a r a t e correspondence. Before t h e RN s h i p s de t ached t h e y were jo ined by DARWIN and two au toma t i c r i f l e armed SUCCESS RIBS t o conduct a s m a l l c a l i b r e weapon f i r i n g a g a i n s t a s p l a s h t a r g e t towed by SUCCESS.
