4 Declaration of Conflict of Interest The Local Government Amendment (Councillor Conduct and Other Matters) Act 2008. A Councillor, member of a special committee, or member of Council staff has a conflict of interest in a matter if he or she has a direct interest or an indirect interest in that matter A person has a direct interest in a matter if there is a likelihood that the benefits, obligations, opportunities or circumstances of the person would be directly altered if the matter is decided in a particular way. This includes where there is a likelihood that the person will receive a direct benefit or loss that can be measured in financial terms or that the residential amenity of the person will be directly affected if the matter is decided in a particular way. A person has an indirect interest in a matter if the person has: x a close association in the matter because a family member, a relative or a member of their

household has a direct or indirect interest in the matter x an indirect financial interest in the matter x a conflicting duty – although there are circumstances where a person does not have a

indirect interest because of a conflicting duty x received an ‘applicable gift’ x become an interested party in the matter by initiating civil proceedings or becoming a party

to civil proceedings in relation to the matter. Disclosure of conflict of interest If a Councillor or member of a special committee has a conflict of interest in a matter which is to be or is likely to be considered at a meeting of the Council or special committee, the Councillor or member must: x if he or she will be present at the meeting, make a full disclosure of that interest by advising

of the class and nature of the interest to either – x the Council or special committee immediately before the matter is considered at the

meeting, or x in writing to the Chief Executive Officer (CEO). Where the disclosure is made to the CEO in

writing, the Councillor or member need only disclose the class of interest to the meeting, immediately before the matter is considered.

x if he or she will not be present at the meeting, make a full disclosure to the CEO or Chairperson of the meeting, in writing, of the class and nature of the interest. If a Chairperson is given a written disclosure, he or she must give the written disclosure to the CEO.

x The CEO must keep written disclosures in a secure place for 3 years after the date the Councillor or member of the special committee who made the disclosure ceases to be a Councillor or member, and destroy the written disclosure when the 3 year period expires.

5 Question Time Question Time at Council meetings enables an opportunity for members of the public in the gallery to address questions to the Council of the Shire of Gannawarra.

QUESTIONS FROM THE GALLERY 1. All questions are to be directed to the Chair. 2. Members of the public may ask questions from the gallery and should provide their name

(and organisation if relevant) at the beginning of their questions. 3. There is a maximum number of 3 questions of up to 2 minutes each. 4. Chair will respond or refer to Councillor or CEO 5. Sometimes a Councillor/officer may indicate that they require further time to research an

answer. In this case, the answer will be provided in writing generally within 10 days. 6. Where a question cannot be answered on the spot, the person is asked to write out their

questions on a form provided to enable an accurate response to be prepared. 7. Questions will be answered at the meeting, or later in writing, unless the Chairperson has

Context In accordance with Section 76A of the Local Government Act 1989 the definition of an Assembly of Councillors is:

A meeting at which matters are considered that are intended or likely to be the subject of a Council decision or the following exercise of a delegated authority and which is either of the following:

1. A planned or scheduled meeting that includes half the Councillors and at least one Officer, or 2. A meeting of an advisory committee where at least one Councillor is present. 3. If a meeting fits either of these types the procedures applying to an Assembly of Councillors

must be complied with, irrespective of any name or description given to the committee or meeting. Not all gatherings or meetings at which Councillors are present will constitute Assembly of Councillors.

The requirement for reporting provides increased transparency and the opportunity for Councillors to check the record, particularly the declaration of Conflict of Interest.

Council maximises its financial capability whilst paying close attention to risk factors and statutory requirements.

Context The purpose of the Customer Service Charter is to improve access to Council’s services and promote quality service delivery. It does this by informing customers of the standard to expect, what to do if their expectations aren’t met and how to make contact with Council. The Charter also assists employees by clearly defining the range of services that Council provides and the minimum standard to which those services should be provided.

The Customer Service Charter is an important element of the development of a customer focused approach to service delivery.

Given the significance of the Charter, it is important that the set standards are measurable and set benchmarks for achievement.

7.2 Sale of Mystic Park Reserve site

Purpose To seek interest form Council in disposing of the Mystic Park Recreation Reserve, known as Lot 1, TP409266 (CA Pt 14, Sec 6), Parish of Boga, Wilson Street, Mystic Park. The title particulars are V8489 F324.


Council Plan Leadership and Governance

Assets and Infrastructure

Demonstrate commitment to strong Corporate Governance and ethical behaviour. Rationalise and dispose of inefficient and/or unnecessary assets.

Context Council officers regularly review council’s portfolio of assets in order to identify which if any are surplus to council’s requirements and no longer meet councils needs or services delivery obligations.

Council has identified a parcel of land, known as the Mystic Park Recreation reserve being Lot 1, TP409266 (CA Pt 14, Sec 6), Parish of Boga, Wilson Street, Mystic Park, which council no longer uses or provides services to the community from.

Due to the declining usage of this site, council is not putting resources into the property and amenities to keep it maintained at the appropriate level of condition expected for council reserves. This has led to the appearance of the parcel of land over recent years looking neglected.

It is understood the Sportsground was part of the land on which the Hotel is located. It was gifted to the Mystic Park Football Club for their use by the hotel owner at the time.

Interest in purchasing the land off council has been received from within the community.

The process for the sale of land by Council is governed by the Local Government Act 1989 (the Act). Under section 5(2)(d), Council is able to acquire, hold, deal with or dispose of property (including land) for the purpose of performing its functions and exercising its powers.

In accordance with the Act the outstanding requirements to enable the sale of this land include:

1. Section 189 – Restriction on power to sell land. This section requires Councils to do certain things before selling or exchanging land including:

‐ Giving at least four weeks public notice of an intention to sell or exchange land ‐ Obtain a valuation of the land which is not more than 6 months prior to the sale or

exchange



‐ Allow interested persons to make a submission under section 223 on the proposed

sale or exchange

2. Section 223 – Right to make a submission. This section requires Council to provide interested persons an opportunity to make a submission. In accordance with this section Council must give an interested person at least 28 days to make a written submission and if requested enable the interested person to be heard in support of the submission.

Consultation No consultation was undertaken in preparing this report

Options Analysis Council could elect either:

1. Sell the land 2. Not sell the land 3. Lease the land to and interested party, if one could be sought.

1. Authorise the Chief Executive Officer (“the CEO”) to obtain a valuation for the site

described as Lot 1, TP409266 (CA Pt 14, Sec 6), Parish of Boga, Wilson Street, Mystic Park from a qualified Valuer as specified under Section 130A(2) of the Valuation of Land Act 1960 to report on the value of the land and buildings.

2. Commence the statutory procedures to sell the Land and Buildings, by private treaty following completion of an Expressions of Interest process, in accordance with the requirements of Section 189 of the Local Government Act 1989.

3. Give public notice under Sections 82A and 223 of the Local Government Act 1989 (“the statutory advertising”) of the proposed sale of the Land in the appropriate newspapers and on Councils website.

4. Hear any submissions pursuant to Section 223 of the Local Government Act 1989 (“Submissions”) following the statutory advertising period be considered by Council.

5. In the event of no Submissions being received, authorise the CEO to enter into a Contract of Sale, on terms satisfactory to the CEO (“the Contract of Sale”). The Contract of Sale will include such terms as satisfactory to the CEO, including but not limited to the



following: a. all existing services, covenants, easements and encumbrances (if any) located on

the Land are adequately protected and remain in place. b. Appropriate rezoning (if necessary) of the land prior to title transfer

7.3 Central Victorian Agribusiness Forum

Purpose To inform Council of the benefits of joining the Central Victorian Agribusiness Forum.


Council Plan Focus Economic development resources on areas where a competitive advantage exists.

Assist agricultural expansion/development on land suited to intensive farming practices

Context Agriculture has strategic importance within Australia and its export markets, and remains a significant employer in regional Australia. The agribusiness food chain currently accounts for approximately 12 per cent of GDP and it is predicted that agricultural food production must more than double by 2050 to meet the world’s increasing demand for food.

Victoria is positioned as the highest performing food export state in Australia with competitive strengths in dairy, cereals and processed grain, red meat, fresh fruit and nuts and wine and an established reputation as “clean green and safe”. By 2030 the Victorian Government aims to double its food and fibre production.

Agriculture has long been the driver of the local economy in the Gannawarra Shire and this trend is not expected to change in the short term as predicted world population growth and demand for protein from Asia’s emerging middle class drive agricultural growth.

The value of agriculture in Gannawarra is around $280m per annum driven by irrigated dairy farming followed by cropping and then livestock. Agriculture employees around 1,100 people and supports a large range of support services and businesses.

Agriculture in the Shire has undergone a significant rationalisation over the past 20 years driven mainly by the introduction of permanent water trading in 1995, changing seasonal conditions especially extended periods of drought, the need to aggregate land for economies of scale and changing demographics highlighting a shift away from agriculture from younger people.

It is important for Council to maintain a strong agricultural focus aligned to the Economic Development Strategy, Loddon Mallee Strategic Plan and Council Plan.

Agribusiness forums are seeking to improve connections between farmers, business, Government and associated stakeholders to raise the profile of agriculture and to seek new opportunities for



diversity and development. The recent Central Victorian Agribusiness Forum event held in Newbridge was a venture between the Central Victorian Agribusiness Forum and Loddon Shire and was attended by the Minister for Agriculture, highlighting the importance of agriculture within the local economy. The Gippsland Agribusiness Forum has been a real success story in driving new industry investment and raising the profile of agriculture in the region.

The Gannawarra Shire is facing strong competition from adjoining municipalities many of which have significant advantages with built infrastructure, distance to regional markets and natural resources. We need to maintain a competitive position and to use our land, water and built infrastructure creatively to secure further agricultural growth and investment. This is critical to our ongoing economic viability.

The Central Victorian Agribusiness Forum can work in our favour if we use them as a strategic resource. Examples include providing an added resource and network that will introduce us to international clients, assist in developing pathways to various levels of Government, assist in providing support for specific agribusiness projects and develop a higher profile and level of confidence within the agribusiness sector. We should be utilising their services to advocate for greater access into the poultry, dairy and livestock industries, to make new connections in the international markets with current and potential agricultural sectors and to ensure we have broad support for agriculture into the future from State and Federal Governments.

The Central Victorian Agribusiness Forum has requested the Gannawarra Shire contribute $15,000 annually towards the operations costs of running the forum. The contribution is good value when considering our current level of human and financial resources Council is contributing to the most important aspect of business in the municipality. The Central Victorian Agribusiness Forum is currently supported by the City of Greater Bendigo, Loddon Shire and Central Goldfields Shire.

Consultation Martin Szakal, EO of the Central Victorian Agribusiness Forum has previously presented to Council seeking support for the Forum and regular consultation has been maintained since the presentation. Martin and Cr James Williams from City of Greater Bendigo have also arranged meetings in the Gannawarra Shire with Sam Lim agribusiness investment facilitator. Sam has since visited the Shire on another three occasions working with Council on agribusiness investment opportunities.

The City of Greater Bendigo is keen to strengthen the linkages between Bendigo and the smaller rural Councils. Already we have seen the Bendigo City Council Agribusiness Advisory Group tour the Kilter operation along with representatives from the Central Victorian Agribusiness Forum.

Options Analysis Council could:

1. Support the request to participate and contribute financially to the Central Victorian Agribusiness Forum.

2. Not support the request to participate.

Conclusion Participating and contributing financially to the Central Victorian Agribusiness Forum is certainly a positive move towards supporting and developing agriculture within the Shire. It will provide a new range of potential investment opportunities and expose the region to many emerging markets all aimed at enhancing and creating further diversity in agriculture.

With the many emerging growth opportunities being realized, Gannawarra needs to place itself in the best possible position to maximise opportunities and provide a strong collective voice in supporting agribusiness activity.

contribute $15,000 for a period of 3 years towards the operational costs of maintaining the Forum with a review after a 12 month period.

7.4 Waterway Rules on Council Managed Waterways

Purpose To inform Council of the results of rule change submissions at Kangaroo Lake, Lake Charm and Gunbower Creek, and seek direction on the future of the Gunbower Creek (Schedule 73) waterway rule.

Conflict of Interest In accordance with Section 80B of the Local Government Act, 1989, the Officer preparing this report declares no conflict of interest about this matter.

Council Plan Strong and Diverse Economy: Our Commitment – To create an environment supportive of economic growth, stability and prosperity. 1.1.3 – Utilise the environs of the rivers, lakes and forests for new tourism developments. 1.5.2 – Identify tourism infrastructure opportunities along the rivers and lakes that have a broad economic benefit. Sustainable Environments: Our commitment: Through our operations and advocacy, achieve outcomes which protect and enhance our environment. 2.2.4 ‐ Advocate and promote the Shire’s wetlands and use of waterways for tourism and water sports activities.

Context History of the waterway rules In December 2011, Transport Safety Victoria carried out a waterway audit on Gunbower Creek in regard to the vessel operating and zoning rules. The audit identified a number of areas of non‐ compliance with navigational aids and inadequate signage. It also suggested the waterway manager review the waterway extents, references to zone boundaries, the purpose of the ski access lane and exclusive use/special purpose boating zones.

In April 2012, Council recommended temporary rules are put in place for Gunbower Creek to enable consultation and consideration of the waterway rules. The temporary rules (made under Section 15 of the Marine Act 1988) introduced a maximum speed limit of 40 knots in the area used for skiing and removed the ski access lane and the area used for skiing upstream of Daltons Bridge. These temporary rules were put in place until 30 May 2013.

On 7 March 2013, Council submitted a Notice of Intention to Request a Waterway Rule to Transport Safety Victoria for Kangaroo Lake, Lake Charm and Gunbower Creek.

1. The proposal submitted to amend the existing waterway rules for Kangaroo Lake was to:‐

x Remove all access lanes;



x Remove all non‐boating areas except the area to East of northern boat ramp; and x Include a 5‐knot speed restriction area 50mx50m around the installed fish habitats to the

South East. 2. The proposal submitted to amend the existing waterway rules for Lake Charm was to:‐

x Remove all access lanes; and x Resize the non‐boating areas in front of the Pelican Waters and Foreshore Caravan Parks.

3. The proposal submitted to amend the existing waterway rules for Gunbower Creek was to:‐

x Retain permanently the temporary waterway rules that were in place in 2012/2013 that:‐ � introduced a maximum speed limit of 40 knots in the area used for skiing; and � removed the ski access lane and the area used for skiing upstream of Daltons Bridge.

x Remove the area prohibited to vessels at the junction of Taylors Creek (clause 73.4(a)) within the Campaspe Shire Council area; and

x Include a prohibition of wake creating boats on the waters of Gunbower Creek. After assessing the Notices, Transport Safety Victoria determined that the proposed rules were:‐

x within the powers of the Safety Director to make a rule; and x of a material nature that is, not a correction of a minor error.

Given the determination that the request was within the powers of the Safety Director and was material in nature, Council was required to undertake the following public consultation to invite comments:‐

x publish a notice of the proposal in a newspaper circulating generally throughout the State; x publish details of the proposal on the waterway manager’s internet site; x make copies available to the public; and x allow at least 4 weeks for receiving submissions.

Public consultation ran from 27 August 2013 to 25 September 2013. The waterway user groups were advised of the public consultation by Gannawarra Shire Council. Following closure of the consultation period a Request for Making a Waterway Rule (Request) was sent to Transport Safety Victoria on 26 November 2013. Further clarification was sought by Transport Safety Victoria and an amended Request was submitted on 9 October 2014. This included amendment to the proposed waterway rules following public consultation. In November 2014 Council received notification that the rule change for Lake Charm was approved with the Waterway rule being gazetted in January 2015. Signage and buoys were installed and/or removed. In December 2014 Council received notification the rule change for Kangaroo Lake was approved with the Waterway rules being gazetted on 28 April 2015. Signage and buoys were installed and/or removed. On 28 April 2014 Council received notification the rule change for Gunbower Creek was approved excluding the amendment to ban wake‐enhancing boats. Council is awaiting approval of grant funding to complete signage for the rule change except for banning wake‐enhancing boats.



In relation to the wake‐enhancing boats, the public consultation documentation did not directly mention a proposal to prohibit wake‐enhancing boats on the waters of Gunbower Creek. Gannawarra Shire Council advised Transport Safety Victoria that they elected to omit this to gauge the public response and “allow the users to decide”. As Transport Safety Victoria deemed as there was no public consultation directly relating to the banning of wake boarding the rule change was not approved. Transport Safety Victoria has since advised that the amendment to ban wake‐ enhancing boats is a material decision and needs to be advertised and invite public submissions.

Council indicated at the June 2015 Councillor Briefing Session that Council officers investigate a waterway rule change on the Gunbower Creek to ban wake‐enhancing vessels or devices.

Consultation The required public consultation ran from 27 August 2013 to 25 September 2013. The waterway user groups were advised of the public consultation by Gannawarra Shire Council.

Waterway rules were discussed at the Councillor Briefing Session on 2 October 2013 and 2 June 2015.

Council has consulted with North Central CMA, Goulburn Murray Water and other Waterway Managers regarding the impacts of wake‐enhancing watercraft.

The ‘Scoping Study on the Causes of Bank Erosion on the Murray River’ prepared by the Murray Darling Association Inc includes an extract from Executive Summary

“The scoping study identified three issues that stand out above all others. They are: x river regulation is the most profound cause of bank erosion, x bank erosion is a natural process, although somewhat exacerbated by human intervention, and, x banning of wake boats will not stop erosion.”

Options Analysis There are a number of options to consider.

1. Council relinquishes as Waterway Manager for Gunbower Creek

Council has been the default Waterway Manager of the 4 waterways in Gannawarra Shire since the passing of the Marine Act 1988 and possibly since the Marine Act 1958 and Motor Boating Act 1961 despite waterway management not being a core part of Councils responsibilities.

If Council choses to discontinue its role as the Waterway Manager for Gunbower Creek, Transport Safety Victoria would require another body or group to take on the management. If a new manager cannot be found, it is likely the waterway would revert to a 5 knot limit like all other unmanaged waterways.

2. Council enforces bans of wake‐enhancing vessels or devices on a waterway.

Council write to Transport Safety Victoria proposing a new rule change around banning wake‐ enhancing vessels.



If Council wishes to proceed with banning wake‐enhancing boats from the Gunbower Creek, the proposed rule change would need to be submitted to Transport Safety Victoria and enter into a period of public consultation.

3. Council bans all activity other than water skiing.

An option may be to ban all activity on Gunbower Creek other than water skiing and re‐classify the Gunbower Creek as a water skiing area only. Water skiing would need to be defined ie. a person standing on one or two water skis etc. This may not allow any other activity including bare foot skiing.

Council would need to apply to Transport Safety Victoria to change the waterway rule and enter into a period of public consultation.

4. Council bans all high speed activity.

The Gunbower Creek could be considered too narrow and therefore too dangerous (submerged trunks, dead trees) to conduct any high speed activity on the creek.

An alternative is to consider the Bridgewater‐on‐Loddon rule which allows for high speed movement in one direction only, and 5 knot movement in the opposite direction.

Council would apply to Transport Safety Victoria to change the waterway from the high speed areas back to 5 knots and potentially relinquish being the Waterway Manager for the Gunbower Creek.

5. Status Quo

Council has the option to retain the current Waterway rule as approved in April 2015. Council Officers continue to monitor the Waterway as part of their function as Waterway Manager.

Conclusion Council has followed the process to enable the waterway rule changes to take place on Kangaroo Lake, Lake Charm and the Gunbower Creek and works to finalise these rule changes are complete for Kangaroo Lake and Lake Charm with all signage now in place. Once the signage installation is complete for Gunbower Creek the new rules will be fully gazetted.

If Council wishes to proceed with a rule change to ban wake‐enhancing vessels on the Gunbower Creek thorough community consultation will be required as the option to ban wake‐boarding could have a significant impact on visitation to the area. To ban wake‐enhancing vessels appears to be at odds with points 1.1.3, 1.5.2 and 2.2.4 in the Council Plan 2013‐2017.

Purpose The purpose of this report is to seek authorisation from Council to present the draft Cohuna Future Vision Plan to the community prior to Council adopting the Plan.


Council Plan Healthy Liveable Communities Our community has access to a range of facilities and

opportunities that promote active lifestyles.

Context Council in conjunction with Hirst Projects and Terroir have undertaken a focussed consultation and engagement exercise in Cohuna to identify opportunities, synergies and priorities for investment in key public open space areas.

The exercise was intended to re‐engage with the community at a time when community debate had become focussed on individual projects, rather than proactively setting a shared vision or framework for the future.

The Plan sets out the priorities for development and use of critical community spaces such as parks, recreation facilities, streetscapes, tourist facilities and community facilities in Cohuna.

The draft Plan presents the ideas generated by a variety of stakeholders and is now ready to be presented back to the community prior to Council adopting the Plan.

Consultation In July this year, Gannawarra Shire Council held a series of four community consultation sessions at the Gateway Centre in Cohuna to engage with a number of stakeholders including local residents, visitors and business operators to discuss their thoughts on how best to utilise and develop key public open space areas in town.

Each of the sessions was very well attended and many great concepts and ideas emerged surrounding future opportunities in Cohuna.

The consultation sessions were informative and ideas raised are clearly presented in the Cohuna Future Vision Plan.



Options Analysis 1. That Council authorise the draft Cohuna Future Vision Plan to be presented to the

community. Bringing the Plan back to the community prior to Council adoption has already been considered in the scope of the project and is anticipated by the community.

2. That Council not present the draft Cohuna Future Vision Plan to the community at this time. This option will be in opposition to established community expectations.

Conclusion The Cohuna Future Vision Plan has been formulated with input from the Cohuna community. Information gathered at the consultation sessions has been collated and presented in a draft master plan format representing the aspirations of the community.

It is anticipated that the findings of the project be brought back to the community prior to Council adopting the Plan.

As such, it is recommended that Council officers go back to the community to present these findings in accordance with the recommendation below.

Making the most of this special place and enhancing the opportunities for the already active community drives the Future Vision Plan

P R O J E C T SFLORA PARKThis site will be transformed into a nature park attraction inspired by the Gunbower red gum forest. This would bring the essence of Cohuna’s natural attractions - the waterways, fish, the bush and the wildlife right into the heart of town.

Planting, sculpture, rest and play areas and trails will be designed to create a new landscape giving the visitor a taste of the riches that surround the town. The space will be planned for small children, allowing the local schools and kindergartens to use it in their programs. It will suit older people providing gentle walks and relaxing areas for those for who love the outdoors. The park will be supported by new toilet facilities and lighting.Garden Park and Flora Park will celebrate people who have contributed to Cohuna through history to the present day. Contributions from groups and individuals from the earliest times will be honoured on plaques that will form a specialist walk, with opportunities to shine light on these on special occasions throughout the year.

RIVER ROOMS Quirky ‘loungerooms’ will be an added attraction between town and the Ski Run making Cohuna a favoured place to settle in and enjoy a prime waterside view.

Cohuna’s river walk illustrates the family side of this town. Make-shift ‘lounges’ already populate the river bank where locals sit down to enjoy food, family, fishing, boating and swimming, illustrating the real pleasures of staying in this particular part of the Murray region. A set of new loungerooms will allow locals and residents to enhance that family feeling and better enjoy their unique surrounds.

FACTORY AND FARM ART TRAILA walk along the southern edge of Cohuna will showcase the farms and ‘factories’ with a set of art installations that interpret the activity of the workplace and bring alive the concept of modern farming and all that supports it.

Farms and factories are special places. They are workplaces and service centres and for visitors they are intriguing; they accommodate activities that are out of the ordinary to an urban dweller. This walk, through areas of bush, park and townscape will raise awareness of the region’s farming resources. Professional artists, using local materials relevant to the site, will create a series of sculptures and landscape treatments that are visually appealing and make a great photo opportunity, putting the town on the tourist map and engendering pride in the town’s contribution to the economy.

THE CIVIC HUBIn the heart of town a cluster of cultural and community spaces will be redeveloped around a town square – a vibrant meeting space for locals and a visitor attraction that reflects many of the ‘family’ aspects of Cohuna.

The key services that locals use frequently for health, education and enjoyment will be located at the Civic Hub. This will include the library and gallery, community health services and childcare. The Hub will exemplify civic pride and commemorate significant events and historic moments. Within the Hub precinct the Memorial Hall, the cenotaph and the new WW1 memorial will be prominent, linking this site with the Flora Park ‘contributions’ walk.The Hub will extend to the street giving it a higher profile, engaging with visitors and supporting the existing Town Walk. A new Civic Square will enhance the experience of the memorials, support Anzac day traditions and offer a pleasant, landscaped setting for visitors.

CENOTAPH MEMORIAL HALL NEW WWII MEMORIAL LIBRARY & GALLERY

OLD SCHOOL BUILDING the red brick building is being considered as the site for a Cohuna cultural centre with programmed arts (visual, digital, music) and education activities and classes.This attractive building has indoor spaces that may be suited to classes and activities, and outdoor space that has potential for gardening and environmental programs aligned with the town’s rural setting. Its proximity to the school may provide opportunities for younger members to take a role in its set-up and operation.

RECREATIONAL VEHICLE (RV) PARKINGRV Owners will find a hidden spot at the rear of the Cohuna’s recreation facilities and near the new Tan Track for overnight stays. This will be a location where they can be self-sufficient and feel more of a sense of adventure.

This site, close to RV amenities and within walking distance from town will be developed and marketed to attract this growth market and encourage a longer stay.Overflow caravan parking will also be provided for peak events eg Easter in the powered sites nearby around the existing football ground.

STREETSCAPEMajor streets in Cohuna will be given a facelift

Main Street: the streetscape is an important component of the trader and consumer experience. Improved pedestrian access, places to sit, attractive but appropriate plantings and places to place merchandise external to the shopfront would contribute to the attraction of the main street and, importantly the view from across the street.Channel Street: enhanced planting will enhance the residential and walking experience across town along this wide country ‘boulevard’. It will create an entry to the Civic Hub and special access to the childcare facilities.Market Street: the new Civic Hub will reach across to the cenotaph in Market Street and ne enhanced to support the Hub amenity

CROSSINGS Crossings on the Murray Valley Highway will be reviewed and designed to ensure safe passage for pedestrians, cyclists, ‘gopher’ drivers and drivers.

Placement of the pedestrian crossings to optimise safety and reduce unsafe behaviour is of critical importance. These will link to parking and to the most frequent journeys between Garden Park, the Gateway and the recreation facilities and the shops.

SIGNSThe road entries to Cohuna will signal to visitors that the town is welcoming and thriving.

Signage directing vehicles out of town will be located at sites that do not mar views and experiences at the centre. Improved, and accurate signage and landscape treatment will raise the profile of the town as a place to stop, rather than pass through. Directional and destination signage, both public and private, that is redundant will be removed.

GARDEN PARKThis is Cohuna’s ‘showroom’. Here the town shows off to visitors, puts on events, performances and activities and generally celebrates country living and the people who have made major contributions to the town and region.

Minor modifications to Garden Park will support these uses by better defining spaces, promoting the activities and delivering increased functionality and visual appeal. These modifications include shoring the banks and developing the creek edge to give visitors spaces to relax and enjoy the views, enhancement of the Performance Shelter, re-positioning of the seating and drinking fountain and repainting of the Cohuna Clock.Garden Park will have a special connection to the Civic hub on Anzac day when crosses are erected to commemorate those who died in wars.

THE GATEWAY CENTREThe Gateway Centre is the ideal place to celebrate everything about Cohuna.

For tourists The Gateway Centre is already a well-used tourist information centre. It will be programmed to feature more strongly as a place for seasonal seminars, classes and meetings utilising the indoor and outdoor space and connections to the creek and the parks.

THE COHUNA TAN TRACK A major track looping around the northern side of Cohuna will encourage group walks, use of ‘gophers’, walks with pushers, as well as fun-runs and cycling.

This broad trail at 3.8 km long will be developed by linking, extending and expanding existing tracks through forest and farm settings. This will be a bookable space that will act as a regional partner to ‘The Tan’ around Melbourne’s King’s Domain and Botanic Gardens hosting events and encouraging healthy exercise.

7.6 Bulk Solar Project – Joint Council Initiative

Effective Leadership and Management: 4.3.4 – Deliver efficiency gains through continuous improvement initiatives

Context During May 2013 Council committed to buy the Bendigo and Ballarat solar parks, as installed, as part of the Central Victoria Solar Cities Project. The solar parks included:‐

x 1 x 13kW – 8 array system – currently being installed at Sir John Gorton Library precinct; and x 1 x 16kW – 8 bay system – currently installed at a site on the Murray Valley Highway near

Reedy Lake. This project is a trial to determine the ability to use solar to drive the water delivery pumps.

Other recent installations and retrofits include:‐

x Heat pump installation in the Kerang indoor heated pool; x LED light installations at a number of Council buildings; and x replacing all the 80W Mercury Vapour street lights with 18W LED street lights through the

Lighting the Regions Project. Since August 2014 Council officers have been working with the Central Victorian Greenhouse Alliance (CVGA) partnering in the Local Government Aggregated Solar Project for solar installations on council buildings. The Project involves eight other Councils within the CVGA region and will allow participating councils to maximise their collective purchasing power to install solar panels at a very low cost over the next few years.

The Project is delivered in two stages. The first being CVGA and participating Councils to work together to ascertain which buildings are appropriate for solar energy and produce a draft feasibility



assessment. The second stage is to develop specifications, coordinate procurement processes, delivery and installation.

For Stage One, Council supplied the consumption data for our 20 biggest energy using buildings which were evaluated in a business case scenario. From here seven buildings were selected to be included in the draft feasibility assessment. These buildings were:‐

x Kerang Memorial Hall x Kerang Depot x Cohuna Council Office x Cohuna Memorial Hall

x Gateway Centre x Kerang Council Office x Sir John Gorton Library

The draft assessment was received in November 2014 detailing:‐ x Capital costs x Optimal size x Simple payback period x Annual consumption x Annual financial cost x Annual cost saving

Council officers utilised the assessment to build a capital project submission for the 2015/16 financial year. This project was successful with $110,000 being allocated for the year. This allocation means that Council will go out to tender with eight other Councils to obtain solar panel installs on the following buildings:‐

x Kerang Memorial Hall; x Kerang Depot; x Cohuna Council Office; x Cohuna Memorial Hall; and x Gateway Centre.

The Kerang Council Office has been removed from Stage One of the project due to the size of the solar installation required and further work with Powercor to ensure its feasibility. The Sir John Gorton Library has also been removed as a solar park is currently being installed at this location.

Consultation Council staff worked in conjunction with Central Victorian Greenhouse Alliance (CVGA) staff to partner in the Local Government Aggregated Solar Project.

Options Analysis Council could consider including other buildings other than the recommended sites, however the selected sites offer the best return on investment.

Council could look at implementing the Kerang Council Office first however the structural integrity of the Patchell Plaza roof would need to be assessed due to the increased weight load by a large ~30kW system. Council staff are investigating a large scale installation at the rear of the Patchell Plaza complex which would be done as an extension of the Kerang CBD redevelopment.

Conclusion The draft feasibility assessment indicates there are some very good opportunities to install solar panels at a number of Council buildings with good payback periods. This information is contained in the attachment. On ground works, at this stage, are not anticipated to occur until 2016. Council officers will update Councillors periodically as the year progresses.
