Driver Licence Exemptions – Recognition of Driving Experience Who will be eligible? This procedure will apply to all the following persons in New Zealand who have held a full class 1 New Zealand driver licence for less than 2 years and wish to either: 1. Make application for a Passenger (P), Vehicle recovery (V), Driving Instructor (I) or Testing Officer (O) Endorsement; or to 2. Act as a supervisor for Learner / Restricted drivers. Why is this necessary? Clause 27 of the Land Transport (Driver Licensing) Rule 1999 requires a person making application for a P, V, I, or O endorsement to hold and have held for at least 2 years, a full New Zealand drivers licence other than a class 6. Clause 16 and 18 of the Land Transport (Driver Licencing) Rule 1999 requires a supervisor to hold and have held, for at least two years, a full New Zealand driver licence of the applicable class. What is the procedure? A person completes and lodges an exemption application form (DL4) from having to hold a full New Zealand driver licence for a period of two years for: the purposes of obtaining a P, V, I or O endorsement or the purpose of acting as a supervisor for a learner or restricted driver, by completing a DL4 form at the driver licencing agency. The application form is referred to the NZ Transport Agency, for a decision. If the application is declined the applicant may be given the option of completing an advanced driving competency assessment with an approved driving instructor. Note, this option is very unlikely to be exercised should the applicant have any prior traffic history in New Zealand. If the option of an advanced driving competency assessment with an approved driving instructor is offered, the applicant will be advised of this in writing and given a letter to produce to a driving instructor. NOTE: Driving Instructors are not to undertake any assessment until an applicant is able to produce a letter from the Transport Agency confirming an exemption letter has been lodged The advanced driving competency assessment must be conducted in accordance with the criteria in the LSFDI. The assessment must be undertaken on a pre-determined route and will, where practicable, include suburban, city, rural, highway and motorway conditions with at least 20 minutes of the assessment spent in busy city / town situations (medium to heavy traffic situations). Should any fault patterns be detected during the assessment the applicant would need to undertake the appropriate training designed to address and rectify the faults identified. This would be followed by a further advanced driving competency assessment(s) to ensure the applicant meets the required standard. · The advanced driving competency assessment marking grid for the original assessment and any subsequent re-assessment(s) (Appendix 1); and

· A map clearly showing the assessment route, the direction of travel and the route length

· A copy of any training programme developed for the applicant (Appendix 2); and

· A comprehensive report detailing the outcome of the advanced driving assessment, detailing any fault patterns identified, re-training undertaken and any subsequent re-assessment(s)(Appendix 3).

The applicant will be advised by NZ Transport Agency in writing of the final decision. Forward a copy of your completed report, map and assessment forms to:

Vehicle Checks

Any vehicle used for an advanced driving assessment must comply with the legal provisions that govern its use on the road. The following items must be checked prior to commencing the assessment drive. You are not expected to examine the vehicle in detail, but must check all the items listed to ensure that all safety items are in a roadworthy state. Have the candidate assist you with the checks. If the vehicle is not to a roadworthy state or does not have up to date documentation the assessment drive must not continue.
