    ANNUAL EMPLOYMENT REPORT OF THENI DISTRICT IN THE STATE OFTAMILNADU FOR THE YEAR - 2007-2008

    I . DISTRICT PROFILEi. Location:-

    Theni is one of the Southwestern districts of Tamilnadu State is lies in

    the Western Ghats . It is bounded on the north by Dindigul district, on the east by

    Madurai district, on the south by portions of Virudhunagar district and Idukki district

    of Kerala State and on the west by Idukki (Kerala).

    ii. Geographical Features:-

    The district administrative headquarters of Theni district is situated at

    Theni - Allinagaram town. The district lies between 9 3000 and 10 3000 north

    latitude and 770000 and 783000 east longitude. The topographic of the district is

    hilly based. The Periyar, Vaigai, and Manjalar rivers are flowing in Theni district.

    Vaigai River is flowing in Theni district and it will normally be dry during the summer

    season. Theni district comprising of two Revenue Divisions viz., Periyakulam and

    Uthamapalayam ,five Revenue taluks, viz.,1.Theni, 2.Periyakulam, 3.Andipatti,

    4.Uthamapalayam and 5.Bodinaickanur. There are 8 development Blocks viz.,

    Andipatti , K.myiladumparai, Periyakulam, Theni, Bodiinaickanur, Chinnamanur,

    Uthamapalayam and Cumbum for Rural development and Local administration .

    The total geographical area of the district is 3242.30 Sq. Km. The details

    of the name of the taluks and Municipal area has shown in the following table:

    iii. Climatic Condition, Rainfall Seasons:-

    The claimatic condition of Theni District is normally hot. The following

    table shows the temperature and humidity recorded in Theni Station maintained by

    the Central Water Commision.

    Theni District is basically an agrarian district. However the quantity and quality

    of agricultural operations and crop production depends upon monsoon. Theni is a

    border district of Kerala .North East monsoon provides more rain and the normal

    average rainfall is 833.5mm per annum.The following table shows the monthly

    rainfall of Theni District.

    b)Railways:-

    Bodi to Theni , Meter gauge line run through Madurai. This will link

    Madurai to Chennai. However this will take some time for realization. In Theni

    district there are 3 railway stations. Facility has been arranged to stop the Madurai

    to Bodi Passenger train opposite to Collectrate for Boarding in the Morning and

    evening trips for Office goers. In the 2008 2009 Central budget, conversion of the

    entire Meter Gauge into Broad Gauge from Madurai to Bodi has been approved and

    fund has been alorted.The work will be started during 2008-2009.

    ii. Irrigation (Canal, Tube Wells, Tanks) etc:-

    The Public Works Department and Panchayat union tanks, ponds and

    supply channels plays an important role in the irrigation of Lakhs in Theni district. But

    they have to be desilted and strengthened. New Check Dams and flood protection

    walls have to be constructed for water conservation.

    iii. Rural Electrification:-

    All villages in the district are electrified except certain pockets of area

    in ghat section There are 22613 Pumpsets are energised in the year 1996 in Theni

    district.Street lighting in rural areas is vested with the Panchayat Administration. The

    panchayats looks after the erection of new streetlights in the hamlets, payment of

    current consumption charges from the panchayat funds. Also the Procurement of

    tube lights, sodium vapor lights and other electrical appliances are done by the

    connected Panchayats itself. Now solar lights are also being utilized to cut down on

    consumption cost. Overall, 95% of the hamlets are covered under Rural

    Electrification. Importance have been given in electrifying in streetlights under

    AGAMT Scheme During 2006-2007 ,2007-2008, 47 villages have been covered inthis scheme.

    iv. Power Supply Position:-

    Generally power supply position in Theni District is normal. But in someareas low voltage problem is felt, especially in the hamlets in ghat section. To

    minimize the current consumption charges in the Panchayat, efforts were taken toutilize solar power lights as an alternate and renewable source in Theni District.

    IV. POVERTY:-

    i. Poverty ratios and intensity:-

    Over the years, implementation of Anti Poverty Programmes such as,

    SGRY and SGSY is yet to make a dent in rural poverty and indebtedness. This

    situation needs to be redressed quickly.

    In Theni District, it is estimated that 1.59 lakhs people out of the total

    of 10.93 lakhs live below the poverty line and 0.52 lakhs people belong to the

    working class. So they are in need of wage employment throughout the year.

    Schemes such as SGRY provide employment to rural people but it is not sufficient to

    provide employment to all needy rural people because of limited financial allocation.

    iii. Mining and Forestry based activities:- 2007-2008

    Mining:-

    In Theni District, quarry leases are being granted for granite in Patta

    lands and rough stone and earth quarry leases are being granted in Government and

    patta lands under Tamil Nadu Minor Mineral Concession Rules 1959. Public works

    Department (WRO wing) is operating sand quarry in riverbeds. A state owned

    corporation called Tamil Nadu Metals and Mineral Ltd is also earning quarry / Mining

    grants etc in Government lands.

    Forestry land activities:-

    As Theni District has 1,03,718 hectares of forest land which constitutes

    39% of the total geographical area is 3076.30 Sq. Km, there are abundant produce

    rom the forest areas. Nuts collection, herbal plants leaves collection, Tea leave

    picking are some the activities in forest sector hill area people depende upon the

    works to earn their livelihood.

    VI. EMPLOYMENT STATUS:

    i. Employment in agriculture:-

    Agriculture and allied sector offer employment opportunities in the rural

    areas. Ploughing, sowing and harvesting are the main avenues of agriculturalemployment. In many closes the rate of wages paid to the agricultural employees

    are not based on the wages fixed by the Government. But at present lumpsum

    amount is paid to the agriculture laborers in rural areas.

    The Employment Opportunities in Animal husbandry sectors better in

    this District due to the fuct fertile area in cumbum, Chinnamanur and periyakulam

    Blocks areas fishing activity is low and cricked . Fish catching is done where totally

    108 fisherman are engaged in fishing activity.

    iii. Employment in Mining and Forestry based Activities:-

    It is ascertained that nearly 7250 workers are being engaged in mining

    quarry activities. Ie. stone crushing, blue metal breaking and sand collection. There

    is no specific figures available people engaged in forest activities.

    scale industries, textiles mills and ginning factories.

    VII. MIGRATION PATTERN

    i. Migration Pattern:-

    There is no permanent Migration in Theni District there is only seasonal

    migration in this district. The dry area in Theni district Auntipatti and K.Myladumparai

    ii. Seasons of migration

    Normally migration is during summer season to get averment employment

    Blocks. But the introduction of NREGS and the Rural Infrastructure Scheme the

    people in dry land area can get employment opportunities will in due course restrict

    the migration.

    iii. Rural to Urban Migration:-

    The rural people migrated to urban areas for getting better education to

    their children and to get permanent work in factories.

    iv. Urban to Rural Areas Migration:-

    There is no Migration from urban to rural areas in Theni District.

    v. Migration within District:-

    This type of migration occurs where fertile areas namely chinnamanur

    and cumbum blocks for paddy planting work harvest work, coconut grove work and

    grapes grove maintaining.

    vi. Migration from outside the District:-

    There is no in migration from others District to Theni District the

    outside migration from Theni District to other District is in a low profile. These

    people move to Thirupur in coimbatore District to get regular employment in hoisery

    and apparel industries ; This migrants are female where they are getting regular

    employment with wages, boarding and lodging in the factory premises itself and get

    wages, bonus and a lump sum after three years.

    vii. Migration from outside States its seasonally and regional pattern ofout- migration and in- migration:-

    There is no in - migration from others states to Theni District. The out -

    migration Theni District is in a low profile. These people move to kerala state border

    where tea estates, coffee estates and cardamom to get employment.
