ORDINANCE NO.

AN ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK

(N.J.S.A. 40A:4-45.14)

WHEREAS, the Local Government Cap Law, N.J.S.A. 40A:4-45.1 et seq., provides that in the

preparation of its annual budget, a municipality shall limit any increase in said budget up to 2.5%

unless authorized by ordinance to increase it to 3.5% over the previous year’s final

appropriations, subject to certain exceptions; and

WHEREAS, N.J.S.A. 40A:4-45.15a provides that a municipality may, when authorized by

ordinance, appropriate the difference between the amount of its actual final appropriations and the 3.5%

percentage rate as an exception to its final appropriations in either of the next two succeeding years; and

WHEREAS, the Mayor and Township Committee of the Township of Voorhees, in the County

of Camden, finds it advisable and necessary to increase its CY 2019 budget by up to 3.5% over the

previous year’s final appropriations, in the interest of promoting the health, safety and welfare of the

citizens; and

WHEREAS, the Mayor and Township Committee hereby determines that a 1.0% increase in the

budget for said year, amounting to $302,705.40 in excess of the increase in final appropriations

otherwise permitted by the Local Government Cap Law, is advisable and necessary; and

WHEREAS, the Mayor and Township Committee hereby determines that any amount authorized

hereinabove, that is not appropriated as part of the final budget, shall be retained as an exception to the

final appropriations in either of the next two succeeding years.

NOW, THEREFORE, BE IT ORDAINED, by the Mayor and Township Committee of the

Township of Voorhees, in the County of Camden, a majority of the full authorized membership of this

governing body affirmatively concurring that, in the CY 2019 budget year, the final appropriations of the

Township of Voorhees shall, in accordance with this ordinance and N.J.S.A. 40A:4-45.14, be increased

by 3.5%, amounting to $1,059,468.90 , and that the CY 2019 municipal budget for the Township of

Voorhees be approved and adopted in accordance with this ordinance; and

BE IT FURTHER ORDAINED, that any amount authorized hereinabove that is not

appropriated as part of the final budget shall be retained as an exception to the final appropriations in

either of the next two succeeding years; and

BE IT FURTHER ORDAINED, that a certified copy of this ordinance as introduced be filed

with the Director of the Division of Local Government Services within 5 days of introduction; and

BE IT FURTHER ORDAINED, that a certified copy of this ordinance upon adoption, with the

recorded vote included thereon, be filed with said Director within 5 days after such adoption.

WHEREAS, NJSA 40A:4-59 provides that all unexpended balances carried forward after the close of the year are available, until lapsed at the close of the succeeding year, to meet specific claims, commitments or contracts incurred during the preceding fiscal year, and;

WHEREAS, NJSA 40A:4-59 further allows transfers to be made from unexpended balances to those reserve accounts which are expected to be insufficient, during the first three months of the succeeding year.

RESOLUTION NO. 81-19

AUTHORIZING EXECUTION OF A SHARED SERVICES AGREEMENT BETWEEN THE TOWNSHIP OF VOORHEES

AND THE BOROUGH OF LAUREL SPRINGS

WHEREAS, the Township of Voorhees wishes to enter into a Shared Services

Agreement (“Agreement”) with the Borough of Laurel Springs to share services and reduce costs

by working together to provide Uniform Construction Code services for the Borough of Laurel

Springs; and

WHEREAS, by entering into the Agreement, Voorhees and Laurel Springs agree that the

shared service will benefit each respective entity; and

WHEREAS, Laurel Springs shall pay Voorhees for the provision of Construction Code

services as defined in the Agreement, attached hereto and made a part hereof; and

WHEREAS, the parties hereto are permitted in accordance with N.J.S.A. 40:8A-1 et

seq., the Interlocal Services Act (“Act”), to enter into an Agreement to provide jointly, or

through each respective agency itself, such services authorized by the Act, including areas of

general government administration.

NOW THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of

the Township of Voorhees as follows:

1. The Mayor and/or Deputy Mayor are hereby authorized to execute a Shared Services Agreement by and between the Township of Voorhees and the Borough of Laurel Springs in a form to be attached hereto and made a part hereof as Exhibit “A”.

2. The Shared Services Agreement shall be placed on file in the office of the Voorhees Township Municipal Clerk and made available for public inspection upon execution.

3. The terms and provisions of the Shared Services Agreement shall take effect upon execution of the Agreement by all parties.

AUTHORIZING EXECUTION OF AN INTERLOCAL SERVICES AGREEMENT BTWEEN THE TOWNSHIP OF VOORHEES AND

THE BOROUGH OF GIBBSBORO

WHEREAS, the Township of Voorhees (“Voorhees”) desires to enter into an Interlocal

Services Agreement (“Agreement”) with the Borough of Gibbsboro (“Gibbsboro”) whereby

Voorhees would provide leaf removal services for Gibbsboro on an annual basis; and

WHEREAS, Voorhees and Gibbsboro remain dedicated to providing services to the

residents of each town in the most cost-efficient manner; and

WHEREAS, the parties hereto are permitted in accordance with N.J.S.A. 40:8A-1 et

seq., the Interlocal Services Act (“Act”), to enter into an Agreement to provide jointly, or

through each respective agency itself, such services authorized by the Act, including areas of

general government administration.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of

the Township of Voorhees as follows:

AUTHORIZING THE AWARD OF A CONTRACT FOR MISCELLANEOUS ELECTRICAL MAINTENANCE WORK

WHEREAS, specifications were completed, and bids were properly advertised by the Township of

Voorhees (“Voorhees” and/or “Township”) for Miscellaneous Electrical Maintenance Work; and

WHEREAS, the Township furnished detailed bid specifications to potential bidders; and

WHEREAS, the bids were received and opened at the offices of the Township on Thursday,

February 21, 2019; and

WHEREAS, two (2) companies submitted bids for the specified contract as follows:

WHEREAS, the Voorhees Township Police Department has reviewed the bids and

recommended an award to Gibson Electrical & General Contractors, Inc. as the lowest responsible bidder

contingent upon review and approval of the Township Solicitor; and

WHEREAS, the Township Solicitor has rendered a Legal Opinion dated March 4 th, 2019 which

recommended an award to Gibson Electrical & General Contractors, Inc. as they are the lowest

responsible bidder as their bid fully complies with the bid specifications; and

WHEREAS, the Township Administrator concurs with said recommendation; and

WHEREAS, the Township of Voorhees has therefore determined that Gibson Electrical &

General Contractors, Inc. is the lowest responsible bidder, having submitted a bid in accordance with the

Bid Specifications and Advertisement; and

WHEREAS, the Township’s Chief Financial Officer has certified funds which are available for

such purpose.

NOW, THEREFORE BE IT RESOLVED by the Mayor and Township Committee of the

Township of Voorhees as follows:

1. The provisions of the WHEREAS clauses set forth above are incorporated herein by reference and made a part hereof.

2. The Contract for Miscellaneous Electrical Maintenance Work is hereby awarded to Gibson Electrical & General Contractors, Inc. in the amount of $$2,637.50-$2,367.50.

3. The Township Administrator is hereby authorized and directed to execute said Contract.

4. Funds are available for payment of this Contract.

RESOLUTION NO. 84-19

APPROVING AN AMENDMENT TO VIRTUA/BLS TRANSPORT BILLING AGREEMENT

WHEREAS, Voorhees Township and Virtua Health System amended and extended their

transport and billing agreement by resolution of the Township Committee on April 23, 2018; and

WHEREAS, it is now necessary to amend the Agreement to change specific wording in

Section 4(b);

WHEREAS, after examination and review by Special Solicitor Stuart Platt, the

amendment is approved.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of

the Township of Voorhees, County of Camden and State of New Jersey that the Township

hereby approves and authorizes an Amendment to the Transport Agreement between the

RESOLUTION NO. 85-19

APPROVING THE PROMOTION OF JON ANDREWS PROVISIONALLY TO THE POSITION OF SENIOR SYSTEM ANALYST

WHEREAS, Voorhees Township Committee passed Resolution No. 197-16 appointing

Jon Andrews to the position of System Analyst on September 12, 2016; and

WHEREAS, Police Chief Lou Bordi has recommended a provisional promotion to the

position of Senior System Analyst effective January 1, 2019.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of

the Township of Voorhees, that Jon Andrews be provisionally promoted to the position of Senior

System Analyst effective January 1, 2019.

APPROVING THE PROMOTION OF REBECCA KEANE TO THE POSITION OF HOUSING INSPECTOR

WHEREAS, Voorhees Township Committee passed Resolution No. 96-18 appointing

Rebecca Keane to the position of Housing Inspector Trainee on March 26, 2018; and

WHEREAS, it is recommended that Rebecca Keane be appointed to the position of

Housing Inspector effective March 25, 2019.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of

the Township of Voorhees, that Rebecca Keane be appointed to the position of Housing

Inspector effective March 25, 2019.
