On Friday, June 25th, approximately100 guests gathered for the 90th birth-day celebration of Ruth L. Campbell atthe William F. “Bill” DickinsonCommunity Center. Family, friends,community leaders, and City ofHomestead employees hosted a pot luckluncheon to honor Ms. Campbell onsuch an extraordinary milestone. Aspart of the festivity, Ms. Campbell waspresented a plaque of appreciation byMayor Steven C. Bateman and ViceMayor Judy Waldman for her exempla-ry service to the City. The ballroom wasfilled with balloons, flowers, and pic-tures of the former councilwoman.

Ms. Campbell has a very long historyof service and deep roots with the Cityof Homestead. For over thirty-fouryears she devoted her life to publicservice. She was the first woman

Williams, III, City ManagerSergio Purrinos, City Department Heads,and special guest former Homestead MayorRoscoe Warren participated in the ground-breaking of the future site of the MayorRoscoe Warren Municipal Park. elected to the Homestead City Council in1963 and in 1997 when she did not seek re-election she was given the title of“Honorary Mayor of Krome Avenue.” Ms.Campbell was involved in numerous civicorganizations during her tenure and contin-ues to be very active in the Homesteadcommunity. She is currently the museumdirector and local historian of the HistoricHomestead Town Hall Museum, the city’sfirst municipal building. Through her

efforts, she has committed herself to devel-oping an awareness and appreciation forthe City’s historic assets and an urgency forpreservation.

The City of Homestead is very fortunateto have such a dedicated leader who hasinspired generations to volunteer and giveback to their community. She has accom-plished so much for the City in bringingthe past and future together and is a trueexample of a public servant. Happy 90th

Steven C. Bateman, mayorSteve Bateman was elected mayor of the City of Homestead on

november 3, 2009 for a two-year term. He is no stranger toHomestead politics and previously served a two-year term as vicemayor in 1995 and served as a Councilman from 1997-2004. Prior tohis service on the City of Homestead Council, he was Chairman of theCity’s Planning and Zoning Board and served on the City’s Codeenforcement Board.

mayor Bateman was born in miami, FL and moved with hisfamily to Homestead in 1966. He attended Homestead middle School, South Dade HighSchool and miami Dade College. mayor Bateman is the owner and President of twoBrothers Construction, Inc. located in Homestead and has been in business for over 30years.

mayor Bateman is very active in the community. He has served on the Board ofDirectors of the Greater Homestead/Florida City Chamber of Commerce, was Chair of theChamber’s military affairs Committee and has been an active member of the KiwanisClub of Homestead/South Dade since 1982. His civic awards include being namedKiwanian of the year and being awarded a Key to the City in February 2004 for his dedi-cated service as a public official to the citizens of Homestead.

JuDy WaLDman, vICe mayorJudy Waldman was first elected to the City Council in

november 2001. She was re-elected for an additional 4-year term innovember 2005. In november 2009, she was elected vice mayor fora two-year term. She is currently holding Council Seat #6.

vice mayor Waldman grew up in Homestead and graduatedfrom South Dade High School. She attended miami-Dade Collegeand completed several business courses from the university ofmiami. vice mayor Waldman is a fulltime licensed realtor-associate

with Prudential WCI realty and owns and operates a mortgage investment company. vice mayor Waldman is very active in the community and has assisted in fund-rais-

ing efforts for many worthwhile organizations. She and her husband, merv, founded theLittle angels Foundation and she also serves as the Chair of the Board. the awards shehas received include the Chamber of Commerce volunteer of the year and athenaawards, the american Business Women’s association Woman of the year award and theIn the Company of Women honored her as a 2005 Pioneer.

vice mayor Waldman and her husband, merv, have one son and two grandchildren.

Jon BurGeSS, CounCILmanJon Burgess was elected to a 4-year term as Councilman of the

City of Homestead during the november 2007 election. He holdscouncil seat #2. He attended Western Carolina university. He haslived in South Florida for eighteen years and has called Homesteadhis home the past nine years. He and his wife, Charelle, have one son,who is two years old. Councilman Burgess has been a professionalCoast Guard Certified Boat Captain for nearly 20 years and currentlyworks out of Key Largo. He previously served on the City’s Charter

review Committee and the eastlake advisory Committee.

WenDy LoBoS, CounCILWomanWendy Lobos was elected to City Council on november 7,

2007 and along with Councilwoman nazy Sierra is serving as the firstHispanic women to be elected in the City of Homestead. She was bornin Guatemala and lived there until the age of 7. She grew up in Losangeles, California, attended high school in new york City, andholds a Ba in Political Science and Spanish Literature from the Stateuniversity of new york in Cortland. She also holds a masters ofBusiness administration from nSu and is a Continuing Certified

Credit Compliance Professional C4P. In 2001, at the age of 26, she chose to settle downand make Homestead home.

outside of the City Council, Councilwoman Lobos is self-employed and works as afinancial consultant to different businesses. Her field of expertise is special districts andaffordable housing programs. She is also a member of new Beginnings ChristianFellowship where she volunteers as the Church treasurer.

Councilwoman Lobos lives in the villages of Homestead, representing District 3. onCity Council, she is the Liaison to artSouth and the Fire Pension Board. In 2009, SchoolBoard member Dr. Larry Feldman appointed Councilwoman Lobos to the miami-DadeSchool Board audit Committee.

She is a proud graduate of both the basic and advanced Institute of newly electedofficials sponsored by the Florida League of Cities. She also completed the newly electedofficials Boot Camp, a program sponsored by the national association of Latino electedofficials.

Councilwoman Lobos is a proud mom to an excellent student and football player whoattended air Base elementary School and is now a student at Herbert ammons middleSchool.

eLvIS r. maLDonaDo, CounCILmanelvis maldonado was elected to a 4-year term as Councilman

of Homestead during the november 2009 election. elvis maldonadowas raised in Homestead since the age of 5. From playing little leaguebaseball, to surviving Hurricane andrew; the 36 year-old Husbandand father of two can attribute many of his memories to our city.

as a proven leader in the community, elvis has been extreme-ly proactive throughout the City of Homestead. His involvementincludes education work as an outreach Counselor with aspira South

Charter School, Homestead Senior High School and Homestead middle School. elvis’sinvolvement includes being a member if the Homestead City Charter review, being theChair of the CDD (Community Development District) and President of the Homeownersassociation of his community malibu Bay. as councilmanwho comes with a diverse leadership background and endeavors, elvis currently chairs theHomestead education Committee, technology and arts Committee and BusinessDevelopment Committee.He graduated from Florida Computer and Business Collage in 1998, and in 2007, openede.r. techs, a full-service computer technology company, located in Homestead.

outside of serving the Homestead community, elvis gives back to pre-teens and youthat alpha and omega Church by providing real life skills and mentorship. elvis enjoysspending time with his wife and two daughters.

StePHen r. SHeLLey, CounCILmanCouncilman Stephen Shelley was elected on november 3, 2009

to represent Council Seat #1, the northwest neighborhood.Councilman Shelley has been a resident of Homestead since 2004. Hewas born in athens, Georgia but spent most of his youth on the westcoast of Florida growing up in Largo, Florida.

Councilman Shelley obtained a bachelors degree in Businessand economics from the university of Florida and a Juris Doctoratein the field of law from Barry university, completing his last year of

legal studies at the university of miami. Soon after graduating law school in august of2006, Councilman Shelley opened his own law practice in Downtown Homestead, theLaw office of Stephen r. Shelley, PLLC.

Prior to running for City Council, Councilman Shelley was a member of the City ofHomestead’s Planning and Zoning Board. He was appointed as a board member in 2005and in 2009 was promoted to the vice Chairman of the City’s Planning and Zoning Board.

Councilman Shelley is also a newlywed. He married his wife, Jenn, in october of2009 and they soon hope to raise a family in the City of Homestead.

Councilman Shelley is also involved in local community activities and associations.He is on the Board of Directors and is the treasurer of the youth Fishing Foundation, alocal not for profit 501(c)(3) organization. He sits on the St. Johns School Board and is amember of the Homestead/Florida City Chamber of Commerce in addition to donating histime and pro bono legal services to other local not for profits.

Councilman Shelley also sits on the Board for the annual City of miami Fishingtournament with the proceeds from the tournament benefiting local children in miami andSouth Dade. In 2009, Councilman Shelley created and implemented a youth scholarshipprogram for college bound students, giving away five (5) $1,000 scholarships. the City ofmiami Fishing tournament generated the monies to fund the scholarships.

Lastly, Councilman Shelley is an avid outdoorsman who loves to fish, camp and pho-tograph nature.

received many honors and awards through-out his distinguished public service career.He displayed a genuine commitment andhonorable service to the people of Home-stead. His endless efforts to develop andmaintain a successful future for Homesteadare highly visible.

A few years ago the City began its plansto redevelop a former Homestead landfillsite as a municipal park. Through a Miami-Dade County Solid Waste grant, this 37-acre parcel of land went through anextensive clean-up to prepare the site as apark. Once the clean-up was approved byMiami-Dade County’s Department of Envi-

ronmental Resources Management(DERM), the former landfill was ready forconstruction. General Obligation Bond(GOB) funds will finance the park’s initialphase of construction.

The park’s construction will be com-pleted in multiple phases. The initial phasewill include the infrastructure, landscaping,walkways, restrooms, soccer fields, andpavilions. The City is also planning to lookat acquiring additional grant money andother sources of revenue for further ameni-ties to be completed in subsequent phases.The park is slated to open to the public atthe end of the year.

On Saturday, August 28th, the NationalKidney Foundation of Florida will conducta free health screening for people at in-creased risk for kidney disease at SacredHeart Catholic Church, Parish Hall, 106 SE1st Drive, Homestead, FL 33030 from 9amto 2pm. The screening is part of the NationalKidney Foundation’s Kidney Early Evalua-tion Program (KEEP) designed to identifyand educate people at risk – those with dia-betes, high blood pressure or a family his-tory of kidney disease.

“We know that if we start early with edu-cation, detection and if necessary, medicalintervention, we can often postpone theonset of kidney disease or kidney failure,”says Dr. Tom Peters, president.

KEEP screening participants will havetheir weight and blood pressure checked.Medical professionals will collect blood andurine samples from those who require fur-ther testing. A physician is on-site to reviewresults with participants. More than 20 mil-lion Americans – or 1 in 9 adults – have

chronic kidney disease and most do not evenknow it. Another 20 million are at risk.

South Florida is known for sunny daysand its warm weather. Residents rely ontheir utilities to help keep them cool, espe-cially during the hot summer months. Thismonth when you receive your utility billyou are going to find a nice surprise. A 5%reduction in your June bill, one of the high-est months of usage.

Earlier this year, City of HomesteadMayor, Vice-Mayor, and City Council setgoals to reduce costs for residents. Once thegoals were created, City officials began tolook at areas where costs could be cut tohelp out residents. The Mayor and CityCouncil requested Homestead EnergyServices (HES) to give customers a breakwith their electricity bill.

Customers began to see savings in Janu-ary. The Power Cost Adjustment (PCA)

was reduced from $48.95/1000 kwh to$45.70, a reduction of $3.25 or 6.6%. ThePower Cost Adjustment allows the ElectricUtility Company to recover costs caused bythe fluctuations in fuel and purchasedpower costs that are above the base ratescharged to consumers. The PCA was low-ered again to $43.42/1000 kwh, a reductionof $2.28 or 5.0%, which will be reflected inyour current electric bill.

The total reduction for customers fromJanuary 2010 until now is $5.53 or 11.3%in comparison to 2009. HES is now the 6thlowest cost provider of the 33 municipalelectric utilities in the State of Florida.

Mayor Bateman stated, “It was an impor-tant initiative of Council to reduce powerbills within our first year in office. Wewanted to make this a priority and giveback to the community.”

The City of Homestead and the Home-

stead-Miami Speedway’s Race to the 4th

celebration was a great success. For the first

time, this annual event was held at the race

track. Vice Mayor Judy Waldman, the co-

ordinator of the celebration approached the

Speedway’s President Matt Becherer to see

if they would be interested in co-hosting the

event.

“When the City of Homestead ap-

proached us to inquire about hosting its an-

nual event fireworks display at the

Homestead-Miami Speedway, we were ec-

static,” said track president Matt Becherer.

Staff from both the City’s Parks and

Recreation Department and the Speedway

worked collectively in putting together the

event. The event was held in the race track’s

infield and grandstand seating was opened

for guests to enjoy the fireworks. The

crowds had unprecedented access to the

track, garages, and pit areas. People had an

opportunity to get up “close and personal”

and see where some of the biggest names in

racing battle it out in both the IndyCar and

NASCAR Championships.

The event was free to the public and over

10,000 spectators came out to enjoy the fes-

tivities. Special trams from the Speedway

shuttled visitors to the entrance gates from

packed parking lots.

The event was also sponsored by Toyota

of Homestead, Homestead Chevrolet Cadil-

lac, Mario’s Café, Verizon, Dade Medical

College, David Berrones, and Keys Gate

Golf Club. Cars from both Toyota of

Homestead and Homestead Chevrolet

Cadillac were displayed on the track. Thun-

der Country Radio entertained the audience

as the Master of Ceremonies.

The celebration included classic Inde-

pendence Day fireworks, entertainment

children’s rides, and many food vendors

Patrons were entertained by several live

bands, a teenage choral group singing patri-

otic songs, and children’s activities. Home-

stead residents Loretta Marsicano and

Britney Berrones sang the National Anthem

and God Bless America. Mega Party

Events provided children’s rides for the

event.

Mayor Steven Bateman, Vice-Mayor

Waldman, and the City Council addressed

the crowd about the meaning of Independ-

ence Day and thanked everyone for coming

out to celebrate. In his address, Mayor

Steven Bateman stated, “As a community

we must be mindful, dedicated, and ever-

vigilant of the freedoms that we enjoy and

the price that has been paid over many gen-

erations to sustain them.”

City officials acknowledged our troops

overseas who are fighting for freedom and

thanked them for their continued service

Vice-Mayor Waldman stated, “As we cele-

brate this wonderful day, our Nation’s birth-

day, let us not forget all of the men and

women who fought over the years to give

us the precious word “freedom.” The free-

dom to make our own way. The freedom to

make choices. The freedom to differ with

one another. But above all, I cannot stop

thinking about the fathers and husbands

Mothers and wives, sisters and brothers, and

sons and daughters that our fighting, with

every breath in their bodies, to protect that

freedom. Risking their lives, because they

want us, you and me, to be free.”

By all measures the event was a resound-

ing success.

The renewal of Homestead’s historicdowntown district is a high priority of theHomestead Mayor and City Council. InSeptember 2009, Dade Medical Collegeopened the Homestead campus in theDowntown area on North Krome Avenueand 4th Street. The college operates fourcampuses in Miami-Dade and BrowardCounties and offers diplomas or an Associ-ate of Science degree in Diagnostic CardiacSonography, Diagnostic Medical Ultra-sound, Massage Therapy, and Medical As-sistant programs at the Homestead Campus.

Since its inception, the school created 50new jobs and plans to add another 100 em-ployees as a result of a planned enrollmentincrease. There are over 200 students en-rolled at the Homestead campus now.

Ernesto Perez, CEO of Dade MedicalCollege, recently donated more than $8,000to renew and maintain Paradise Way, thepromenade immediately north of the ArtSouth Sanctuary building. A variety oftrees, plants, and flowers were added to thelandscape by Mr. Perez. Pavers were pres-

sure-cleaned and a new irrigation systemwas installed. The impact of the renewal isdramatic and has created an attractive greenspace downtown.

Perez stated, "We are excited and honoredto be part of the revitalization of the historicdowntown Homestead area. Our goal is toremake the area into a safe, family-friendlyplace in the spirit of Miracle Mile. It’s acommitment we are making to the City.”

Homestead Mayor Steven C. Bateman ispleased with the positive impact of the col-lege on downtown Homestead. “The impactof Dade Medical College has been positiveand dramatic. Our downtown is alive withstudents and the landscaping improvementsto Paradise Way have transformed ablighted area to an attractive one. This is awin-win situation for everyone. Mr. Perez isa fine corporate citizen and I applaud his ef-forts,” said Mayor Bateman.

Mayor Bateman believes that Dade Med-ical College is the beginning of Home-stead’s downtown renaissance. “I believethat we a witnessing the beginnings of awholesale revitalization of our downtown,”said Bateman.

City of Homestead Mayor Steven C.Bateman, Councilman Stephen Shelley, andHomestead Police Chief Al Rolle wanted torecognize and commend the exemplarywork that the members of the New HopeCounseling Outpatient Residential Preven-tion Services (C.O.R.P.S.) do day in and dayout. This extraordinary community organi-zation, the only one of its kind in the SouthMiami-Dade area, provides residential andoutpatient substance abuse treatment to pri-marily homeless males. New HopeC.O.R.P.S houses fifty-two beds and treat-ments can last from 60 days to 9 months.

Tuesday, July, 6, 2010 was proclaimedby the Mayor and City Council as NewHope C.O.R.P.S Day. Mayor Batemanstated, “We wanted to acknowledge onemore great organization within our Citythat brings so much good and hope to peo-ple. We are here to support an agency thathelps so many going through a difficulttime and gives them a much needed secondchance. I commend their caring staff fortheir untiring dedication to our commu-nity.”

New Hope was established in 1993 byFounder Manuel A. Alvarez after he recog-nized a gap in services and the need fortreatment opportunities for men in theSouth Dade community. The mission ofthis community agency is to break the self-destructive cycle of addiction through a re-ligious, therapeutic, and rehabilitativeapproach. This agency is dedicated to help-ing participants re-enter society as produc-

tive citizens.This organization is able to operate

through grant money from the Miami-DadeHomeless Trust which awarded New HopeC.O.R.P.S. $425,391 to implement ProjectRegeneration, a transition housing programfor substance abuse and mental health treat-ment for the chronic homeless populationwithin our community. The total cost ofthis project is $538,278 and in order forNew Hope to execute the grant, the agencywas required to raise $150,887 in matchingfunds. At the proclamation presentation, thePatrick P. Lee Foundation presented NewHope C.O.R.P.S. with a check for$150,887, the amount that was needed. Thisis the second donation awarded by thePatrick P. Lee Foundation to support thisinitiative of continuing to offer profes-sional, caring, and individualized servicesto those who have a history of mental ill-ness and substance abuse.

The Patrick P. Lee Foundation’s primarymission is to assist medical and educationalprojects and support to non-profit organi-zations that empowers families and com-munities with the resources needed tocreate positive change.

“Giving back to the community that sur-rounds you is what counts,” said Patrick P.Lee, founder of the Patrick P. Lee Founda-tion. Cynthia R. Lee, Member of the Boardof Directors for the Patrick P. Homestead expands trolley service, new route will connect east-west sides

After initiating its first ever trolleysystem last month, the City of Homesteadis moving forward to expand this serviceto facilitate mobility for residents and vis-itors.

Starting on Friday, July 16, the City ofHomestead will commence its second trol-ley route, providing connectivity betweenthe east and west side of the city. The goalof the trolleys is to connect different areas,increase pedestrian activity, and alleviatecongestion throughout the City ofHomestead.

The East-West trolley route will com-mute between the City’s businesses, gov-ernment, and residential sectors. Thisroute will start on Krome Avenue (S.W.177th Avenue) and go east on CampbellDrive (S.W. 312 Street) making variousstops such as the post office, City Hall,Harris Field/YMCA, Homestead Hospital,restaurants, and residential communities.In total, there will be eighteen stops at dif-ferent points of interest.

Both trolley routes will effectivelycomplement existing Miami-Dade County

Metrobus service in the area and will sub-stantially augment public transportation inthe City of Homestead. It will also con-nect passengers to the already establishedDowntown trolley route. There will be anoverlapping stop for both trolleys atLosner Park in the historic downtown dis-trict.

The trolley service is managed by theCity of Homestead through a contract withLimousines of South Florida, Inc. Bothtrolleys will operate from Monday throughFriday from 8:00 a.m. to 6:00 p.m. andSaturday and Sunday from 10 a.m. to 2:00p.m. The trolley service will be free ofcharge.

The trolley service was at no extra costto residents. Funding was provided by aFederal Transit Administration Grant,American Recovery and Investment ActEconomic Stimulus Grant, and fundingfrom the People’s Transportation Plan Tax. Kids from around South Florida,including children from the City ofHomestead’s Summer Camp, were invit-ed to basketball all-stars AlonzoMourning and Dwayne Wade’s 14thannual Summer Groove Youth BasketballClinic on Friday, July 16. Forty luckyHomestead campers were chosen to par-ticipate in this exclusive event for free.

City of Homestead’s Parks andRecreations Resource and EventsCoordinator, Eric Weiss, was able tocoordinate with the organizers of theclinic to give our campers an exclusive,up-close and personal meeting with NBAsuperstars. Participants were given a T-shirt, bag, towel, lunch, and Nike Airbasketball shoes at no cost to the chil-dren.

During the clinic the kids were divid-ed into smaller groups to learn basketballfundamentals such as shooting, drib-

bling, and defensive skills. They also hadthe opportunity to meet professional bas-ketball athletes from around the league,including Dwayne Wade. There werecertain requirements in order to partici-pate. Campers needed to be between theages of 8 to 14 and not in high school.

This clinic is part of the annualSummer Groove festivities where AlonzoMourning and Dwayne Wade join forcesto host various fundraising events.Money raised at these events goes tolocal South Florida programs and initia-tives supported by Alonzo MourningCharities and Wade’s World Foundation.Eric Weiss commented, “It was great tosee the kids getting an opportunity to notonly learn invaluable basketball skills,but interact with some of the biggestNBA players. They had a wonderfultime. The City’s Summer Camp Programis constantly striving to provide our kidswith an unforgettable summer filled withunique experiences and activities.”

They are authorized to hold hearingsand assess fines against violators ofrespective city codes and ordinances. Members of the Florida MunicipalElectric Association (FMEA) have electedBarbara Quiñones, Homestead EnergyServices Director, as secretary-treasurer ofthe organization’s board of directors.

FMEA represents the unified interestsof 34 public power communi-ties across the state, whichprovides electricity to nearly 3million of Florida’s residen-tial and business consumers.

“Board members partici-pate in regular meetings heldacross the state and arecharged with setting the over-all direction of the organiza-tion,” said Barry Moline,FMEA’s executive director.“Barbara has established her-self as a strong leader on util-ity issues not only inHomestead, but throughout the state ofFlorida. We’re honored to have her serveas our secretary-treasurer.”
