Preface

The Hong Kong Green Organisation Certification (HKGOC) aims to benchmark green organisations

with substantial achievement in green management, to encourage participants to adopt

environmental practices in different aspects and to recognise their efforts and commitments to the

environment. It is a prestigious certification scheme with high credibility. It also encourages

participants to strive for self-improvement in specific environmental aspects.

The HKGOC is led by the Environmental Campaign Committee (ECC) alongside the Environmental

Protection Department and in conjunction with nine organisations, namely, in alphabetical order, the

Advisory Council on the Environment, the Business Environment Council, the Chinese General

Chamber of Commerce, the Chinese Manufacturers’ Association of Hong Kong, the Federation of

Hong Kong Industries, the Hong Kong Chinese Importers’ & Exporters’ Association, the Hong Kong

Council of Social Service, the Hong Kong General Chamber of Commerce and the Hong Kong

Productivity Council.

HKGOC consists of five Certificates, namely “Wastewi$e Certificate”, “Energywi$e Certificate”,

“Productwi$e Certificate”, “IAQwi$e Certificate” and “Carbon Reduction Certificate”. The first four

Certificates encourage initiatives on waste reduction, energy saving, improvement of product

environmental attributes and improvement of indoor air quality (IAQ) respectively. They recognise

participating organisations that have attained specified environmental requirements and achieved

self-improvement goals. In addition, the Carbon Reduction Certificate recognises organisations with

quantifiable carbon reduction achievements.

Organisations applying for these Certificates will be required to demonstrate their commitment to

environmental protection in specific aspects in order to grant a respective Certificate. Organisations can join

any of these Certificates at any time and there is no limit for the number of awardees. Certificate holders can

further obtain the title of “Hong Kong Green Organisation” by attaining the requirement in multiple aspects of

environmental practices. In addition, participants are highly encouraged to educate others, both organisations

in the same sector and the community at large, on the benefits and practices of other environmental initiatives.

This Productwi$e Certificate Guidebook is designed for use by all business/organisation operators in Hong

Kong. It details the Certificate rules, process and benefits of joining Productwi$e Certificate. Furthermore, this

Guidebook presents an overview of practices to improve product’s environmental performance and reduce

environmental impact arising throughout the product life-cycle. Businesses/organisations could implement

them in their products. All businesses/organisations are welcome to join this meaningful Certificate to

demonstrate their commitment to creating a better environment for Hong Kong.

1. INTRODUCTION

1.1 Why Is Greener Product Important?

Consumers are increasingly aware of the deterioration of environment. Issues like global climate change, loss of

habitats and species and shortage of natural resources have further added to the consciousness about

environmental protection. Governments worldwide have been tightening their environmental regulations to

control the environmental impacts arising throughout a product’s life-cycle. In particular, the European Union

(EU) has introduced a number of regulations to impose more mandatory requirements on the prohibition of

hazardous substances in products, promotion of energy and water efficiency and strengthening of producers’

responsibility for recycling used products. Moreover, such developments are taking place not only in Europe,

but also in other countries like the United States, Japan and China. Competent manufacturers who are able to

fulfil such stringent requirements in manufacturing process will have the competitive advantage in these

markets. On the other hand, manufacturers and suppliers who failed to act accordingly will be discriminated or

even banned from entering the market.

Apart from the increasingly stringent environmental requirements, more and more consumers are concerned

about the environmental impact of the products they use. Local and worldwide trends show increasing demand

for goods manufactured by companies that exhibit sound environmental responsibility and consumers have

gradually developed a preference for products with less environmental impact. A survey1 showed that over 75%

of Hong Kong consumers will include environmental consideration during purchasing and nearly 80% of them

are willing to pay more for these ‘greener’ products. This preference for products with less environmental

impacts is also shown in various other surveys carried out in a number of countries and regions including United

Kingdom, United States and Japan. Undoubtedly, developing ‘greener’ products is a way to capture a new

market, as well as protecting the environment.

1.2 Government Policy and Initiatives

The “Hong Kong Blueprint for Sustainable Use of Resources 2013 – 2022” (Blueprint) unveiled in May 2013

maps out comprehensive strategy, policies and action plans for Municipal Solid Waste (MSW) management in

Hong Kong for coming ten years. In this 10-year plan, the producer responsibility principle was introduced to

address cradle-to-grave environmental problems of consumer products, in which overseas experience shows

that Producer Responsibility Schemes (PRSs) are effective in encouraging producers to design products that

generate less waste and to take the responsibility of recycling. Several types of products, including plastic

shopping bags, waste electrical and electronic equipment, and glass beverage containers were suggested to be

included in the PRSs. Products such as rubber tyres, wood, packaging materials, and rechargeable batteries,

were considered to be included in the PRSs.

In addition to the “Blueprint”, the government has also introduced a number of regulations and initiatives to

promote ‘greener’ products or prohibit the use of hazardous substances in products. For example:

The Air Pollution Control (Volatile Organic Compounds) Regulation which imposes maximum limits on the

volatile organic compounds (VOC) content of architectural paints/coatings, printing inks and six selected

consumer products, including air fresheners, hairsprays, multi-purpose lubricants, floor wax strippers,

insecticides and insect repellents.

“To Replace Pre-Euro and Euro I Diesel Commercial Vehicles by New Commercial Vehicles – Incentive

Scheme” which offers a time-limited one-off grant to vehicle owners to replace their pre-Euro and Euro I

diesel commercial vehicles with new commercial vehicles complying with prevailing Euro IV or V emission

standards.

To actively apply green specifications in the Government procurement, cleansing and vehicle hiring service

contracts as well as widen the scope of green procurement in public works project in the Policy Address

2015.

The Government has formulated a city-level Biodiversity Strategy and Action Plan (BSAP) (2016-21), to step

up biodiversity conservation and support sustainable development.

A comprehensive strategic study "Hong Kong 2030+: Towards a Planning Vision and Strategy Transcending

2030" ("Hong Kong 2030+") has been conducted to update the territorial development strategy.

1.3 What Can Businesses/Organisations Do? With this background, many Hong Kong product designers and manufacturers have started to include

environmental considerations in the design and production of product. Through designing and manufacturing

‘greener’ products, the designers and manufacturers could:

gain the competitive advantage in Hong Kong and other major export markets which consumers have shown

preference for eco-friendly products;

reduce costs by designing and manufacturing products that use less material and less resources in the

production process; and

comply with increasingly stringent environmental regulations.

In addition, product designers and manufacturers can gain the recognition of designing and manufacturing

“greener” products by joining the Productwi$e Certificate of HKGOC.

2.THE PRODUCTWI$E CERTIFICATE

2.1 Objectives of the Productwi$e Certificate

The Productwi$e Certificate is established to recognise the efforts of organisations that have successfully

reduced the environmental impact across life-cycle of their products. It also promotes products with less

environmental impacts that are available in Hong Kong market.

2.2 Co-operation Structure

The Environmental Campaign Committee (ECC) is the Organiser of the Certificate in association with other joint

Organisers. Productwi$e Adviser is responsible for coordinating the implementation of the Certificate,

providing assistance to applicants in meeting the Certificate requirements and understanding assessment work.

Guided by the Awards Committee and the Adviser, participants will fundamentally work on a self-initiated basis

to achieve specific requirements and goals of improving the environmental attributes of products.

Furthermore, when organisations achieve improvements in their products’ life-cycle, their good efforts will be

recognised and they will be granted the use of the Productwi$e Certificate.

2.3 Eligibility to the Productwi$e Certificate

All Hong Kong organisations with their nominated products physically available for distribution in Hong Kong

are welcome to apply for this Certificate, subject to the discretion of the Organisers. At the time of detailed

assessment, the nominated products must be available for sale in the Hong Kong market or be distributed

externally to the general public in Hong Kong.

An applicant must be an organisation operating in Hong Kong and must possess a valid Business Registration

Certificate or be an acceptable legal entity. Application submitted in the name of an individual will not be

accepted.

An applicant may be requested to submit a sample of the nominated product, and its packaging, manuals,

detailed product information, catalogues, photographs and related particulars during assessment. If the

product sample cannot be submitted due to its size or weight, the applicant should provide specifications or

manual(s) of the nominated product. The product should have its environmental improvements made for not

more than two years.

2.4 Productwi$e Certificate Benefits

The Productwi$e Certificate presents organisations with the opportunity to enhance their commitment towards

environmental protection through incorporating environmental attributes into their products. By joining and

fulfilling the Certificate requirements, Certificate members can enjoy many benefits:

Enhancing Competitiveness

Product with less environmental impacts helps increase business competitiveness by attracting those

customers who value conducting business with companies that are committed to improving

environmental quality.

Obtaining Technical Assistance from Adviser

Productwi$e Certificate members will have the help and support of the Productwi$e Adviser when needed.

Enquiries can be made through the HKGOC helpline. All assistance given by the Productwi$e Adviser is

free of charge.

Contribution to Environmental Protection

Everyone strives to live a comfortable and enjoyable life. Products with less environmental impacts can

help create a better quality of life for all.

Awarding Prestigious Productwi$e Certificate

The Certificate is synonymous with demonstrating exceptional leadership within the environmental arena

and can be used for promoting members’ achievements regarding product with environmental

improvements.

Recognition and Publicity of Product with Environmental Improvements

Becoming a Productwi$e Certificate member means entering into partnership with the Government to

achieve common environmental objectives. The ECC will commend organisations for their efforts through

publicity and marketing activities that will make their environmental achievements and contributions

known to the public.

Recognition by BOCHK Corporate Environmental Leadership Awards Programme

Subject to the endorsement of the Federation of Hong Kong Industries, any one of the Certificate holders

under the HKGOC will be given 1 bonus point on top of the full marks of the scheme. For details of the

3.PRODUCTWI$E CERTIFICATE CRITERIA AND PROCESS

3.1 Product Life-Cycle Stages

Productwi$e Certificate comprises the following 6 key stages of a product life cycle:

a) materials / components;

b) manufacturing process;

c) product packaging;

d) transportation;

e) product use; and

f) end-of-life.

3.2 Productwi$e Certificate Process

Businesses/organisations can join the Certificate all year around. Membership can last as long as

businesses/organisations comply with the Productwi$e Certificate requirements.

Application Form

To apply for the Productwi$e Certificate, an organisation should complete the Application

Form (PW/01) in this Guidebook (Appendix I) and return it to the Productwi$e Adviser or

through the on-line application on the website www.hkaee.gov.hk. Once the application has

been processed, the applicant will receive an individual Productwi$e Membership Number.

This number will represent the organisation and will remain with the member for the duration

of its participation in the Certificate. It will also be used in all future correspondence between

the member, the ECC and the Productwi$e Adviser. Application to the Certificate is free of

charge.

Initial Review

Initial Review will be scheduled with the first time participant to fully explain the aim of and

the process of the Certificate. The Review will also serve to obtain the basic information of

the product entry, including its nature, functions and product life-cycle, and identify the

possible environmental improvement opportunities in the product life-cycle. Productwi$e

Advisor will assist the first time participant in pursuing various levels of the Certificate

including providing advice of goal setting. The requirement of obtaining different levels of

the Productwi$e Certificate is listed in Table 1.

* The applicant should demonstrate the contribution/involvement for the improvements of environmental

attributes for the product(s) for all levels of Certificate. Implementation periods of the goals are subject

to ECC’s approval. At least one goal should demonstrate further improvement on the product

environmental attributes; and at least one of the improvement should address at least one local

environmental impact.

Identification of Implemented measures

(Applicable to HK G-PASS awardees pursuing “Basic Level” of Productwi$e Certificate)

The participant is required to meet the assessment standards of any ratings (Platinum/ Gold/ Silver/ Bronze/

Green) of the HK G-PASS and maintain a valid Certificate in order to demonstrate it has already fulfilled the

requirements of the Basic Level of Productwi$e Certificate.

Defining and Implementing Goals

The participant should set and implement its improvement goals if it intends to attain the Productwi$e

Certificate. Productwi$e Adviser will help the participant identify environmental improvements in the product

life-cycle. The participant can set its environmental improvements according to Table 2 below.

Once improvements have been chosen by the participant, the Goal Identification Form (PW/02) (Appendix I)

should be completed and sent to the Productwi$e Adviser for onward submission to the ECC Secretariat. The

process of confirming goals, completing the Goal Identification Form and sending Form to the Certificate

Adviser should be completed within two months after the participant receives the Productwi$e Membership

Number or completes the previous implementation cycle. Productwi$e members who fail to submit the Goal

Identification Form to the Productwi$e Adviser in time, their Productwi$e membership status will be terminated.

Verification and Reporting

The Productwi$e Adviser will prepare an Assessment and Reporting Form (PW/03)

(Appendix I) to report the achievements that the participant made. The ECC Secretariat and

Productwi$e Adviser will jointly determine if the agreed goals for the “Basic”, “Good” or

“Excellence” Levels have been achieved. The participant is required to provide

information/evidence to demonstrate compliance with the requirements of the target level

that it pursues.

An on-site visit will be scheduled and conducted by the Productwi$e Adviser for all new participants to verify

the implemented environmental improvements and accomplished goals, whereas a random on-site visit will be

arranged for all existing Productwi$e Certificate holders.

Final Endorsement

A report will be submitted to the ECC Secretariat for final endorsement.

Award of Certificate

The validity of Productwi$e Certificate is two years from the date of

Certificate accreditation, subject to renewal or advancement to a higher

level. Granting of Productwi$e Certificate to successful participants will

take place quarterly.

Figure 1 below summarises the important milestones for becoming a member of the Productwi$e Certificate.

4. PRODUCTWI$E CERTIFICATE MEMBERSHIP AND CERTIFICATE

USE

4.1 Productwi$e Certificate Membership

Productwi$e Certificate members may be granted one of the three levels of Certificates, namely, “Basic” Level

Productwi$e Certificate, “Good” Level Productwi$e Certificate and “Excellence” Level Productwi$e Certificate.

The three Certificates are synonymous with a high commitment to improve products’ environmental

performance in Hong Kong. Businesses/organisations that display the Certificates will be recognised by

customers, suppliers and business partners for their good work. Furthermore, Productwi$e Certificate

members will benefit greatly from the publicity of the use of the Certificate.

Certificate Validity

The Productwi$e Certificate granted to each verified product or series of products is valid for two years.

4.2 Use of Certificate

The Certificate holder may use the Certificate, which will be distributed to Certificate holders upon certificate

conferment, on their premises, publicity materials or advertisement, etc.

In the event that the certification status is terminated or not renewed, the Certificate holder shall immediately

cease the use of any advertisement bearing the Certificate.

The Certificate holder shall at all time:

Comply with the certification criteria. The ECC may amend the criteria from time to time and the Certificate

holder shall within the time specified by the ECC with the amended accreditation criteria;

Allow the ECC to make publication or announcement about the successful application, suspension and/or

termination of accreditation status for the Certificate;

Represent honestly and truthfully to any person concerned that it is only accredited for the status stated in

the Certificate; and

Endeavour to ensure that the certificate granted by the ECC is not used in a misleading manner or in a way

that will bring the ECC or the Certificate into disrepute.

The ECC may, at its sole and absolute discretion, terminate the accreditation status of a Certificate holder for

any of the following reasons:

There is reasonable ground to believe that the Certificate holder concerned does not have genuine

intention to honour and discharge its obligations under the Certificate;

The business concerned has been adjudicated bankrupt; or faces a winding-up order;

The Certificate holder concerned is behaving in a dishonest or fraudulent manner which jeopardises or

damages the reputation or interests of the Certificate, the ECC, or the Implementator; and

The Certificate holder concerned ceases to carry on its business or operation.

The use of the Certificate and its related publicity means (such as logos, right to use at participant(s)’ website,

name card, etc) rested with the explanation of the ECC Secretariat and in accordance with the relevant

guidelines about the usage of the Certificate(s) and logo(s).

4.3 Final Message

Hong Kong’s growing environmental impacts can be controlled if everyone takes actions to protect and save

the environment. Businesses/organisations in Hong Kong can play a leading role in designing, producing and

selling products with less environmental impacts by joining efforts such as the Productwi$e Certificate. The

Productwi$e Certificate has been designed to aid businesses/organisations in improving their products

environmental performance and recognising their efforts. Essentially, businesses/organisations can benefit

through gaining recognition and publicity by joining the Certificate. The Certificate provides a win-win situation

for both Hong Kong’s environment and businesses alike. Every business/organisation in Hong Kong is

encouraged to join.

Appendix I : How Could You Improve Your Product Environmental Performance

Find out the basic and background information of the product, such as:

Key attributes of the product – function, quality, aesthetic, etc

Marketing factors like costs, consumer interests.

Any environmental issues or environmental regulations identified within the market.

Product Background Research

Determine the environmental gain, and the technical and economic feasibility of each

improvements identified in LCA to sort out any feasible improvements with significant

environmental benefits.

Check for any conflicts in each improvement. A design decision which reduces the

environmental impact in one area can sometimes increase the impact in another.

Confirm the improvements to be done and generate some key directions and decisions

for detailed design, development and prototyping.

Carry out a life-cycle assessment (LCA) to assess the environmental impacts arising throughout all stages of a product life-cycle. It involves considering the inputs to a product and all of the environmental by-products of each phase in its production, use and disposal. A Full LCA normally involves four steps:

A scoping and goal defining stage where the aims and the boundaries of the study are defined.

An inventory analysis of materials, resources and energy used and emissions or discharges from all stages throughout the product life-cycle.

An impact assessment examining potential and actual environmental and health effects related to the use of resources and emissions or discharges.

An improvement assessment, identifying the changes needed to bring about environmental improvements in the product.

Box 1: Suggested ways to minimise the impacts arising from materials/components

Minimise the materials/components required as it can reduce product weight, and hence reduce the cost of manufacturing, the cost and weight of transportation, save resources, and results in less materials at the end-of-life.

Reduce the variety of materials used which makes recycling at the end of the product life much easier.

Use materials which come from renewable resources including materials manufactured from plant or animal sources which are harvested on a sustainable basis.

Use recycled/recyclable materials as it can save both resources and energy.

Replace the toxic and hazardous materials by safety substitutes. If it cannot be replaced, reduce the quantity.

Use materials with low embodied energy. Embodies energy is the energy used directly or indirectly to manufacture a material. Where possible, choose materials from the most energy efficient supplier.

If possible, make use of materials/components which are available near the manufacturing location to minimise transportation.

Box 2: Suggested ways to minimise the impacts arising from the manufacturing process

Reduce the following environmental impacts through cleaner production:

- Reduce the consumption of electricity and fuel, water, and hazardous materials.

- Reduce air and noise emissions, wastewater discharge, and the generation of solid waste and hazardous/ chemical waste.

Some of the strategies of cleaner production are listed below:

- Improve the control of manufacturing processes and operating practices by implementing environmental management system. Where possible, eliminate unnecessary process through production modification.

- Introduce new technology where appropriate.

Box 4: Suggested ways to minimise the impacts arising from transportation

Choose an efficient transport system by considering the distance of travelling, the volumes and densities of the products and the types of product being carried.

Box 3: Suggested ways to minimise the impacts arising from product packaging

Reduce the weight and volume of the product packaging by choosing strong, lightweight materials and design efficient packs.

Maximise efficiency of packaging by reducing the amount of materials required. Use flexible rather than rigid packaging where possible.

Design re-usable or recyclable packaging and make sure a completed recycling system is established.

Make sure the packaging bear appropriate mark(s) or instruction(s) indicating the correct disposal method.

Box 5: Suggested ways to minimise the impacts arising from using the product

Design for optimising resources efficiency. Increase energy and water efficiency by designing for part-load operation, operate for a range of conditions, and on-going efficiency improvement.

Minimise the use of consumables and design consumables for reuse, remanufacture or recycling where possible. Consumers should also be provided with clear instructions on the use and end-of-life of consumables.

Design for low impact use. Select materials free from volatile substances such as volatile organic compounds (VOCs).

Box 6: Suggested ways to minimise the impacts arising from product end-of-life

Increase product lifetime by using durable materials and modular design to enable future upgrades, and designing for easy maintenance and repair.

Design for disassembly to facilitate reuse, remanufacturing and recycling to further extend the product lifetime.

Make sure end-of-life service of the product is available to the product users in the market, e.g. recycling or re-manufacturing.

Products which contain toxic or hazardous materials should be labeled with instructions for safety disposal.
