It has been a long-standing tradition in late January for The Daily Herald to look back on the year that was.

There was so much content that filled our pages through-out 2015. Some of it was good, and some was bad, but above everything else, it showed what was happening in the

Roanoke Valley. We sadly cannot present every experience, event, story and

photo in this section, but we strived to provide some of the high-lights of what occurred in our area in 2015.

As part of that process, last fall we started featuring online poll questions asking readers what they felt were the top stories of each month. Those results were considered and incorporated into the selections as our editorial staff worked on this special section.

The numbers within each write up represents the date it was published in The Daily Herald.

Sports fans will also be treated to a look back on some of the biggest local stories of 2015.

In addition, see what the top 10 stories were in 2015 on our website, www.rrdailyherald.com.

All of our local news and sports stories and photos, as well as weather, photo galleries, videos, editorials, opinion polls and blogs are available around the clock on our website. Be sure to follow us on Twitter @RRDailyHerald and like us on Facebook, too.

We hope you enjoy the Year in Review in combination with the Business Honor Roll, offering a look at the longevity and dedication of Roanoke Valley businesses to the community.

Here’s hoping to a wonderful 2016. Thank you for your reader-ship.

While Zakk Royce’s friends were still crowing Dec. 21 about the Lake Gaston angler’s record-smashing blue catfish, he went and snagged a bigger fish.

“He’s caught another one; literally, just now,” said Zac Zajac, who shares ownership of Blues Brothers

Catfish Guide Service at Henrico with Royce. “I’m on my way to go help him. I’m shaking so much right now I’m about to go crazy.”

Royce, 25, said he caught his first beauty, a 91-pound (certified) catfish, on Dec. 20.

“I have a live well on my boat so I kept it in there overnight with fresh water running,” he said Dec. 21. “ACE Hardware has a certified scale, so we took it there and weighed it this morning.”

There, a state wildlife biologist certified the fish as the new North Carolina state record holder.

Royce and his father took the fish back to where it was caught near the Gaston Dam.

“I brought him back to the exact spot,” he said. “I

felt the fish would be happier going back to where it came from.”

Royce kept up with his Facebook followers all the while, many of whom are avid anglers.

“I released the fish alive and kicking where I origi-nally caught it,” Royce posted the morning of Dec. 21,

just before he — what else? — went fishing again. “As a lot of you know, this fish is a huge deal to me and honestly, a dream come true.”

That’s where things stood until about noon Dec. 21, when Royce called Zajac and told him he had an even bigger fish hooked.

“Dad and I started fishing again and just out of nowhere, we hooked it,” he said.

This fish was caught at the same spot on Lake Gas-ton as the first.

“This one’s going to smash that record,” Zajac added before the second fish was weighed.

His prediction was correct. Taking the new fish to Lake Gaston’s ACE Hardware, Zajac met the State Wildlife officer again and the fish came in at an epic 105 pounds.

“I’m honestly ... I don’t even know what to think about it,” he said. “I’ve been fishing Lake Gaston for 14 years and never caught anything this big. It’s crazy.”

Extended hospital stays and a serious illness are hard on 1-year-old Delaney Watts, but family

members said she faces each obstacle with a smile and a happy personality.

Watching Delaney experi-ence so much at such a young

age is a bit tougher on the adults in her life who love her. Her grandmother spoke

with The Daily Herald and described the strain of seeing a sweet little girl, who is this year’s Herald Angel, in and out of the hospital and in pain.

“It has been emotionally and physically draining on (her parents),” said Joni Vincent, Delaney’s maternal grandmother. “As a mom, it’s

terrible, because I see how much it hurts my child, and how sick Delaney is. It’s my child that’s going through this with her child.”

Delaney was born with TAR syndrome (thrombocy-topenia with absent radius), a rare genetic disorder where

babies are missing the radius bone in their arms and have a low blood platelet count. In addition to TAR, Delaney has some other issues that impact her gastrointestinal tract and prevent her from properly ab-sorbing nutrients from food, so she has to be fed through liquid in a needle.

At just a year old, Delaney’s mother said has a personality all her own.

“She is wonderful. She is smart. She loves the little books that sing, especially ‘Wheels on the Bus,’” she added. “She gives me kisses. Her Pop Pop (grandpa) talks to her on the phone and he calls her, “La-ney,” (in a long sound) and she giggles back at him. We try to talk to her every day and we go as much as we can.”

Helping an angel: Delaney WattsMany Woodland resi-

dents defended their hometown after it came under fire online as a result of anti-solar energy comments made during a December town commis-sioners meeting.

As representa-tives from hun-dreds of nations across the world

were coming to an agree-ment at historic climate change and alternative energy talks in Paris, com-missioners in Woodland heard from concerned citizens who were quoted in another media outlet as saying solar panels would “suck up all the energy from the sun.”

The comments resulted in harsh backlash on social media and from larger media outlets.

Woodland Town Com-missioner Cecil Harkey Jr. said he was afraid the comments of a few people would give those outside of the area an inaccurate view of his town.

“I think it got blown out of proportion. The town is not as ignorant as people are making it out to be,” Harkey said.

He said the board is not against solar energy and the reason commissioners voted against rezoning for the solar farm is because the area already has enough.

When Rainbow Rescue volunteers came across a particular hound, they knew they had an emergency on their hands.

The dog, whom was found by a good samaritan on the side of a road, was nicknamed “Bones” on the account of his bones sharply protruding from his sagging flesh and his hind quarters be-ing so fragile. It looked as if he wouldn’t be able to stand on his own, though he does. Bones who has a white coat,” was severely underweight when he was brought to Rainbow Rescue, according to volunteer Nancy Topham Mueller.

Rainbow Rescue volunteers drove Bones to a vet in Williamston to try to save his life, she said. There, he was plugged up to IVs, hydrated, checked for worms and given a checkup. His condi-tion was critical, Mueller noted, but added he is expected to survive.

Still, Rainbow Rescue officials said

“Bones” epitomizes a growing problem in Halifax and surrounding counties: Some hunters abandon hounds that don’t hunt well and leave them to starve when hunting season ends.

Volunteers with Rainbow Rescue and officers with area animal control agen-cies said they do what they can to find the dogs and get them to the shelter or into foster homes, but the practice con-tinues to plague the area.

Mueller said by the time the dogs get to Rainbow Rescue, some are in terrible shape, either from starvation or from chronic mistreatment.

“It’s so irresponsible and so cruel,” she said. “They really suffer.”

Once dogs get to the shelter, Richard-son said they are given food and water and brought in from the elements.

Due to the lack of socialization and some of the conditions the hounds have lived in, Mueller said transitioning to a

permanent home can be a process, but dog-lovers like Tristan Fuierer have found great friends in their rescued hounds.

“People see them as so replaceable,” she said. “They think, ‘Oh well, we’ll just get another one. It’s cheaper to start all over again and get a puppy in the sum-mer than to feed this adult dog for the next six months or so.’”

Richardson said, at the very least, there is no excuse to abandon the dogs and let them starve.

“We have drop off pens, so these hunt-ers don’t have to leave these dogs on the side of the road,” he said. “They could be put in a kennel with food and water and we will pick them up the next morning. (When they’re abandoned) they will run game for days to eat, and that’s why a lot of them are so skinny, because they’ve been running. They run until they can’t run anymore.”

Abandoned hunting dogs becoming alarming trend

Seaman (SN) Kyman Northington and SN Brittany Bowser, both of Roanoke Rap-ids, graduated from Recruit Training Command, begin-ning their next adventure not only as sailors, but as a mar-ried couple.

Northington and Bowser represent the approximate 84,000 military-married-to-military couples in the armed forces. Arriving at boot camp on Nov. 6, Northington and Bowser were put in separate divisions to begin their boot camp experience.

“It took us a year to make the decision to join together, and then we finally just decided to go through with it because we were content with the decision,” Northington said. “We wanted to make sure something like this (boot camp) wouldn’t come between us.”

Northington and Bowser worked at the same place in Roanoke Rapids and dated for almost four years before they married.

“We married right before boot camp so all the paper-

work would be finalized,” Bowser said. “The recruiter said if we were married we could hopefully be stationed at the same location.”

The Navy supports the co-location of Navy members married to other military members. Every reasonable effort is made for military couples to move together or serve together whenever pos-sible.

Both were interested in joining the Navy and believed the Navy could provide them a fresh start.

“The Navy is a great way of accomplishing my dreams and having a family,” Northington said. “We’ll be able to travel, be around the water and see different things.”

When asked if they are go-ing to make the Navy a career, they seemed to have a slightly different answer.

“Right now we are just do-ing one tour, so we can get a foundation and maybe start a family,” Bowser said.

Said Northington: “We have talked about it, and we are going to see how we feel. If we

like what we are doing and are able to stick with it, then we’ll stay.”

Whether they both make the Navy a career or decide to only serve out this first contract, Bowser believes the communication between military-married-to-military is a benefit.

“I can understand where he is coming from as we can relate and understand each other,” Bowser said. “If I’m telling him about my day he’ll understand. We’ll speak the same language.”

Small business own-er Jason Shearin said even before he discovered his pas-sion for micro-roast-

ing coffee, he knew he wanted to create a local product the people of the Lake Gaston region could take pride in.

His passion took the form of Lake Gaston Coffee Company,

which hosted a grand opening in its roasting room off of Enterprise

Road in Littleton Nov. 19. Shearin spent the previous year planning for the new business, building the roast-ing room by hand and educat-ing himself about coffee.

Although he and his wife, co-owner Shelly Shearin, said they have no plans of turn-ing the roasting operation into a coffee shop, they noted the fresh, specialty-roasted coffee will be available in area stores. They also said they would be excited to partner with another small business owner who wanted to open a coffee shop and serve the local roasts.

In a unanimous decision Nov. 17, the Roanoke Rap-ids City Council denied an amendment to the City’s code of ordinances to allow miniature pigs as pets.

To present the proposed amend-ment was Roanoke Rapids Police

Chief Chuck Hasty, who said the wording was heavily based on what various other cities in North Carolina, such as Raleigh, already had to allow miniature pigs. Some restrictions proposed were the pigs could not ex-ceed 100 pounds, there could only be one per household and breeding would not be allowed in city limits. There also would be a $25 registra-tion fee, the pigs would have to be routinely vaccinated and if there was an outside

area for the pig, it would have to be sanitized and clean of waste.

Councilman Wayne Smith said he felt the wording was too vague, adding the City’s humane officer already is overloaded with work from the existing animals in the area.

Councilwoman Carol Cowen and Mayor Pro Tem Carl Ferebee shared similar sentiments with Smith, and Cowen noted the definition of “clean” or sanitary is not definitive enough.

Ferebee, however, said he was open to the idea of revising the proposed amendment to have clearer wording.

“I do feel that if we are at all going to entertain any-thing like that the ordinance would need to be rewritten

for a house pet versus the way it is now,” he said.

Although the option to table the amendment for redrafting was available, Smith said he didn’t want pigs in the city at all. He said it could create prec-edent, such as other kinds of animals being allowed in Roanoke Rapids.

He noted he was set on absolutely denying a pro-posed amendment but added he could have some wiggle room for change down the road.

“There’s a big difference in having these animals ... as pets,” he said. “We have enough to worry about now with the dogs and cats (that are) in the city limits. If you walk down the sidewalks, you’ll see what I’m talking about.”

Chef Christian Brown hunts for his own mushrooms to serve to his customers, improvises when he doesn’t have all the tools or ingredi-

ents he needs and looks at cooking as a science.

These skills and more are what prepared him to

compete in an episode of Food Net-work’s “Cutthroat Kitchen,” which debuted on Dec. 20.

Brown, a classically French-trained chef and owner of The Back Door Bistro & Bakery in Littleton, said he went up against three other chefs in early July as part of an episode of the Food Network show,

which taped in Los Angeles.“One whole day was us filming the

show, and one whole day was them interviewing me,” he recalled.

“Cutthroat Kitchen” sees host/celebrity chef Alton Brown give four chefs a dish to prepare for a judge. But then Alton throws a wrench into the chefs’ plans by offering ways to sabotage the other contestants. Each chef receives bidding money, and when Alton rolls out an item while in the middle of cooking, the chefs are then able to use their money for the item to either use on someone else or for their own benefit.

“Ingredients will be thieved, uten-

sils destroyed and valuable time on the clock lost when the chefs com-pete to cook delicious dishes while also having to outplot the competi-tion,” the show’s official website stated.

Since the public hasn’t yet seen the episode, he obviously couldn’t reveal the details of whether or not he won (he did not win). But he did delve into what he had to go up against.

“They use a lot of their challenges, not necessarily repeating their challenges, but kind of do different aspects of that challenge,” he said. “So, like, I can tell you at one point they took my knives away.”

Roanoke Rapids High School and the Roanoke Val-ley community lost a friend, coach and teacher March 16 when Chad Geary died fol-lowing a battle with cancer that lasted more than two years.

Chad was a longtime teacher with the Roanoke Rapids Graded School Dis-trict and most recently his position was learning facili-tator. He was also a former coach with Roanoke Rapids High School. He coached his son’s summer baseball league and his travel team, “The Fishers.”

“All the kids he dealt with respected him and would do whatever he asked,” said Jeff White, principal of Chaloner Middle School. “You could tell he cared about the kids. He cared about them and the students saw he cared about them.”

A beloved community figure and lifelong coach passed away Jan. 16 after battling through issues with his health.

Mike Newsome, 67, coached many teams and various sports through-out his time in the Roanoke Val-ley, including Roanoke Christian School, Chaloner Middle School, Halifax Academy and Roanoke Rap-ids High School. Most recently, he served as KIPP Pride’s head softball coach.

“He will be tremendously missed by me, the school and the kids,” KIPP Pride Athletic Director David

Cieslinski said.Complications with Newsome’s

health caused him to cut back on his involvement with coaching in the area, but one sport he couldn’t give up was softball.

“He would never give up that soft-ball man, he’s irreplaceable,” Cies-linski said. “I talked to him three weeks ago and he was still focused on softball.”

Despite his health concerns, New-some remained an integral part in the school and community.

“It’s going to leave a huge hole on both our students and staff,” Cies-linski said. “KIPP and all of our stu-dents love him and will miss him.”

Newsome’s devotion to his com-munity and its sports led to the fields at Chockoyotte Park being named after him in 2005. This honor and designation is just one of many examples of the profound impact Newsome had in the Roanoke Valley.

Although Newsome is no longer with us, his presence and impact will remain through those he has touched throughout his life. One such person is Danny Lee Acree, who played under Newsome for several years.

“He ended up being more of a dad, a mentor and a friend,” Acree said. “He always called me his son and I always called him my dad.”

The Weldon High boys basketball squad had quite a campaign in 2015.

The Chargers’ accom-plishments included an undefeated regular season conference title, a sectional title and the program’s most wins since the 2009-10 season. The unit ended up falling to East Carteret High, 78-62, in the regional round of the state playoffs in Fayetteville.

The Northeast Academy football team made history Nov. 14 playing in its first ever state title game appearance, but the Eagles had to settle for runner-up.

The Eagles fell to the Southampton Raiders,

56-14.“I’m just proud of this team. I don’t know

what else you can say about them,” NEA head coach Stevie Flythe said. “They had a great season. They made history and they have noth-ing to be ashamed of.”

OCTOBERIt has been 70 years since

the end of World War II, but veteran Noah Joyner still gets together with his Navy buddies, and this year’s gathering

brought vets from all over the country to his small Roanoke

Valley town.Since 1986, Joyner and his

wife, Jane, have been hosting gatherings for the fellow men who served aboard the U.S.S. Estes at one point while in the U.S. Navy. Noah Joyner said the gatherings started

with handwritten notes and phone calls to people he had served with during the war. At the first reunion, there were just 10 soldiers and their families, but the event grew quickly through word of mouth and became a yearly thing with as many as 300 veterans.

“Over all these years, there’s still a lot of love in this room,” Jane Joyner said Oct. 1 as the veterans and their wives chatted around a table in her home. “Noah spent two years in the Navy, but that Navy, that ship, these guys, they’ve always been special. It’s just so wonderful for people from so far to be able to get together.”

The Halifax County Schools’ Board of Education an-nounced it would meet in open

session at 11 a.m. Oct. 8 “to reinstate the Superinten-dent’s contract,” according to a press release faxed the

morning of Oct. 6 to The Daily Herald.

The fax stated the “Special Call Meet-

ing” to reinstate Superinten-dent Elease Frederick will be at the school district’s Central Office Administra-tive Building, 9525 U.S. 301 South in Halifax.

Less than 24 hours af-ter the district’s Board of Education ousted Frederick — Assistant Superintendent Tyrana Battle confirmed she was named the acting super-intendent.

Gary Grant, a community activist, said he received a telephone call in the middle of the night from an un-disclosed person reporting Frederick was dismissed as superintendent Oct. 5 in a private school board meeting with only three members present.

“I have spoken to the superintendent (Frederick),” Grant said Tuesday. “She’s not at work today.”

Grant added he wanted to investigate the matter further.

“I don’t know how three school board members can conduct business,” Grant said. “This woman has not

done anything for the kind of insults she’s been taking over the past two or three years. Certainly, she did not deserve

the slap in the face that she received last night.”

Five out of seven school board members attended the meeting, conducted by Vice Chairwoman Joyce Lashley. Not present at the meeting were School Board Chairwoman Debbie Hardy and board member Donna Hunter. Two board members, Claude Cooper and Carolyn Hawkins, left a closed ses-sion of the meeting and did not participate in the vote to fire Frederick, Hawkins said.

State Superintendent of Public Instruction June At-kinson could not be reached by The Daily Herald, but she told WRAL-TV, “What happened in Halifax County yesterday did not follow that procedure, so we know that the Halifax County board will have to reconsider what it has done because it did not follow what we had asked them to do.”

Frederick was later rein-stated.

Police Chief Mark Macon said the rollout of his depart-ment’s new body cameras in October will not only protect officers, but also hold them ac-countable and build trust with the people they police.

“It’s a good tool to use for officer safety and account-ability, also for integrity and

transparency to the public, the community we serve,” he said.

“We’ve used it for investigative pur-poses before, (and it) either taught us

that we have to do some more training or it helped cut down on liability and complaints and helped exonerate the offi-

cer if the officer is in the right standing.”

Macon said his department has actually had body cameras for about four years, even before they became popular around the country, but after wear and tear, they needed to be upgraded and reintroduced.

The new cameras, from the company Vievu, were officially launched Oct. 26, and officers had a day of training on their use.

Other area law enforcement agencies use body cameras, including the Halifax County Sheriff ’s Office and the Roanoke Rapids Police De-partment. The Weldon Police Department will use the same cameras as the Sheriff ’s Of-fice, Macon noted.

JANUARY

There were plenty of tears shed and smiles shared in late January as hundreds of people from the Roanoke Valley and beyond paid their final respects to an upstanding Halifax County lawman.

Longtime Halifax County resident Linwood Lee Nixon Jr., who spent more than 30 years as a highly-respected member of the Halifax County’s Sheriff ’s Office, died Jan. 23 unexpect-edly at 59, according to friends. A celebration of his life was held at Roanoke Rapids’ First

Christian Church, and it was a packed house. Attendees came to honor Nixon, a person they affectionately referred to as “Link,” family, friend, partner, comrade, and above all, an outstanding man.

“He’s a person you could count on. Regard-less of what’s going on, you could always look to him to have a smile on his face,” said Jeff Frazier, who served as Halifax County sheriff from 1997-2013. “He was always there. He always had your back.”

Community hero ‘Link’ passes away27

Lake Gaston hadn’t frozen over last winter just yet in January, but residents got an opportunity to lace up their ice skates.

The Corner Lot on Lake Gaston, already home to Norton’s, Lakeside Mini Golf, Mad Freeze, The Mar-ketplace and Ernie’s Place (a consignment shop), opened its latest attraction: A syn-thetic ice skating rink.

Known as “The Freeze Zone,” the artificial ice rink is made of a polymer mate-

rial designed for skating using normal metal-bladed ice skates. The rink is constructed of interlocking plastic panels.

“My mom has an imagina-tive brain. She goes to tons of places,” said The Corner Lot General Manager Katie Latimer about the owner, Lynn Norton. “Since we’re trying to be Lake Gaston’s new premier destination, we get our ideas from other popular tourist destina-tions.”

Dozens of Roa-noke Valley residents turned out Jan. 16 to witness the end

of an era as the smoke-stack on the former Patter-son Mill site was knocked down to make room for Roanoke Rapids Graded School District’s new ath-letic facility.

Rex Stainback, school resource officer for Roa-noke Rapids High School and former maintenance worker at the Patter-son Mill, said he delves through history as a hobby

and noted Sam Patterson built the mill in 1910. He added the mill employed

people in the hundreds at its peak.

SEPTEMBER

When a neighbor and her children came to their house desperate for help, in the middle of the night Sept. 22, Raymond Davis and his wife, Kecia Richardson, never questioned what they should do.

“We all held it together,” Richardson said.Nakisha D. Reid, 34, had been shot in her stomach and

her left temple, and her 8-year-old son had been shot in the hand.

The man they said had shot them was back in her home off Mills Road, dead from an apparent self-inflict-ed gunshot.

The Halifax County Sheriff ’s Office identified the dead man as Jimmy Harrison Jr., and called the incident “domestic violence.”

Sheriff Wes Tripp defined the incident as domestic violence, and on the afternoon of

Sept. 22, he said Reid’s condition had been upgraded.“We’re just happy she’s going from critical to stable,

and we’re hoping to interview her tomorrow (today),” he said.

Davis said his family, which includes five children, was sleeping soundly when they were awoken by a banging at their back door.

“Someone was asking for help,” he said.Davis directed the person to come to the front door,

and there he found his neighbor, Reid, seriously injured.“I could see blood everywhere,” Richardson recalled,

noting the neighbors had moved in just a couple of months earlier. “Just straight to the point ... (the mother) said she had got shot in her head, she got shot in her stomach and she said her child had been shot. But I didn’t know where he had been shot until he held his hands and he said he had been shot in his hands, and a couple minutes (later), he was, like, ‘I don’t want to die, and I’ve been shot in my other hand.’”

The couple concentrated on keeping Reid, her son and her two other children composed. Davis said his 13-year-old daughter Jamya called 911 emergency officials while Richardson tended to Reid and her son Justin tended to his friend, Reid’s son.

23

Scary night:Family comes to aid of neighbors in aftermath of shooting

Some concerns were been raised about law enforcement following a video that was shared online of an arrest made Sept. 7 by

a Halifax County Sheriff ’s deputy at a Dollar General in Roanoke Rapids, but Sheriff Wes Tripp supported his deputy in a news release.

“After my preliminary investigation, it is my opinion that Deputy (Chris) Boden used no more force than necessary to affect the arrest,” Tripp said in a release about the video, which had more than 12,000 views as of press time. “However, the video posted on YouTube from a third party and the footage from Boden’s body camera will be turned over to the district attorney’s office as evi-dence.”

In Tripp’s press release, he said Boden was on duty and stopped at the Dollar General on Bolling Road in Roanoke Rapids to get cleaning supplies for his vehicle. According to Tripp, Boden said two women walked past him in the store and he smelled marijuana. Boden then said he asked them to go outside so he could continue his investigation.

Tripp reported multiple people were ar-rested.

YouTube video sparks investigation

An increase in heroin over-doses has been observed by officers of the Roanoke Rap-

ids Police Depart-ment in the first weeks of Septem-ber, according to

Chief Chuck Hasty.“I know we’ve had a slew

of overdoses here recently,” he said the morning of Sept. 24, though he did not have an exact figure. “The recent wreck behind the T.J. Davis center, we suspect there was heroin use.”

RRPD officers have been trained to dispense the drug Narcan, which when admin-istered via a nasal spray, can reverse the effects of heroin on the body. The drug ship-ment, when it arrives, will be carried by patrol officers in their vehicles, Hasty said. The chief said RRPD will receive the shipment through the County and will be pro-vided by Project Lazarus, a public health nonprofit orga-nization created in response to drug overdose issues in

North Carolina.RRPD officers had re-

sponded to 20 drug overdose incidents from Jan. 1 through September 24, Hasty noted, adding the most recent ones were related to heroin use. One of the larger heroin arrests, netting 84 bindles, or dosages of the drug, was made in July by RRPD.

These arrests followed traf-fic stops, Hasty added.

“There’s officer experience — you pick up clues,” Hasty said. “A very little bit of luck

comes with it.”People using heroin are

always trying to recreate their first “high,” according to Hasty.

“There are several ways you can use heroin,” Hasty said. “You can inject it, and it gets into the blood stream quickly. Most people can’t handle it and that’s when they over-dose.”

“It’s a fast-acting opiate, and (when injected) a surge of euphoria will arise within seconds,” he said.

It depends on the user’s body type how quickly an overdose can occur.

“They will feel heavy and dopey, and they can fade in and out of consciousness,” he said. “It slows down your breathing and that’s how you die.”

“We will never rid Halifax County of drugs, but our hope is to slow the process,” Halifax County Sheriff Wes Tripp said. “We’re never going to win the war, but we might win a few battles.”

Enthusiastic, optimistic, engaging and fun loving — according to residents, these are the words which describe the late Josephine “Jo” Draper Story, who died Feb. 21.

Story, for whom the Jo Story Senior Center in Roanoke Rapids is named, had her beginnings as an employee of the City of Roanoke Rapids, said Rose

Massey, Senior Center supervisor.

Chris Wicker, former director

for the City’s Parks & Recre-ation Department, said he worked with Story for 10-15 years. He noted the facility was eventually named after her in the 1980s after local seniors wanted the name change in her honor. He said the building was appropriately named, and even he uses the facility now.

Story saw how the baby boomers, a generation of people born after World War II, had emerging needs no one else no-ticed, such as something as simple as a place to congregate and have fun

“She was just an outstanding, outstanding public ser-vant,” he said. “She was driven to take care of senior citizens.”

After much anticipation, paperwork and construc-tion, Sheetz opened its doors for the first time in Roanoke Rapids on Feb. 19

to hundreds of area residents eager to see what the convenience

store chain had to offer.Shaking hands with those

who walked in one-by-one was Jeff Martz, a market-ing representative with Sheetz. He said the store in Roanoke Rapids, 1500 Ju-lian R. Allsbrook Highway, employs about 30 people

and is the 71st location in North Carolina and the 499th in the United States. He noted Adam Sheetz, the company’s director of store operations and grandson of company founder Bob Sheetz, had been psyching up employees before the grand opening.

“I know you’re going to do

fantastic,” Martz recalled Adam Sheetz saying to the staff. “Today’s your day.”

Adam Sheetz was on hand for the grand opening. Many community leaders, including Roanoke Rapids Mayor Emery Doughtie and Roanoke Valley Chamber of Commerce CEO/President Allen Purser, also attended.

AUGUST

At the end of July, an encounter between a Roanoke Rapids police of-ficer and a distressed civilian with a

knife could’ve quickly turned deadly, but the veteran officer was able to use his training and experience to calm the

situation and keep both parties safe.“It could’ve been a bad situation,”

said Roanoke Rapids Police Chief Chuck Hasty. “It could’ve been a deadly-force situation, but he used those de-escalation skills.”

De-escalation is something Hasty has said he wants to focus on more. He said there is a need for more training in crisis intervention and techniques that calm situations down before they get out of hand.

In the July incident, which re-sulted in no serious injuries, officer Jamie Hardy was sent to a home to check on a man who had taken drugs, was off of his prescribed medication and was feeling sui-cidal. Footage from a body camera

Hardy was wearing helps highlight what happened when he arrived.

The man — David Bundy — opened the door and stepped onto the porch. Hardy opened the conver-sation cooly with, “What’s going on today?”

The man explained he had taken drugs and voices were telling him to kill himself.

Hardy said he felt a little uneasy during the call because something didn’t feel right. As he spoke to the man, Hardy said he noticed his left arm was gesturing, but his right arm was still and locked against his body, a red flag.

Hardy continued to talk to the man in a friendly tone and gather information.

Things intensified when the man reached for his waist. Hardy asked him what he had. The man said he didn’t have anything but turned his body away from him and contin-ued holding on to the area. When

the man reached again, the officer grabbed both of his arms and tried to get him to hand over whatever he had.

“Stop, stop, stop. Calm down. Everything’s alright,” Hardy can be heard saying on the tape. “Is it a gun? Is it a knife?”

The man told him yes to the knife question.

“Can I get it? Please?,” asked Hardy.

The man said he wanted to cut himself and continued to struggle. Hardy asked him calmly not to pull the knife out. He was still holding both of the man’s arms with his hands.

Since both of his hands were occupied with the struggling man, he couldn’t reach his radio, so he called to an onlooker to dial 911 and have them send backup to the scene.

In that moment, Hardy said he was afraid he was going to have to let the man go, step back and use

deadly force.“Just talk to me, OK?” he told the

man, which can be heard on the tape. “Don’t take that knife out. No sir. I don’t want you to hurt your-self, and I don’t want you to hurt me either. Look at me, I’ve got a little kid at home, OK? I want to go home to him, OK? And I don’t want anything bad to happen to you, that’s why I’m here. So just stop, OK? Everything’s going to be OK, but I need you to take your hand off of that.”

The man started struggling harder and Hardy took him down to the ground while keeping the knife secure. Once on the ground, he got the knife away from the man and put him in handcuffs as paramedics came up to help.

“This is a textbook case of using de-escalation skills,” Hasty said of the incident. “He made it personal, telling him, ‘Hey, I have a kid at home.’ I’m very proud of Jamie.”

How to save a life:RRPD officer’s training prevents deadly outcome

The efforts of individuals who have deeply impacted the Roa-noke Valley were recognized at the third annual Roanoke Valley Community Champion Awards.

“I am stunned,” said Tina Gregory, named the overall Community Champion. “I am just one of many. I was

dragging my friends along with me, but I was just driving the bus. It’s very astonishing and very humbling.”

Christon Martin, 29, of Wel-

don, was named Young Com-munity Champion. Tears welled from his eyes as he thought about Lift Camp, an organiza-tion he founded and directs that reaches out to children age 6 and up in Halifax County.

“I didn’t have what I’ve given to other kids; I didn’t have that in my life,” he said.

“Take up time with them; mentor them and cater to their needs,” he said. “That’s the most important thing, and the legacy that goes on,” Martin added.

The State Board of Edu-cation notified Halifax County Schools it was im-mediately taking stronger hold on the district, accord-

ing to a letter of warning sent to the Board of Education in early August.Citing examples of unad-dressed recommendations

and heightened concern for the students, teachers, principals and staff in Halifax County Schools,

the letter was sent by William W. Cobey Jr., chairman of the State Board of Education, to Halifax County Schools’ Board of Educa-tion and its chairwoman, Debbie Hardy. Cobey’s letter stated the Department of Public Instruction will take a more direct role in the district’s budget, employment deci-sions and student course assign-ment decisions effective immedi-ately.

MARCH

Alyssa Coleman was sitting onboard a northbound Amtrak train, The Carolinian,

about 12:15 p.m. March 9. She and her little sister, Viara Hin-ton, were on their way to Vir-ginia when suddenly, everything stopped.

“There was a truck on the track with a house on a trailer, and it was stuck,” the young woman said while making her way to a bus, holding her sister by the hand. “We were scared.”

According to a sign painted on its door, the truck was owned by Turner Transfer,

a transportation division of Guy M. Turner Inc. The company is headquartered in Greensboro and specializes in hauling heavy loads.

The company had a statement about the ac-cident on its website Monday, but it was gone the following morning, a company operator said.

“I was just waiting at the light, waiting to drive through,” said the truck driver at

the scene. His name is John Devin Black and he’s from Claremont, according to North Carolina Department of Public Safety Lt. Jeff Gordon. Gordon also said the conduc-tor of the Amtrak train has been identied as Keenan Talley of Raleigh.

The debris was cleared and officials were working to reopen the highways and tracks some time today, according to Halifax County Sheriff Wes Tripp.

The Carolinian Train 80, with more than 200 people onboard, was making its way through Halifax on tracks which parallel U.S. Highway 301. As the train was nearing an intersection with N.C. Highway 903 about 12:15 p.m., it encountered sitting on the tracks ahead a semi pulling a modular building on a long red trailer. Passengers were taken after the accident to Halifax Regional or Nash General Hospital in Rocky Mount for non-life-threatening injuries. One person had more serious injuries, though details were not immediately available, according to The Associated Press.

Two people were recovering March 26 after the Roanoke Rapids Police Department continued the investigation into a crash of a tractor trailer on Interstate 95 early that

morning.Deputy Police Chief Andy Jackson said the

vehicle hit a tree in the median as the driver traveled northbound just slightly north of

mile marker 172, outside of Roanoke Rapids. The driver of the Peterbuilt, Anthony Coe, 41, of Char-

lotte, was charged with having no operator’s license by RRPD, according to Jackson.

JULYStaples closes

Roanoke Rapids store permanentlyA company official announced Staples,

1588 Julian R. Allsbrook Highway in Roa-noke Rapids, would close Aug. 15.

Despite another business ceas-ing operation in the area, Roanoke Valley Chamber of Commerce Presi-dent/CEO Allen Purser was opti-

mistic about the future of local retail. He said the large office supply chain store’s departure could benefit smaller, similar businesses.

“It’s a perfect opportunity for being able to shop at our local stores to fulfill needs

and services,” Purser said, citing Lynch’s Office Supply and Copy Center as two local businesses that offer similar services to Staples. “In return, we grow, they’ll hire people and fulfill jobs.”

Purser said he believes Staples employees losing their jobs should be able to bounce back quickly.

“I hate people are going to lose their jobs, but there are plenty of jobs,” noting the (N.C.) Division of Workforce Solutions in Roanoke Rapids has hundreds of job list-ings. “There are jobs here.”

Signature Dogs was poised to open just off Roanoke Avenue in Roanoke Rap-

ids the weekend of July 11.According to Daniel

McCrary, co-owner of the business, he bought the building and the one next to

it, now Total Eclips, and operated by his wife, about four years ago. Located at 1300 B Roanoke Ave., he said he has wanted to open up a hot dog restau-rant since purchasing the property.

As for how he met his partner in this busi-ness venture, Bill Tant, McCrary said he works at Fred’s Auto Parts in Emporia, Va., and Tant would come in a few times. Eventually, the two started talking business with one another.

“... and I kind of threw it at him,” McCrary recalled. “‘How would you like to go into business together?’”

Tant said the concept of

Signature Dogs was a good fit for Roanoke Rapids be-cause there’s nothing else like it in the area. Some of the signature dogs the restaurant provide are the foot-longs, which can fea-ture a variety of toppings, Tant said, noting no other restaurant in the area provides the same thing. Red hot dogs are steamed, while foot-long dogs will be cooked on a roller griller, McCrary noted.

“We’re pretty much a gourmet hot dog place,” Tant said.

Some examples Tant and McCrary gave included the Law Dog, which has chili cheese, grilled onions and peppers, and the Rescue Dog, which has chili cheese and bacon.

In addition to the hot dogs, the restaurant also serves hand-dipped ice cream and milkshakes, McCrary noted. He added the two of them chose Na-than’s Famous and Jesse Jones hot dogs due to the quality the companies provide.

Hot diggityGUNS DOWN:

Weldon native seeks to stop youth violenceWeldon native Tameka

Davis has seen the impact of gun violence in her commu-nity firsthand, but she’s hop-ing to help put a stop to it.

There have been numerous shootings in the past year

where young lives have been lost, and in several cases, the people

accused of pulling the trig-ger have been teenagers or barely into their 20s.

The communities include Weldon, Roanoke Rapids, Enfield, Conway, Garysburg,

Woodland and Rich Square. To curb that violence,

Davis is leading a team of volunteers to encourage young

people to put down guns and prevent more tragedies.

“If I could get the crime rate to drop, even by 2 per-cent, and give the kids some-thing positive to do, that’s

my main goal,” Davis said.Davis and a small corps of

community members make up “I Can Relate,” an organi-zation that aims to reach out to kids and show them there are people they can turn to for guidance and support.

“I grew up in the system. I understand what it’s like for a kid to not have and to

struggle,” Davis said. “You have to be able to let them know, ‘I’ve been there; I know what you’re going through.’ They just want somewhere to belong and to know that someone cares.”

Shanequa Hockaday-Harvey, who is part of the I Can Relate team, said Davis’ visibility makes a huge difference for the kids she interacts with frequently.

“It’s a one-on-one, case-by-case type of thing,” Harvey said. “She started meeting people, talking to them about

the issues they have, and there was so much they

went through and she knew, ‘I can relate.’ She has come through it and she knows we can come together and make a difference and get through it and change the world. It’s that one-on-one direct interaction that is having an impact.”

Part of that direct impact included getting kids in the neighborhood together for bike rides a couple days a week so they would have something to do.

While riding, she would talk to them and motivate them, Harvey said. Some of the kids that ordinarily car-ried guns knew while they were riding in the group, they couldn’t carry them. Harvey said some teenagers she now knows who used to carry guns don’t anymore because of Davis’ influence.

APRILJust two and half months ago, a

dog who became known as Bones was found on the side of the road in Halifax County more

than 35 pounds underweight and

near death. But recently, a now healthier

Bones got a fresh start with his new family.

On Jan. 26, Alyssa Gibson said she was passing by when she saw a

frail, bony hound walking along the side of the road. She stopped to help just as he fell over, exhausted, she said.

She called animal control to come check on him, then alerted Rainbow Rescue that a dog in bad shape had just been picked up and asked them to try and help.

Bones was adopted by Durham’s Garrie and Bill Kingsbury.

“We saw the picture and a special story in the paper that Sunday or Monday. When we saw the picture of the dog they were calling Bones, he looked exactly like our other dog who was a rescue and was very thin, too,” Garrie said. “We looked on the web and found the picture of him when they had first found him on the side of the road when he weighed 32 pounds and that just broke our hearts. That told us, ‘Yes, we have to help this dog … We’re calling him Rupert now …”

‘Bones’ gets his happy ending

Two Halifax County el-ementary schools will be mothballed for the foreseeable future.

In early April, the Halifax County Schools Board of Education voted to close Daw-son and Everetts

elementary schools, though neither decision was unani-mous

Voting to relocate all pre-kin-dergarten through fifth- grade students from Dawson to the campus of Scotland Neck Primary were BOE members Claude Cooper, Donna Hunter and Debbie Hardy, with Board Chairwoman Carolyn

Hawkins breaking the tie. Not voting for the measure were Susie Lynch-Evans, Charles Hedgepeth and Joyce Lashley.

The school district recently hosted two public forums to get feedback on these and other proposals. The cause: Students just aren’t coming to Halifax County Schools, Su-perintendent Elease Frederick previously said. In the 1996-97 school year, Halifax County Schools had 6,247 students. In the 2004-05 school year, the dis-trict had 5,428 students. As of the end of March, the district counted 2,934 students.

“It was a tough, tough deci-sion,” Cooper said.

When Earl Evans met President Barack Obama in December, he decided to

make the most of it by presenting America’s leader gifts and a letter

from his daughter, Kaylee. When Evans, a Haliwa- Sa-

poni Tribe member, returned from the White House Tribal Nations Conference in Wash-ington, D.C., he expected nothing in return. But in April, he and his daughter received letters from the president.

In President Obama’s letter to Kaylee, on official White House letterhead, he thanked her for her note to him and gave her advice for

the future.“I always appreciate hear-

ing from young people like you, and I am glad you took the time to tell me a little about your life,” Obama

wrote in the letter. “In the years ahead, always remem-ber that nothing is beyond your reach as long as you are willing to dream big and work hard.”

JUNE

Debate over the use and display of the Confeder-ate battle flag erupted all over

the country, including the Roanoke Valley, follow-ing the June 17 shooting

of nine black worshippers at Emanuel African Meth-

odist Episcopal Church in Charleston, S.C.

The Confederate battle flag was a focal point of discussion since the tragedy, as photos surfaced of the accused shooter, 21-year-old Dylann Roof, who is white, displaying it. Those who champion the flag argued it’s a source of pride in Southern culture, however, its critics said it’s a racist symbol against civil rights.

The Halifax County Sher-iff ’s Office began seeking any information regarding

a shooting death of an Enfield man in late June.

According to Halifax County Sheriff Wes Tripp, his office received a shooting call in the town limits of Enfield. Upon arrival, sheriff ’s office of-ficials found the 20-year-old

male victim, who received transportation to Nash County Hospital and later air transportation to Vidant Medical Center in Green-ville. Vidant Medical Center officials pronounced the victim deceased from inju-ries, Tripp noted.

The Sheriff ’s Office ar-rested several suspects in the case throughout the year.

Arrests in a drug operation by the N.C. State Bureau of Investigation and local law en-

forcement partners highlighted what SBI special agent Donnie Varnell said is a ma-

jor problem in North Carolina — illegal prescription drug sales.

“They’re the leading cause of overdose deaths,” Varnell said. “There’s more death from prescription narcotics than all

other narcotics combined.A recent operation by the

SBI’s Diversion and Environ-mental Crimes Unit was nick-named “Take As Directed” and aimed to round up street-level prescription drug dealers in Hertford and Bertie counties, but also saw several people out of Northampton County arrested.

Local law enforcement agreed prescription pills are a big issue in the Roanoke

Valley. Halifax County Sher-iff Wes Tripp said there are efforts to combat their use, but it’s not an easy task.

Tripp said fighting the prob-lem starts with education.

“We need to make sure our children are aware of the dangers,” he said. “Our children are our future. To fix the problem, we start with education and awareness, in hopes to save one person from becoming that addict.”

Halifax County Sheriff Wes Tripp and several deputies were scheduled to appear in federal court May 1 in Raleigh following a two-year corruption investi-gation his department helped spearhead.

Federal authorities on April 30 un-veiled a 54-count indictment at a press conference in Raleigh. Fifteen people were charged with protecting shipments of narcotics and cash moving along the East Coast for what they believed was a large-scale drug trafficking organization, but was actually an undercover opera-tion conducted by the Federal Bureau of Investigation.

Seven of the accused were current or former members of the Northampton County Sheriff ’s Office, and another was a 911 dispatcher for Northampton County.

Operation Rockfish stuns the Valley

A week-long search ended May 2 when of offi-cials discovered the body of 31-year-old Enfield resident

John Allen Sutton, according to Sgt. Glen

C. Hatcher of the N.C. Wildlife Resources Com-mission.

Hatcher said members of the Roanoke Valley Rescue Squad saw Sut-ton’s body about 8:45 a.m. and retrieved it from the water. The body was about 100 yards north and

a bit east of the concrete piling where Sutton’s boat struck.

“The body was sur-faced,” he said. “It floated up.”

The sergeant noted Sut-ton wasn’t wearing a life jacket when his body was found.

As previously reported by The Daily Herald, Hatcher said 31-year-old Sutton’s boat struck the concrete piling at the dam early morning on April 25 while he was bait fishing.

The City of Roanoke Rapids and HSV Entertainment, LLC, reached a mu-tual agreement to

discontinue the lease of the Royal Palace Theatre.

The decision to not continue the lease agree-ment, which was effective until May 30, was announced during a City Council meet-ing.

The City first agreed to a lease with HSV in 2012. In July 2014, the City announced it had reached a new tenant lease agreement with HSV on the property and decided against entering negotiations for a lease with option to

purchase with a group called J.P. Amusements LLC.

At that time, city offi-cials said in a release the agreement with HSV was a 10-month lease set to expire on June 30, 2015.

The City stated in a press release it currently doesn’t have immediate plans to lease the theater to anyone else. It added the City’s administration will consider what options are available before making a recommen-dation to the City Council.

Said Mayor Emery Dough-tie: “We’re looking at any opportunities we can take to contact Bank of America to restructure the debt on the theater.”

FEBRUARY

Roanoke Rapids City Council says NO:Amendment to allow miniature pigs denied
