Dirty dairyingCould not agree more withJulian Jackson about theeffect of farming on theenvironment.

“When is enough, enough. . . ?” Why do we ignore theadvice of the experts aboutthe serious pollution in therivers? Money of course.

Because the farmers earnexport dollars that seems tobe the only criterion.

The situation is so seriousbut we go on over-stockingand polluting without anyconsideration for the effectson the environment and thelegacy we are handing ourchildren.

The scientists who warnagainst this pollution areignored because theirwarnings are inconvenient.

I can recall that John Keywas asked about how he cancontinue to justify our cleangreen image (which is afarce) when faced with theevidence of the scientists.

His response was that hedid not agree with thescientists.

This is not a matter ofopinion.

It is science fact.So the country is run by

somebody who chooses tobelieve what suits him, and

not what is in fact true. How scary!

PLAN’S KEY TASKSThere are 34 key tasks that underpin the plan's 15 managementactions including:■ Enhance monitoring■ Increase public education■ Complete farm environmental plans■ Implement boat treatment and weed containment■ Install a stormwater treatment system on the Queen StreetDrain■ Remove sediment inputs■ Complete lake-edge plantings using a variety of wetlandvegetation■ Undertake riparian fencing and planting alongside streams■ Undertake lake weed harvesting■ Monitor pest fish species populations in the lake■ Install a fish pass at the weir on the Hokio Streamweir■ Increase management of lake level■ Build the capacity of the Lake Horowhenua Trust to moreeffectively contribute to the lake management■ Develop a cultural monitoring programme■ Build the capacity of beneficial owners andMuaupoko toparticipate and engage in the management of the lake

The first anniversary of thesigning of the Lake HorowhenuaAccord was a low key event butone of great importance and wasmarked by acknowledging the pastand setting out further steps for thefuture.

In August last year the Accord'ssignatory partners, representingthe Muaupoko owners andstatutory bodies, agreed to worktogether to provide leadership, haltthe degradation and put in placeremedial measures on LakeHorowhenua and the HokioStream.

To commemorate the firstanniversary there will be a week-long display at Te Takere in Levin, including the original Accordsigned by the five partners, taongafrom Muaupoko, as well as photosand other imagery of the lake overthe century.

A book is also available for thepublic to sign their commitment tothe principles of the Accord.

Horowhenua District MayorBrendan Duffy said the journeyhas begun. “It is pointless playingthe blaming game,” he said.

Mr Duffy is encouraged by thecommitment of the five signatoriesand acknowledged the attendanceof a representative of theHorowhenua Rowing Club, which

had rowed through turbulentwaters at the lake in recent years.

The Lake Horowhenua AccordAction Plan 2014 - 2016 was alsolaunched.

It identifies the roles andresponsibilities of each of theAccord's five partners — the LakeHorowhenua Trust, HorowhenuaLake Domain Board, HorowhenuaDistrict Council, HorizonsRegional Council, and theDepartment of Conservation.

The Action Plan providesdetails on the eight key issuescurrently impacting on LakeHorowhenua, as well as thepathway to its restoration.

Under the auspices of theAccord, Horizons RegionalCouncil will be administering the$540,000 funding from the Ministryfor the Environment's Fresh Startfor Freshwater Clean-up Fund.

This is part of the lake's $1.27million restoration fund, also

including $730,500 of combinedfunding from Horizons,Horowhenua District Council, theTararua Growers Association andDairy NZ.

The partners have developed awork and monitoring programmefor the action plan. After two yearsa review of progress will takeplace, with a full review of theLake Horowhenua Accord and arefreshment of objectives to takeplace in August 2018.

Lake Horowhenua Accordchairman Matthew Sword said heis pleased to see real action andreal progress finally being made.

“Many Muaupoko I talk to wantto see positive steps taken toimprove their sacred taonga. I ampleased that we are delivering onour promise to do exactly that andI really look forward to the roll outof the action plan over the next twoyears. This is a really great start.”Mr Sword said.

Flamenco feast forGlobe Theatre showBy FRANKIEWEBB

Officially Paul Knight is retired, but at 70something, his life is anything but retiring.

Levin has been his home since 1969 aftertaking up the position of senior lecturer inJapanese at Massey University. Sinceretiring Paul is now immersed in a newculture but is not turning his back on Japan.

“In my early twenties I was browsing ina music store and listened to a record byflamenco guitarist Sabicas,” Paul, aclassical flautist at the time, said.

“It was like a drug and I was hooked.”Trying to find a tutor or even a flamenco

guitar was almost impossible. It wasn’t until10 years later in Japan, where flamenco ismore popular than anywhere else outsideSpain, he was able to fulfil his ambition.Later he returned to New Zealand to beginteaching at Massey University. “I wonderedabout starting a performing group in

Palmerston North,” he said.He advertised for contact by people

interested in learning and performing theflamenco dance.

The response was such Paul invitedprofessional flamenco dancers to NewZealand to conduct workshops. FiestaFlamenca was created and travelled thecountry performing and performed inSeville at the New Zealand Embassy.

Over the years members moved away, one to Spain and received recognition fromthe Spanish Government for hercontribution to flamenco. Others started anew group, Desde Sevilla, in Wellington andthe two groups have continued to worktogether.

They have been rehearsing at Levin’sLittle Theatre preparing for a show“Flamenco — The Fire of Spain” to presentin Palmerston North’s Globe Theatre laterthis month.

Home Economics has come along way.

It is no longer simply wherewe learn to cook but hasbranched out into Catering andHospitality, Childcare Studies,Food and Nutrition and LifeSkills.

The Catering and HospitalityCourses use Industry UnitStandards and fit under theVocational Pathways of ServiceIndustries, Primary Industries

and Social and CommunityServices.

In 2015 we will be offering aLevel 2 / 3 Food and Nutritionclass that caters for our moreacademic students and is auniversity approved subject.

To provide a commercialenvironment needed to meetindustry requirements we havebeen running a school restaurantfor the past 15 years. Run overtwo nights at the end of Term 1

and Term 2 it is open to thepublic and caters for 65 payingguests over each of the twoevenings.

Our Year 12 Catering Skillsstudents run the Front of Housewith the students waiting ontables and taking orders. OurYear 13 Catering and Hospitalitystudents are the chefs out theback and work alongsideKristina Hunt, a qualified chef,to produce a three-course Table dHote menu.

These restaurant nights havebecome well known in the areaand are booked out within daysof the menu going up. At the endof these evenings the studentsgain credits toward their level 2and 3 NCEA courses.

We are now accredited toteach Level 3 and as a result theYear 13 Catering and Hospitalitystudents also run a Coffee Hutwhere they sell espresso coffeesand hot chocolates to staff andstudents.

At the end of the course thestudents come out with a BasicBarista Certificate. As part ofthis course the students workwith MOJO Coffee in Wellingtonwhere they learn about theroasting process and getspecialist training that they putinto practice back at school.

The links with the communityare strong and two of our Year 12and 13 students participated inthe DINE Academy during theterm 1 holidays. Run by SoniaTiatia from the HospitalityAssociation in conjunction withWellington Hospitality IndustryAmbassadors and the WestpacStadium Trust, the week-longcourse is based at the stadium.

The students worked with thechef’s at Epicure to improvetheir skills and then workedthree functions at the stadium.

The highlight of the coursewas when they, as part of theDine Team put on a five coursemeal for family, friends andindustry personnel at the end ofTerm 2. As a result of thisexperience both boys havepicked up part-time work at thestadium in the Food andHospitality area.

I have just arrived back from escorting anotheramazing and very successful 3 week tour ofSouthern Africa and will be writing of our group’sadventures in the coming weeks – keep an eyeon our Facebook and website. Yes there will bemention and photos of wild animals, shark diving, luxury accommodation and fine dining in someof the most unimaginably beautiful locations!

While enjoying some quiet time on the planeon the way back from Africa I thought abouthow lucky I am to be involved in this wonderfulindustry and in particular with the United Travelbrand. There are so many exciting choices ofdestinations, modes of travel but best of all, thereare a range of options to suit all budgets, all agesand all interests. Companies such as UnitedTravel make it their business and stake theirreputations on ensuring that not only are all ofthose choices available through their stores, theyare tried and tested for quality and value. Withinour store alone, we have senior consultants whohave travelled to and sent numerous clients to;Europe, Asia, Africa, Australia and the Pacific(and all the places in between) so we can adda personal perspective to your plans, notto mention organise visas, foreign currency, assisted travel or anything that will ensure yourdreams become a hassle-free reality.

However, we have seen first hand, and you onlyhave to listen to the news, to understand thattravel can be fraught with unexpected hiccupsthat can cost you dearly if things like delayedflights, lost luggage, accident or illness are notadequately thought out and covered from thevery start. BLUE BEAT REPORT

Surge in burglaries keeps police busyBy COMMUNITYCONSTABLEGRAEME JARVIS

POLICE say the last week has seen a surge in the number of burglaries reported.

A chanceencounter lastweek led to therecovery of atrailer stolen ina burglary 11years ago froma Levin home.

A couple, the originalowners of the trailer, were parkingin the New World car park and sawa vehicle towing a trailer, that wasalso parking in the car park.

They immediately recognisedtheir trailer from its originalcolour and modifications theowner had made to it.

Police were contacted and thetrailer recovered from the currentowner.

It had been re-registered, butotherwise was in similar conditionto when it was stolen.

Enquiries are continuing todetermine where it has been andwho has owned it in the last 11years.

Police also recovered a stolenlog splitter last week, which hadbeen stolen in a burglary in May.

A search warrant was executedat a local address and the splitterlocated in the garage.

Police enquiries are continuingto locate the occupier of theaddress.

The last week has seen a surgein the number of burglariesreported to local police, which hasseen both domestic andcommercial premises targeted.

Items stolen include food from

freezers, computers, tablets,phones and cash.

Often bags from the address arealso missing and police suspectstolen items are being carriedaway in the bags.

These burglaries appear to bein random locations, and are notconfined to specific areas of thetown.

Police suspect many of thebreak ins are occurring in theearly evenings, and householders

need to take every precautionpossible to make their homeslooked lived in.

Leave some lights on, perhaps aradio or television, and rememberto lock all doors and windows, including garages.

Neighbours are a greatsafeguard and can help to keep aneye on your property when you arenot at home, remember to tellneighbours when you expect to beaway.

During these times we all needto be extra vigilant and beprepared to report anything thatappears to be out of the ordinary.

This might include strangevehicles, people, unusual noises orlights.

Do not hesitate to phone policeif you are suspicious.

Detectives are still working tosolve the home invasion from lastweek.

They suspect the same offender

attempted an armed hold-up at thedairy in Macarthur Street and waslater involved in a pursuit toShannon.

The stolen vehicle waseventually dumped and theoffender escaped, despite a largecontingent of police, includingpolice dogs and helicopter.

Tragedy throughthe eyes of thefaithful and less sureASong For Issy Bradleyby Carys Bray, Hutchinson,$34.99..................................................

A Song For Issy Bradley is a debut novelfor Carys Bray. It is an honest andwellwritten portrayal of a family facing adevastating experience which blows theirworld apart. It is the story of aMormon family

living in the south of England and in whatappears to be quite a strongMormoncommunity. Ian, the father, is aMormonbishop dedicated to his parishioners, often at the expense of his own family.Claire, his wife, is a convert to the faithand although submissive, she has notbeen totally indoctrinated, as has herhusband, and is beginning to have somethoughts of her own (which are notallowed). When her younger son has his

birthday party, Ian, instead of being thereand helping, engages in pastoral dutiesand leaves his wife to cope. Issy, theyoungest, does not get out of bed, feelingunwell.Claire thinking she is just tired after

starting school leaves her to rest, expecting the older children to pop in andcheck on her while she carries onshopping and getting ready for the party. When Claire finallymakes it upstairs

to check on Issy she is shocked to find herfeverish. An ambulance is called. Ian,with his phone turned off while doing hispastoral duties, is uncontactable. Thefollowing day Issy dies of meningitis. This novel deals with the aftermath,

each carrying some sort of guilt whiletrying to get onwith their lives accordingto their Mormon faith. Ian believes totally

this is God’s planand the familywill be reunitedin the next life.Claire resentsGod, Ian and herchildren andsinks intodepression.Zipporah is

going throughmarriagepreparation

according to theMormon church, quitealien to her non-Mormon school friends, and needs hermother. Alma thinkschurch is a waste of time and just wantsto play football. Jacob, the 7-year-old,just prays formiracles and for Issy to beresurrected. This is a wonderful story of a family

in crisis told with compassion and someunderlying humour. For Ian hisMormon faith is his

strength, but for the others in the familydisillusionment with the teachings onwhich their lives have been based.Carys Braywas herself brought up in

a strict Mormon family. In her thirtiesshe says she swapped religion forwriting.I felt in this book shemanaged to

portray throughout the isolation oftenexperienced by people in fringe religionswithout really being too disparaging. There is a lot of love in this family and Ilike to think that in the end the familywill bemore important than the religion, especially for Ian, who at all timesappeared to be bishop first, familymansecond.I am pleased Carys Bray swapped

religion for writing. This is a gem of abook. — Margaret Reilly

What makes a clinical psychologist? The Skeleton Cupboardby Tanya ByronMacMillan, $34.90.................................................

This is the story about the ‘‘making’’ of aclinical psychologist. It is beautifullywritten, difficult to read at times butimpossible to put down. Tanya Byronpresents the bones of whatmust be avery hard, but also rewarding profession. She was trained in the Britain around thehard streets of London, in the early 1990s.She reveals here amix of her clients: thedisturbed child, the dyingmanwith HIV,the pregnant drug addict, the Holocaust

survivor with signsof dementia, andothers.Thewriting is

plain and focusedwhichmeans as youread you are drawninto the intimacy ofthe situation, relivingthe experience withthe author.

She repeats often that these peopleare fictional but it is clear that thesetroubled humans are representative ofmany similar characters she hasmetand helped throughout her career.

Cover design and a majority of theillustrations inside the book were done by12-year-old student Rachael Sue.

Mr Kiriona said the project came aboutafter it was decided that all the classeswould be going to camp this year.

To help offset the cost involved, fundraising ideas were sought and thecookbook was one of the suggestions.

Mr Kiriona said it had been a greatexperience for the students, while thejunior’s typing skills were not as good as theolder children they got to do some picturesfor the publication.

He said the amount of support the project

got from the local community and parentswas fantastic.■ For anyonewanting a copy, they are availableatOhauSchool for $15.

Getting the health message outinto the public area by anymeans, Mid Central DistrictHealth Board’s vehicles will nowbe seen sporting brightlycoloured health messages andmore will be seen on the region’sroads in the coming months.

CEO Murray Georgel saidMid Central District HealthBoard makes no apology forpromoting health messages inthis way. Some of the healthstatements may seem blunt, butthe cars which travel all over theMDHB region carry many of thesame messages on television, radio and print media. This isjust another way of getting ourhealth messages out to thepublic.

Health messages have beendeveloped for use on the carsand these are around highpriority areas, such as smokingcessation, alcohol awareness, hand hygiene, heart checks, healthy lifestyles, safe drinking, cervical screening and breastscreening.

Some of the messages are inquestion form like “Washedyour hands lately?” or ‘‘Unwelland need advice or help?”Answers are usually providedon who to contact for example0800 numbers.

Other vehicles have healthstatements like ‘‘With kids, sorethroats matter’’ (promotingawareness of rheumatic fever) to

“Family violence — it’s okay toask for help’’.

Mr Georgel said the carmessages last longer than theother ways of advertising, andare out and about in targetcommunities.

“We have a large fleet of poolvehicles, and which one a staffmember takes out to see a clientis really a matter of which car isavailable through the bookingservice, rather than one specificto the service the staff memberbelongs or is providing a servicefor.”

Masons pitch in to boost projectsBy PETER FRANKLIN

lvn060814pjf-longest-mt

THE cooks, Barrie Buck, Whi Whi Winiata and Paul Westley were flat out at the longest morning tea Freemason’s fundraiser at the weekend.

The restoration centre in Levinhas had a huge financial boosttowards their planned projectsafter Freemasons lodgemembers helped raise over$5000 which their charitabletrust will match dollar fordollar.

Lodge Master Ryan Taylorwas overwhelmed at the publicresponse to the fundraisingeffort and all those that helpedon the day.

“We have been able to raiseover $5000 in just a couple ofhours,” he said.

Mr Taylor said they(Freemasons) were impressedwith the concept and thephilosophy of the restorationcentre. Mr Taylor said theyneed an outdoor sun deck-BBQarea at the rear of the building, with a sun shade for weatherprotection. They also needmeeting rooms, time out areas,a modernised kitchen and sothe list goes on.

The outreach project, operating from the restorationcentre is focused on underprivileged Levin Youth byproviding fellowship, recreation and training basedon the Bible and soundChristian principles. Theorganisers, concerned overLevin’s poor youth statistics, started Boot Camp to reach outto the poorer areas of Levin, doing it without Governmentfunding and without beingallied to any church group.

They have 35 to 40 youngchildren and teenagers plusthree to six mothers involvedand on Saturday run a games

evening in a friendlyatmosphere with a discussiontime on various subjects. Otheractivities are conducted duringthe week.

Mr Taylor said:“Interestingly enough when

three of our members met withthe organisers they had a largepin up wall area of positivetraits for their youth. We madethe point that every trait shownwas also a Masonic teaching inone of our ceremonies. None of

them are Freemasons yet wehave parallel standards.”

As per normal practice, withthe Freemasons longestmorning tea there was noformal entry charge. The lodgeunderwrote all of the

organisation costs and thenworked with the organisers andthe children to raise funds.

In the last five years thelodge has invested over$100,000 in local projects withinthe community.

Memories of war time in HollandDutch migrant and Horowhenua residentEngelina Williams Van Baar, born in 1930,now lives locally. When war broke out shewas 9 years old. She wanted to share hermemories of that time with Horowhenuareaders to make sure the children who didtheir bit in the war were not forgotten. This isher story...

THE Germans, lead by many of the men shown here at the Nuremberg war crime trials, invaded Hollandduring World War II, a former Dutch schoolgirl now residing in Horowhenua remembers. PHOTO/FILE

I was born in a small village inthe northern part of Holland,on December 22, 1930.

When war broke out I was9-years-old.

Food became scarce. Mumand Dad had two girls, sevenboys and a boarder, a littleorphan girl.

The Germans came to ourvillage between 1941 and 1945and took over the schools.

We had three schools in thevillage — a boy’s and a girl’scatholic schools and aprotestant school.

They left the protestant onefor all the children — girls inthe morning and boys in theafternoon.

We got all mixed up with theprotestant girls and boys.

One day Dad came homewith two spinning wheels and abag of wool. My brother and Ihad to spin the wool. We did nothave a clue, but we soonlearned.

Dad had a small paint, glass, signwriting, and paperhangingshop. One day we were reallyhungry, mice were having a

ball getting fat on the paste youuse for paperhanging. Dad saidif the mice can eat it, so can we.

Mum, boiled sugarbeet.Sugarwater with paste was ourbreakfast. For lunch mum tookthe pulp from the sugarbeet, mixed it with flour and madesome sort of pancakes. One ofmy brothers was working for ablack market butcher. It was inthe winter and the butcher hadjust killed four horses.

My brother, being verycocky, said what are you doingwith those frozen legs, Mumcan do something with them.OK, said the man, but bring thehorseshoes back. Mum put thelegs round the fire to thawthem.

The pastor came in andasked what the horse legs weredoing round the fire place.Mum said they will go in the potafter they have been cleanedup, come back at 6pm and seewhat I’ve cooked.

He came back and Mum hadmade the most beautiful soup.

Mum could make anythingfrom nothing, I don’t know

how, but there was alwayssomething to eat. Where itcame from we don’t know.

When I was 10 or 11 years oldDad asked if I give you a letter,it will be our secret, don’t tellMum.

Dad was in the underground,it was dangerous for grown upsto deliver messages, andespecially (for) boys 16 to 17years old. The Germans pickedthem up and you didn’t seethem again. Here I go, littleshrimp of a girl, past theGermans, I waved nicely. Ibrought my messages to theother side of the village.

It was all about planescoming down, shot down by theGermans, you had to get thepilots away quick, before the

Germans got them. They could be English,

American, Australia, NewZealand pilots — the planedown, so and so — assistanceneeded. I did it quite a fewtimes. Dad told me you aredoing your bit for the war. Inever told Mum until yearslater.

Speakers were very loud inthe village. When Hitler spokethe soldiers had to stop andlisten and salute. A youngGerman boy, a soldier, thesame age as my brother (about17) got shot. He did not salute. The SS, the Nazis, they werenasty.

I had two uncles inconcentration camps. One gotkilled, the other one escaped.

After three or four years hecame knocking on Aunty’sdoor.

When she saw him skinny, dirty looking like a tramp, shesaid “I don’t know you.”

He said something personalto her, that only she and himknew. “You are really my Joe,”she said.

He had to stay undergroundfor the last few years of the war.

Today I still pray forfamilies who are still copingwith their loss, they are leftbehind not knowing whatbecame of their loved ones.

My uncle MaxmilianusZomerdyk was in one of theconcentration camps,Buchenwald. In memory offamily and friends lost in wars.

Message from the MayorIf you’re a community organisation, association group or individualneeding funding, applications are nowopen for the Horowhenua CommunityDevelopment Grant, the HorowhenuaCommunity Consultation Grant and

the Creative Communities Grant. From all three schemesa total of $87,000 is available, so it really is a valuableopportunity.

Speaking of community, we are immensely proud to havebeen one of six finalists for the LGNZ (Local GovernmentNew Zealand) Excellence Award for Community Impact.

While we may not have come away with the prize (andcongratulations to winners Kawerau District Council for itsAdopt a Nation – 2013 World Rafting Champs project) we knowthat our Community Wellbeing project is a winner locally.

Community wellbeing in Horowhenua is a collaborativeforum where we engage with our community, centralgovernment, iwi and local interest groups to determinewhat we think is best for our community. It has developedconfidence and trust and continues to deliver outcomes thatare constructive and add value. We’re in a fantastic position.

Mayor Brendan Duffy

Two year Action Plan launched for Lake HorowhenuaThe move to restore LakeHorowhenua’s environmentalhealth has taken another significantstep forward with the launch of 34key tasks to be undertaken over thenext two years.

The Lake Horowhenua AccordAction Plan 2014 - 2016 was launchedat a ceremony in Levin on Sunday, commemorating the first anniversarysince five signatory parties (the LakeHorowhenua Trust, HorowhenuaLake Domain Board, HorowhenuaDistrict Council, Horizons RegionalCouncil, and the Department ofConservation) committed to theAccord.

The Action Plan identifies the rolesand responsibilities of the five parties, provides detail on the eight key issuesimpacting Lake Horowhenua, as wellas the approaches for its restoration. The 34 tasks underpin the Plan’s 15management actions.

After two years a review of progresswill be undertaken, with a full reviewof the Lake Horowhenua Accord and a

refreshment of objectives to take placein August 2018.

“The Action Plan outlines the stepswe will take to bring this taongaback to health and return the lakeas a source of pride for the people ofHorowhenua,” Mr Sword said.

“By publicly identifying what we will bedoing, what the community can do andwhat the key issues are, we are drawinga line in the sand and making a realcommitment to the future of the lake.”

Horowhenua Mayor Brendan Duffysays it is fantastic to see the progressbeing made to restore the troubled lake.

“One year on from the signing ofthe Lake Horowhenua Accord, thedevelopment of the Action Plan has allpartners singing from the same songsheet. We have the funding to make astart on restoration and we’re wastingno time in getting efforts underway,”Mayor Duffy said.

On the Spot with one of the staffDoug Law,Group Manager -Finance

I joinedHorowhenuaDistrict Councilstaff in February2008. Prior to thisI was employedat Rangitikei

District Council as the CorporateServices Manager and was DeputyChief Executive from September2001. Prior to moving to the NorthIsland, I worked for Waimate DistrictCouncil for nine years in a combinedCorporate Services/ CommunityFacilities role. In each of the roles, financial management was the focus.

Council’s finances are quite differentfrom what one might see in thecorporate financial world. In sayingthat, there are some aspects oflocal body financial activities that

are similar to the private sectori.e. Accounts payable, Accountsreceivable, payroll etc. However,Councils are subject to a legislativeregime that forces accountability andtransparency that no other entity isexpected to emulate. Long Term Plans,Annual Plans and Annual Reportsare all substantial documents andtheir content is primarily prescribedby either legislation or accountingregulations. The production of thesereports and the data supporting themconsumes most of the resources of theCouncil’s Finance department.

Council’s main source of incomeis through rates. Rating powers areunique to local government and iswhat sets us apart from the privatesector. Local government basicallyprovides services that are uneconomicand essential services that the privatesector would not or cannot provide. The community pay for these services

through a combination of taxation(rates) and fees and charges. Councilhave legally prescribed policiesaround how it exercises these powers.Primarily the Funding and FinancialPolicies prescribed by the LocalGovernment Act

The legal compliance around thesepolicies (which includes how Councilrates) is onerous and time consuming.I have been involved in many reviewsof these policies over the years. Thepolicies are complex, as is ratinglegislation.

I enjoy working with Councillors andthe public to help them understandthe complexities and try and arrive ata funding policy that is acceptable tothe wider community. This is neveran easy task given the wide range ofviews held within the community.I live with my partner on a lifestyleblock in Horowhenua.

Te Awahou-Nieuwe Stroomset to attract, consolidate andconnectThe design and details for cultureand community complex Te Awahou-Nieuwe Stroom have been unveiled.

To be developed in and around theold Mitre 10 building next to deMolenWindmill just off Foxton’s mainstreet, Te Awahou-Nieuwe Stroomwill cover approximately 1500 squaremetres and include visitor services;galleries for exhibitions and displays;demonstration and performancespaces; workshop and learning spaces;library and information resourcesincluding public computers and freewi-fi; various sized meeting rooms;lounges and a cafe.

The Shared Art Gallery will featurecomplete security, light, temperatureand humidity control, suitable to hostnational and international exhibitions,as well as local works.

Horowhenua District Council’s ChiefExecutive David Clapperton says TeAwahou-Nieuwe Stroom is designed to

“attract, consolidate and connect” - thatis to attract local people and tourists, consolidate information and services, and connect people and places.

“All will be professionally deliveredfrom well-used multi-purposespaces that are shared, flexible andchangeable,” he said.

“Te Awahou-Nieuwe Stroom will bea place where people weave culturesand knowledge with vision andpride. A world-class, multi-purposeshared space telling the stories ofcultures once a world apart - theTangata Whenua and the Dutchcommunity - now brought together inHorowhenua.”

The focus on local history willcelebrate Foxton’s time as a busy river

port with a thriving flax industry,as well as the Dutch ConnectionMuseum, Ngati Raukawa Galleryand a Maori Battalion display. Therewill also be permanent displaysfor Foxton’s audio-visual museumMAVtech, horse-drawn tram andwetlands.

Te Awahou-Nieuwe Stroom is alsodesigned to complement and connectwith adjacent attractions such as theFlax Stripper Museum, Whare Manaakiand deMolen Windmill.

Following further consultation andpossible content and design tweaks, itis hoped construction will start by midnext year.

THERE’S NO SECRET!.....

Fed up with being one ofmany others who haveexperienced yo-yo dieting,

losing all the weight then whenthe diet is over putting it all andmore back on?

Achieve long term success, easily, safely and naturally. This4 session program enables youto eat what you like, no diets ordepriving yourself.

Get back in touch with whatyour body wants, not what yourhead thinks or what societytells you.

The ‘Virtual’ Gastric Bandis a remarkable weight lossprogramme which utilises theconcept of a “virtual” gastricband and clinical hypnotherapy. It successfully harnesses thepower that every individualholds within them to makechanges to their lives.

A NASA view of the planet Saturn PHOTO/SUPPLIED

Sunspots, solar flares and transitWinter has truly arrived andwe have had snow on theranges.

Back on July 8 there werelarge sunspots and a satellitedetected a strong M-6 class ofsolar flare while on July 5 aphotograph was taken inRomania of the Internationalspace station (ISS) transitingthe sun.

This was similar to thetransit of Venus back in 2012.

A transit occurs when inthis case the ISS travelledbetween the sun and the Earth, becoming visible against thesun.

If you thought the full moonlooked brighter and larger onJuly 12 you were correct.

The event also know as asuper moon is extra special thisyear with three occurring inone year.

The next being on August 10when the full moon and perigeefall on the same day.

As pictured, a photograph

was taken by Cassinispacecraft of Saturn’s northpolar vortex.

[There is] a big hexagonshaped storm on Saturn similarto the great red spot you see onJupiter.

The hexagon is estimated tobe wider than two planetEarth’s diameter put together. And we thought the storms onplanet Earth were big.

The photograph was taken ata distance of of approximately2.2 million kilometres.

High in the northwest sky isMars, Saturn and Spica.

Venus begins to disappearinto dawn around 6:30am as thedaylight gets earlier.

Conjunctions for August: OnAugust 3 Mars was inconjunction with the moon andthe next day Saturn was inconjunction with the moon.

Also on August 25 Mars andSaturn will be in conjunctionwith the star Zubenelgenubi. Iwill finish off by saying keepsending the photographs in [email protected].

Landowners behind native fishOver 1000 native plants have beenplanted on the Mitchell’s propertyin Levin to protect and enhancenative fish habitat.

The plants have been putalongside streams in the Koputaroasub-catchment, which has beenidentified as a regional hot-spot fornative fish.

Horizons Regional Councilfreshwater management officerAnna Deverall said the Mitchellsare one of 12 landowners to take partin the stream-side fencing andplanting initiatives, with help fromthe Manawatu River Accord andcentral government’s Fresh Startfor Freshwater Clean-up Fund.

“Over 3.8km of fencing and over3800 native plants have gone inthroughout the Koputaroa sub-catchment over the past two years.

That’s fantastic news for our nativefish and we’re really pleased withthe uptake from landowners,” MsDeverall said.

Members of the HorowhenuaHunting Club gave up their time tohelp out on the Mitchell’s property.

Planting alongside waterwaysprovides essential shade and a foodsource for native fish. It can alsohelp mitigate the amount ofnutrient and sediment entering astream.

Landowner Christine Mitchellspent time completingenvironmental papers and workingin the Freshwater EcologyDepartment at Massey Universityand said this taught her about therapid decline in native fishpopulations and the need to restoretheir habitats.

“My husband, Bruce, has livedon the farm all his life and hasnoticed a huge reduction in fishnumbers since he was a child.

“We had already fenced andplanted wetland areas and a bushremnant or stream in partnershipwith Horizons, so when we heardabout the financial assistanceavailable to protect more streamhabitat, we jumped at the chance,”she said.

Native fish species sighted in theKoputaroa sub-catchment includebanded kokopu, brown mudfish, inanga, shortfin and longfin eel andcrans bully.

Landowners interested inundertaking stream fencing andhabitat restoration can callHorizons’ freshwater team toll freeon 0508 800 800.

COURTNEY WILLIAMS

Courtney has sightson basketball tripBasketball has become thenumber one game for under-13player Courtney Williams.

She started playing thegame as part of the CommunityBasketball programme inLevin, where she still lives. However, she took the chanceto play for Manawatu. InAugust Courtney and her teamwill play Levin and Wanganuiin Palmerston North in a bid toqualify for the nationals beingheld in Dunedin.

Courtney is excited aboutthe chance to visit a city shehas never been to before.

“First we have to beatWanganui and Levin,” shesaid.

Her love of the game camefrom the involvement of theCommunity Basketballprogramme, which hasbecome a positive outlet formany young people in thedistrict.

THE Levin Events centre is full of enthusiastic young basketballplayers during the week, from pint sized primary school students toteenagers all doing something healthy and positive in their sparetime.

Over 3000 young basketball lovingkids will be left in limbo, if fundingcan’t be found to carry on theCommunity BasketballProgramme. Over the three yearsthe programme has been operatingit has draw a huge following ofchildren from Foxton to Manakau.

However the Levin BasketballAssociation who has been runningthe Community BasketballProgramme in schools during thattime, has announced that theprogramme can no longer besustained for 2015.

Chairman of the LevinBasketball Association, PeterBartholomew said the programmecost $60,000 to operate, and they areonly a small association to try andfund it themselves. While thebenefits have been huge, fundingsources have dried up.

There have been other minorissues rise, that can be workedthrough, however the funding for

the programme is the cruncher.“Obviously this programme is

not self funding and our majorsponsor, Sport Manawatu hasreduced its funding by 80 per cent.

“The Levin BasketballAssociation has made the decisionthat it cannot sustain theBasketball Programme in itscurrent capacity.

“We believe this programmehas been run successfully underthe guidance of Peter LaRoche, with good results shown from thechildren who have participated.”Mr Bartholomew said.

The end decision has been theCommunity BasketballProgramme will be ending at theend of this year, as will PeterLaRoche’s contract to deliver theprogramme for Levin BasketballAssociation.

If this programme is valuable toyour school please inform us ofany suggestions you may have tokeep this programme continuingbeyond the end of 2014.

“We welcome any feedback inregard to the value of theprogramme to your school,” MrBartholomew said.

Bikes on beach bother fishermenBy PETER FRANKLIN

QUAD bikes on the beach are again a hot topic. PHOTO/FILE

Matters out of the water wereamong the subjects covered atthe last meeting of theWaitarere Beach fishing club.

A lively discussion tookplace relating to unlicensedquad and dirt bikes that werestarting to create problems onthe beach, exceeding the speedlimit, no helmets, and otheracts that have the potential toput members of the public indanger.

Waitarere Beach ConstableDoug Patrick reinforced thepoint that the beach is adesignated road and road rulesapply.

He said the safety of allbeach users is paramount. Mr

Patrick emphasised that novehicles were allowed on thesand dunes, no dumpingrubbish and no alcohol on Guy

Fawkes and New Year’s Eve.Fines and loss of vehicles

are substantial consequencesfor breaches of these laws. Mr

Patrick said he was indebted tothe beach wardens for beinghis eyes and ears.

With the vehicle issuessorted, it was time to talk fish, catch of the month for Junewas a 1.14kg gurnard caught byJoy Trevethick.

Fish of the month for July isred cod and for August iskahawai.

Fishing for the past monthhas been very patchy.

Few anglers have venturedout in the cold weather.Boaties have reported goodcatches of gurnard, plus largenumbers of spiny dogfish.Kontiki fishermen have almostbeen non-existent, those thathave been out have beenplagued by small sharks of all

varieties and the odd red cod.Flooding at the river mouth

has restricted rod fishermenbut on good days kahawai havebeen plentiful.

Next club meeting will be onThursday August 14, startingat 7pm at the Waitarere BeachScout Hall.

The guest speaker for thatnight will be Stephen Robson(Nobby), Senior Ranger DOCPalmerston North.

He will be talking aboutwhat to do and not to do whenwhitebaiting.

Whitebaiting season startson Friday August 15.

The club message isfamiliarise yourself with therules and respect fellowwhitebaiters.

WALLY RICHARDS

A reader has suffered damage to a large number of her roses.

Recently a reader sent me thefollowing email:Hello Wally

You may not recall but somemonths ago I emailed you andsent a picture of the damage toa large number of my roses.

I wondered if it wasVerticillum Wilt as thepictures looked very similar.

You suggested the damagemight also have been caused byherbicides.

Initially we thought thatcould not be the case as we hadnot brought in any soil for therose beds but, after talking itover, we recalled that we hadhad a large load of twig mulchbrought in and most of this hadgone into the rose beds.

We have just had our rosespruned by someone who is anauthority on roses who hasconfirmed that the damagewas, as you suspected, causedby herbicides in the twigmulch.

In addition to losing half ofmy roses (about 40), many ofthe remainder are not lookingas robust as they did last yearand it will be touch and go as towhether they revive in theSpring.

I could end up losing more!Sadly I have learned myexperience is not unique andthat others have sufferedsimilar destruction through nofault of their own.

My struggling survivors willreceive all the organic TLCpossible in the coming monthsand it is hoped that bycontinuing to build up thegoodness in the soil organicallythe remaining roses willrecover.

As gardeners we think weare doing the right thing givingour plants compost and mulchfrom specialist firms butneither they, nor us, knowwhat is in the green waste theyare recycling — whethersomeone has included gardenwaste sprayed with Turfx orother herbicides. You can't tellwhether you are bringing in aload of goodness or destructionfor your plants.Anne

A sad tale but one that I haveheard of frequently over theyears caused through green

waste recycled as compost andanimal manures from stockfeeding in pastures that havebeen sprayed with herbicidesto kill thistles and other weeds.(The herbicides don’t kill thegrass but do effect the health ofthe stock.)

I have had reports fromgardeners that they haveplaced composts from majorsuppliers around sensitiveplants such as tomatoes, beans, potatoes and roses to have

either strange new growthsappearing or dead plants.

In non-sensitive plants youwould not see any noticeabledamage other than maybeyellowing of foliage.

Roundup when used aroundplants and gardens will over aperiod of time cause yellowingthen a slow and eventual deathof the plants, shrubs and trees.Roundup does not break downto be harmless in the soil, it istherefore, a half soil life of

about 22 years.Lawn weed killers that don’t

kill the grass unless the grass isin stress can have a very longresidue period from a fewweeks to many monthsdependent on type andapplication rates.

Huge turnout for motor show

THIS electric blue ‘Eleanor’ Mustang hasbeen completely handcrafted in steel byMatamata Panelworks for a Taumaranuicustomer.

THE new Indian motorcycle lineup was one of the star attractions of the Speedshow.

THE Ferrari 458 Speciale was revealed atthe CRC Speedshow.

The biggest and most diverse automotiveand motorsport event in New Zealandbroke its own attendance records withthe 2014 edition of CRC Speedshowattracting 34,700 showgoers during therecent two-day event in Auckland.

The eighth edition of CRC Speedshowtook place over the weekend of July 19-20at Auckland’s ASB Showgrounds withthe attendance numbers representing a14 per cent increase over the 2013 event.

Along with the record number ofmembers of the public fuelling theirpassion for all kinds of cars andmotorcycles, this year’s show saw arecord number of new car andmotorcycle brands — 28 — representedwhich further enhances the event’sreputation as New Zealand’s de factomotor show.

Ross Prevette, director of The EventCompany Ltd which owns CRCSpeedshow, says the support of sponsorsand exhibitors helped take the event to anew level this year.

“Since its inception in 2007 when itwas established by race driver KeithSharp and his wife Jill, CRC Speedshowhas been bigger and better each andevery year,” Prevette says.

“My wife Brenda and I saw incrediblepotential in the whole Speedshowconcept when we bought the show in 2012so it’s a real boost to our small team tosee Kiwi automotive and motorsport fanscontinuing to flock to the show.

“The comment that CRC Speedshowhas really grown up was said to me bymore than one person over the weekend.

“The sheer range of exhibitors withlinks to performance cars, motorcyclesor motorsport, and the array of NewZealand-focused displays we were able toput on with the support of sponsors andcar enthusiasts from around the countrycertainly gave this year’s show anextremely positive feeling, with a sensethat there really is something foreveryone no matter what sort of motorracing, what type of car or what categoryof motorcycle you’re into.”

The 2014 CRC Speedshow featuredsome significant new model launcheswith Auckland-based Ferrari dealerContinental Cars unveiling the very firstexample in New Zealand of the Ferrari458 Speciale which was released inEurope in recent months.

There was plenty of attention forPolaris Industries, already establishedas a firm favourite with their VictoryMotorcycle range, when they took theopportunity to launch the brand-newIndian Motorcycle models to the NewZealand public.

The third major reveal came fromMatamata Panelworks as they drew thecover off a stunning, electric blue‘Eleanor’ Mustang which has beencompletely handcrafted in steel by theWaikato firm for a Taumaranuicustomer.

The Mustang, which the owner andbuilder hope to take to the US’s famedSpecialty Equipment MarketAssociation (SEMA) show, won thepeople’s choice award in the CastrolEDGE/Teng Tools Custom Show, whichwas part of CRC Speedshow for thesecond time.

“Proving a popular new addition tothis year’s show were the original andrestored classic cars and motorcyclesshown in the Classic Cover InsuranceClassic Show,” Prevette says.

“The display of around 40 classicvehicles helped add an important newcomponent to the show and certainlyattracted many positive comments.

“Everyone also enjoyed theopportunity to celebrate the 50thanniversary of the Ford Mustang and the100th anniversary of classic Italianmarque Maserati with two specialdisplays in the Meguiar’s Car CrazyZone. Meguiar’s also took their charitycruise to a whole new level this year with110 hot rods, street machines andperformance cars taking a scenic route tothe show. Together CRC Speedshow andMeguiar’s ensure each cruise entry fee isdonated to charity and Meguiar’s alsomade a donation for every vote cast forthe fans’ favourite cruise vehicle to raisea spectacular $6450 for the StarshipFoundation.”

The ninth edition of CRC Speedshowwhich is scheduled for July 18-19 nextyear.

In another change the 86 now receivesthe same instrument meters as the GT86,including the digital speedometer display.

New Lagonda — by invitation onlyTHE new Lagonda that Aston Martin will put into production next year. Below: The 1931 version.

T he historic Lagondanameplate is to be revivedfor a new limited edition

Aston Martin saloon car that willgo into production from early2015.

Billed as a luxury super saloonthe new Lagonda will bemarketed exclusively in theMiddle East and is being offeredfor sale by invitation only.Pricing details remainconfidential, Aston Martin sayingthe asking price will be‘‘commensurate with the car’sexclusivity, quality andluxurious nature.’’

The return of Lagonda followsin the wake of other headline-grabbing projects such as theOne-77 hypercar, V12 Zagato andlast year’s CC100 SpeedsterConcept.

The CC100 Speedster Conceptstarted out as a centenarycelebration design concept and,as a result of exceptional demand, later turned into two customercommissions.

Based on the brand’s existingflexible VH architecture, the newLagonda draws inspiration fromthe highly sought-after WilliamTowns-designed Lagonda of 1976and features many of the samecutting edge engineeringtechniques seen in modern AstonMartin sports cars such as the useof carbon fibre in the body panels.

“The debut of this luxurysuper saloon in the Middle Eastmarket will be an excitingmoment not only for AstonMartin, but for discerningcustomers who are seeking theultimate in luxury and

personalisation,” Aston MartinDesign Director Marek Reichmansaid.

“The new model, like itsexclusive siblings the One-77 andV12 Zagato, has been created as apiece of exceptional automotiveart.

“It has been designed anddeveloped entirely in keepingwith the spirit and ethos ofprevious Lagonda super saloons— notably the William Towns’Lagonda — and as a tribute to thiscar it proudly bears the Lagondanameplate.”

The car will be hand-built atAston Martin’s modernmanufacturing facilities inGaydon, Warwickshire in adedicated building previouslygiven over to the creation of theOne-77 hypercar.
