The parade starts at the Levin Showgrounds at 4pm, travels down Victoria Street, Weraroa Road and Tiro Tiro Road back to the showgrounds.

Budget Service offers advice on Christmas spending

Christmas is just one day, don’tblow your budget. That’s theadvice from Levin Budget Ser-vice.

Conscious parentingI have a family member who has recentlybegun a second family.

He is greatly enjoying this. He told meof holding his baby daughter soon aftershe was born when everybody else wasasleep and looking at her and thinking, Ihope I get it right this time.

I think we are all afraid of getting itwrong and somehow even knowing thatthere is not one way of parenting that isright doesn’t help.

One thing he was doing right thoughwas reflecting on his previous parentingexperiences and looking at what workedwell and what he doesn’t want to repeat.The fancy term for thinking like this is‘‘conscious parenting’’.

We can’t and won’t get it all right all

the time, but we can be asking ourselvesquestions about the way we parent andthe way we were parented. What do I likeabout the way I was brought up? What doI not want to do that my parents did?What behaviour of my child is importantto work on changing? What specialtraditions do we have as a family?

Another thing I’ve found helpful is tofind people whose methods of parenting Irespect and talk to them, model myselfoff them, get ideas from them. One of oursons is even named after a dad we loveand admire.

All of these help us to be in charge ofthe way we parent and shape ourwhanau, rather than just letting lifehappen to us.

Wastewater concernsI zoomed to Auckland last week to see mymother who was rushed to hospital, soapologies for not producing a column. She’snot out of the woods yet but at 83-years-old allshe wants is to go home.

In my last column I said I would cover acouple of subjects that are causing extraconcern or added costs to our ratepayers. On-site wastewater is one such concern. I haven’tseen a lot written in the Horowhenua,however, there has been plenty written aboutHimatangi Beach. This little coastal haven isfull of houses with many using their ownseptic tank.

Residents have been warned that if theirseptic tank is not up to scratch, they will haveto hook into the new sewerage scheme being

promoted by the Manawatu District Council.The need for septic tanks to be in good

working order is nothing new, however, theOne Plan has highlighted the need to meet alist of standards to enable these to continuebeing used without a consent.

At present, tanks are not checked by theHorizons compliance team though if therewas indication that many were causingpotential or actual environmental harm, thenit might happen. Under the Building Code,tanks that do not meet the standard mustconnect to a sewerage scheme where one isavailable. The other option is to apply for aresource consent to renew a septic tank,however, with changing times, a smallsection size can prevent consent being issued.The concerns coming out of Himatangi mayhave bearing on other coastal towns in ourregion.

Smoke nuisance gets reported in ourEnvironment Committee agenda and hasbeen an issue in Horowhenua on an ongoingbasis. A security company has beencontracted to investigate these smokecomplaints as it is more cost effective thansending a staff member out from PalmerstonNorth. However, this begs the question, whyare we not recovering the cost for this servicefrom the fire lighter? Surely this may deter ithappening again.

There are simple rules to lighting fires,particularly rubbish fires. Ask yourneighbour out of courtesy, ensure the smokeis not going towards houses or public roads,keep it under control and follow any fire banrules that may apply in the district. Firepermits can be obtained from the council,however, whether you have a permit or not,the smoke cannot be a nuisance to others.You cannot light outside fires in urban areas.

Lastly, thanks to all the passengers whohave made the Levin commuter bus service asuccess. The number of passengers hasnearly doubled in the past year. A survey ofbus passengers showed about half were

students accessing education in PalmerstonNorth, so it’s not just a workers bus as somemay call it. Freemasons unite for chopper safety

It’s time to celebrate with thecompletion of a fundraising projectthat united Freemasons Lodges inthe lower North Island and gavePalmerston North rescue helicopteroperators a major safety asset.

A helicopter underwater escapetraining (HUET) unit andaccessories was presented to thePalmerston North-based servicethis year.

Combined donations and fundsfrom the Freemasons CharitiesTrust for the HUET project totalled$38,000.

Kevin Dalzell of Lifeflight Trustwhich oversees the rescuehelicopter operations in the lowerNorth Island said the HUET was afantastic asset to have that would bewell utilised among the aircrews.

When helicopters hit the waterthey tend to roll upside down, butthe HUET allows crews to betrained to escape safely.

‘‘We don’t like to think ofhelicopters crashing but it doeshappen,’’ Mr Dalzell said.

The Freemasons from UnitedHorowhenua (Levin) started theHUET project but due to theChristchurch earthquake, UnitedHorowhenua diverted its attentionto the needs of the city and its

people. The project was reinstigatedwhen Peter Rogers became LodgeMaster, and Les Frost took over TeAwahou Lodge as Master and theyagreed to make it an inter-districtproject.

After a number of fundraisingfunctions were held at Foxton andLevin, their District Grand Masters— one for Manawatu-Ruapehu andone for Wellington Districts —championed the cause to all Lodgesunder their control.

Mr Rogers said everywhere theyspoke someone would stand up andsay they would not be there today ifit were not for the rescue helicopter.

Contributions flowed in fromalmost every Lodge, includingsizeable donations from Taihape,Wanganui and Palmerston NorthCity.

Mr Frost said Foxton andLevin were in awe of thegenerosity of members, but whenthey understood the worthwhilepurpose of this project, that theHUET would be used by otherhelicopter rescue services in theLower North and Upper SouthIsland to train their aircrews, thefunds flowed.

Not only did the funds raisedpurchase the HUET but also nightvision goggles and flight crewvests.

Charitable group laments burden of graffiti cleanup costs

AN organisation that continues to give generously to the communityhas been hit with another large cleanup bill after outside walls andwindows of their lodge were covered in graffiti.

Another case of an innocentcharitable community groupbeing targeted by wantonvandals has come to light afterthe discovery of graffitispraypainted over windows andwalls of the Freemasons Lodgeless than a month afterHorowhenua District Councilannounced that it would consider

introducing a graffiti eradicationpolicy.

Lodge Master Barrie Buck isextremely disappointed that thelodge was targeted along withother buildings around the townin what seems to be an upsurge ingraffiti.

Mr Buck said, while he heldthe position of Lodge Master, hiscomments on what had happenedwere his personal feelings.

‘‘When do we say ‘enough isenough’,’’

Mr Buck said the Freemason’scentre had been hit by taggersfour times, forcing them to gothrough unnecessary andexpensive cleanups.

‘‘Isn’t it interesting when weread what has happened down atthe lake and our mayor publiclywriting and I quote CommunityConnection Issue 64 ‘after theshameful acts of vandalism’. Yesof course the public support forthe lake cleanup was atremendous effort and I alongwith all those others were proudto be part of it, but in our case,like every other hall, church,school, shop, fences, we have todo our own cleaning.’’

He said United Horowhenualodge members provide a modernfacility, not only for their ownuse but also to many publicorganisations and users.

‘‘We also provide funding tomany local organisationsthrough our charities. Some ofthese are annual scholarships toboth Waiopehu and HorowhenuaColleges, supporting the youth ofour district in sporting, learningand recreation activities. Maybeone of the criteria should be ifyou have been involved withtagging withdraw yournomination,’’ he said.

He said many residents hadasked ‘what can we do?’ in vainover the years and what’shappened?

‘‘Nothing as far as I can see.These incidents seem to be a totalwaste of police time and for thoseon the cleanup scene.’’

Mr Buck said some years ago(about 2005) his wife Mary wroteto the Chronicle after a letterboxincident in which she gave anexample of a mayor in a smallAmerican town overcoming thisproblem by public humiliation.Some six weeks later the problemwas solved. The letter caused aresponse from Mayor BrendonDuffy and the then police youthaid officer saying it could not bedone.

‘‘Great revelations on October6, 2007 our mayor has hisphotograph in full regalia on thefront page of the Chronicle and onpage three stating windowbreakers, taggers and other

youth criminals beware, goingout and creating trouble couldturn into an afternoon wearingan embarrassingly brightfluorescent vest and picking uprubbish with our HorowhenuaMayor Brendon Duffy.

‘‘The same article tells us oneyoung lad was taken out by MrDuffy and how this had changedhis ways. Great — however myquestion is. Is the cleanup stillhappening? Has anyone seen aslowdown in youth crime?

‘‘People say it is taking placeeverywhere, that may be so butthis is our town and our problemso what are we doing about itexcept saying enough is enough.

‘‘Maybe we do need some lawchanges, if kids cannot be heldresponsible for the actions thenmaybe their parents should be.’’

Last year some stock hadn’tthrived which Mrs Christensenbelieved may have been due to theexpense of rearing, in particularlambs. Not so this year.

‘‘Awesome effort from all thechildren who continued to feed,lead and brush their animals,’’she said. ‘‘Kid entries were thehighest for years which the judgesaid was the best line up he hadseen.’’

Qualified judges fromthroughout the lower NorthIsland were presented with morethan 150 animals from nineschools.

The recent vandalism atHorowhenua Rowing Clubhas united our communityand shown people at theirbest.

I was proud to be one of200 volunteers at theworking bee held a fewweeks ago at LakeHorowhenua.

Many offers of supporthave come from around thecountry with PoriruaRowing Club lending someboats for our rowers to usewhile repair work is done.

I’ve arranged forOlympic medal-winningrowers Joseph Sullivan andPeter Taylor to come toLevin next Friday to run atraining session for ourlocal rowers, and thenattend a fundraising eventthat evening.

It’s great that these twoare making this trip toshow their support andinspire the next generation.This will be a specialopportunity for our youngrowers to get coaching tipsfrom two of the best in theworld.

Sullivan won a goldmedal at the LondonOlympics in the doublesculls with his partnerNathan Cohen, whileTaylor won bronze in thelightweight double scullswith Storm Uru.

The fundraising event

will include speeches fromthe Olympic rowers and anauction full of greatdonated prizes.

The event starts at 6pmon Friday, November 30 atHorowhenua DistrictChambers. Tickets are $20and can be purchased frommy office in Levin,Horowhenua DistrictCouncil, Te Takere or theFoxton Information Centre.

Rowing is on a high rightnow, following thespectacular medal successat the London Olympicsthis year. As well asHorowhenua, it is alsopopular at ParaparaumuCollege.

What this incident hasshown is that there isclearly strong support inthe community to get LakeHorowhenua cleaned upand restored.

The Manawatu RiverAccord has resulted ingovernment funding tohelp with the clean-up.I’m hopeful a similaraccord for LakeHorowhenua can bereplicated to keep up thepositive momentum andmake the lake somethingwe can all be proud of.

GERMAN Chancellor Otto von Bismarck is credited as the inventor ofthe world’s first retirement plan.

Now that KiwiSaver is more than5 years old, those early joinerswho saw some advantage in theretirement scheme are able towithdraw their funds. When theircontributions, plus theiremployers’ (and theGovernment’s too), plus interestare all added up there can beenough to take a trip, to upgradethe car, to re-invest, or to leavefor their heirs.

But while these firstbeneficiaries enjoy their littleluxuries, historians can point toOtto von Bismarck as theinventor of the world’s firstretirement plan. In 1881, when heintroduced his scheme, theGerman Chancellor may havebeen a pragmatist; he certainlywasn’t a socialist. Bismarck wasthe consummate politician,concerned with keeping himselfand his colleagues in power whileat the same time showingconcern for his constituents andtheir needs.

Germany in the 1880s facedtwo new and rapidly-growingchallenges. Immigration to theUS was a very attractive prospectfor young, talented Germanworkers.

Those already settled on the‘‘new frontier’’ wrote home ofbetter wages and workingconditions, more opportunitiesand, perhaps most importantly,equality. Those still at home inGermany, fired up by thesereports, were turning to socialistpolitical theories and Bismarckfelt the threat.

The Chancellor’s ‘‘concern’’for workers — and their votes —triggered his retirement scheme,the world’s first. It was to be paidout at age 70, meaning it wouldcost very little as the average

German worker at that time livedonly until age 45. Health andwelfare plans were to be a part ofBismarck’s great new society too,but not an overhaul of suchthings as working conditions,child labour laws and the like.For Bismarck and his colleagues,that would have been ‘‘a step toofar’’, since such initiatives wouldhave threatened profits.

Bismarck’s retirement plancan be seen as an early form ofthe now much-despised ‘‘Ponzi’’schemes, where money coming inis used to pay out dividends. Suchsystems only work for as long asthe inflow exceeds the outflow. Ifthe market changes, though, orpeople lose confidence, thefigures don’t add up. In theUnited States, Bernie Madoffmade this life-changing discoverywith his Ponzi scheme. Itscollapse in 2009 cost millions ofpeople billions of dollars. Thisfinancial disaster was the biggestin history at that time and Madoffis now in jail while liquidatorstry to find out where it all went(and perhaps recover some of it).

Madoff’s personal tragedy hasextended beyond his prisonsentence though — he lost a sonto suicide over the scheme’scollapse.

Bismarck — and KiwiSaver —are both legal Ponzi schemes, ofcourse. Both enjoy the protectionof the State; protection of income,that is, but not guaranteedsecurity should ‘‘the marketchange or people loseconfidence’’. A great deal flows in— as young people contribute —but not a lot flows out, as the fewcollect. Meanwhile, hopefully,there are 60 or more years ofprofit to prop up the wholescheme.

But rather than Germany orNew Zealand, the world isincreasingly looking to Chile foran example of how retirementplans can succeed. Chile’s LabourMinister, Jose Pinera, learnedhis lessons well at HarvardUniversity while gaining hisPhD. Variations of the Pineraplan, begun in 1981 (exactly 100years after Bismarck’s), havebeen adopted by more than 30countries and hundreds ofmillions of workers are nowinvestors for as long as theychoose to be.

While Pinera’s plan iscompulsory to join, opting out ofit is possible.

Workers choose their ownretirement age and non-workersstill have a government fund forsupport. The more workerscontribute to the scheme, and thelonger they stay in the scheme —as some have now for over 30years — the more they have onretirement.

The compulsory/voluntaryfactor makes the Pinera Plan soattractive that prestigioussponsors promote a ‘‘Pinera RoadShow’’, where the now-ageingcampaigner extols the virtues ofhis scheme to other countries.Ironically, Pinera enjoyed a goodreception in Germany, where itall began.

Critics — and there are many— claim that the Pinera Plan isstill exposed to the vagaries of themarket; that wide diversificationis no guarantee that companieswon’t fail, or that share priceswon’t fall.

Pinera’s answer, almostalways is, ‘‘Look at the history; itworks.’’

So far, as older KiwiSaverscollect, they probably agree.

It is always the right temperature and veryportable. You can feed your baby where everyou are without having to find a microwave orwaiting for freshly boiled water to cool. This is actually true. 1/2 of a calorie isneeded to make milk which is pulled from fatstores so effectively you can burn from 500 -1,500 calories per day!

I think for a lot of women we feel that becausebreastfeeding is the natural way to feed ourbabies then it will come naturally. The truth isit is hard! Breast feeding is something that both

you and your baby have to learn. It is differentfor every woman and for every baby.

In the first few days it may feel like your babyis just sucking and sucking and not much iscoming out but the truth is your baby is learninghow to suck and your nipples are getting usedto being sucked that much! You breast andhormones are hard at work learning how toproduce milk. At this time your baby is gettingcolostrum which is pretty much liquid gold. Thismilk is rich with nutrients and antibodies. It isyour baby’s first immune system and althoughit might seem like they are only getting a smallamount it is just the right amount to fill theirlittle tummies.

The next stage when your milk comes downis very emotional, like a roller-coaster! You getweepy, you’re sore you’re tired - not to mentionyour baby seems like they are always eatingand fussy. At this stage remember baby is fussybecause they are most likely going through agrowth spurt; just take one day at a time. Thisstage does not last long and from here on itgets easier. By three months both you and yourbaby are pro’s and if you are still strugglingthere is a lot of support available. Take one dayat a time and enjoy it.

A fantastic opportunity has beenput on the table for Horowhenua-Kapiti senior rugby players withthe announcement that next year’sHeartland rugby squad will have acrack at playing for the pres-tigious Ranfurly Shield againstWaikato.

Horowhenua Kapiti RugbyFootball Union chief executiveCorey Kennett said for any player,walking on to the field to play a

shield challenge was a careerhighlight.

The shield challenge is sched-uled for either Wednesday, July 17or Wednesday, July 31, with thedate to be confirmed soon.

‘‘Having the chance to chal-lenge for the Ranfurly Shied is justfantastic for the union, the playersand the region,’’ Mr Kennett said.

Shield success has eluded theregion since the combined Horo-whenua and Manawatu(Manawhenua) team won the old

log of wood in 1927, beating Wai-rarapa 18-16. The team fought offtwo challenges, from Taranaki andWanganui, before losing to Canter-bury.

In 1993 the representative sidethat included a young Carlos Spen-cer played a star-studded Auck-land side coached by GrahamHenry at the Horowhenua domain,losing 80-17.

In 2007, the last time the localsquad played for the shield,Horowhenua-Kapiti lost to North

Harbour at North Harbourstadium.

‘‘The challenge for us is to beable to put a side together thathave the hunger to succeed,’’ hesaid.

Three years ago Horowhenua-Kapiti rugby union set up a highperformance unit to lead in playerdevelopment. This month the unitwas reviewed, resulting in newinitiative to include players fromall its representative sides,ranging from under-11s to Heart-

land, for both male and female.More than 40 players will have

access to individualised attentionincluding resources from theHurricanes and NZRFU.

‘‘We are taking an holisticapproach, looking to provide ourrugby players with all the toolsnecessary to improve themselveson and off the rugby field,’’ MrKennett said. The union’s aimshave been to assist players andcoaches where they can to fullyrealise their rugby potential.

The final Community Wellbeing Forum for 2012 is coming up on Thursday 29 November, from 1- 3pm

at Council. This Community Wellbeing Forum will have a particular transport focus, in partnership with

Horizons Regional Council and Public Health Unit.

Speaking at the event will be Environment Canterbury Transport Officer

Tony Henderson, on “Local Transport solutions run by local people - the

Canterbury experience in New Zealand for helping to run and establish

rural transport trusts. He has worked with two transport trusts

(Geraldine and Waimate) since he started his job. helped set one up in

Twizel and is setting another up in Fairlie while helping Leeston. These

Trusts provide more than transport for health services. He sees the key

to success as being local transport being run by local people. All the

trusts involve volunteer drivers, but different trusts operate differently.

Each area decides what services they will provide and how they

operate. His presentation will cover briefly how to set up a trust and

includes a DVD from Waimate describing their rural transport trust.
