The programme works in partnership with NZ Police, Fire, Civil Defence & Emergency Management, and local sponsors. It was first trialled in Horowhenua in 2010. Some activity areas covered are bike safety, preventing bullying, school and street clean ups, reporting graffiti, awareness/ assistance with fire/police/civil defence services, getting their families to join Neighbourhood Support, helping a neighbour. Children performing any of these ‘safety activities’ can be nominated by school staff, families and members of the community for an achievement award. The programme positively reinforces areas in the curriculum and existing school programmes, which ensures support by schools, their staff and the community. Participants keep a portfolio which is judged at the end of the year. Children from Taitoko, Foxton Beach and Fairfield Schools participated in the challenge. It required the students to keep a portfolio for a year on their involvement with Junior Neighbourhood Support and related activities in the community in which they live. Each of the judges had been involved with the groups and were aware how the programme had enriched the students’ lives. “Foxton Beach School has planted an amazing garden with Flanders poppies, which should be a blaze of colour by Armistice Day,” Keep Levin Beautiful representative Janet Brown said. “Children ate vegetables from a vegetable patch they’d created.” Ross Brannigan representing Emergency Management was impressed how the programme had encouraged children to educate their parents. “They are taking information home on how to react in an emergency, their parents are getting involved,” Mr Brannigan said. “It’s a great situation.” Horowhenua Neighbourhood Support manager Wendy Foreman visits participating schools regularly throughout the year, arranging speakers and encouraging children to make contact with people in the community. Groups of children from each school are selected to have morning tea with Mayor Brendan Duffy or afternoon tea with Otaki MP Nathan Guy. Overall winners will join Ms Foreman, team leaders and supporters on a three-day camp at Greenpastures in Wanganui. They will participate in leadership and confidence building activities. “It gave the children an incentive,” Ms Foreman said. “It instils a sense of pride in themselves, their school, home and community.” ANZ Bank donated $2704 earlier in the year enabling a deposit to be paid to reserve the venue. The camp starts on November 30.

Judges of the Horowhenua JuniorNeighbourhood Supportchallenge were absolutelystunned by the quality of workpresented.

Rate rebatesI read that $2.2m is owing to thecouncil for rates. It continues –“Payment Options” – “DirectDebit” – “A range of options”. Itis not that there are insufficientways of paying but it is theamount that is the problem.

More so if one loses their job.I do worry that such a situa-

tion will become more likely inthe future. My total ratesincreased by $189 but the ratesrebate scheme increased by only$15. People can only pay suchincreasing rates figures by fore-going other items they mayprefer, or simple pleasures.

Councillors don’t consider uswhen setting rates levels for whatthey decide to spend.

Job situationIf an economic development strat-egy is to succeed it needs morethan the involvement of localbusinesses to drive it. We oftenhear local business ownersbemoaning the lack of suitablytrained local people, conversely Iam sure that many local peoplewith training and qualificationshave plenty to moan about thelack of suitable opportunities too.

But the latter perspectiveappears to be an irrelevant con-sideration. This is one of theproblems when a strategy onlytakes into consideration theneeds and aspirations of localbusiness owners. If local employ-ment opportunities were so plen-tiful why is it so many localpeople have to leave the districtor travel to Wellington to findwork? No, this problem is muchbigger than the lie being pre-sented by local employers thatthe opportunities are there but

the staff are not. Also, one of thebiggest problems is the kind ofemployment opportunities thatare offered here. Invariably lowpaid and with little or no futurecareer prospects. Also, whatabout the obligations local busi-ness owners have to providehealthy and safe workingconditions and a decent wage asopposed to the minimum wage?There are so many issues beingessentially ignored as relevant topromoting economic growth. Infact I would go so far as to say it isthe limitations of businessowners, both in their thinkingand practice, that is one of themain obstacles to drivingeconomic growth.

Wildlife FoxtonA fascinating concept is beingdeveloped which could economic-ally and ecologically benefitHorowhenua generally andFoxton in particular. It is unde-niable that Foxton’s location, just170 meters from State Highway 1and bordering the Foxton Loop,the Manawatu Estuary and theinternationally acclaimedRamsar area is ideally placed forecological tourism.

Foxton is also home to theexcellent working Windmill, ahorse drawn tram, a flax museumand MAVtech, which houseswhat is probably the best collec-tion of antique audio visualequipment and films in theSouthern hemisphere.

A small working party isdeveloping the concept of awildlife centre on the banks of theFoxton Loop that will consist ofan aquarium and terrarium withNew Zealand native fish andreptiles, and a walk-in aviaryhousing New Zealand nativebirds in an area containingnative flora and fauna.

Wildlife Foxton would be asuperb educational andinformational facility as well as atourist attraction. It is envisagedthat the Trust currently beingbuilt to own and operate thewildlife centre can serve as a hub,bringing together the disparategroups in Foxton and develop andoperate a holistic plan which willbring about the rejuvenation ofFoxton and its surrounds. Sup-port is vital and discussions arebeing held and welcomed with allparties willing to contribute, co-operate and work to bring thisidea to fruition.

Fun on the run withLions at Foxton BeachFoxton Lions Club have organised a funcharity run taking place this Sunday,from 9am. Participants can choose torun 20km, run or walk a 10km or 5kmcourse along Foxton Beach.

Kathy McMillan, Horowhenua DistrictCouncil Recreation Planner, said theweather forecast was looking great.

“Fingers crossed it stays that way, weare expecting hundreds of people totake part in this event.”

All money raised from the event goesto Manawatu Coast Guard, Foxton Surf

Life Saving Club and the WestpacHelicopter. “By taking part not only willyou have fun you are also giving back tothe community,” said Kathy.

A group of Rangers fromJohnsonville get in some r’n’rand soak up the Levin sunbefore the real fun begins.

Levin’s Event Centre played host to morethan 600 happy campers over the longweekend, as Guides and Brownies fromthe Wellington region, includingHorowhenua, enjoyed three days ofactivities in and around Levin.

Even the deluge of rain on Monday didlittle to dampen the enthusiasm of thisyear’s regional camp dubbed the ‘Just 4Fun Camp’.

“Girls don’t mind getting wet,” saiddistrict co-ordinator for HorowhenuaDeborah Kingi, who looked after a group of10 girls from Levin.

She said no-one got washed out, orsprung a leak in their tent.

“We were all pretty warm and cosy. Itmakes it a bit more exciting and it’s whatthe girls remember most.”

Pippins, from age five, to Rangers, up toage 18, took part in a range of challenges,including water slides, rock wall climbing,a version of My Kitchen Rules, crafts,

scavenger hunt around Levin, and for theolder girls, rafting on the Otaki River.

They also found time to help out in thecommunity doing good deeds, includingweeding and planting at the Garden ofEden, even digging out worms which theyounger ones enjoyed, according toDeborah, plus helping out at the SPCA,RSA, Hinemoa House, helping withchildren’s programmes and making uppacks for a Women’s Refuge Centre.

There was also time for moretraditional guiding activities such asmaking damper bread over a fire and asing-a-long around the camp fire on thelast night.

The regional camps are held every fouryears, and Deborah says it will give theseGuides and Brownies a ‘taste’ of what toexpect ahead of the 2016 internationalJamboree being held in Christchurch,which lasts seven to 10 days.

Travelling along StateHighway 1 on Monday atabout 3pm, reminded mewhy I avoid travelling onlong weekends.

Traffic was built up noseto tail, from the roundaboutat Otaki to the passing lanesat Manakau, either crawlingalong at about 5km/h orstopped altogether.

Having said that,everyone was being patientand I saw no dangerousdriving manoeuvres. Thankgoodness the KapitiExpressway is wellunderway, and in time theremainder of planned worksshould eventually alleviatethe traffic woes we currentlyexperience across thedistrict at peak times.

I know full well that theExpressway has causedmajor concerns for a largenumber of households, buthopefully the changes willbenefit everyone in the longterm.

While I try not to focus onthe ridiculous escapadessome people get themselvesinto, some stories just needto be told.

One such incident onSaturday afternoon involveda noisy motor bike, the riderwas not wearing a helmetand driving erratically onthe road and public parks inthe Gordon Place area ofLevin.

Police finally caught upwith the motor cyclist in theearly evening, still drivingerratically and under theinfluence of alcohol. Not onlywill he be charged with adrink diving offence, he hadhis driver licence suspendedfor 28 days, a severepunishment in itself for a

person who drives for aliving.

Police are consideringlaying further charges due tothe damage caused byripping up the grass in apublic park in Argyle Street.

Readers might rememberan article I wrote someweeks ago, in which I talkedabout stair dancing. This is athief entering a businessproperty, often at the rear,and using stairs to gainaccess to the various levels ofthe building to steal purses,wallets and money fromunsuspecting office workers.

An alleged offender haddone just that at a businessin Levin’s North ServiceLane and had made his getaway, discarding an emptywallet nearby. It is great toreport the alleged offenderhas been identified for thistheft, and a number of otherthefts around Levin and alsofrom as far away as Kapitiand Palmerston North.

Sadly the young man isonly 16 years of age; howeverthe circumstances dictatedthat he was arrested, hasappeared in court and hasbeen remanded in custody toappear at a later date.

Alcohol set to fuel district’sfamily violence incidentsBy PETER FRANKLIN

The family violence statistics inHorowhenua do not paint a prettypicture, with an average of four aday being reported to police overthe past two weeks.

Horowhenua police familyviolence co-ordinator SergeantMartin Bull said, while thenumbers were high, it meant therewere also some positives to begained.

One is the increasing number ofpeople not prepared to sit back andtake abuse, and say nothing. Oncean incident is reported to police,

something legally can be done.Mr Bull said that out of the 58

cases of family violence attendedto by police, over half, 32, involvedthe use of alcohol, which is asobering thought.

He said this was a trend thatstarted with the onset of warmermonths.

“There is an increase in socialactivities, which often means anincrease in the amount of alcoholbeing consumed.”

The period leading up toChristmas always sees an increasein family violence incidents, andMr Bull is asking people to

remember that over indulging inalcohol can lead to big problems.

“Be realistic, if you are going toconsume alcohol be a socialdrinker, not a violent drinker,” hesaid.

Four males aged between 19 to22 and five males aged between 30and 44 have been charged withvarious assault, intentionaldamage and breach of protectionorder offences, and three women,aged 17, 20 and 25, have beencharged with various commonassault and intentional damageoffences. All will be appearing incourt.

Mike Olsen started operating aFour Square mini mart andthrough a passion for retail hegrew to own and operate KapitiPak’nSave for many years. This isthe largest supermarket on theKapiti Coast employing hundredsof people. Mike has sponsored

many local events and bothbusinessmen are still activelymentoring and supportingbusiness developments locally.Thank you both for the amazingcontributions you've made to ourcommunity.

MANAWATU College students take on police and college staff in a tug-o-war as part of an afternoon of activities aimed at raising awarenessof domestic violence.

Each year Manawatu Collegededicates a day of activities toincrease student and staffawareness in relation to domesticviolence, which is promotednationwide through the WhiteRibbon campaign.

This year, activitiescommenced at lunchtime with afree sausage sizzle, informationsharing and tug-o-war contestbetween students and the localpolice.

Activities that took place in thecollege hall included drama andmusic items, and addresses bylocal police, a Horowhenua HALT(Horowhenua Abuse LiaisonTeam) representative, and WhiteRibbon guest speaker, DavidWhite.

David was so moved by theoccasion and, in particular, thestudent performances which wereboth relevant and effective, thathe contacted the college thefollowing day with a request that

television teams, representingwell-known TV One and TV3current events programmes, comeinto the college and film one of thestudent drama performances.

This will take place before

Senior Prizegiving next Friday(November 7) when seniorstudents begin their NCEAexternal examinations.

DIRECTOR – LINDA BUCKLEYIts been an extraordinarily busy year for Linda whodirected the successful “Joseph And His AmazingTecnicolour Dreamcoat” for Otaki Players in August,then embarked as director of HYPE - HorowhenuaYoung Persons Entertainment – at the Levin LittleTheatre with over 40+ students taking part, plusrunning school holiday programmes for students.Author of 3 previous pantomimes, “The Christmas ThatAlmost Wasn’t” which has been presented twice at theTheatre, “The Magical Christmas Caper” and “Encoun-ters of A Fairy Kind”. Its not every day that you findsomeone who is the author, director and choreographerof a production – it takes a special talent.Last year Linda directed the successful “Seussicalthe Musical” for Levin Performing Arts and receiveda Globe Award for Best Show for Children. She has agreat rapport with young people and adults and a clearvision of what she requires from each character tobring them to life.

In Linda Buckley’s pantomime there are wellknown characters like Pinocchio andJimi-E-Cricket, and we meet Luigi, brother ofGuipetto, the well known puppet-maker, plus Luigi’s assistant, Jelly Bean, andintroduces the handsome NutcrackerPrince and pretty Clara.

It is a pantomime for all the family to enjoywith a great Christmas flavour to end the year.
